PowerToys Workspaces remembers your desktop’s physical arrangement. It can reopen selected applications, place their windows, resize them, and pass optional launch arguments. Workflow-memory features remember information that can affect later work—such as preferences, project notes, previous-chat summaries, or recurring procedures.

The practical distinction is the layer being preserved: Workspaces restores where your tools are; a memory feature carries forward what you or a project have taught the software. They solve different problems and are often useful together.

The short answer: layout memory is not knowledge memory

PowerToys Workspaces is a Windows desktop manager. You arrange applications, capture that arrangement as a named workspace, and launch it again later. Workspaces is concerned with application windows and their coordinates, not with the meaning of the work inside those windows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A workflow-memory feature operates at an information layer. Depending on the product, it may retain communication preferences, summaries of earlier conversations, project or repository instructions, or reusable procedures. The retained information can then influence a later interaction.

Calling both capabilities “memory” can be misleading. A saved workspace can put your editor, terminal, browser, and documentation windows back in familiar positions while knowing nothing about the decisions recorded in those windows. Conversely, an AI assistant can remember a repository convention while having no ability to arrange your monitor.

Comparison point PowerToys Workspaces Workflow-memory examples
What is retained Applications, window positions, sizes, and optional launch configuration Preferences, project or repository notes, previous-chat summaries, or recurring procedures, depending on the feature
Main purpose Reopen a familiar desktop setup Carry useful knowledge into later interactions
Persistence A saved workspace that can be launched again May persist across sessions, be user-wide, repository-scoped, project-scoped, or limited to one session
What it does not promise Semantic recall of project facts; perfect restoration; window snapping Uniform behavior or identical data sources across products

These categories are not mutually exclusive. You might use a workspace for a repeatable development layout and a repository-scoped memory feature for build commands and coding conventions.

What PowerToys Workspaces remembers

Applications in a chosen arrangement

Workspaces records a desktop setup containing the applications you selected and the positions and configurations you captured. A typical workspace might include an editor on the left, a terminal below it, a browser on the right, and a reference window on a second display.

Free tools Windows power users keep installed

The saved item is the arrangement itself. Workspaces does not read the text in your editor, infer the status of your project, or preserve a conversation with an assistant. If a project decision exists only inside a document or chat, reopening the same windows does not make that decision available to Workspaces.

Window positions and sizes

When you launch a workspace, Workspaces starts the applications and then instructs them to move and resize. Microsoft’s documentation notes that users can see this process. The result is a reproducible layout, but it is not an instantaneous, invisible snapshot of the entire desktop.

Positioning uses publicly available Windows APIs and the FancyZones engine. The documentation specifically says this does not include snapping capabilities. A workspace therefore should not be treated as a replacement for every window-management behavior in Windows.

Optional command-line arguments

You can edit a workspace and add command-line arguments for applications that support them. Arguments can open a particular folder, profile, document, or mode when the application exposes that function. The argument is part of the launch configuration; it is not a record of the project’s semantic context.

For example, a terminal may be configured to start in a chosen directory, while an editor may be launched with a workspace folder. Whether an argument works depends on the application and its command-line interface. Workspaces does not translate natural-language instructions into arguments for applications.

A saved name and a repeatable launch action

You give the captured arrangement a name, edit it when the layout changes, and launch it from the Workspaces editor or a shortcut. The saved workspace is the reusable object. Updating an application’s location later does not automatically rewrite the saved arrangement unless you capture or edit it again.

How to create and launch a PowerToys workspace

  1. Arrange the desktop. Open the applications you want in the setup and place and size their windows as required. Include the monitor arrangement you normally use.
  2. Open the Workspaces editor. In PowerToys, open the Workspaces utility and use its capture action to record the current arrangement.
  3. Name the workspace. Choose a name that describes the task rather than a vague label. Examples include “Web release,” “Data review,” or “Support triage.”
  4. Review the captured applications. Remove anything that should not launch every time and check that each application is mapped to the intended display and position.
  5. Add launch arguments when supported. Edit an application entry and supply its command-line options. Confirm the syntax in that application’s own documentation.
  6. Save the workspace. The saved definition becomes the reusable desktop setup.
  7. Launch it from the editor or a shortcut. Workspaces starts the applications and then moves and resizes their windows. Watch the first launch so you can identify applications that take longer to open or do not accept repositioning.

The first run is a calibration pass. If a window appears in the wrong place, close unrelated duplicate windows, adjust the arrangement, and recapture the workspace. A single-instance application that is already open may be repositioned rather than launched a second time.

What Workspaces does not remember

  • Project decisions: It does not document why a design, query, or code change was chosen.
  • Conversation history: It does not retain chats or make earlier instructions available to another application.
  • Task state: It does not promise to know which issue is assigned, which test failed, or what remains to be done.
  • Semantic file context: Opening a folder or document through a launch argument is not the same as understanding its contents.
  • Perfect restoration: Applications may start at different speeds, display configurations can change, and some windows may not respond identically.
  • Snapping: The documented positioning path uses public APIs and FancyZones, but snapping capabilities are not included.

This boundary is useful: Workspaces can be evaluated by whether the right windows end up in the right places, not by whether it can answer questions about the work shown in those windows.

What “workflow memory” means

Short-term and long-term memory

Microsoft Foundry’s conceptual overview distinguishes short-term memory for an active session from long-term memory that persists across sessions. Its examples of long-term information include user profile details, summaries of previous chats, and reusable procedures.

Those categories are a model, not a guarantee that every application stores all of them. A product may expose only one scope, use different names, or let an administrator control which sources are available.

User preferences and recurring work patterns

A memory feature may retain how you prefer answers written, topics you return to, work goals, or recurring tasks. That lets a later interaction start with useful defaults instead of asking the same preference questions repeatedly.

Such retention can be helpful and also consequential. A stale preference can shape future output, and an incorrect remembered instruction can be applied repeatedly. Good memory controls therefore need ways to inspect, correct, or delete entries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Project and repository context

Some tools associate memory with a project or code repository. In that model, a convention or procedure can follow the repository rather than the individual user. A later session working in the same repository can receive that context, while an unrelated project does not.

Repository scope is narrower than global user memory. It reduces unrelated carry-over, but it also means the instruction may not be available when you work elsewhere.

Previous-chat summaries and reusable procedures

Long-term memory can be represented as a summary rather than a full transcript. A summary may capture a decision, a recurring workflow, or a preference that is useful later without exposing every earlier message. Reusable procedures are another form: instructions for a repeated task that can be applied in future interactions.

Microsoft Copilot Memory: what can be retained

Microsoft’s Copilot support documentation describes examples of information Copilot Memory may retain, including communication style, favorite topics, work goals, and recurring tasks. These examples describe possible memory behavior, not a promise that every account has every category enabled.

Chat history and account context

Chat history can contribute to the context available to later interactions where the feature and account settings support it. The exact behavior depends on the Copilot experience, sign-in state, and controls provided to the user or organization.

Work insights have an eligibility boundary

For signed-in work or school accounts, and where the organization’s plan makes the capability available, Copilot may use work insights from sources such as emails, Teams chats, and meeting transcripts. Do not generalize this to all Copilot users: the work-data sources depend on account type and organizational eligibility.

This is a major difference from a desktop layout. Work insights are information derived from work systems and can influence an answer; Workspaces only knows the application arrangement you saved.

Visual Studio Code agent memory: three scopes

Visual Studio Code documentation describes its agent memory tool as a preview feature. The documentation identifies three scopes, each with a different lifetime.

Memory scope Where it applies Lifetime described by the documentation Storage detail
User memory Across workspaces for that user Persists across workspaces Stored locally
Repository memory Within a particular workspace or repository Persists within that workspace Stored locally
Session memory The active chat session Cleared when the chat ends Stored locally

The preview label matters. Features, controls, and behavior can change while a preview is being developed. Local storage also changes the operational question: administrators and users must understand the machine, profile, and backup policies where those memories reside.

The three scopes demonstrate why “across sessions” is incomplete as a description. A user memory can survive a workspace change, repository memory can stay confined to one codebase, and session memory can disappear at chat end.

Saving a desktop layout versus saving knowledge

Different input data

Workspaces takes visible desktop state: application instances, window geometry, and launch settings. A workflow-memory feature takes information extracted from interactions, configured preferences, project files, or connected services, depending on the product.

Different output

Launching a workspace produces windows. Recalling workflow memory changes what an assistant or tool may say, suggest, or do. One changes the screen arrangement; the other changes the context used to generate or guide work.

Different failure modes

A workspace can fail because an application is missing, a monitor layout changed, a window is slow to start, or a single-instance program was already open. Memory can fail because an entry is stale, the scope is wrong, a session ended, a feature is unavailable for the account, or an organization restricts a data source.

Different privacy questions

For Workspaces, inspect which applications and launch arguments are saved. For memory features, inspect what information is retained, where it is stored, which account or repository can access it, and how deletion or correction works. Connected work sources require particular care because emails, chats, and meeting transcripts may contain confidential material.

When to use each capability

Choose Workspaces for repeatable screen setups

  • You perform the same multi-application task regularly.
  • Window placement across one or more displays consumes time.
  • You want a shortcut that opens a known set of tools.
  • The main inconvenience is visual reassembly, not missing knowledge.

Choose workflow memory for repeated context

  • You repeatedly explain the same preferences or working conventions.
  • A repository has instructions that should follow the codebase.
  • You need a later session to use a previous decision or procedure.
  • The useful output is a more informed answer or action, not a rearranged window.

Use both for a complete routine

A developer might launch a “release” workspace containing an editor, terminal, browser, and monitoring window. Separately, repository memory can retain the project’s test command and review conventions. The workspace handles physical setup; repository memory handles operational context.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the boundaries explicit in your own workflow. Put geometry and launch behavior in the workspace. Put durable instructions and decisions in a documented project or memory system. Do not assume that opening the right windows automatically supplies the right context.

Troubleshooting Workspaces launches

An application opens but is not in the expected position

  1. Check whether the display arrangement and scaling match the arrangement used when the workspace was captured.
  2. Close unrelated instances, especially for applications that allow only one instance.
  3. Confirm the application is the same executable or profile captured by the workspace.
  4. Recapture the workspace after placing the window correctly.

The application launches twice or not at all

Single-instance applications may be repositioned when already open rather than launched again. If an application does not start, verify that it is installed and that any command-line argument is valid for that application. Remove the argument temporarily to distinguish a launch error from a positioning issue.

The layout feels delayed

Workspaces starts applications first and then instructs them to move and resize, so startup timing is visible. Slow applications can make the restoration look incomplete even when the workspace is working. Wait for the application to finish opening before deciding that the position failed.

You expect snapping behavior

The documented Workspaces implementation uses public APIs and FancyZones for positioning and does not include snapping capabilities. Use the feature for captured arrangements, not as a promise of interactive snapping behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshooting workflow memory

A remembered instruction appears in the wrong project

Check the memory scope. A user-level entry can follow you into multiple workspaces, while repository memory should remain tied to its workspace. Move project-specific guidance into repository scope or remove the global entry if the tool provides that control.

A memory disappears after closing chat

It may have been session memory. The VS Code agent memory documentation explicitly describes session memory as cleared when the chat ends. Save durable guidance in a user or repository scope when appropriate, and verify that the feature is enabled.

Copilot does not use work information

Check whether you are signed in with a work or school account and whether the organization’s plan makes work insights available. Work-data access is not a universal Copilot behavior.

The remembered context is wrong or outdated

Review the stored entry, correct or delete it where controls permit, and confirm the source of the information. For important decisions, keep an authoritative record in the project’s documentation rather than relying on an assistant’s condensed memory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A decision checklist

  • Ask what must survive: window geometry, a preference, a project instruction, or a past decision?
  • Identify the scope: one chat, one repository, one user, or an organization-connected account?
  • Check the source: local configuration, chat history, project files, or work services?
  • Check the lifetime: saved until edited, persistent across sessions, or cleared at chat end?
  • Plan recovery: know how to recapture a workspace, edit a memory, or consult the authoritative project record.
  • Review sensitive data: especially when work emails, Teams chats, meeting transcripts, or local project files can contribute context.

Bottom line for everyday use

PowerToys Workspaces is a layout launcher. It remembers which applications belong together, where their windows should go, and how they should start. It does not remember what the work means.

Workflow-memory features are context carriers. They may remember preferences, summaries, procedures, or project-specific instructions, but the scope and data sources vary by product. Microsoft Copilot can include work insights only under stated account and organizational conditions, while the VS Code agent memory preview separates user, repository, and session scopes and stores those memories locally.

If your problem is rebuilding the screen, use Workspaces. If your problem is repeating the explanation behind the work, use an appropriate memory feature. If you need both, assign each job to the layer designed for it.

Frequently Asked Questions

Does PowerToys Workspaces remember my project context?

No. It can launch an application with a folder, document, or other supported command-line argument, but it does not retain project decisions, conversation knowledge, or an understanding of the files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is workflow memory the same as chat history?

Not necessarily. A product may use chat history, create condensed summaries, store preferences, or retain reusable procedures. The exact sources and controls depend on the product and account.

Can memory be shared between projects?

Only when its scope allows it. User memory may apply across workspaces, repository memory is confined to a workspace or repository, and session memory ends with the chat in the VS Code preview model.

Why does a Workspaces launch visibly move my windows?

Workspaces starts applications and then instructs them to move and resize through Windows APIs and the FancyZones engine. The documented behavior is a visible restoration process, not an instantaneous snapshot.
