To compare prepaid mobile costs in Pakistan, look beyond a bundle’s advertised price: match its allowances and validity to your use, check how taxes are presented, and account for charges that apply after an allowance runs out. The Pakistan Telecommunication Authority (PTA) says it tracks quarterly prices and annual percentage changes for selected hybrid bundles, but its announcement does not establish how much prepaid tariffs have risen overall.
What PTA’s tariff tracking does—and does not—show
On 20 May 2026, Associated Press of Pakistan reported that PTA had expanded tariff information in its Consumer Awareness section. The announced display covers quarterly pricing, annual increase percentages, validity and incentives for the ten leading hybrid bundles, subscriber-wise, from Jazz, Ufone, Telenor and Zong. The announcement describes what the tracker is intended to show; it does not reproduce the historic price series or state a particular increase. Without the figures, it cannot support a precise claim about the size or consistency of prepaid price rises. Anyone seeking an increase percentage should consult the tracker itself rather than infer one from a few current package prices.

A bundle’s headline price buys a specific mix of services for a limited period. A data offer, a voice-and-SMS offer and a mixed bundle do not provide equivalent value just because one costs less. Your total spend can also depend on what happens when an allowance is exhausted, whether the offer renews, and whether you use the included service before it expires.

Pay-as-you-go rates make those differences particularly important. Zong’s Economy Package page lists calls at PKR 2.68 plus tax per 60-second pulse, SMS at PKR 1.80 plus tax, and mobile internet at PKR 4 plus tax per MB. Zong also states that 15% advance income tax applies on every recharge and that 19.5% sales tax applies on usage where applicable. These are terms published by Zong for its tariff, not a universal description of every operator, province or transaction. Check Zong’s Economy Package tariff.
The charging unit affects what a call costs: a per-minute rate billed in 60-second pulses is not directly comparable with one billed in 30-second pulses. Small amounts of use can therefore be charged differently even where the advertised rate looks similar.

Examples of operator prices—and why they are not a ranking
The following examples were listed on operator pages reviewed on 8 October 2026. They illustrate different types of offers and price labels, not a like-for-like market comparison. Tariffs and availability can change, so verify the current listing before recharging.

The Zong examples are published as consumer prices, while the cited Zong metered rates show taxes separately. Jazz labels the cited rates tax-inclusive. Those labels and the different call pulses matter; the figures alone do not establish which operator is cheaper for a particular user.

How to compare packages for your own use
- Match the service mix. Estimate how much data, on-net and off-net calling, and SMS you use. Compare packages with similar allowances rather than contrasting a data-only offer with a voice bundle.
- Match the validity period. Compare weekly with weekly or monthly with monthly, and check expiry and renewal terms. A lower price may cover fewer days or provide more allowance than you can use.
- Check the price and tax wording. Look for whether the displayed amount is a consumer price, tax-inclusive, or subject to taxes charged separately. Use the operator’s own terms for the specific offer; do not assume one operator’s tax treatment applies to another.
- Price usage outside the bundle. Check rates for extra data, calls and SMS, including the charging pulse for calls. If you regularly exceed an allowance, estimate that additional usage as part of the package’s cost.
- Check restrictions and eligibility. Confirm whether an offer is regional, which networks its minutes cover, and any other conditions on the operator’s page.
- Verify before recharging. Use the current operator listing for the offer and confirm the applicable price, allowance and terms at the time you subscribe.
What a recharge amount can—and cannot—tell you
A recharge amount is not necessarily the same as the amount of usable service you will receive: the applicable taxes and the operator’s pricing terms affect the outcome. To decide whether a top-up is enough, check the offer’s displayed price and tax wording, then account for any use outside its allowances. The cited examples do not establish one tax calculation that applies to all operators or transactions.
