The most relevant technical explanation comes from the National Institute of Standards and Technology (NIST). In a December 15, 2009 explanation of capacitor-type power-factor correction devices as a class, NIST says they do not reduce the average homeowner’s electricity bill: a reduction in current is offset by an increase in power factor, leaving the quantity used for residential billing unchanged. NIST notes that such correction may reduce line losses for a utility, which is different from showing a customer bill reduction.
