Putting on the Product Owner hat means being accountable for maximizing product value and making the Product Backlog a clear, ordered guide to improvement. In Scrum, one person holds that accountability: work can be delegated, but accountability and decision authority remain with the Product Owner. The precise job title and day-to-day duties vary by organization.
What the Product Owner is accountable for
The 2020 Scrum Guide by Ken Schwaber and Jeff Sutherland defines the Product Owner as accountable for “maximizing the value of the product resulting from the work of the Scrum Team.” This is an accountability, not a guarantee that one person personally performs every related task.
The Product Owner manages the Product Backlog by developing and communicating the Product Goal, creating and clearly communicating backlog items, ordering those items, and keeping the backlog transparent, visible, and understood. The Guide describes the backlog as “an emergent, ordered list of what is needed to improve the product.” It evolves as the team learns; it is not a complete specification that must be fixed up front.

It defines Scrum accountabilities and events, but does not prescribe one universal job description or a particular backlog template.

Who makes which decisions?
| Area | Product Owner | Developers |
|---|---|---|
| Product value and direction | Accountable for maximizing product value and developing and communicating the Product Goal. | Collaborate with the Product Owner and the Scrum Team toward the product and Sprint goals. |
| Product Backlog | Accountable for its management, including ordering items and making the backlog transparent. | Help clarify items as needed; they are accountable for sizing backlog items. |
| Sprint work | Discusses proposed value and helps the team understand backlog items. | Create the Sprint plan and decide how to turn selected work into an Increment. |
Sprint Planning is collaborative: the Scrum Team works toward a Sprint Goal, while Developers decide how to do the work and create the plan. A Product Owner can explain priorities and trade-offs, but does not assign implementation tasks or dictate the Developers’ method.
Scrum defines one Product Owner, not a committee. That person may represent the needs of many stakeholders, and the organization must respect the Product Owner’s decisions. Those decisions are visible in the Product Backlog’s content and ordering and in the Increment inspected at Sprint Review.

Can the Product Owner delegate backlog work?
Yes. The Scrum Guide states, “The Product Owner may do the above work or may delegate the responsibility to others. Regardless, the Product Owner remains accountable.” Others can help draft or clarify items, gather stakeholder input, or maintain backlog details. Delegation does not transfer the Product Owner’s accountability or final authority over backlog decisions.

- State the Product Goal. Make the intended direction understandable to stakeholders and the Scrum Team.
- Order the backlog around the goal. Use what is currently understood about value, need, and uncertainty to make the next priorities clear.
- Clarify items with the right people. Discuss details with Developers and stakeholders when needed; Scrum does not require a particular user-story format.
- Make trade-offs visible. Keep backlog content and ordering clear enough that others can understand the choices.
- Connect selection to a Sprint Goal. In Sprint Planning, collaborate on the goal and proposed value while Developers determine their plan and selected work.
- Learn from the Increment and changing conditions. Use Sprint Review to inspect the outcome with stakeholders, then adapt the Product Goal or backlog as appropriate.
What Scrum does not standardize
Organizations can implement Scrum in different ways, so “Product Owner” does not always mean the same job title, authority, stakeholder access, or set of daily duties. The Guide does not establish that the accountability is universally a full-time role or that it is identical to a product manager role.
Likewise, Scrum does not require a Product Requirements Document (PRD), user-story syntax, roadmap ceremony, or prioritization formula. Teams may use these practices, but they are local choices rather than formal Scrum rules. What matters in Scrum is the accountability for value and Product Backlog management, with decisions made visible and Developers retaining responsibility for the Sprint plan and how work is done.
