For most organizations, post-quantum cryptography (PQC) is the practical starting point. PQC updates the algorithms used by today’s computers and networks so they are intended to withstand attacks from future quantum computers. NIST has finalized standards for key establishment and digital signatures, making PQC a migration project that can use existing communications infrastructure.
Quantum key distribution (QKD) is different. It uses quantum states of light—commonly photons—to establish a shared, classical key between trusted endpoints. QKD needs specialized optical equipment, a suitable quantum channel, conventional authentication and careful control of the devices at each end. It can fit a narrowly defined link, but it does not replace public-key cryptography or solve endpoint security. The practical generalization is simple: PQC is the broad migration path; QKD is a specialized network option.
The difference in one view
“Post-quantum” and “quantum” describe different security ideas. PQC uses mathematical problems believed to be difficult for both classical and quantum computers, while QKD uses properties of quantum physics to distribute keys. In QKD, the key that applications ultimately use is still an ordinary sequence of classical bits.

What post-quantum cryptography actually changes
PQC is cryptography designed to run on classical computers while resisting attacks that a sufficiently capable quantum computer could perform. It does not require a quantum processor, a special fiber or a new physical communications channel. The change is in the algorithms, the protocol messages they produce and the systems that manage their keys and signatures.
ML-KEM for key establishment
FIPS 203 specifies ML-KEM, a module-lattice-based key-encapsulation mechanism. A KEM lets two parties establish a shared secret over a public network: one side creates encapsulation material, the other decapsulates it with a private key, and both derive the same secret for subsequent protected communication. The mechanism is intended to replace quantum-vulnerable public-key key-establishment methods in protocols and products after compatibility and performance testing.
ML-DSA and SLH-DSA for signatures
FIPS 204 specifies ML-DSA, a module-lattice-based digital-signature algorithm, and FIPS 205 specifies SLH-DSA, a stateless hash-based digital-signature algorithm. Digital signatures authenticate who signed data and help recipients detect unauthorized modification. They do not perform QKD’s key-distribution function; signatures are the authentication part of a broader secure protocol.
NIST approved all three Federal Information Processing Standards on August 13, 2024. The approval date matters when you are checking product claims: an implementation described as following a finalized FIPS standard is different from a research prototype or an algorithm still being standardized.
HQC is a backup selection, not a fourth finalized FIPS
On March 11, 2025, NIST selected HQC for standardization as an additional key-encapsulation mechanism based on a different mathematical approach from ML-KEM. NIST’s announcement says organizations should continue migrating to the standards finalized in 2024. HQC should therefore be described as selected for standardization, not as another already published final FIPS standard. NIST mathematician and project head Dustin Moody put the timing this way: “Organizations should continue to migrate their encryption systems to the standards NIST finalized in 2024. We are announcing the selection of HQC because we want to have a backup standard that is based on a different math approach than ML-KEM.” The announcement is at NIST’s HQC update.
How quantum key distribution works
QKD lets two trusted parties establish a shared key by transmitting quantum states over a quantum channel. A common implementation uses individual photons or other optical states sent through fiber or free space. The communicating parties measure the states, compare selected measurement information over a conventional channel and retain matching results as a key after the protocol’s reconciliation steps.

Why an interception can be detectable
Quantum states cannot generally be measured or copied without changing them. In the idealized security argument, an eavesdropper’s attempt to observe the transmitted states introduces detectable errors. The legitimate parties can estimate the error level and discard a key when the disturbance indicates unacceptable interception or noise.
What QKD does not provide
The shared key produced by QKD is classical. QKD does not authenticate the parties by itself, secure the operating systems that control the equipment, protect an application endpoint after decryption or replace every public-key operation used in a system. Conventional authentication and protocol integration remain necessary; otherwise an attacker could interfere with the classical control channel or impersonate an endpoint.
QKD is therefore a key-establishment component, not a complete security architecture. A deployment still needs identity management, authenticated control traffic, protected devices, secure key storage, monitoring and a plan for compromised equipment.
Security: physics versus mathematics is not the whole decision
PQC and QKD make different security claims, but neither removes ordinary engineering risk.
PQC’s assumption and failure modes
PQC depends on the continued difficulty of its underlying mathematical problems. A future cryptanalytic advance could weaken an algorithm, which is why standards diversity and an ability to update implementations matter. In the near term, more familiar failures are likely to come from incorrect parameter choices, flawed implementations, bad randomness, exposed private keys, protocol mismatches or incomplete certificate and key-management changes.

QKD’s physical model and failure modes
QKD’s security proof depends on assumptions about the quantum states, the channel and the devices that generate, transmit and measure them. Real equipment is imperfect. Detector behavior, source characteristics, calibration, side channels, maintenance access and physical tampering can create exploitable gaps between an ideal protocol and an installed system. NIST discusses these practical limitations and notes that the U.S. National Security Agency does not recommend QKD for national security systems under current conditions.
That position does not mean every QKD experiment is useless. It means a buyer should not turn the theoretical detectability of interception into a blanket claim of “perfect security.” The security of an actual QKD service depends on the complete implementation, including trusted endpoints, authentication and operational controls.
Distance, topology and infrastructure constraints
The approximately 100-kilometre figure
NIST’s overview of quantum information networks gives about 100 km as an effective communication distance for a point-to-point QKD system. This is an approximate, system-level figure, not a universal physical maximum. Fiber attenuation, component quality, detector performance, environmental conditions and the required key rate determine what a particular installation can achieve.
At longer distances, a network may need trusted intermediate nodes that receive, use and retransmit keys. Those nodes become security-critical locations and must be physically and operationally protected. Quantum repeaters are a developing route to longer-distance quantum networks, not a generally available substitute that can be assumed in a current deployment.
PQC’s topology advantage
PQC messages travel through ordinary computing and communications systems. A migration still has to account for protocol limits, message sizes, certificate chains, hardware acceleration and software support, but it does not require a dedicated quantum channel between every pair of communicating sites. That makes it suitable for cloud services, mobile clients, branch offices and internet-facing systems where a controlled optical path is unavailable.
Which approach fits your organization?
Choose PQC first when the requirement is broad quantum resistance
PQC is the better starting point when you need to protect many applications, users, sites or internet connections; when systems are geographically distributed; or when you must update existing software and hardware rather than build a new optical network. It is also the practical route when your requirement includes quantum-resistant digital signatures as well as key establishment.

- You need one migration program covering servers, clients, certificates, APIs, VPNs, storage and backups.
- Your communications use public or mixed networks where dedicated quantum channels are impractical.
- You must authenticate software, documents or devices with signatures as well as encrypt sessions.
- You need an architecture that can be updated through normal software, firmware and hardware-refresh processes.
Consider QKD only for a defined, high-value link
QKD deserves evaluation when you have a specific point-to-point or controlled network requirement, suitable fiber or free-space optical access, trusted endpoints and a team able to operate specialized equipment. Define the required distance, key rate, availability, physical protection and failure behavior before choosing a technology. A general desire to be “quantum secure” is not enough to justify a QKD network.
- The communicating sites can host and protect quantum transmitters, receivers and related optical components.
- You can measure whether the available channel meets distance, loss, key-rate and uptime requirements.
- You have a design for authentication, key management, monitoring and replacement of failed devices.
- You can protect or explicitly accept the risk of trusted intermediate nodes on longer routes.
Use both only when each has a distinct job
An organization may use PQC for general-purpose cryptography and evaluate QKD for a particular controlled link. In that arrangement, QKD does not eliminate the need for PQC signatures, authenticated protocols or secure endpoints. The two technologies address different layers and should be justified separately rather than presented as interchangeable alternatives.
A practical PQC migration plan
NIST’s migration guidance emphasizes discovery and staged replacement rather than a single switch. The following sequence turns that principle into an actionable program.
- Build a cryptographic inventory. Record where public-key encryption, key agreement, certificates, signatures and long-term stored ciphertext are used. Include applications, libraries, appliances, embedded devices, third-party services, backup systems and machine-to-machine interfaces.
- Map dependencies and ownership. For every use, identify the protocol, algorithm, key length or parameter set, certificate authority, software owner, hardware dependency and expected replacement path. A system that appears to use one library may depend on a certificate format or appliance that cannot yet accept larger PQC artifacts.
- Prioritize long-lived confidentiality. Rank information that must remain secret for years or decades, including archived records and intellectual property that an attacker could harvest now and decrypt later. Give those systems an earlier migration window than data with a short business life.
- Set standards-based requirements. Require support for the finalized NIST standards—ML-KEM in FIPS 203, ML-DSA in FIPS 204 and SLH-DSA in FIPS 205—where they match the use case. Treat claims about algorithms still being standardized separately from claims of FIPS validation.
- Test protocol and operational impact. Measure handshake size, certificate-chain behavior, latency, memory, CPU use, maximum message sizes, logging, backup and recovery procedures. Test interoperability among the actual client, server, gateway and certificate components, not only in a laboratory library.
- Plan key and certificate operations. Update issuance, rotation, revocation, escrow, hardware protection, incident response and audit procedures. A quantum-resistant algorithm cannot compensate for an exposed private key or an unrevoked compromised certificate.
- Deploy in controlled stages. Start with systems whose owners, rollback paths and monitoring are clear. Record which connections have moved, which remain dependent on legacy cryptography and what temporary controls protect the remaining exposure.
- Revisit the inventory. Vendors, standards and protocol implementations change. Schedule recurring reviews so newly acquired services and devices do not reintroduce quantum-vulnerable public-key dependencies.
NIST’s migration documentation is available at the NCCoE post-quantum migration FAQ and guidance. A cryptographic inventory or PQC migration assessment can be a useful external workstream, but the responsible organization still needs ownership of its systems, data priorities and acceptance criteria.

- Define the exact link. Specify the endpoints, route, fiber or free-space path, expected distance, availability target and the applications that will consume the keys. Avoid evaluating QKD as an abstract replacement for enterprise cryptography.
- Measure the physical channel. Obtain loss, connector, splice, environmental and maintenance data for the actual route. Ask for key-rate behavior across operating conditions rather than a headline distance alone.
- Document the trust boundary. List every transmitter, receiver, controller, key manager and intermediate node. State who can access each device, how tampering is detected and what happens when equipment is serviced or replaced.
- Specify authentication. Explain how the classical channel is authenticated, how credentials are provisioned and rotated, and how the system behaves if authentication fails. QKD does not supply this requirement by itself.
- Assess implementation security. Require evidence about side-channel testing, detector and source behavior, firmware updates, logging, secure boot, isolation and incident response. Theoretical protocol security is not evidence that an installed device is free of exploitable flaws.
- Design failure and continuity procedures. Decide whether communications stop, fail over to another protected channel or use another key source when the quantum channel is unavailable. Include loss of synchronization, excessive error rates, power failure and maintenance windows.
- Compare the complete architecture. Include endpoint protection, conventional signatures, key storage, trusted nodes, optical equipment, operations and replacement cycles. Do not compare only the price of a QKD appliance with the price of a software library; the systems perform different functions.
NIST’s definitions and deployment discussion are collected in What Is Quantum Cryptography? and Quantum Information Networks.
Common decision mistakes
Calling QKD a replacement for public-key cryptography
QKD distributes shared keys. It does not provide the full set of signatures, identity mechanisms and protocol functions that public-key cryptography supplies. Even a QKD-protected link still needs authentication and secure endpoints.

Assuming a quantum channel removes endpoint risk
If an attacker controls an endpoint, steals a private key, tampers with a receiver or compromises the key-management server, the physics of the channel cannot repair that breach. Device and operational controls must be evaluated alongside the channel.
Treating the 100-kilometre figure as a universal limit
The approximately 100 km value is an indicative effective distance for a point-to-point system described by NIST. It varies with equipment and fiber conditions and does not describe every architecture. Longer routes require an explicit design for trusted nodes or future repeater technology.
Waiting for every future PQC algorithm before starting
NIST’s March 2025 HQC selection does not invalidate the three standards finalized in 2024. Organizations should continue migration to FIPS 203, FIPS 204 and FIPS 205 while tracking the later standardization work.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Choosing on the basis of “perfect security” language
PQC relies on assumptions about mathematical hardness; QKD relies on assumptions about protocols, devices and physical implementation. Both require secure software, authenticated communications, key management, monitoring and response procedures.
Current standards status and what to monitor
As of the cited NIST announcements, the established baseline is three finalized standards approved on August 13, 2024: FIPS 203 for ML-KEM, FIPS 204 for ML-DSA and FIPS 205 for SLH-DSA. HQC was selected for standardization on March 11, 2025 as a backup key-encapsulation approach, but that selection is not the same as publication of a final FIPS document.
For implementation decisions, verify the current edition of each standard, government procurement requirements, validation status of the exact product and the interoperability of the protocols you operate. NIST’s Digital Signatures overview explains the role of signature standards, while the NIST journal article on post-quantum cryptography and the quantum future provides context for distinguishing PQC from QKD.
Bottom line for a decision-maker
Start with a cryptographic inventory and a standards-based PQC migration plan unless you have a clearly bounded QKD use case. PQC can address key establishment and signatures across ordinary computing and communications systems, making it the practical general solution for most enterprises. Evaluate QKD as specialized infrastructure for a measured, controlled link where its optical channel, device controls, authentication model, distance and operational costs are acceptable. Neither approach makes endpoint security, identity, key management or protocol engineering optional.
