Neither polls nor prediction markets is universally more accurate. They answer different questions: a poll estimates what a defined group says it prefers at a particular time, while a prediction-market price expresses traders’ collective belief about a specified future result. A fair comparison must align the race, target, date, forecast method and performance measure.
The short answer: they are different instruments, not rival versions of the same forecast
When someone asks, “Are polls or prediction markets more accurate in forecasting elections?”, the first issue is what is being compared. A poll may ask, “Who would you vote for today?” and report candidate vote intention. A market may price a contract that pays if a candidate wins, which is a probability of an eventual outcome. Treating those figures as interchangeable can produce a misleading conclusion before accuracy is even measured.
Polls are measurements of opinion in a defined population during a defined field period. They can be used as inputs to an election model, but a raw poll is not automatically an election-day forecast. Prediction markets are trading venues. Participants buy and sell contracts tied to an event, and the price is interpreted as an aggregate belief about that event. Markets may incorporate polls, statistical models, reporting, campaign information and local knowledge, so they are not necessarily independent of polling.

What a poll actually measures
A snapshot of reported opinion
A survey samples people from a specified population and asks a question such as vote intention, candidate preference or referendum choice. The published percentage estimates responses in that population at the time the interviews were conducted. The field dates, sample definition, question wording and weighting are therefore part of the result, not incidental details.
“Candidate A 44%, candidate B 42%” is usually a vote-share estimate, not a statement that candidate A has a 44% chance of winning. The result may describe all adults, registered voters or likely voters, and each population can produce a different estimate. It may also be one survey, an average of several surveys or an input to a model that produces a probability of victory. Those are different outputs.
Why a raw poll is not an election forecast
Polling captures current answers, while an election result occurs later. Preferences can change, turnout can differ from stated intention, undecided voters can break unevenly and sampling and nonresponse can affect the estimate. A poll can therefore be accurate as a snapshot yet fail to identify the eventual winner, or appear close to the final result without having supplied a calibrated probability beforehand.

The 2008 comparison of US presidential and Senate races specifically notes that raw poll numbers are volatile and do not themselves provide a probability of victory. To compare them with a market, an analyst must convert the poll information into a forecast using an explicit model, uncertainty assumption and forecast date.
What a prediction market price measures
Contracts tied to a defined event
A prediction market lists contracts whose payoff depends on an event. In the binary example examined in the 2008 study, a contract paid a fixed amount if a candidate won and zero if the candidate lost. Its trading price can be read as the market’s implied probability, subject to the contract’s payout rules and currency or point scale.

The price is an aggregation of traders’ subjective beliefs, not a direct survey of voters. A trader can use public polls, campaign reporting, models, economic indicators or private local knowledge. The market may thus combine polling information with other signals rather than replace polling with an entirely separate information source.
Why price is not automatically a true probability
A market price can depart from the population’s true probability. Transaction costs, limited liquidity, risk preferences, unequal access to information and systematic pricing effects can all matter. The favorite-longshot bias is one documented example of a tendency for prices on long-shot outcomes and favorites not to map perfectly to objective probabilities.

Evidence presented to a UK House of Lords committee discusses the possibility that market prices become “sticky,” meaning that they do not adjust fully or immediately when circumstances change. How polls and markets differ at a glance
| Comparison axis | Poll | Prediction market |
|---|---|---|
| Primary target | Reported preference, intention or response to a survey question | Belief about a defined future event, often who will win |
| Time reference | Interviews collected during a stated field period | Continuously changing price while contracts trade |
| Typical output | Vote-share or response percentages; sometimes a model-based probability | Contract price or implied probability of the contract’s payoff |
| Information inputs | Sampled respondents and the survey design | Traders’ information, which can include polls, models and reporting |
| Main uncertainties | Sampling error, nonresponse, weighting, wording, turnout and opinion change | Liquidity, transaction costs, risk preferences, trading biases and incomplete updating |
| What “accuracy” means | Closeness of the estimate to the measured population or eventual vote share, depending on the target | Closeness or calibration of the event probability and correctness of the outcome forecast |
Because the targets differ, a direct comparison requires a conversion. Comparing a 52% poll share with a 70% market probability without explaining how the poll became a win probability is not an apples-to-apples test.
What comparative studies have found
The 2008 US election-cycle comparison
A 2009 analysis in Public Opinion Quarterly examined US presidential and Senate races during the 2008 election cycle. It compared polls with Intrade market prices and considered biases in both data sources. Raw market prices were not automatically superior. After adjustment, however, forecasts based on the prediction market were more accurate and informative in that study, particularly early in the cycle and in races whose outcomes were uncertain.
That result belongs to the study’s sample, methods and period. It does not establish that every market, election or adjustment will beat every poll. The same study reported that candidates forecast above a 90% probability lost in 0.27% of the observations described as certain. That is a statistic from the 2008 data analyzed there, not a general calibration rate for current platforms.

A broader US-election study
A separate study covering a large number of US elections concluded that prediction markets appeared to provide the most precise forecasts and were similar to polls in bias. It also found that the forecast horizon mattered: market forecasts tended to improve as election day approached, while polls performed worse in that study. “Most precise” refers to the study’s statistical measure of forecast spread or error; it does not mean that every market prediction was correct or that polling has no value.
Why these findings do not produce a permanent winner
The historical comparisons use particular markets, election types, data vintages and statistical treatments. Market rules, participation, liquidity and legal availability can change. Polling methods and likely-voter models change as well. A result from US races in 2008 cannot by itself rank all contemporary markets or polling aggregators in every country.
Both methods have missed consequential outcomes
Evidence submitted to the UK House of Lords Select Committee on Political Polling and Digital Media records major surprises for both approaches. The examples discussed include the 2015 UK general election, the 2016 UK EU referendum, the 2016 US presidential election and the 2017 UK general election. In those cases, the final result surprised polling and betting-market forecasts rather than demonstrating that one method was immune to error.
Professor Leighton Vaughan Williams summarized the conceptual difference in written evidence to the committee: “Pollsters, except perhaps with their final polls, tend to claim that they are not producing a forecast, but a snapshot of opinion. In contrast, the betting markets are generating odds about the final result.” That distinction explains why a market can move while a poll remains a fixed estimate for its field period, and why neither number should be treated as the same type of measurement.
Case study: the 2015 Irish same-sex-marriage referendum
The committee evidence gives a clear example of disagreement. Spread-betting markets had a midpoint of 60% for Yes, the average of final opinion polls was 71% Yes, and the result was 62% Yes.

| Measure | Yes estimate or result | What it represents |
|---|---|---|
| Spread-betting market midpoint | 60% | Market estimate reported in the committee evidence |
| Average of final opinion polls | 71% | Average reported by the committee evidence |
| Actual referendum result | 62% | Observed vote result |
In this contest, the market midpoint was closer to the final result than the poll average. The example demonstrates that the sources can diverge and that a market can be closer in a particular case. It does not show that markets are always more accurate: one contest cannot establish a universal rule, and closeness to a vote share is not the same metric as calibration of a win probability.
Why the outputs diverge
Timing and information arrival
A poll records answers gathered during its field period and is published after processing and weighting. A market can change whenever traders respond to new information. The 2008 study argues that market prices can incorporate public information more quickly than polling results accumulate. That speed can help when news changes the race, but it can also transmit a mistaken interpretation rapidly.
Different targets require different transformations
Vote share and probability of winning are related but not identical. A candidate can lead in expected vote share yet face a meaningful chance of losing if the vote is geographically concentrated or uncertainty is large. To compare a poll with a market, analysts need a model that maps the poll’s estimate and uncertainty onto an outcome probability. The assumptions in that mapping can affect the apparent winner.
Information aggregation
Traders may read the same polls that journalists and analysts use, then add other information. A market can therefore be a fast aggregation mechanism for polling plus models, reporting, campaign signals and local observations. Calling it an independent alternative to polling can exaggerate the difference between the two.
Different biases and frictions
Polls face sampling error and broader survey limitations, including who responds, how answers are weighted and how likely voters are identified. Markets face liquidity constraints, transaction costs, risk preferences, favorite-longshot bias and the possibility that prices do not fully update. Each method has an error structure; replacing one with the other does not remove uncertainty.

Forecast horizon and race uncertainty
The relative performance can change as election day approaches and as the contest becomes more or less uncertain. The 2008 analysis found a post-adjustment market advantage particularly early in the cycle and in uncertain races. The broader US study also found that forecast horizon affected performance. A comparison should therefore record how many days remained before the vote and whether the contest was close when each forecast was issued.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare a poll with a market without making a category error
- Match the event. Confirm that both figures concern the same race, referendum or jurisdiction and the same definition of the outcome. “Candidate wins the presidency” is not the same contract as “wins the popular vote” or “leads in vote share.”
- Match the date. Record the poll’s field dates and publication date, and the market price’s timestamp. A market price from election eve should not be judged against a poll conducted weeks earlier without accounting for intervening information.
- Identify the poll population. Note whether the sample covers adults, registered voters or likely voters, and whether the reported number is a single poll, an average or a model output.
- Identify the market contract and price rule. Check the payout, settlement condition, currency or points, bid-ask spread and available liquidity. A midpoint, last trade and executable price are not necessarily identical.
- Put both on a common target. If the market gives a win probability, convert the poll into a probability with a stated model. If the question is vote-share error, compare the market only if it supplies an equivalent vote-share estimate; otherwise the targets remain different.
- Choose the performance metric before looking at the result. Decide whether you are measuring vote-share error, winner accuracy, probability calibration, sharpness or another defined statistic. Do not switch metrics after seeing which method appears favorable.
- Account for the forecast horizon and uncertainty. Group comparisons by distance from election day and by race competitiveness. Historical evidence indicates that both dimensions can change relative performance.
- Report the full context. Include the adjustment, aggregation method, sample period and number of observations. A single striking example is illustrative, not a general benchmark.
Accuracy, bias and precision are different questions
Accuracy
Accuracy asks how close a forecast was to the eventual outcome or whether it identified the winner. A poll’s accuracy might mean small vote-share error; a market’s might mean a well-calibrated probability or correct winner call. State which one you mean.
Bias
Bias asks whether forecasts systematically lean in one direction. A method can be biased toward one party yet still be precise, or unbiased on average while producing wide errors in individual elections. The large US-election study described markets and polls as similar in bias even while finding markets more precise by its measure.
Precision and calibration
Precision concerns how concentrated or variable forecasts are. Calibration asks whether events assigned a given probability occur at roughly that frequency over many comparable cases. A 70% forecast is calibrated if outcomes with that probability occur about 70% of the time in a suitable set; it is not a promise that the next 70% event must happen. The 0.27% figure from the 2008 study should not be used as a present-day calibration claim because it describes one historical set of observations and its definition of “certain.”
Practical decision guide for readers
When a poll is the relevant evidence
- You need to know current reported preference in a defined population.
- You are studying vote-share movement between field periods.
- You want to inspect question wording, sample composition and weighting directly.
- You are building a forecast and need a transparent survey input.
When a market is the relevant evidence
- You need a continuously updated estimate of a specifically defined event.
- You want to see how participants revise beliefs after news or new polls.
- You can evaluate liquidity, contract rules and the market’s participation before interpreting its price.
When both are useful together
Use the poll to understand the measured distribution of stated preferences and the market to observe an outcome-oriented aggregation of information. Compare them only after aligning targets and dates. A divergence is a prompt to investigate assumptions, turnout, uncertainty, new information or market mechanics—not proof that one source is irrational.
Common mistakes and how to avoid them
- Calling a poll a probability. A 48% vote-intention estimate does not mean a 48% chance of winning unless a model explicitly makes that conversion.
- Calling a market price a voter survey. Traders are not a representative sample of the electorate, and the price reflects trading incentives and available liquidity.
- Comparing different dates. A market can incorporate information that arrived after a poll’s field period.
- Ignoring the contract definition. “Win” may mean a particular office, plurality, majority or settlement rule.
- Using one election as a universal test. The Irish referendum example is informative but cannot establish a general market advantage.
- Confusing precision with truth. A narrow range or high probability can be confidently wrong.
- Assuming historical results rank current services. The cited studies are historical, mostly involve US markets and predate contemporary platforms; they do not provide a live 2026 ranking or establish availability by jurisdiction.
What the evidence supports—and what it does not
The evidence supports a clear conceptual distinction and several conditional findings. Markets can aggregate information quickly, and adjusted market-based forecasts performed better in the 2008 study, especially early and in uncertain races. A broader US study found markets especially precise and found that forecast horizon mattered. A documented referendum case showed a market estimate closer to the result than the final-poll average.

It also does not establish current platform performance, current liquidity or legal availability in any particular country. Those claims would require contemporary, like-for-like data rather than the historical comparisons described here.
Bottom line for election forecasting
Ask first what is being estimated. Polls measure reported opinion at a stated time; prediction markets price beliefs about a defined future outcome. Markets may use polls as one input, and both methods contain biases and can be surprised. To decide which was more accurate, align the target, date and population, convert outputs to a common forecast, and specify whether you are judging accuracy, bias, precision or calibration. Once those conditions are met, the historical record suggests a context-dependent comparison—not a permanent winner.
