A safe PostgreSQL major-version upgrade is a controlled migration, not a package replacement. First identify whether you are making a minor or major-version change, then choose dump/restore, pg_upgrade, or a logical-replication migration. Before cutover, test a restorable backup, install and verify every extension for the target version, rehearse the complete runbook, and define measurable go/no-go and rollback gates. Minor releases keep a compatible storage format; major releases can change internal structures and require one of the migration methods.
Start by classifying the upgrade
Minor releases
A minor release stays within the same major version and retains a compatible storage format. The normal operation is to install the newer minor binaries and restart according to your platform’s procedure. You still need a tested backup, a maintenance window, and application checks, but you do not normally move the cluster into a new on-disk format.
Major releases
A major-version change can alter internal data structures and system catalogs. PostgreSQL therefore requires a migration boundary: logical dump and restore, pg_upgrade, or a replication-based move to a new cluster. Jumping directly between nonadjacent major versions does not remove the need to read the release notes and migration sections for every intervening major release.
Choose the migration method before you schedule downtime
The method determines how long writes are paused, which files must match, how replicas are handled, and what a credible rollback looks like.

PostgreSQL does not publish a universal upgrade-duration, throughput-improvement, or failure-rate figure. Dataset size, hardware, extensions, replication lag, and the depth of validation dominate the result.
Preflight inventory: record what exists before changing it
Create a versioned runbook containing the following values for both source and target environments. A missing item is a migration risk, not an administrative detail.
- Source and target major and minor versions, operating system, CPU architecture, package or build flags, data directories, ports, and service account.
pg_hba.conf, authentication rules, TLS settings, custom configuration, tablespaces, environment variables, scheduled jobs, monitoring, alerting, and maintenance tasks.- Client-driver versions and connection settings used by every application, migration job, reporting tool, and background worker.
- Every extension and external module: installed version, package name, shared-object filename, upgrade path, and whether the target distribution supplies a compatible build.
- Streaming, log-shipping, and logical-replication members, replication slots, subscriptions, publication filters, and the locations where lag and errors are monitored.
pg_upgrade checks several binary and compile-time compatibility conditions, but those checks do not prove that an independently built module or application behaves correctly. Verify external modules and clients separately.
Read every intervening migration note
Read the release notes and migration sections for each major version between source and target, even when the upgrade jumps directly from a nonadjacent source to target. Look for removed parameters, changed authentication behavior, altered defaults, reserved words, catalog changes, planner changes, and features that require application changes.

Rehearse on a production-like copy
Use a copy with representative data volume, extensions, configuration, and replication shape. Run the complete procedure: backup, target preparation, upgrade or synchronization, extension updates, standby or subscription handling, application tests, monitoring, cutover, and rollback. Record elapsed times and the exact owner for every gate; the rehearsal is where you discover which step controls the outage.
Backups that can actually support rollback
Match the backup to the migration method
For dump/restore across major versions, use logical backup tools such as pg_dump or pg_dumpall. PostgreSQL states that file-system-level backup methods do not substitute for the logical backup required by this method. A file copy can still be valuable for disaster recovery or rollback, but it is not the dump/restore mechanism.
Test restoration, not just backup completion
- Complete the logical export or physical recovery copy according to the selected method.
- Restore it in an isolated rehearsal environment using the target procedure.
- Check that databases open, roles authenticate, extensions load, representative tables contain expected rows, and application read/write transactions succeed.
- Measure restore time and storage requirements, then record the last backup that meets the recovery objective.
A backup that has never been restored is an assumption. Keep a separate, restorable recovery copy for rollback even when pg_upgrade appears to complete successfully.

Inventory alone is not enough. An extension can depend on a shared library, SQL update scripts, background workers, control files, or external dictionary files. The target server must have the matching files before the upgrade starts.

Requirements for pg_upgrade
- Install every extension and custom-module shared-object file for the new server version before running the upgrade.
- Do not run
CREATE EXTENSIONmerely to preload schemas thatpg_upgradewill carry forward; doing so can duplicate objects. - Copy custom full-text-search dictionaries, synonym files, thesauri, and stop-word files into the target installation.
- After the run, review the generated logs and execute any extension-update script that
pg_upgradecreates. PostgreSQL reports when updates are available and generates a script that can be run later.
Confirm extension versions and behavior with application tests. A server that starts is not proof that an extension’s operators, indexes, background workers, or dump/restore hooks are functioning.
pg_upgrade runbook
- Install target binaries. Install the new PostgreSQL binaries and initialize a new cluster with compatible
initdbsettings. Keep the old cluster and its configuration available. - Install module files. Place all target-version extension and custom-module shared objects, control files, and full-text-search support files before checks begin.
- Prepare authentication. Configure authentication so the upgrade utility can connect repeatedly to both clusters without interactive surprises. Confirm ports, socket directories, and service identities.
- Coordinate replicas. Keep streaming and log-shipping standbys receiving changes through the required shutdown sequence. Where the documented standby-upgrade path requires it, verify that standby checkpoints match before proceeding.
- Stop both servers cleanly. Follow the runbook’s order and confirm that no process can write to either data directory while the upgrade utility is operating.
- Run checks first. Execute the utility’s check mode, resolve every reported incompatibility, and retain its output with the change record.
- Execute and inspect. Run the upgrade, review every generated log and script, and stop if a warning contradicts the approved plan.
- Apply extension updates. Run the generated extension-update script where required, then verify extension versions and object ownership.
- Refresh and test. Refresh planner statistics using the procedure appropriate to your deployment, then run representative reads, writes, constraints, jobs, and client connections.
Logical-replication migration sequence
Check the version prerequisite
PostgreSQL’s documented logical-replication-cluster migration path is available only when all members of the old logical-replication clusters are PostgreSQL 17.0 or later. If any member is older, use another supported migration design or perform an intermediate upgrade.
Build and synchronize the target
- Install the target major version and configure publisher and subscriber settings, including required output-plugin libraries and logical replication slots.
- Create the target cluster and subscriptions, then allow the initial copy and ongoing changes to proceed while the old primary serves traffic.
- Monitor replication lag and verify row counts or checksums for important tables. Check constraints, sequences, publication filters, and any data that logical replication does not carry automatically.
- Test application behavior against the target while it is synchronized. Include writes, background jobs, connection pooling, prepared statements, and error handling.
- Before upgrading the publisher, disable the subscription as required by the documented sequence. Perform the publisher upgrade, then re-enable the subscription and verify that it reaches the expected synchronized state.
Logical replication can reduce the final outage to the switch-over, but it adds setup and validation work. Treat lag, slot retention, and unreplicated objects as cutover blockers.

Physical standbys
Do not shut down a primary and its standbys independently. During the pg_upgrade shutdown sequence, keep streaming and log-shipping standbys receiving the changes they are supposed to receive. Verify the checkpoint relationship required by the documented standby-upgrade procedure, and record which replicas will be rebuilt, upgraded, or promoted after cutover.

Logical subscriptions
A subscription tied to a publisher being upgraded must be disabled before the publisher upgrade and re-enabled afterward. Confirm synchronization, lag, row counts or checksums, sequence behavior, and application writes before declaring the topology healthy.

Assign one go/no-go owner and write acceptance checks with pass/fail values. At minimum, verify:
- Expected client connections authenticate using production rules and driver versions.
- Upgrade logs contain no unresolved errors, and all required extension updates have completed.
- Representative read and write transactions, constraints, sequences, and background jobs succeed.
- Monitoring, alerting, scheduled maintenance, and backup jobs point to the target cluster.
- Physical replication or logical subscriptions are healthy, caught up, and retaining no unexpected backlog.
- A fresh backup completes after the target is accepted.
When the checks pass, freeze or quiesce writes according to the chosen method, record the final change position, switch traffic, and watch error rates and latency. Keep the old cluster, its configuration, and the rollback backup untouched until the acceptance window closes.
Rollback: preserve an exit before you need it
Define the point of no return
Logical replication usually leaves the old primary intact until the final switch, so redirecting traffic can be comparatively clear. Dump/restore also preserves the source while the target is built. In-place or link-mode workflows can alter or consume old files; once those files are changed, restoration may be the only recovery path.

Documented recovery path
If the upgrade fails in the documented link-mode recovery case, restore the old cluster from backup and redirect service to it. Do not improvise by pointing a server at a partially upgraded data directory. Record who can authorize rollback, which backup is approved, how client endpoints are redirected, and how writes made after cutover will be reconciled or discarded.
Close the rollback window deliberately
Only remove the old cluster or rollback copy after the acceptance window confirms application behavior, extension status, replication health, monitoring, and backup completion. Until then, protect it from cleanup jobs and configuration edits.
Common failure modes and fixes
“The check passed, but an extension fails to load”
The check may have validated server binaries while an external module is missing or built for the wrong version. Install the target shared object and control files, verify package and architecture matches, run the extension-update script, and repeat the application test.

“The restore completed, but the application is broken”
Logical restore success does not validate drivers, authentication, prepared statements, jobs, sequences, or application assumptions. Run the same client and write tests used in the rehearsal before cutover.
“Replicas are behind after the upgrade”
Inspect shutdown order, checkpoint requirements, replication slots, and lag before switching traffic. A replica that has not caught up is not a valid high-availability fallback.
“There is no safe rollback after failure”
Stop the procedure and restore the preserved old cluster or tested backup. If no restorable copy exists, the runbook was incomplete; do not treat an untested file copy as proof of recoverability.
