PowerHouse Data Centers is preparing the Westlake, Texas, data center project for construction, according to a Dallas Morning News video description dated October 9, 2026. That description says preliminary state filings project a December 2026 construction start and completion by June 2027—but the schedule is a forecast, not a confirmed start date, and remains subject to change.

What is planned for Westlake?

The Town of Westlake describes a proposed four-building data center campus on approximately 87.9 acres along Highway 377, just south of the Town’s existing pump station. Plans include a private electrical substation and backup generators. Town of Westlake project information

The October 9 Dallas Morning News description says preliminary state filings outline an $83 million data center, a $45 million auxiliary water building, and a $15 million access-control building. Who is developing it?

The October 9 Dallas Morning News description identifies PowerHouse Data Centers as the company preparing the project for construction. The Town’s August 4 planning recap does not name a developer. It says Kimley-Horn prepared and submitted the site-plan application. Westlake’s August 1 statement identifies Hillwood Properties as a participant in a December 2024 discussion of the proposal, not as the developer. When could construction begin?

The news description reports that preliminary state filings anticipate construction beginning in December 2026 and finishing by June 2027. Because the filings are preliminary and the report says the schedule may change, neither date establishes that work has started or that completion is assured. Which approvals and legal steps remain?

Site-plan review

Westlake’s Planning and Zoning Commission approved the site plan with conditions on August 4, 2026. The Town says data centers are already permitted under the property’s Planned Development zoning; the commission’s decision addressed site-plan compliance rather than whether the land could be used for a data center. Development agreement and court action

On August 18, Westlake reported that Town Council unanimously tabled consideration of the development agreement after a Tarrant County judge temporarily held the project. The Town said it could not act on the agreement at that time. Town of Westlake August 18 update

The October 9 news description says a judge later dissolved a temporary restraining order and that Town officials were waiting for an October 23 hearing on plaintiffs’ standing before approving a development agreement. What has Westlake said about neighborhood impacts?

The Town’s August 5 recap describes a proposed 75-foot landscaped buffer, berms ranging from 8 to 15 feet, nearly 400 new trees, and approximately 4,000 native trees and shrubs. It says the closest home would be 506 feet from the building line, against a stated 150-foot requirement. Westlake’s August 1 statement gives the closest Keller residence as about 506 feet from the building line and the closest Westlake residence as about 1,200 yards away; these distances are the Town’s figures. The Town also said the commission requested consideration of an 8-foot berm or sound wall along the southern boundary, additional acoustic treatment around mechanical equipment, and more trees. What does the Town say about water, power, and community benefits?

Westlake’s project page estimates full-campus water use at 54 million gallons per year and makes claims about water-system reliability, cooling, reuse, peak demand, electricity, noise, and community benefits. The Town page quotes Mayor Kim Greaves as saying the project “will expand our tax base, strengthen funding for public infrastructure and Westlake Academy, and help reduce the tax burden on our residents, all while having minimal impact on daily life.” That is the mayor’s stated expectation, not a measured outcome.
