There is no single definition of a “private” LLM. Local deployment gives you direct control of where inference runs but makes you responsible for securing and maintaining it. A conventional cloud API reduces infrastructure work, while placing provider data handling and contract terms at the center of the privacy decision. Confidential computing aims to protect data while it is being processed in cloud infrastructure, but its safeguards depend on the specific implementation and do not replace application or governance controls.
What does “private” mean for an LLM?
Start by naming the protection you need. “Private” might mean that prompts never leave a device, are not used for model training, are retained only briefly, are inaccessible to ordinary infrastructure operators, or stay in a specified region. Those are different requirements; evidence for one does not establish the others.
Evaluate protections across three states: data at rest, data in transit, and data in use. Encryption at rest or in transit does not by itself show that a provider or infrastructure operator cannot access data while a model processes it. Confidential computing is designed to address that in-use boundary, subject to the service’s actual design.

How do local, cloud, and confidential deployments differ?
| Option | Privacy boundary | Who operates what? | Good fit when | Questions to verify |
|---|---|---|---|---|
| Local or self-hosted | Inference runs on infrastructure controlled by you or your organization. The practical boundary still depends on host security, network configuration, model source, logs, and access controls. | You operate the hardware and serving stack, and manage access, updates, monitoring, backups, and incident response. | Keeping inference in a controlled environment is important, and you can take on the operational work. | Which model and license? What hardware and throughput does the workload require? Where do prompts, logs, embeddings, and backups reside? Who administers the host? |
| Conventional cloud API | The provider operates inference. Privacy depends on its documented data handling and contract, as well as your own controls. | The provider runs the service; you remain responsible for configuration, access, data governance, and controls not covered by provider commitments. | You want hosted models without operating local compute, and the provider’s terms and security controls meet your requirements. | Are prompts used for training? How long are they retained? Is human access possible? Which region and subprocessors apply? What do enterprise terms say about incident notification? |
| Confidential computing | Hardware-backed trusted execution environments (TEEs) aim to protect data while it is processed. Attestation can check workload conditions before protected data or keys are released. | Cloud or platform operators still run infrastructure. Data owners, workload authors, and operators must define the trust boundary and key-release policy. | You need cloud or customer-controlled compute for sensitive workloads and want to reduce infrastructure-operator access to data or model assets. | What is inside the attested boundary? Which hardware and firmware versions are used? Who verifies attestation? What outputs and operational logs leave? Which failures block key release? |
These choices are not a universal privacy ranking. NVIDIA’s architecture comparison characterizes SaaS APIs as optimized to protect provider model intellectual property, open weights in customer-controlled environments as optimized to protect enterprise data privacy, and confidential computing as designed to protect both. That is a vendor’s description of architecture goals, not an independent guarantee for every deployment. NVIDIA confidential-computing deployment guide.

When does local LLM deployment make sense?
Local inference can keep the model-serving environment within infrastructure you control. It does not automatically make prompts, outputs, or model files safe: security depends on the machine, network, serving software, user permissions, logging, backups, and the model’s source and license.
Self-hosting also moves practical responsibilities to your team. Plan for hardware capacity, deployment and updates, access management, monitoring, recovery, and incident response. Match the machine to the model and workload; no particular hardware configuration or performance level is established here.

When can a cloud LLM be private enough?
A cloud API may be appropriate when hosted access matters and the provider’s documented practices and contract meet the use case. Do not infer privacy from the word “enterprise” or from encryption alone. Review prompt use, retention, human and administrator access, processing region, subprocessors, and incident terms, then configure your own access and data controls.

What does confidential computing protect?
Confidential computing uses hardware-backed protections to help shield data while a workload is actively processing it, extending the security focus beyond data at rest and in transit. NIST’s initial public draft, Hardware-Enabled Security: Confidential Computing of Data in Cloud Workloads, describes an approach for AI workloads on cloud infrastructure and says confidential computing extends encryption to data in active use. NIST states: “Confidential computing addresses data security and privacy concerns for organizations that move sensitive workloads to the cloud.” The document is an initial public draft, not a final standard. NIST IR 8320E, published May 29, 2026.
Attestation and key release
Attestation is a verification step: a party checks claims about the protected environment, such as the workload or virtual machine, against required conditions. Key release is the policy-controlled step that makes a key or protected data available only after the required check succeeds. Google Cloud’s Confidential Space documentation describes attestation and a hardened OS image, with separation among data collaborators, workload authors, and operators. It identifies AMD SEV, Intel TDX, and Intel TDX with NVIDIA Confidential Computing among supported Confidential VM technologies, and points to a Prompt Encryption SDK for serving an LLM in a TEE. These descriptions apply to Google’s product and configuration; confirm the relevant setup and regional support. Google Cloud Confidential Space overview.

NVIDIA’s reference architecture describes GPU-accelerated inference in confidential virtual machines or containers in customer-controlled environments. Its described flow uses encrypted model assets, attestation, and policy-controlled key release. In the cited VM scope, production key release requires successful attestation against approved CPU, GPU, guest, and policy state. The enterprise data owner controls inputs, outputs, and permitted telemetry while the model provider protects model weights. These are architecture descriptions, not a security audit or a guarantee for every implementation. NVIDIA confidential-computing deployment guide.

Where the protection boundary stops
A TEE does not answer every security question. You still need to decide who may call the application, what users may submit, how outputs are handled, which logs or telemetry leave the protected environment, and how keys are governed. Attestation only establishes the claims and conditions actually checked; it is not a blanket assurance about model quality, application authorization, legal compliance, or every software and operational risk. Identify applicable requirements and controls rather than assuming the deployment label satisfies them.
Quick Recap
How should you choose?
- Define the required privacy property. Specify whether the priority is keeping data on-device, preventing training use, limiting retention or human access, meeting residency needs, or reducing infrastructure-operator access.
- Map the complete data path. Include prompts, outputs, embeddings, logs, backups, model assets, keys, and telemetry—not only the text sent to inference.
- Assign each control to an owner. Identify what the provider or platform commits to and what your organization must configure, monitor, and govern.
- For confidential computing, inspect the attestation and release policy. Establish which components and versions are measured, who validates the evidence, what conditions release keys, and what happens when checks fail.
- Compare workload-specific cost and performance. Include infrastructure, staffing, operations, and required throughput. No general price or benchmark comparison is established here, so do not treat one deployment type as automatically cheaper or faster.
