Prefabricated data centers can reduce total ownership cost and shorten the work that must happen on site, but they are not automatically cheaper, faster, or more reliable. Their advantage comes from standardized factory assembly, parallel site work, and the ability to add capacity in planned increments. Traditional construction remains preferable when a campus needs unusual layouts, highly customized systems, or a large permanent capacity from the first day.
The practical choice depends on rightsizing, utility and permitting constraints, redundancy, maintenance access, logistics, interoperability, and how demand is expected to grow. The evidence supports a strong case for modular infrastructure in phased or uncertain deployments, while the claimed savings and reliability results should be treated as model-specific rather than universal guarantees.
What is a prefabricated data center?
A prefabricated data center uses standardized modules that are assembled and integrated partly or largely in a factory before they reach the operating site. The modules may contain electrical distribution, uninterruptible power systems, generators or switchgear, cooling equipment, controls, monitoring, and supporting mechanical systems. The site team then prepares foundations, utilities, communications, security, and connections before the modules are delivered, positioned, connected, tested, and commissioned.
A traditional data center is generally custom-engineered and field-installed. Equipment is delivered separately, trades perform more of the assembly on site, and electrical and mechanical systems are built around the building and its final layout. Traditional projects can still use standardized equipment, but the integration work is more dependent on site labor and sequential construction.

“Modular” does not necessarily mean a shipping container. A prefabricated project may use indoor skids, rooftop assemblies, electrical rooms, mechanical rooms, packaged cooling plants, or containerized units. The relevant distinction is where integration occurs and how standardized the interfaces are, not the exterior shape of the equipment.
Are prefabricated data centers cheaper?
They can be, especially when modularity prevents the owner from paying for power and cooling capacity that will sit idle for years. The strongest published number is from Schneider Electric’s 2023 White Paper 164, which states that standardized, scalable, pre-assembled and integrated facility power and cooling modules provide a 30% total-cost-of-ownership saving compared with traditional, built-out power and cooling infrastructure. That figure comes from Schneider’s model and assumptions; it is not a universal market discount or a guaranteed project quotation.
Why rightsizing creates savings
A conventional build often sizes electrical and cooling infrastructure for a long-range forecast. If the forecast is uncertain, the owner may install excess transformers, switchgear, chillers, pumps, distribution paths, floor area and support systems before there is a paying load to use them. Modular architecture allows the initial installation to match the first operating requirement and adds standardized blocks as utilization grows. Avoiding idle capacity reduces both initial capital outlay and the operating cost of maintaining equipment that is lightly loaded.
The 30% TCO claim includes more than the purchase price of modules. A total-cost calculation can include construction labor, engineering, commissioning, maintenance, energy, replacement planning, financing effects, and the cost of unused capacity. A project that saves on factory assembly but requires expensive transport, cranage, site upgrades or bespoke integration may not reproduce the modeled result.
What the 2015 comparison found
Schneider Electric’s 2015 quantitative analysis compared a 440 kW prefabricated design with a traditional design using the same power and cooling architecture. Its purpose was to test whether prefabrication necessarily creates a capital-cost premium. Under the comparison’s assumptions, the modular design could provide flexibility, predictability and faster deployment without a necessary capital penalty when equivalent power and cooling functions were compared.

This finding is narrower than saying every modular project costs less. It means that the factory-built option should be evaluated on an equivalent functional basis. Comparing a fully fitted traditional building with a minimal modular shelter, or comparing different redundancy levels, will produce a misleading result.
Cost categories that must be included
| Cost category | Prefabricated questions | Traditional questions |
|---|---|---|
| Design and engineering | How much of the module is repeatable, and what site-specific engineering remains? | How much custom electrical, mechanical and structural design is required? |
| Factory work | What testing, integration and documentation are included before shipment? | Which assembly and testing tasks must be paid for on site? |
| Site and logistics | Are foundations, roads, escorts, cranes, staging and weather protection required? | Can materials and trades be delivered through the normal construction sequence? |
| Utilities | Will the utility connection, substation or fuel system limit the modular plan? | Does the permanent building already accommodate the required service? |
| Operations | Are spare modules, remote monitoring and vendor support priced into the lifecycle? | Are maintenance access, replacement paths and building systems included? |
| Expansion | What is the price and lead time for each additional block? | What demolition, shutdown or retrofit work is needed for growth? |
Ask vendors to separate one-time site costs from repeatable module costs, state the redundancy level, identify included commissioning, and show the cost of the second and third expansion increments. A low first-stage price can conceal expensive interfaces or a costly expansion path.

How much faster is a prefabricated data center?
Prefabrication can shorten the overall schedule because factory manufacturing and site preparation can proceed at the same time. While the foundations and utility work are under way, the power and cooling assemblies can be built, wired, inspected and tested in a controlled facility. This removes some weather exposure, reduces the number of field installation hours, and makes repeated deployments more predictable.
The 2026 Data Centre Dynamics whitepaper identifies accelerated timelines, lower on-site labor risk, better cost predictability and fewer schedule-overrun exposures as potential benefits. It does not establish one industry-wide percentage reduction in deployment time. No standalone figure should be applied to every project.
What still controls the schedule
- Permitting: Building, fire, environmental, zoning and electrical approvals can take longer than module fabrication.
- Utility interconnection: A completed module cannot operate until the utility service, substation, protection scheme and metering are approved and energized.
- Site readiness: Foundations, drainage, roads, security, fiber routes, fuel systems and grounding must be complete before placement and connection.
- Transport: Module dimensions, axle loads, route surveys, escorts, weather and local restrictions can determine the delivery date.
- Cranage and placement: A suitable crane, lifting plan, exclusion zone and prepared setting area are required for large assemblies.
- Commissioning: Integrated testing, controls validation, load-bank testing, failover tests and authority inspections remain necessary after installation.
- Long-lead components: Switchgear, transformers, generators, chillers and control hardware may have procurement times that dominate the schedule regardless of where assembly occurs.
A realistic schedule comparison
| Stage | Prefabricated project | Traditional project |
|---|---|---|
| Early design | Define module interfaces, capacity blocks and site connections. | Develop building, room layouts, equipment selections and field interfaces. |
| Manufacturing and construction | Factory assembly can run in parallel with foundations and utility work. | More equipment installation follows the building and trade sequence on site. |
| Delivery | Requires transport planning, lifting and a prepared installation area. | Requires coordinated deliveries and field staging across many trades. |
| Commissioning | Factory tests can reduce, but do not eliminate, site integration testing. | More integrated testing is performed after field installation. |
| Expansion | A repeatable block may be ordered and connected if spare interfaces exist. | Expansion may require construction, shutdowns or modifications to live systems. |
For a credible schedule, require a milestone plan that separates factory completion from site energization. The date that a module leaves a factory is not the date that usable IT capacity becomes available.

Are prefabricated data centers reliable?
Reliability comes from the complete system: redundancy, protection, controls, maintenance procedures, environmental management, monitoring, trained operators and tested failover. The word prefabricated does not by itself establish an uptime level. A poorly integrated module can be less dependable than a well-designed traditional facility, while a thoroughly tested modular system can be highly resilient.

- Repeatable wiring, piping and control-panel assembly under controlled conditions.
- Earlier inspection and testing before equipment is exposed to site weather or rushed field work.
- Consistent documentation and configuration across repeated modules.
- Reduced dependence on a large temporary site workforce.
- Ability to test a standard design once and apply the lessons to later units.
What can reduce reliability
- A single module may contain a large concentration of power or cooling capacity; its failure can affect many racks.
- Interfaces between modules, the building, utility service and control network can become failure points.
- Replacement modules may have long lead times or depend on one manufacturer.
- Compact layouts can restrict maintenance access, isolation and safe equipment removal.
- Containerized equipment may face unusual heat, humidity, corrosion, fire, acoustic or security conditions if the enclosure is not designed for the site.
- Software, sensors and supervisory controls must be integrated with the facility’s operating procedures, not treated as an afterthought.
What the reliability modeling says
Microsoft Research authors Kashi Vishwanath, Albert Greenberg and Daniel A. Reed examined service-less containerized designs in which hardware failures are handled through over-provisioning and software. Their model reported that projected lifetimes for the extreme cases were often no more than 10% different from one another. The result describes a modeled design strategy, not an operating guarantee, and the authors noted that the bounds require corroboration with field data.
The practical lesson is that software-managed workload movement and spare capacity can offset some hardware failures, but only if the applications, network, storage and orchestration systems are engineered for that behavior. A module that fails without sufficient spare capacity, isolation or replacement planning can still cause an outage.
Reliability questions to put in the specification
- What failures can be isolated without removing the entire module from service?
- What is the redundancy arrangement for utility feeds, UPS systems, generators, cooling units, pumps, controls and communications?
- Can technicians reach, remove and replace failed components while adjacent systems remain live?
- Which factory acceptance tests and site acceptance tests are included, and what are the pass criteria?
- How are controls, alarms, firmware and cybersecurity updates managed?
- What spare parts are held locally, and what replacement time is contractually supported?
- What happens if a complete module is delayed, damaged in transit or unavailable?
- How are fire protection, water detection, grounding, lightning protection and environmental limits verified?
Can a prefabricated data center scale with demand?
Scalability is the strongest operational argument for modular infrastructure. The owner can install an initial capacity block, operate it, and add matching power and cooling modules as demand becomes firm. This reduces the risk of funding a large amount of unused infrastructure and can align expansion with customer contracts or internal load forecasts.
Scaling works only when the original design reserves the right interfaces. The site may need spare electrical capacity, physical space, cable routes, chilled-water or refrigerant connections, fuel storage, network paths, drainage, fire separation and structural loading for future blocks. If those provisions are omitted, adding a nominally standard module can still require disruptive civil and electrical work.

Incremental scaling versus permanent build-out
| Scaling issue | Prefabricated model | Traditional model |
|---|---|---|
| Initial capacity | Start with the required block and add repeatable units. | Often build a larger permanent shell or central plant up front. |
| Expansion work | Connect a new unit if interfaces and space were reserved. | May require new rooms, plant, distribution, construction and shutdown planning. |
| Capacity granularity | Limited to the size of available modules and their minimum practical increments. | Can be designed for unusual increments or a continuously integrated plant. |
| Customization | Constrained by module dimensions, interfaces and standard equipment. | Greater freedom for irregular sites, special loads and bespoke layouts. |
| Forecast risk | Lower exposure to idle capacity when growth is uncertain. | More economical when a large, stable load is justified immediately. |
Traditional construction may be better for a highly customized campus where the owner knows the long-term load, owns a large site, and can justify a permanent central plant. Modular scaling is more attractive when the load is geographically distributed, growth is phased, or the business cannot reliably forecast demand.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are the drawbacks of containerized and modular data centers?
Transport and site constraints
Large modules must fit the route from factory to site. Bridges, turning radii, overhead lines, road weight limits, escorts and local delivery windows can add cost and risk. The receiving site needs foundations, crane access, drainage and enough clearance for maintenance. A remote site may have fewer qualified technicians and longer replacement logistics.
Integration responsibility
Factory testing cannot cover every interaction with the utility, building management system, fire alarm, network, fuel system and site operating procedures. Contracts must identify who owns interface engineering, controls programming, commissioning, performance testing and correction of defects. Ambiguity at the boundary between module supplier, general contractor and facility operator is a common source of delay.
Vendor lock-in and interoperability
Standardized modules can make future purchases easier, but they can also tie the owner to proprietary controls, dimensions, communications protocols, spare parts and service arrangements. Require documented interfaces, exportable operational data, cybersecurity support, firmware policies and a plan for replacing a supplier or obsolete component.
Maintenance and failure concentration
Compact modules can simplify routine inspection, yet a single failure may remove a substantial block of capacity. Confirm that systems can be isolated, bypassed and repaired without taking unrelated modules offline. Model the consequences of a delayed replacement, not only the probability of a component failure.

Design limits
Modules have fixed dimensions, weights, connection points and thermal envelopes. Unusual rack densities, high-voltage arrangements, liquid cooling, hazardous materials, special security zones or difficult terrain may require customization that erodes the benefit of a standard design. Traditional construction offers more freedom when the facility must be shaped around those constraints.
How to choose between prefabricated and traditional construction
Use a weighted decision process rather than choosing solely on the advertised module price.
- Define the load and growth case. Document present IT load, expected peak load, density, geographic distribution and the earliest date each capacity block is needed.
- Set the resilience target. Specify redundancy, maintainability, acceptable maintenance windows, failover behavior and the operational consequences of losing one module or one utility path.
- Map the site. Check zoning, permits, utility service, roads, crane access, foundations, drainage, fire separation, security, fiber routes and environmental exposure.
- Compare equivalent scope. Hold power architecture, cooling approach, redundancy, commissioning, controls, monitoring, fire protection and building work constant when comparing costs.
- Price the lifecycle. Include design, transport, cranage, installation, energy, maintenance, spare parts, replacement modules, financing, expansion and eventual decommissioning.
- Test the expansion path. Ask for the second and third capacity increments, required shutdowns, lead times and any civil or utility work that repeats.
- Assign interface ownership. Put every connection and acceptance test in a responsibility matrix signed by the owner, module supplier, contractor and operator.
- Run failure scenarios. Simulate a module outage, delayed delivery, utility interconnection delay, controls failure, cooling-unit loss and inability to obtain a proprietary spare.
- Verify evidence. Distinguish factory test results, modeled reliability, contractual performance guarantees and independently observed operating data.
When prefabrication is usually the better fit
- Demand is uncertain or expected to grow in stages.
- Speed matters and factory work can run in parallel with site preparation.
- The operator can use a repeatable power and cooling architecture.
- Several sites need consistent designs and operating procedures.
- There is value in avoiding a large upfront investment in idle capacity.
- The site can accommodate transport, lifting, foundations and future modules.
When traditional construction is usually the better fit
- A large, stable load is justified from the first phase.
- The site, building, security model or equipment layout is highly unusual.
- Continuous plant integration matters more than repeatable blocks.
- Local logistics make large-module delivery difficult or risky.
- The owner requires unusual equipment, room dimensions or expansion increments.
- Long-term control of the building and systems is more valuable than rapid replication.
Bottom-line decision
Prefabricated data centers are best understood as a way to move work into a controlled manufacturing process and to buy capacity in stages. Schneider Electric’s published 30% TCO saving is a useful scenario for evaluating rightsizing, not a promise that every project will be 30% cheaper. The 440 kW comparison supports the possibility of avoiding a capital premium, while the 2026 Data Centre Dynamics analysis supports parallel construction and better schedule predictability without supplying a universal deployment-time reduction. Reliability depends on redundancy, testing, controls, maintenance and replacement planning; a 2009 Microsoft Research model offers useful insight into software-managed failure handling but is not an uptime guarantee.
