Google’s planned AI hub in Visakhapatnam is a major investment announcement, not a measured account of what the campuses will consume or deliver. Google says it plans to invest about US$15 billion over five years, from 2026 through 2030, in a multi-campus, gigawatt-scale project. The central questions remain practical: how much electricity and water the facilities will use, what local supplies they will draw on, and how many of the projected jobs will be permanent and direct.
What has Google announced?
Google’s initial announcement described an AI hub in Visakhapatnam, Andhra Pradesh, with an approximately US$15 billion investment over 2026–2030. It characterized the proposed data-centre operations as gigawatt-scale and said the plan includes new large-scale energy sources and expanded fibre connectivity, along with high-value jobs. Google’s April 2026 update described three data-centre campuses and reported a groundbreaking milestone.
Those are company-announced plans and milestones. Groundbreaking means work has begun; it does not mean the campuses are operational, nor does it establish their eventual resource use or local effects.
How much power will the campuses need, and where will it come from?
The public project descriptions reviewed do not give a campus-specific peak load, annual electricity demand, or a schedule for reaching full operation. “Gigawatt-scale” signals the intended scale of operations, but is not a disclosed figure for the project’s actual demand at a particular time or over a year.

What Google and its partners say they plan
Google says it will work with partners on new transmission lines, clean-energy generation and storage in Andhra Pradesh, and says the related clean-energy strategy will add supply to the electricity grid. Adani’s announcement also presents associated green-energy infrastructure as supporting the campuses and grid resilience. These are descriptions of planned infrastructure, not confirmation that specific capacity has been built, connected or delivered.
What would show how the power plan works
To assess the energy implications, readers need project-specific demand estimates alongside details of generation, transmission and storage: how much is planned, when it will be available, and how it relates to the campuses’ expected load. Public evidence would also need to show how the electricity is sourced over time, whether supply is dependable when the facilities need it, and what the arrangements mean for the wider grid. The available announcements do not establish round-the-clock clean-energy matching, peak demand, or effects on other customers’ reliability or costs.

Adding clean generation or storage can contribute to supply, but those plans alone do not settle questions about grid capacity, reliability or affordability. Their effects depend on what is delivered and how it connects to electricity demand.

The reviewed project sources do not state the campuses’ water demand, cooling systems, water sources, seasonal withdrawals or measured effects on local watersheds. Without those details, it is not possible to determine how much water the facilities would draw or how that demand would interact with local supplies.

Google’s watershed and community plans
Google says it is partnering with Sponge Collaborative on an integrated watershed-management and community plan that addresses hydrological stress and coastal sensitivities around the campuses. Google’s project blog describes ecosystem restoration and community drinking-water measures, including reverse-osmosis plants and “Water ATMs.” These are announced measures; the available descriptions do not quantify campus consumption or provide measured basin-level results.
Google’s 2026 Environmental Report summary says its water-stewardship projects replenished approximately 7.7 billion gallons in 2025—roughly 78% of Google’s company-wide freshwater consumption that year—and that this marked progress toward its ambition to replenish more water than it consumes by 2030. This is a company-wide statistic, not a Visakhapatnam project result. It does not reveal how much water the Andhra Pradesh campuses will use or establish that they will be water-positive.

Environmental clearance and cooling-water guidance
A Government of India release says certain AI data-centre construction proposals that fall under specified building-and-construction or township-and-area-development categories in the Environmental Impact Assessment Notification, 2006, require prior environmental clearance. The same release cites the Bureau of Energy Efficiency’s District Cooling Guidelines, 2023, which recommend treated water for cooling-tower make-up where feasible.

How many jobs are expected—and what do the figures count?
An Andhra Pradesh government announcement reported projections of 5,000–6,000 direct jobs and 20,000–30,000 total jobs associated with the investment. These are government-reported forecasts, not current employee counts or independently audited outcomes. The announcement does not, in the material reviewed, establish how many jobs would be permanent, how many would be temporary construction roles, or how the total-job estimate divides direct from indirect employment.
Google’s initial announcement said the investment would create high-value jobs but did not provide the same numerical breakdown in the available material. A Google Careers listing for a senior data-centre electrical engineering role said it was initially based in Hyderabad, with a future relocation to Visakhapatnam District or Anakapalli District aligned with project milestones. That listing illustrates one hiring need; a single vacancy cannot validate the aggregate projections.
To assess the employment promise, subsequent reporting would need to distinguish permanent campus roles from construction work and indirect jobs, explain the time period covered, and compare projections with actual hiring as the project advances.
What evidence would answer the remaining local-impact questions?
The announcements establish the project’s stated scale and proposed measures, but not its realized electricity and water use or employment. The most useful public records and updates would connect those plans to measurable, site-specific outcomes:
- Power: campus peak and annual demand estimates; generation and storage capacity and timelines; transmission plans; procurement arrangements; and utility assessments of grid effects.
- Water: anticipated demand by campus and season; source and quality of water; cooling design; permissions for water supply; and independent monitoring of watershed and community outcomes.
- Approvals: environmental-clearance filings and conditions, where applicable, and information showing which requirements apply to each campus.
- Jobs: hiring data that separates permanent direct positions from construction and indirect work, with definitions and reporting periods.
Until these project-level details and outcomes are available, the announced energy, watershed and employment measures should be understood as plans or projections—not proof that local resource pressures will be negligible, or proof that significant harm is inevitable.
