Open Satchel review
A broad local PDF toolkit with free AGPL use and costly organizational licensing.

Open Satchel is a local-first desktop PDF editor for individuals, organizations, and teams that want documents processed on their own machines. It covers text and layout editing, page operations, redaction, forms, signatures, OCR, compression, conversion, comparison, and cleanup workflows. Files remain on the user’s filesystem, and normal editing does not require an account or cloud upload. Windows, macOS, and Linux are supported, making it a fit for organizations that prioritize desktop coverage and local document handling.
The pricing structure separates community use from organizational licensing. Community Edition is free under AGPL-3.0-only terms for personal, hobby, research, academic, nonprofit, and AGPL-compliant company use. Paid annual plans are organization-based rather than per-seat: Nonprofit / education costs $2,500 per organization per year with non-AGPL terms and application-based verification; Small organization costs $7,500 and adds signed builds, a standard procurement package, and email support; Mid-market costs $20,000 with commercial terms, standard documentation, and invoice and payment flow; Large organization costs $50,000 with a standard agreement, signed builds, an offline license certificate, and support.
Open Satchel’s standout strength is the breadth of its local PDF workflow. Users can edit content, redact underlying PDF data, fill forms, OCR scans, sign documents, compress and convert files, and merge, split, crop, reorder, rotate, extract, or compare pages without relying on cloud upload for normal editing. The commercial catalog also includes a Binary PDF engine SDK at $50,000 per module per year, a Source PDF engine at $130,000 per module per year, and OEM / redistribution / white-label licensing at $150,000 per year. Organizations needing non-AGPL rights or redistribution should consider the relevant paid tier; teams wanting a mature release rather than an early public beta should look elsewhere.
