ML-KEM establishes shared encryption keys; ML-DSA and SLH-DSA create and verify digital signatures. All three are final NIST standards approved on August 13, 2024, but they solve different protocol problems. ML-KEM and ML-DSA use module-lattice-based constructions, while SLH-DSA uses a stateless hash-based construction.
“Post-quantum” is a security objective, not a proof that an algorithm will resist every future attack. NIST describes these schemes as designed to resist attacks by quantum computers and as believed secure under current analysis. Selecting one still requires checking protocol support, implementation quality, target-platform performance, key and signature handling, validation requirements, and migration constraints.
What are ML-KEM, ML-DSA, and SLH-DSA?
The three standards address two separate cryptographic jobs. A key-encapsulation mechanism (KEM) lets parties establish a shared secret across a public network. A digital-signature algorithm lets a verifier detect unauthorized changes and authenticate the holder of a signing key.

| Standard | NIST FIPS | Primary job | Construction and origin |
|---|---|---|---|
| ML-KEM | FIPS 203 | Key establishment: creates a shared secret for subsequent symmetric encryption | Module-lattice-based; derived from CRYSTALS-KYBER |
| ML-DSA | FIPS 204 | Digital signatures: signing and verification | Module-lattice-based; derived from CRYSTALS-Dilithium |
| SLH-DSA | FIPS 205 | Digital signatures: signing and verification | Stateless hash-based; based on SPHINCS+ |
In a typical secure connection, ML-KEM would help two endpoints derive a secret, after which a symmetric cipher protects the data stream. ML-DSA or SLH-DSA would authenticate software, certificates, messages, firmware, or other signed objects. A KEM is not a signature scheme, and a signature scheme does not replace a KEM.

How ML-KEM establishes a shared secret
Encapsulation and decapsulation
ML-KEM provides a public-key mechanism for agreeing on a secret over an observable channel. One party publishes a public key. A sender uses that key to encapsulate a fresh secret, producing a ciphertext and a shared-secret value. The holder of the corresponding private key decapsulates the ciphertext and derives the same shared secret. Symmetric cryptography can then use that secret for bulk data protection.
The module-lattice design is intended to remain difficult to solve even for an adversary equipped with a sufficiently capable quantum computer. NIST’s standard is a concrete specification, so implementers must follow its key generation, encapsulation, decapsulation, encoding, and error-handling requirements rather than treating “lattice-based” as an interchangeable label.
ML-KEM parameter sets
FIPS 203 specifies three named parameter sets. NIST characterizes them as increasing in security strength and decreasing in performance in this order. That description does not establish a universal speed ranking for every implementation, processor, protocol, or workload.
Recommended Free Tools
| Parameter set | Relative security strength in NIST’s ordering | Relative performance in NIST’s ordering | Use of the label |
|---|---|---|---|
| ML-KEM-512 | Lowest of the three | Highest of the three | Evaluate against the application’s security policy and interoperability requirements |
| ML-KEM-768 | Middle | Middle | Do not assume it is the right default without protocol and platform testing |
| ML-KEM-1024 | Highest of the three | Lowest of the three | Confirm that added computational and bandwidth costs fit the deployment |
The standard does not make one parameter set the best choice for every system. Compare the required security level, latency budget, bandwidth, hardware acceleration, library support, and any applicable validation profile.

How ML-DSA creates and verifies signatures
Signing workflow
ML-DSA is NIST’s module-lattice-based digital-signature standard. A signer generates a key pair, uses the private key to produce a signature over a message or a defined message representation, and gives the verifier the message, signature, and public key. The verifier runs the specified verification procedure. A valid result supports two conclusions within the system’s trust model: the signed data was not altered after signing, and the signature corresponds to the private key associated with that public key.
ML-DSA was derived from CRYSTALS-Dilithium. “Derived from” identifies its design lineage; it does not mean that an implementation can substitute an older pre-standard format or parameter naming for the exact FIPS 204 requirements.
Where ML-DSA fits
- Authenticating software packages, firmware, and update manifests.
- Signing certificates, tokens, documents, or protocol transcripts.
- Detecting unauthorized modification of stored or transmitted data.
- Replacing or supplementing classical public-key signatures during a quantum-transition plan.
Signature verification does not establish a confidential channel. If a protocol needs both confidentiality and authentication, it normally combines a KEM such as ML-KEM with a signature scheme such as ML-DSA or SLH-DSA, according to the protocol design.
How SLH-DSA differs from ML-DSA
Hash-based, stateless signatures
SLH-DSA is NIST’s Stateless Hash-Based Digital Signature Standard, based on SPHINCS+. It uses hash-function constructions rather than a module-lattice construction and is explicitly stateless. “Stateless” means the signer does not have to maintain a mutable, one-time-use counter across signing operations in the way some stateful hash-signature systems do. That property can simplify key-management and backup scenarios, although every implementation still has to follow the standard’s randomness, encoding, and key-protection requirements.

SLH-DSA is also a signature scheme, not a mechanism for agreeing on an encryption key. Its different mathematical foundation can make it useful as a diversity option when an organization wants a signature algorithm that does not rely on lattice assumptions. The choice still depends on signature size, signing and verification cost, implementation support, protocol limits, and the organization’s assurance requirements; those values must be measured or taken from the current implementation and standard rather than assumed from the algorithm name.
Construction comparison
| Question | ML-DSA | SLH-DSA |
|---|---|---|
| What does it do? | Generates and verifies digital signatures | Generates and verifies digital signatures |
| Underlying family | Module-lattice-based | Stateless hash-based |
| Design lineage | CRYSTALS-Dilithium | SPHINCS+ |
| State requirement highlighted by NIST | Not described as a stateless hash scheme | Stateless |
| Can it establish a shared encryption secret? | No; it is a signature standard | No; it is a signature standard |
ML-KEM versus ML-DSA: the practical difference
The shortest accurate comparison is “key establishment versus signatures.” ML-KEM answers, “How can two parties derive a secret over a public channel?” ML-DSA answers, “How can a verifier check that data was signed by the holder of a private key and was not changed?” They are not competing versions of the same operation.
| Implementation concern | ML-KEM | ML-DSA |
|---|---|---|
| Cryptographic output | A shared secret and encapsulation ciphertext | A digital signature |
| Typical protocol role | Handshake or key-establishment phase, followed by symmetric encryption | Authentication of messages, software, certificates, firmware, or records |
| Private-key operation | Decapsulation of an encapsulated secret | Signing a message or defined message representation |
| Public-key operation | Encapsulation using the recipient’s public key | Verification using the signer’s public key |
| FIPS document | FIPS 203 | FIPS 204 |
A migration plan may need both. For example, a secure-update system could use ML-KEM in a protected transport channel and ML-DSA or SLH-DSA to authenticate the update image. That is a composition decision for the protocol owner, not a claim that any pair is automatically interoperable.

What “post-quantum” security does and does not claim
NIST’s August 13, 2024 approval announcement says: “These standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards.” The wording is deliberately qualified. It describes a design goal and current confidence, not a guarantee against every undiscovered attack, implementation defect, weak parameter choice, side channel, or future cryptanalytic result.

Security also depends on the surrounding system. A mathematically sound algorithm can be undermined by poor randomness, exposed private keys, invalid certificate handling, unsafe decapsulation error paths, an unverified library, or a protocol that accepts an attacker-controlled algorithm downgrade. Treat the FIPS algorithm, the validated implementation, and the protocol integration as separate items to review.
Approval status and documents to check
The Secretary of Commerce approved FIPS 203, FIPS 204, and FIPS 205 on August 13, 2024. NIST’s publications index, updated August 5, 2026, lists all three as final. Publication status and implementation guidance can change, so check the live index and the current document revision when making a procurement, compliance, or interoperability decision.

| FIPS 203, ML-KEM | Final; planning note dated November 17, 2025 indicates a potential update | Check the current errata spreadsheet and FIPS page before quoting implementation details |
| FIPS 204, ML-DSA | Final; planning note dated July 31, 2026 indicates a potential update | Check the current errata spreadsheet and FIPS page before treating the text as unchanged |
| FIPS 205, SLH-DSA | Final | Use the current FIPS page and implementation guidance |
| IR 8547, Transition to Post-Quantum Cryptography Standards | Draft dated November 12, 2024 | Use as transition guidance only while its status remains draft |
| SP 800-230, additional SLH-DSA parameter sets for limited signature use cases | Draft dated April 13, 2026 | Do not treat proposed additional sets as final requirements without a current NIST publication |
NIST’s FAQ answer last revised June 16, 2026 says that key-generation seeds can be acceptable alternative key formats for FIPS 203 and FIPS 204 under the conditions described in that answer. That is scoped implementation guidance. It should not be generalized to FIPS 205, other standards, or every key-storage design, and it does not replace reading the applicable FIPS text and current FAQ.

Start with the required operation
- Write down whether the system needs confidentiality, authentication, or both.
- Choose a KEM path for shared-secret establishment. ML-KEM is the NIST standard among these three that performs that job.
- Choose a signature path for authentication. Compare ML-DSA and SLH-DSA, rather than treating either as a replacement for ML-KEM.
Check engineering constraints
- Protocol compatibility: Confirm that the protocol, certificate profile, message format, and peer implementations support the exact FIPS algorithms and parameter sets.
- Performance on target hardware: Measure key generation, encapsulation or decapsulation, signing, and verification on the processors and operating systems that will run them.
- Bandwidth and storage: Account for the actual public-key, private-key, ciphertext, and signature encodings required by the standard and protocol. Do not substitute estimates from a different draft or pre-standard implementation.
- Validation and compliance: Determine whether the deployment requires a validated cryptographic module, a particular operational environment, approved random-bit sources, or documented key-management controls.
- Key lifecycle: Plan generation, backup, rotation, revocation, destruction, recovery, and access control for every new key type.
- Migration behavior: Decide whether the protocol will use a hybrid construction during transition, how algorithm negotiation is authenticated, and how legacy peers are retired.
Look for evidence, not a universal winner
No available NIST material establishes one of these algorithms as best for every application. Make the decision with current, application-specific evidence: interoperable libraries, independent implementation review, measured performance, security requirements, failure behavior, and the cost of changing the protocol later.

A practical post-quantum migration sequence
- Inventory cryptography. Record where public-key encryption, key agreement, signatures, certificates, firmware signing, backups, and long-lived secrets are used.
- Classify exposure windows. Identify data that must remain confidential for years and systems whose signatures must remain trustworthy for long periods. This helps prioritize work without pretending that a single algorithm solves every risk.
- Map protocol dependencies. Document wire formats, certificate authorities, hardware modules, libraries, peer versions, and any hard-coded algorithm identifiers.
- Prototype with final specifications. Test FIPS 203, FIPS 204, and FIPS 205 implementations that clearly identify their standard versions and parameter sets. Avoid assuming that a pre-standard CRYSTALS or SPHINCS+ interface is wire-compatible.
- Test negative cases. Verify rejection of altered ciphertexts, malformed encodings, invalid signatures, wrong public keys, unsupported parameter sets, and downgrade attempts. Review side-channel and error-message behavior.
- Plan interoperability and rollback. Define how old and new peers communicate, how failures are logged, and how a compromised or withdrawn implementation is replaced without losing access to protected data.
- Recheck NIST status before deployment. Review the current FIPS pages, errata, FAQ, and transition documents because planning notes, drafts, and implementation guidance can change.
Common mistakes and how to avoid them
Calling ML-KEM a signature algorithm
Fix the terminology in architecture documents and code reviews. ML-KEM produces a shared secret through encapsulation and decapsulation; it does not authenticate a signer.
Using ML-DSA or SLH-DSA to encrypt data
Signatures provide integrity and authentication, not confidentiality. Pair a signature scheme with an authenticated key-establishment and symmetric-encryption design when both properties are required.
Treating parameter names as performance guarantees
NIST gives a relative ordering for ML-KEM-512, ML-KEM-768, and ML-KEM-1024, but actual latency, throughput, memory use, and network impact depend on the implementation and platform. Benchmark the deployment you intend to operate.

All three standards are final, yet NIST has posted planning notes for possible FIPS 203 and FIPS 204 updates and maintains related drafts and FAQs. Check errata and current status before certification or release.
Generalizing the seed-format FAQ
The June 16, 2026 FAQ guidance on key-generation seeds has stated conditions and applies to the standards it names. It is not a blanket rule for every post-quantum key format or implementation.
Bottom line for implementers
Use ML-KEM when the system must establish a shared secret. Use ML-DSA or SLH-DSA when it must authenticate data with digital signatures. ML-DSA offers a module-lattice signature construction derived from CRYSTALS-Dilithium; SLH-DSA offers a stateless hash-based alternative derived from SPHINCS+. The standards were approved on August 13, 2024, but the correct deployment choice still comes from protocol compatibility, measured behavior, validation needs, key-management design, and the latest NIST errata and transition guidance.
