Organizations should begin post-quantum cryptography (PQC) preparation now. No authoritative source can say when a quantum computer capable of breaking today’s widely used public-key cryptography will exist. The immediate issue is lead time: finding every cryptographic dependency, coordinating suppliers, redesigning systems, testing interoperability and performance, and replacing hardware or software can take years. Data that must remain confidential for a long time can also be copied today and targeted for decryption in the future.

NIST finalized three PQC standards on August 13, 2024. They provide an implementation starting point, but they do not make migration automatic or establish a universal deadline for every organization.

What is post-quantum cryptography?

Post-quantum cryptography is cryptography designed to protect communications and digital identities against attacks from future quantum computers while running on conventional systems. It is intended to replace or supplement public-key mechanisms that a sufficiently capable quantum computer could compromise.

Public-key cryptography is used far beyond browser connections. It supports key exchange, certificates, software signing, firmware updates, identity systems, secure email, virtual private networks, payment infrastructure, cloud services, industrial equipment and connected devices. A PQC program therefore is an enterprise migration, not a single server upgrade.

PQC does not mean waiting until quantum hardware is available. The work is to discover where cryptography is used, determine which information and systems are exposed to the transition, obtain compatible products from suppliers and move through controlled testing before an emergency replacement is required.

When will quantum computers break encryption?

No one knows. NIST’s explainer says, “No one knows how long it will take to build a cryptographically relevant quantum computer.” Forecasts vary widely, and the reviewed official material does not provide a reliable probability or a specific arrival year. A precise countdown would create false confidence.

The uncertainty is not a reason to defer action. NIST notes that the historical process of integrating new algorithms into products and services can take 10 to 20 years. That is a general observation about standardization and deployment, not a guaranteed schedule for every PQC project. Large organizations also have long-lived certificates, embedded equipment, regulatory approvals, outsourced services and data-retention obligations that slow replacement.

The sensible planning assumption is to start with the systems whose confidentiality or integrity must survive for many years, while keeping the migration adaptable as standards and implementations evolve.

What does “harvest now, decrypt later” mean?

“Harvest now, decrypt later” describes a present-day data-retention attack. An adversary records encrypted traffic or steals encrypted files now, stores the ciphertext and waits for a future capability that could recover the underlying plaintext. The attacker does not need a cryptographically relevant quantum computer at the time of collection.

This matters most when information remains sensitive for a long period. Examples can include classified or strategic plans, research and intellectual property, personal records, credentials embedded in archives, legal materials, long-term health information and data protected by contractual or national-security requirements. A short-lived session that has no value after a few days presents a different urgency from a record that must remain secret for decades.

Review retention schedules and the required secrecy lifetime for each important data class. If the secrecy lifetime plus the expected migration and replacement time is long, treat that data path as an early PQC candidate even when current encryption is functioning normally.

What are the NIST PQC standards?

On August 13, 2024, NIST announced three finalized Federal Information Processing Standards (FIPS) for post-quantum cryptography. NIST describes them as standards designed to resist future quantum-computer attacks that threaten current standards and says they are ready to implement.

Standard Algorithm Primary function What it does
FIPS 203 ML-KEM Key establishment Uses a key-encapsulation mechanism to establish a shared secret between communicating parties.
FIPS 204 ML-DSA Digital signatures Authenticates messages, software, certificates or other signed content.
FIPS 205 SLH-DSA Digital signatures Provides a separate signature design for signing and verification.

ML-KEM is not a signature algorithm, and ML-DSA and SLH-DSA do not replace a key-establishment mechanism. Your inventory must record the actual cryptographic function in each use case. A TLS deployment, a code-signing service and a device-update process may require different combinations of these standards.

NIST and its migration work describe additional algorithms and transition activity separately from the three finalized FIPS standards. Track final standards, draft guidance and algorithms still under evaluation as different categories in governance documents and procurement requirements.

Does NIST’s 2035 date apply to every organization?

No. NIST’s project page describes a transition plan in which quantum-vulnerable algorithms are to be deprecated and ultimately removed from NIST standards by 2035, with high-risk systems moving earlier. NIST’s accompanying transition publication, IR 8547, is listed as a draft.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That date is standards-transition guidance, not a universal legal or contractual deadline for every private organization. Its practical significance is that systems relying on vulnerable algorithms may lose support in standards-based procurement, regulated environments or supplier products before 2035, and high-risk systems are expected to move sooner. Determine which obligations actually apply to your jurisdiction, sector, contracts and customers instead of treating 2035 as a blanket compliance date.

Maintain a separate register for finalized requirements and draft planning signals. This prevents a draft target from being represented internally as a law while still allowing procurement and engineering teams to plan against a credible direction of travel.

Do organizations need to act now?

Yes, if they operate systems or retain information whose confidentiality or integrity must survive for years. Starting now does not mean replacing every algorithm immediately. It means creating visibility, ranking exposure and building a migration path before a supplier, audit or incident forces a rushed change.

A cross-functional owner should coordinate security, infrastructure, application engineering, architecture, procurement, risk, legal or compliance and, where relevant, operational-technology teams. The owner needs authority to require inventories from business units and suppliers, approve pilots and track exceptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should an organization do first?

  1. Assign accountability. Name an executive sponsor and a migration lead. Define decision rights, reporting cadence, funding assumptions, risk acceptance and the process for approving exceptions.
  2. Build a cryptographic inventory. Record protocols, certificates, public-key algorithms, key-establishment and signature uses, libraries, hardware security modules, operating systems, applications, cloud services, embedded devices, operational technology and third-party dependencies. Include where keys are generated, stored, rotated and backed up, and which supplier controls each component.
  3. Map data and secrecy lifetimes. For each important information class, document how long confidentiality and integrity are required, where the data travels, which archives contain it and whether encrypted copies could be captured outside your direct control.
  4. Rank systems by risk and effort. Combine data secrecy lifetime, business or safety criticality, external exposure, replacement lead time, migration complexity, interoperability requirements and vendor readiness. A system with long-lived sensitive data can outrank a more visible system whose data quickly loses value.
  5. Engage suppliers. Ask every material vendor for its PQC roadmap, supported FIPS standards, hybrid-mode plans, certificate and key-management changes, interoperability targets, performance data, upgrade path, end-of-support dates and responsibility split for hosted services. Put response dates and notification duties into contracts where possible.
  6. Choose representative pilots. Test a mix of network protocols, internal services, signing workflows and constrained or embedded devices. Measure latency, bandwidth, memory, CPU use, certificate or key sizes, operational tooling and failure recovery. Test communication with the actual products and partners used in production, not only a laboratory implementation.
  7. Plan staged production migration. Define prerequisites, rollback conditions, monitoring, certificate issuance, key rotation, backup handling and customer communication. Use controlled cohorts and retain the ability to change algorithms or providers without redesigning the entire application.
  8. Track the program continuously. Reconcile inventories with new acquisitions and architecture changes, review supplier announcements, monitor NIST updates and retest when libraries, firmware, certificates or protocols change.

How should systems be prioritized?

A simple list of “critical servers” is not enough. Use a repeatable scoring method and document why a system is early, middle or late in the queue.

Priority factor Questions to answer Why it changes the order
Confidentiality lifetime How long would disclosure cause harm? Could an attacker store encrypted copies now? Long-lived secrecy increases harvest-now, decrypt-later exposure.
System criticality Would failure affect safety, essential services, revenue, legal obligations or trust? Critical systems need more testing and an earlier, governed transition.
Cryptographic function Is the use key establishment, signing, certificate validation, identity or another function? ML-KEM and the signature standards solve different problems and require different implementation work.
Migration complexity Are devices difficult to update? Are certificates embedded? Are approvals or field visits required? Long replacement lead times justify starting before simpler systems.
Interoperability Must the system communicate with customers, partners, carriers or legacy equipment? External coordination can dominate the schedule.
Vendor readiness Does the supplier support the finalized standards and provide a tested upgrade? A weak roadmap can turn a dependency into a critical path.

What belongs in a useful cryptographic inventory?

Capture enough detail to make a replacement decision, not merely a product name. At minimum, record the business owner, technical owner, environment, data handled, required secrecy lifetime, protocol, algorithm and mode, key and certificate types, library and version, hardware dependency, trust anchors, signing or verification role, counterparties, supplier, upgrade mechanism, support dates and observed performance.

Include transient and inherited uses. A service may terminate TLS at a gateway, call a cloud API that performs its own signing, rely on a managed certificate service and ship an embedded library in a device. Each layer can have a different owner and upgrade cycle. Reconcile automated discovery with architecture diagrams, source-code review, certificate inventories, software bills of materials, procurement records and interviews with system owners.

How should pilots and testing be designed?

Interoperability

Test both ends of every connection, including gateways, identity providers, mobile clients, partners and older equipment. Confirm negotiation behavior, certificate-chain validation, failure messages and fallback rules. A component that supports a PQC algorithm in isolation may still fail when combined with a particular proxy, hardware module or trust store.

Performance and capacity

Measure handshake latency, message size, CPU and memory consumption, storage requirements, certificate-chain handling and impact on constrained links. Benchmark normal and peak loads, then assess whether logging, monitoring and incident-response tooling still work.

Security and operations

Test key generation, rotation, revocation, backup and recovery, access controls, audit records and incident procedures. Verify that algorithms cannot be silently downgraded and that emergency rollback does not restore an unacceptable vulnerable configuration.

Agility

Separate cryptographic policy from application business logic where practical. Use replaceable libraries and configuration, centralize certificate and key management, document protocol negotiation and avoid embedding one algorithm into data formats that cannot be migrated. Agility is a risk control because standards, implementations and supplier support will continue to change.

What should procurement ask vendors?

  • Which of FIPS 203, FIPS 204 and FIPS 205 are supported, in which products and versions?
  • Is support production-ready, experimental or limited to a laboratory build?
  • What hybrid or transition modes are available, and how are they enabled and retired?
  • How will certificates, trust stores, key sizes, hardware modules and signing services change?
  • Which dependencies must customers upgrade first, and what interoperability testing has been completed?
  • What are the delivery, support and end-of-life dates for vulnerable algorithms?
  • How are hosted services, backups, logs, archives, firmware and subcontractors covered?
  • What telemetry, benchmarks and rollback procedures are supplied?

Require written answers tied to product versions and contract obligations. “Quantum-safe” marketing language without a named standard, function, version and migration path is not an implementation plan.

Common mistakes and how to correct them

Waiting for a predicted quantum-computer date

Why it fails: There is no dependable date to schedule against, while inventory and supplier coordination already consume time. Correction: prioritize by secrecy lifetime, criticality and lead time.

Treating PQC as one algorithm

Why it fails: key establishment and digital signatures are different functions. Correction: identify the operation at each use and map it to the appropriate standard or supplier roadmap.

Assuming 2035 is a universal deadline

Why it fails: NIST’s date describes a standards transition and its underlying IR 8547 is listed as a draft. Correction: map the transition to the obligations and procurement rules that actually govern your organization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on a product spreadsheet

Why it fails: cryptography is often hidden in libraries, certificates, cloud services, devices and third parties. Correction: reconcile discovery tools with architecture, ownership and supplier evidence.

Piloting only in a lab

Why it fails: real deployments expose interoperability, certificate-chain, capacity and rollback problems. Correction: test representative production-like paths with actual counterparties and operational controls.

Making a one-time inventory

Why it fails: acquisitions, firmware, libraries, certificates and cloud configurations change. Correction: make cryptographic discovery part of architecture review, change management and procurement.

What should leadership report?

Useful measures show exposure and progress rather than a misleading percentage of “systems upgraded.” Report the number of systems with an identified cryptographic owner, the share of data classes with documented secrecy lifetimes, unknown or unsupported dependencies, suppliers with a dated roadmap, high-risk systems with approved migration plans, pilot results, unresolved interoperability defects and exceptions with expiration dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep finalized NIST standards, draft transition guidance and vendor commitments in separate fields. That distinction lets leaders act on credible signals without presenting a draft as a binding rule.

Bottom line for decision-makers

Post-quantum preparation is a risk-management and modernization program, not a race to guess the year quantum computers arrive. NIST’s finalized standards—ML-KEM for key establishment, ML-DSA and SLH-DSA for digital signatures—make it possible to begin implementation planning now. Start with cryptographic visibility and long-lived sensitive data, involve suppliers early, test real interoperability and preserve algorithm agility. The organizations best positioned for the transition will be those that can explain where cryptography is used, why each system is prioritized and how it can be changed safely.
