Use PowerShell for new Windows automation, administration, and scripts. Use Command Prompt (cmd.exe) when you are following existing cmd.exe instructions or maintaining legacy .bat and .cmd files. PowerShell can invoke ordinary Windows commands and run batch files, but it is a different shell with different parsing, quoting, and argument rules. Command Prompt can run Windows commands, but it cannot run PowerShell cmdlets.

The choice is easier once you separate three products that are often confused: the Command Prompt shell, PowerShell itself, and Windows Terminal, the application that hosts either shell. You also need to identify which PowerShell generation a script expects: Windows PowerShell 5.1 or PowerShell 7.

PowerShell vs. Command Prompt at a glance

Question PowerShell Command Prompt
What is it? A command-line shell and scripting language. The Windows command shell, implemented by cmd.exe.
Can it run ordinary Windows commands? Yes. PowerShell can invoke native Windows programs and commands. Yes. This is its primary command environment.
Can it run PowerShell cmdlets? Yes. No.
Best fit for new automation Recommended starting point for robust, up-to-date Windows automation. Usually a poor starting point for new automation unless a legacy constraint requires it.
Existing batch files Can launch .bat and .cmd files through cmd.exe. Runs them natively.
Syntax and argument handling PowerShell parsing and quoting rules apply; native-program arguments may behave differently from cmd.exe. Uses cmd.exe parsing and batch syntax.
Versions and platforms Windows PowerShell 5.1 uses powershell.exe; PowerShell 7 uses pwsh and runs on Windows, macOS, and Linux. Windows command shell on Windows.
Runs inside Windows Terminal? Yes, as a selectable profile. Yes, as a selectable profile.

Microsoft’s Windows command documentation recommends PowerShell for robust, up-to-date Windows automation. See Microsoft’s Windows commands reference.

What PowerShell is

PowerShell combines an interactive command shell with a scripting language. Its commands include PowerShell-specific cmdlets, functions, aliases, and modules, while the shell can also start native Windows executables. That combination lets one session handle both traditional operating-system commands and more structured administration tasks.

A cmdlet is not simply another name for a cmd.exe command. It follows PowerShell’s own command and parameter conventions. For example, a PowerShell command such as Get-Process is meaningful to PowerShell, but Command Prompt has no built-in ability to interpret that cmdlet.

PowerShell is therefore the practical default when you are designing a new repeatable task: inventorying machines, changing configuration, processing many files, or creating a script that will be maintained over time. The shell and its modules provide an extensible scripting environment rather than only a collection of short commands.

PowerShell’s two Windows generations

“PowerShell” can mean two related but distinct products. Windows PowerShell 5.1 is the older Windows/.NET Framework line and starts with powershell.exe. PowerShell 7 is the newer, cross-platform line and starts with pwsh. PowerShell 7 runs on Windows, macOS, and Linux; Windows PowerShell 5.1 is the Windows-only generation.

They are not interchangeable labels. A script that works in one may depend on modules, .NET components, or Windows-only behavior that is absent or different in the other. Microsoft documents the differences in Differences between Windows PowerShell 5.1 and PowerShell 7.x. Identify the required generation before deploying a script, and test its modules and framework dependencies in that generation.

What Command Prompt is

Command Prompt is the Windows command shell supplied by cmd.exe. It provides the environment used by classic Windows commands and batch files. Instructions written specifically for “the command line,” “cmd,” or “Command Prompt” generally assume cmd.exe syntax.

Command Prompt remains useful because a large amount of operational knowledge is encoded in batch files and cmd.exe procedures. A short legacy procedure may be safest when run exactly as documented instead of being translated into a different shell. Existing .bat and .cmd files also contain their own variable, quoting, redirection, and control-flow conventions.

Its limitation is extensibility. Command Prompt accepts Windows commands, but it does not understand PowerShell cmdlets. Typing a PowerShell command into cmd.exe will not turn cmd.exe into PowerShell; you must start a PowerShell process or run the command in a PowerShell profile.

Can PowerShell run Command Prompt commands?

Yes, with an important qualification: PowerShell can invoke native Windows programs, including commands traditionally used from cmd.exe, and it can execute Windows batch scripts. A batch file is run by invoking cmd.exe; its contents do not become PowerShell syntax.

For example, a PowerShell session can start a batch file by entering its path, or explicitly invoke cmd.exe when you need cmd.exe’s behavior. The batch file still follows cmd.exe rules for variables, quoting, redirection, and control flow. If you copy a line from a batch file into PowerShell, it may need to be rewritten for PowerShell.

Native commands are not parsed identically

When PowerShell starts a native executable, PowerShell first parses the command line and then passes arguments to that program. Cmd.exe performs its own parsing. Quotes, spaces, wildcard characters, redirection symbols, and environment-variable syntax can therefore produce different results.

A command that succeeds in a .cmd file is not automatically a drop-in PowerShell command. Validate the complete command in the shell in which it will run. If a tool requires exact cmd.exe parsing, call it through cmd.exe and keep the cmd.exe-specific syntax together rather than mixing conventions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PowerShell commands do not become cmd.exe commands

The reverse direction is narrower. Command Prompt cannot run a cmdlet such as Get-Service or Get-ChildItem. To use a PowerShell command from a cmd.exe workflow, start PowerShell and pass the command to it, or place the logic in a PowerShell script. That introduces another layer of quoting, so test the exact invocation rather than assuming a line can be pasted unchanged.

Which shell fits your task?

Choose Command Prompt for a quick legacy procedure

Command Prompt is appropriate when all of the following are true:

  • The instructions explicitly say to use cmd.exe or Command Prompt.
  • You are running an existing .bat or .cmd workflow.
  • The command depends on cmd.exe-specific parsing, variables, or redirection.
  • You need to reproduce an established procedure without changing its behavior.

In these cases, opening the shell expected by the documentation reduces surprises. Keep the commands together in their original environment, especially when a script is used by other people or scheduled systems.

Choose PowerShell for new administration and automation

Start with PowerShell when you are creating a new repeatable Windows task, administering multiple systems, building a maintenance script, or combining several operations with conditions and error handling. Microsoft’s recommendation for robust, up-to-date Windows automation is PowerShell, and its cmdlets, modules, and scripting language are designed for that role.

PowerShell is also the better choice when your workflow needs both PowerShell functionality and ordinary Windows executables. You do not have to abandon native tools; you can call them from PowerShell while keeping the rest of the workflow in one scripting environment.

Choose based on the script’s compatibility target

For a script shared across Windows, macOS, and Linux, PowerShell 7 is the relevant generation because it uses pwsh and is cross-platform. For a Windows-only script tied to Windows PowerShell modules or .NET Framework components, Windows PowerShell 5.1 may be required.

Do not infer the target from the word “PowerShell” alone. Check the documentation, the executable used to launch the script, and the modules it imports. A command can be valid PowerShell syntax yet still fail because the expected module is unavailable in that generation.

PowerShell and Command Prompt syntax: the differences that cause failures

Command names and aliases

PowerShell has its own cmdlet naming convention and supports aliases. A familiar-looking alias does not guarantee cmd.exe compatibility, and a cmd.exe command name does not guarantee identical behavior in PowerShell. Use the command’s documentation for the shell you are actually running.

Variables

PowerShell and cmd.exe use different variable syntax and expansion rules. A variable reference copied from a batch file may be treated as literal text or as a different construct in PowerShell. Keep variable assignments and references in the language of the script that owns them.

Quoting and spaces

Paths containing spaces are a common source of errors in both shells, but the quoting rules differ. Native programs also receive arguments differently depending on how the shell constructs the command line. Test paths with spaces, embedded quotation marks, and trailing backslashes in the target shell before putting them into automation.

Redirection and special characters

Characters such as &, |, >, and < have shell-specific meanings. A line copied from a batch file may need escaping or redesign in PowerShell. Conversely, a PowerShell pipeline expression is not a cmd.exe pipeline expression simply because both use a vertical bar character.

Exit codes and error handling

Scripts that depend on a program’s exit status should be checked in the shell where they run. PowerShell can invoke the same executable as cmd.exe, but the surrounding script’s error handling and argument parsing are still PowerShell rules. Treat a successful interactive test in one shell as evidence only for that shell and version.

Windows Terminal is not a third shell

Windows Terminal is a terminal host application, not a command interpreter. Its profiles can launch PowerShell, Command Prompt, and other shells. The tab, window, fonts, panes, and profile settings come from Windows Terminal; the commands and scripting behavior come from the selected shell.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If a guide says to open Windows Terminal, select the profile that matches the instructions. A PowerShell profile runs PowerShell; a Command Prompt profile runs cmd.exe. Installing or opening Windows Terminal does not make cmd.exe understand cmdlets, and it does not change PowerShell’s parsing rules. Microsoft explains this distinction in the Windows Terminal FAQ.

A practical decision process

  1. Identify the instruction’s target. Look for “PowerShell,” “pwsh,” “Windows PowerShell,” “Command Prompt,” “cmd.exe,” or a .bat/.cmd filename.
  2. Check whether the task is new or inherited. Use PowerShell as the starting point for new Windows automation. Preserve Command Prompt for an existing batch workflow unless you have a tested reason to migrate it.
  3. Choose the PowerShell generation if applicable. Use powershell.exe for Windows PowerShell 5.1 or pwsh for PowerShell 7. Confirm module and framework requirements.
  4. Separate native commands from shell syntax. A Windows executable can be launched from PowerShell, but its arguments may need different quoting than in cmd.exe.
  5. Test in the deployment shell. Run the exact command or script with representative paths, spaces, permissions, and input. Do not validate only by pasting a shortened line into a different shell.
  6. Document the expected shell. State the executable and version in the script’s instructions so another administrator does not run it under an incompatible profile.

Common scenarios and the safer choice

Scenario Recommended shell Reason
Following a vendor or internal runbook that gives cmd.exe commands Command Prompt The syntax and expected parsing are already defined for cmd.exe.
Running an existing .bat or .cmd file Command Prompt, or PowerShell launching the file Keep the file’s cmd.exe semantics; PowerShell does not translate its contents.
Writing a new Windows cleanup or inventory script PowerShell It is Microsoft’s recommended shell for robust, up-to-date Windows automation.
Combining PowerShell cmdlets with native Windows programs PowerShell PowerShell supports both cmdlets and native command invocation.
Sharing a script between Windows, macOS, and Linux PowerShell 7, after compatibility testing PowerShell 7 is the cross-platform generation and uses pwsh.
Maintaining a Windows/.NET Framework-dependent script Windows PowerShell 5.1, if its dependencies require it 5.1 is the Windows/.NET Framework line; verify the required modules.
Opening a shell in Windows Terminal Select the profile named by the instructions Windows Terminal hosts either shell; it does not determine the shell’s language.

Troubleshooting when a command works in one shell but not the other

“The term is not recognized”

First determine whether the name is a cmd.exe command, a PowerShell cmdlet, or an external executable. A cmdlet entered in Command Prompt will fail because cmd.exe cannot interpret it. A command that is available only through a module may also require importing that module in the intended PowerShell version.

The command starts but receives the wrong arguments

Inspect spaces, quotation marks, wildcard characters, and redirection. Reproduce the command in the target shell with a harmless test path or input. If the program expects cmd.exe parsing, invoke it through cmd.exe rather than attempting to make PowerShell parse the same line identically.

A batch file behaves differently when launched from PowerShell

Remember that PowerShell is only the launcher in this case. The file is executed by cmd.exe, but the way PowerShell passes the file path and arguments can still matter. Quote the path correctly, test arguments containing spaces, and keep cmd.exe-specific statements inside the batch file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A PowerShell script works on one computer but not another

Check whether each machine is running Windows PowerShell 5.1 or PowerShell 7. Then compare imported modules, framework dependencies, and the executable used to start the script. The word “PowerShell” alone is not enough to establish compatibility.

Bottom line: which should you use?

For a new Windows script or administration task, choose PowerShell and specify whether it targets Windows PowerShell 5.1 or PowerShell 7. It can run native Windows commands while adding cmdlets, modules, and a scripting language.

Choose Command Prompt when the task is already written for cmd.exe, especially when it is a tested .bat or .cmd workflow. PowerShell can launch that workflow, but it does not convert cmd.exe syntax into PowerShell syntax.

Finally, treat Windows Terminal as the container, not the choice itself: select the PowerShell or Command Prompt profile that matches the command and its compatibility requirements.
