Post-quantum cryptography (PQC) is the practical, broad migration path for protecting most digital assets against future quantum computers. It replaces vulnerable public-key algorithms with standards designed for conventional systems, including key establishment and digital signatures. Quantum key distribution (QKD) is a specialized method for delivering key material across dedicated quantum-enabled links; by itself, it does not authenticate the communicating source or create digital signatures. Organizations may use QKD in a narrowly defined network design, but it cannot replace PQC, authentication, signatures, inventory work, or ordinary security controls.
NIST finalized three relevant Federal Information Processing Standards on August 13, 2024: FIPS 203 for ML-KEM, FIPS 204 for ML-DSA, and FIPS 205 for SLH-DSA. The correct response for most teams is to inventory public-key cryptography now, prioritize long-lived and sensitive assets, and migrate tested systems to the finalized PQC standards.
What the two technologies actually do
PQC and QKD are often presented as competing answers to the same problem. They are not interchangeable. PQC changes the mathematical algorithms that software and hardware use for public-key encryption, key establishment, and signatures. QKD uses quantum-mechanical behavior on a specially engineered communication link to generate or distribute key material.

These standards are algorithm specifications, not a declaration that every product carrying a “quantum-safe” label is compliant or secure. A product still needs a correct implementation, suitable parameter choices, protection of private keys, secure protocol integration, patching, and validation for the environment in which it is deployed.
Quantum key distribution
QKD sends quantum states over a dedicated optical-fiber or managed free-space link. Measurements made by an intended receiver can reveal attempts to intercept the quantum transmission, allowing the participants to reject compromised key material under the protocol’s assumptions. The resulting material can then be used by an encryption system.
QKD is only a key-distribution component. It does not prove who originated the transmission. Source authentication requires asymmetric cryptography or preplaced keys. QKD also supplies no digital-signature function, so it cannot by itself sign software, authenticate a transaction, validate a certificate chain, or provide non-repudiation-style evidence. A complete QKD deployment therefore still needs authentication, signatures where required, endpoint security, key management, and protection of the classical channel used alongside the quantum link.
Which protects digital assets better?
For most organizations, PQC is the better primary answer because it addresses both major public-key jobs: establishing encryption keys and authenticating identities with signatures. It can be introduced by updating cryptographic libraries, protocols, firmware, certificates, and other components rather than building a separate quantum communications network.
QKD can be appropriate only when a specific threat model and network architecture justify dedicated links and specialized equipment. It may add a source of keying material for a point-to-point encryption design, but the surrounding system remains responsible for authentication, signatures, endpoint compromise, malicious administrators, software flaws, and denial-of-service. A QKD link that is unavailable, misconfigured, or cut does not protect an application that cannot communicate.
The National Security Agency’s published position is scoped to U.S. National Security Systems (NSS): it does not recommend QKD for NSS unless its identified limitations are resolved, and it describes PQC as more cost-effective and easier to maintain in that context. The United Kingdom’s National Cyber Security Centre separately identifies quantum-safe cryptography as the best mitigation against quantum-computer threats and does not endorse QKD for government or military use; for business-critical networks it cautions against relying on QKD alone. Those statements are policy guidance in their respective scopes, not a universal performance benchmark or a promise that every PQC implementation is automatically safe.

Why the quantum threat affects decisions today
No source here establishes a date for a cryptographically relevant quantum computer, and organizations should not base plans on a predicted arrival year. The planning problem is that an attacker can capture encrypted traffic now and attempt to decrypt it later if the information remains valuable for long enough. This “collect now, decrypt later” risk is especially relevant to state secrets, intellectual property, health records, strategic contracts, archives, and credentials whose confidentiality extends for many years.
Digital signatures create a second planning concern. A future quantum-capable attacker could target long-lived public keys, certificates, firmware-signing keys, software-update mechanisms, or transaction-signing systems. The impact would be forgery or impersonation rather than merely retrospective decryption. For that reason, prioritize both the lifetime of confidentiality and the lifetime of trust anchors.
What NIST finalized and what remains under evaluation
On August 13, 2024, NIST approved three Federal Information Processing Standards:
- FIPS 203 — ML-KEM for key encapsulation and key establishment.
- FIPS 204 — ML-DSA for digital signatures.
- FIPS 205 — SLH-DSA for digital signatures.
NIST’s May 2026 status report said additional digital-signature schemes were still under evaluation. Do not describe an unevaluated candidate as a finalized standard, and check NIST’s current status before making a dated policy or procurement claim. The existence of a FIPS does not by itself validate a particular vendor implementation, certificate, module, or service.

1. Build a cryptographic inventory
Identify every system that uses public-key cryptography, including applications, APIs, operating systems, network protocols, cloud services, hardware security modules, mobile and embedded devices, certificate authorities, backup systems, vendor appliances, and third-party dependencies. Record the algorithm, key and certificate lifetime, protocol version, data owner, geographic location, and upgrade path where those facts are available.
Look beyond code that your team owns. A supplier library, managed service, firmware image, signed update process, or old device may be the component that prevents a safe migration. NIST’s migration work emphasizes visibility and risk management because an organization cannot replace algorithms it has not found.
2. Rank systems by consequence and lifetime
Give priority to information whose confidentiality must survive for years, and to public keys that authorize high-impact actions for a long period. Consider legal retention, intellectual-property value, safety impact, financial loss, operational disruption, and the difficulty of recalling or replacing a signature after compromise.
Recommended Free Tools
- Long-retention encrypted archives and recorded communications deserve early review because of collect-now, decrypt-later exposure.
- Root certificate authorities, code-signing keys, firmware-signing keys, identity providers, and transaction-authority keys deserve early review because a forged signature can scale across many systems.
- Short-lived, low-sensitivity sessions may be lower priority, but they should not be assumed safe without understanding how keys and certificates are actually issued and stored.
3. Map dependencies and protocol constraints
Document where a key or signature crosses a protocol boundary. A new algorithm may require changes to certificate formats, handshake negotiation, message-size limits, hardware acceleration, logging, archival formats, or partner interfaces. Include interoperability testing with the exact products and protocol versions in use; a standards document does not guarantee that two independently updated systems will negotiate successfully.
4. Pilot the finalized standards
Use ML-KEM for appropriate key-establishment paths and ML-DSA or SLH-DSA for signature paths after confirming the applicable implementation guidance and assurance requirements. Test normal traffic, certificate issuance and rotation, backup and restore, revocation, monitoring, incident response, and rollback. Measure resource use in your own environment rather than importing a generic claim about speed or cost.
5. Use a transition design where necessary
Some systems cannot change every endpoint at once. A transition can use a hybrid or staged arrangement when the relevant protocol and implementation support it, preserving interoperability while a counterpart is upgraded. Treat a hybrid as an engineering design that needs explicit security analysis; it is not automatically stronger merely because it contains two algorithms. Define which component authenticates, which component establishes keys, how failures are handled, and how downgrade attempts are detected.

6. Replace trust anchors deliberately
Plan certificate-authority changes, key rotation, firmware and software signing, device enrollment, backup copies, and emergency revocation. A PQC algorithm in a leaf certificate does not solve the problem if the issuing authority, signing service, or hardware that protects its private key remains vulnerable or unmaintained.
7. Keep the inventory and roadmap current
Cryptographic inventories decay when teams deploy new services, acquire companies, change cloud providers, or add connected devices. Make algorithm and key-lifetime information part of architecture reviews, supplier assessments, and change management. Recheck NIST standards, implementation guidance, and national recommendations as they evolve.
When a QKD design could make sense
QKD should be evaluated as a narrowly scoped network component, not purchased as a general “quantum-safe” appliance. A defensible design starts by answering all of these questions:
- Which endpoints need the link, and can they be connected by dedicated fiber or an approved managed free-space path?
- How are QKD-generated keys delivered to the encryption devices, rotated, stored, backed up, and destroyed?
- What authenticates the QKD source and the associated classical-channel messages?
- Which digital signatures, certificates, software updates, and administrative actions still require PQC or another authenticated mechanism?
- What happens when a relay, endpoint, key manager, or link is compromised?
- Can an insider alter equipment, access relay sites, or exhaust key-generation and network capacity?
- How does the service handle denial-of-service, maintenance, patching, fault recovery, and geographic expansion?
QKD does not remove trust from the endpoints. A malicious or compromised endpoint can request, misuse, or expose legitimate keys. Relay architectures may introduce additional operational and insider risks. The quantum channel also depends on conventional equipment and a classical channel whose authentication must be designed and maintained.

“QKD is automatically more secure than PQC.”
Correction: Compare complete systems, not one physical property. QKD’s key-distribution behavior does not provide signatures or source authentication, and its dedicated infrastructure creates availability and maintenance requirements.

“Only secret archives need migration.”
Correction: Review signatures and trust anchors as well as encryption. Forged software, firmware, certificates, or authorization messages can be as damaging as decrypted data.
“A QKD link eliminates conventional cryptography.”
Correction: QKD still needs authentication, key management, endpoint protection, classical-channel security, and often digital signatures. It is one component in a layered architecture.
“There is no need to act until a quantum computer exists.”
Correction: Migration can take years because inventories are incomplete, equipment has long replacement cycles, and counterparties must interoperate. Captured ciphertext and long-lived public keys create present-day planning pressure.

A practical decision framework
| If your requirement is… | Start with… | Why |
|---|---|---|
| Updating internet-facing applications, enterprise identity, certificates, or software signing | PQC migration | These systems need deployable key-establishment and signature algorithms that fit software and protocol updates. |
| Protecting long-retention data against future decryption | Inventory, risk ranking, and PQC key-establishment planning | The priority is finding where vulnerable public-key encryption is used and replacing it before data is captured or retained. |
| Authenticating code, firmware, certificates, or transactions | PQC signature planning | ML-DSA and SLH-DSA address digital-signature use cases; QKD alone does not. |
| Adding key material to a fixed, high-assurance point-to-point link | A full QKD feasibility assessment plus PQC for authentication and signatures | QKD may fit a dedicated-link threat model, but it cannot stand alone. |
| Choosing a general enterprise quantum-readiness program | Cryptographic inventory and migration roadmap | Visibility, interoperability, and staged replacement determine what can actually be protected. |
Questions decision-makers should ask vendors and integrators
- Which exact FIPS 203, 204, or 205 algorithms and parameter sets are implemented?
- Are the algorithms used for the complete protocol path, or only exposed as an optional library feature?
- How are certificates, certificate authorities, hardware keys, backups, revocation, and emergency rotation handled?
- What interoperability tests were run with the organization’s actual counterparties and protocol versions?
- How are downgrade attacks, unsupported peers, and failed negotiations logged and blocked?
- For QKD, what authenticates the source, protects the classical channel, secures relays, and handles link loss?
- What security updates, hardware replacement, validation evidence, and lifecycle commitments are included?
Bottom line for digital-asset protection
Choose PQC as the foundation of a quantum-readiness program. Begin with a comprehensive inventory, prioritize data and trust anchors by sensitivity and lifetime, and migrate tested systems to NIST’s finalized standards: ML-KEM (FIPS 203), ML-DSA (FIPS 204), and SLH-DSA (FIPS 205). Evaluate QKD only when a specialized, dedicated-link architecture has a clear requirement and budget for complementary authentication, signatures, endpoint assurance, operations, and availability controls. In practical terms, QKD can supplement a complete design; it is not a replacement for post-quantum cryptography.
