Public capex builds the platform; private capex decides whether businesses turn that platform into productive assets and earnings. Government spending is policy-led, concentrated in infrastructure and funded mainly through taxes and borrowing. Corporate spending is governed by demand, return-on-capital and balance-sheet decisions, and is financed through cash generation, debt and equity. For investors, the key question is not which type is larger, but whether public projects are being executed and whether companies are earning enough from the resulting capacity to justify new investment.
What public and private capex mean
Capital expenditure (capex) creates or upgrades an asset expected to provide services for more than one accounting period. It differs from routine operating expenditure such as salaries, fuel, interest and maintenance. A new railway line, transmission network, irrigation system, factory, warehouse, mine, data centre or production machine is capex; the electricity, wages and repairs needed to run it are operating costs.
Public capex
Public capex is expenditure by the central or state government and their public-sector entities on long-lived assets. Typical categories include roads, railways, ports, airports, power and water systems, defence equipment, urban infrastructure and digital networks. Its justification is wider economic and social benefit rather than a direct shareholder return: lower logistics costs, improved connectivity, public-service delivery, resilience or strategic capability.
Investors should judge it through the budget allocation, money actually released, tenders awarded, physical progress, commissioning dates, cost overruns, fiscal capacity and continuity of policy. A large budget number is not the same as a completed asset.

Private capex
Private capex is corporate spending on factories, machinery, mines, warehouses, logistics fleets, information technology, research facilities and other productive assets. Management normally commits capital after testing expected demand, utilisation, margins, financing cost and return on capital. The objective is generally income generation, productivity or capacity expansion that can raise future cash flow and shareholder value.
For a company, an announced project is only the start. Orders for equipment, construction progress, commissioning, ramp-up and sustained utilisation determine whether the investment becomes earnings.
Public versus private capex: the investor comparison
| Dimension | Public capex | Private capex | What investors monitor |
|---|---|---|---|
| Primary objective | Infrastructure, public services, productivity and strategic capacity | Income generation, capacity upgrading, efficiency and returns to owners | Whether the stated objective is translated into operating output |
| Decision-maker | Government, ministries, public agencies and public-sector enterprises | Company boards and management teams | Policy continuity versus management discipline |
| Financing | Tax revenue, government borrowing, grants and public-sector balance sheets | Internal accruals, bank or market debt, equity and external commercial borrowing | Fiscal space, leverage, interest cost and cash generation |
| Timing | Multi-year planning and procurement cycles; often tied to budget and election periods | Hurdle rates, order visibility and the time needed to commission capacity | Approvals, land and equipment lead times, and project slippage |
| Main risks | Political priorities, regulation, land and procurement delays, cost escalation and weak execution | Demand, pricing, margins, funding, leverage, technology and execution | Evidence of completion, utilisation and return on invested capital |
| Typical beneficiaries | Engineering and procurement contractors, construction suppliers, utilities, transport operators and equipment makers | Asset owners, capital-goods suppliers, component vendors, logistics firms, lenders and service providers | Order conversion, margins, working capital and balance-sheet quality |
How much public capex India is doing
Central-government capital spending increased from about ₹3.4 lakh crore in FY2020 to ₹10.5 lakh crore in FY2025, described as a provisional actual by the Ministry of Finance in 2026. A separate NITI Aayog measure puts public capital expenditure at ₹15.5 lakh crore, or 4.3% of GDP, for FY2025–26. These figures use different coverage and fiscal-year status, so they should not be added or treated as a single harmonised series.

The Economic Survey 2024–25 reported that capex improved continuously from FY2021 through FY2024 and grew 8.2% year over year after the general elections. Capex in key infrastructure sectors grew 38.8% between FY2020 and FY2024. The Economic Survey 2025–26 said capex’s share of central expenditure rose from about 12.5% in FY2020 to 22.6% in FY2025, while effective capex reached roughly 4.0% of GDP.
For an investor, this indicates a sustained policy preference for infrastructure investment, not proof that every allocated rupee has reached a completed project. The useful follow-through measures are tender awards, right-of-way and environmental clearances, contractor execution, milestone payments, commissioning and post-completion utilisation.

Why public capex can move markets before completion
Markets often react to a budget announcement, a project award or a multi-year pipeline before physical assets are finished. Contractors may report a larger order book; cement, steel, electrical equipment and transport suppliers may see prospective demand; banks may receive financing opportunities. However, an order is not revenue, and revenue is not free cash flow. Delayed approvals, aggressive bidding, claims, working-capital needs or a change in government priority can reduce the eventual benefit.
What the private-capex data shows
MoSPI’s 2025 enterprise survey found an aggregate unweighted increase of 66.3% in surveyed private-company capex between 2021–22 and 2024–25. Average gross fixed assets per surveyed enterprise rose from ₹3,151.9 crore in 2021–22 to ₹4,183.3 crore in 2023–24; provisional 2024–25 capex per enterprise was ₹172.2 crore.
The later NSO survey estimated intended capex per enterprise at ₹180.2 crore and actual capex at ₹173.5 crore in 2024–25, a 96.3% realisation ratio. Of 5,366 respondents, 4,203, or 78.3%, reported plans for 2026–27. The ratio compares intended with actual spending in the survey’s coverage; it is not a national private-investment rate and should not be combined with the public figures above.
These results support a more precise conclusion than “private capex is coming back.” Surveyed companies were both planning and executing investment, but the sample, unweighted aggregation and enterprise coverage matter. Investors should corroborate the direction with company filings, purchase orders, capacity additions, utilisation and cash-flow statements.
Different objectives create different investment signals
Public objectives
Public projects are selected for network effects and public value. A highway can shorten delivery times for many companies even if the road itself does not earn a commercial return. A transmission line can unlock generation capacity; a water system can support an industrial cluster; a defence project can meet a strategic requirement. The relevant payoff may appear in productivity, regional development or resilience rather than in the government’s direct operating profit.

Private objectives
In the NSO’s 2025–26 survey, 60.13% of surveyed private enterprises cited income generation as a capex objective and 42.12% cited capacity upgrading. A project therefore competes for capital against dividends, debt repayment and other investments. If expected demand or return falls below management’s hurdle rate, the company can defer, resize or cancel it.

Conversely, strong utilisation and returns can make private investment accelerate even without a new public programme.
Financing changes the risk profile
How public projects are financed
Government capex is ultimately supported by tax receipts, borrowing and the balance sheets of public-sector entities. Borrowing allows infrastructure to be built before all future beneficiaries have paid for it, but debt-service costs and fiscal rules constrain how quickly spending can grow. Grants, viability-gap support and budgetary transfers can make a project possible while shifting more risk to the public balance sheet.
How private projects are financed
Internal cash generation supplied 65.35% of private capex financing in the NSO’s 2025–26 survey. That share matters because internally funded projects are less exposed to refinancing and interest-rate shocks, although they still require adequate returns and liquidity. Debt can accelerate expansion but raises leverage, covenant and repayment risk. Equity avoids mandatory repayment but dilutes existing owners or requires the market to accept a higher risk premium.
The Reserve Bank of India recorded ₹26,308 crore of external commercial borrowing and IPO funding for capex in the second quarter of FY2024–25, after ₹36,489 crore in the previous quarter. Those are quarterly flows, not the total financing of all private investment. They show that overseas borrowing and equity markets can supplement retained earnings when companies have investable projects and market access.

How public capex can crowd in private investment
The crowd-in mechanism links the two categories. A new road, rail connection, port, power line, water network or digital backbone can lower the cost and uncertainty of a private project. A manufacturer may locate near reliable transport and electricity; a data-centre operator may invest where fibre and power are available; a logistics company may add warehouses when freight corridors reduce transit time.
The Economic Survey 2024–25 states that “Public sector investment alone cannot meet the requirements of infrastructure, and private sector participation will be crucial to bridge the gap.” The Economic Survey 2023–24 also says, “Government capex has also begun to crowd in private investment.” The practical test is whether public assets produce measurable improvements in travel time, power reliability, connectivity, land access or demand, and whether businesses respond with commissioned capacity rather than only announcements.
Crowding in is not automatic. Poorly planned infrastructure can leave assets underused; tariffs or regulatory uncertainty can deter users; and a public project may compete with, rather than complement, private capacity. Investors should examine the link at the project and sector level.
Which sectors may benefit, and when
| Public spending impulse | Potential private beneficiaries | Evidence to check |
|---|---|---|
| Roads, rail, ports and urban transport | Engineering contractors, cement and steel suppliers, freight operators, warehouses, manufacturers and commercial property near nodes | Order conversion, freight volumes, toll or user revenue, land access and utilisation |
| Power generation, transmission and distribution | Electrical equipment makers, renewable developers, industrial users, data centres and battery or storage suppliers | Grid connection, tariffs, offtake contracts, plant load and payment discipline |
| Water and irrigation | Pumps, pipes, construction firms, agriculture-linked processors and local industry | Completion, service coverage, collection rates and industrial demand |
| Defence and strategic manufacturing | Equipment makers, component suppliers, electronics and specialised engineering companies | Contract terms, domestic-content rules, delivery milestones and working capital |
| Digital infrastructure | Telecom, cloud, data-centre, software, cybersecurity and electronics businesses | Power and fibre availability, customer commitments, utilisation and technology obsolescence |
The beneficiaries are not interchangeable. A contractor may gain immediately from an order, while an asset owner benefits only after commissioning and demand growth. Suppliers can experience a short cycle of revenue followed by a gap if the pipeline is delayed. Lenders face both the opportunity of new credit and the risk of cost overruns or weak project cash flow.

1. Identify where the company sits in the chain
Separate project owners, engineering and procurement contractors, equipment suppliers, materials producers, operators and lenders. Their revenue timing, margins and working-capital needs differ. A contractor with a large order book may still have thin margins; an equipment maker may need factories before orders convert; an operator may carry the longest payback period.

2. Verify the public-project transmission channel
- Check whether the relevant budget is an allocation, a revised estimate, a release or a provisional actual.
- Look for tender award, notice to proceed, land and environmental clearance, construction milestones and commissioning.
- Track payment terms, claims, arbitration, cost escalation and the implementing agency’s execution record.
- Test whether the completed asset improves the company’s input costs, market access or demand, rather than assuming a broad sector benefit.
3. Test private-project economics
- Compare expected capacity with current utilisation and customer orders.
- Examine return on capital against the company’s cost of capital and the likely ramp-up period.
- Review project cost, commissioning date, technology risk and sensitivity to input prices or selling prices.
- Check whether new capacity replaces old assets, adds genuinely incremental output or merely shifts production between facilities.
4. Follow the funding and cash flow
- Measure capex against operating cash flow, retained earnings and free cash flow.
- Review debt maturity, interest coverage, foreign-currency exposure, covenants and equity dilution.
- Watch inventory, receivables and payables: rapid capex can consume cash even when accounting profit rises.
- Distinguish an announced financing from money actually drawn and spent.
5. Look for delivery, not only intention
The NSO’s 96.3% intended-to-actual ratio is encouraging for its surveyed 2024–25 enterprises, but a company-level decision still requires evidence of equipment ordered, construction completed, trial production and sales at the new capacity. A 78.3% share of respondents planning 2026–27 capex signals intent, not guaranteed expenditure.
Common pitfalls when comparing the two
- Mixing fiscal-year measures: FY2025, FY2025–26 and 2024–25 are not interchangeable periods.
- Combining unlike coverage: central-government capex, effective capex, NITI Aayog’s public measure and enterprise-survey capex cover different entities and definitions.
- Treating budgets as outcomes: an allocation can be reduced, delayed or re-prioritised.
- Treating intentions as actuals: corporate plans can be deferred, resized or cancelled.
- Using an average as a national total: the MoSPI and NSO numbers are survey estimates, including unweighted panel results, not a census of every private enterprise.
- Assuming crowding in is guaranteed: infrastructure helps only when it is usable, connected and economically relevant to the private project.
- Ignoring returns: high capex can destroy value if utilisation, pricing or execution disappoints.
What the current evidence means for investors
India has a strong public-investment impulse and clearer evidence that surveyed private firms are spending and planning to spend. The public side supplies a multi-year infrastructure pipeline and can reduce bottlenecks; the private side determines whether that platform becomes factories, services, jobs and corporate cash flow. The most investable situations are where the two timelines meet: a funded public asset is nearing completion, a company has visible demand and pricing power, and its balance sheet can carry the project until utilisation rises.
Investors should therefore use public capex as a demand and infrastructure indicator, not as a standalone stock signal. Pair government execution data with company-level order conversion, project economics, financing and cash generation. That approach captures the complementarity between the two forms of investment while respecting the different risks and measurement bases.
