Start now, but do not attempt a one-day replacement of every RSA or elliptic-curve deployment. NIST’s finalized standards—ML-KEM (FIPS 203) for key establishment, and ML-DSA (FIPS 204) plus SLH-DSA (FIPS 205) for digital signatures—are ready to implement. Migration is a staged engineering program: inventory public-key cryptography, rank systems by risk and data lifetime, test hybrid and pure post-quantum options, update certificates and dependencies, then deploy and retire quantum-vulnerable algorithms. U.S. and UK guidance uses 2035 as the planning horizon for completing migration, with high-risk systems moving earlier.
What post-quantum cryptography is and why the schedule matters
Post-quantum cryptography (PQC) uses mathematical problems believed to resist attacks from large-scale quantum computers. It protects data exchanged or signed today against a future attacker who could use a quantum computer to break widely deployed public-key systems. RSA and elliptic-curve cryptography are not broken by current computers, but sufficiently capable quantum computers could undermine their security with algorithms such as Shor’s algorithm.
The risk is not limited to information created after a quantum computer appears. An adversary can copy encrypted traffic now, store it, and decrypt it later if the underlying public-key exchange becomes breakable. This “harvest now, decrypt later” concern is most serious for records that must remain confidential for many years: health information, legal files, industrial designs, government data, credentials, and long-lived archives.
What’s actually slowing this PC down?

NIST states that its first three PQC standards can already be implemented to protect electronic information, including confidential messages and online transactions. “Available now” means the standards are finalized and implementations can be built and tested; it does not mean every browser, certificate authority, proxy, hardware security module, or embedded device supports them today.

Which PQC standards are finalized?
Use the finalized NIST names in architecture documents and procurement requirements. Earlier project names remain useful when reading older documentation, but they are not the current FIPS names.
| Standard | FIPS | Role | Earlier lineage name |
|---|---|---|---|
| ML-KEM | FIPS 203 | Module-lattice-based key-encapsulation mechanism (KEM) for establishing a shared secret | Kyber |
| ML-DSA | FIPS 204 | Digital signatures for authentication and integrity | Dilithium |
| SLH-DSA | FIPS 205 | Digital signatures based on a stateless hash construction | SPHINCS+ |
A KEM is used during a handshake to create a shared symmetric key; it does not encrypt an entire data stream by itself. Signatures authenticate certificates, software, messages, and protocol transcripts. A migration plan therefore has separate key-establishment and signature workstreams. A service might adopt a hybrid ML-KEM exchange first while continuing to use existing certificate signatures, or it might need a coordinated change to both its handshake and certificate ecosystem.
When should an organization migrate?
Begin discovery and prioritization now. Do not interpret the 2035 target as a date when every system changes overnight. NIST’s transition project expects quantum-vulnerable algorithms to be deprecated and ultimately removed from its standards by 2035, while high-risk systems transition earlier. The UK National Cyber Security Centre describes PQC migration as a mass technology change taking several years and also uses 2035 as the completion target. U.S. policy similarly calls for reducing quantum risk as far as feasible by 2035 and establishing a schedule for deprecating vulnerable cryptography.
A practical sequence is:
- Discover. Build an inventory of where public-key algorithms are used, including code, operating systems, TLS endpoints, certificate chains, APIs, VPNs, signing pipelines, firmware, archives, and third-party services.
- Classify. Record the confidentiality lifetime of each data set, the mission or business impact of compromise, external dependencies, replacement lead time, and exposure to untrusted networks.
- Prioritize. Move systems with long-lived secrets, safety or national-security consequences, difficult hardware refresh cycles, or large external user populations to the front of the queue.
- Test. Evaluate standardized ML-KEM, ML-DSA, and SLH-DSA implementations, usually beginning with hybrid exchanges that combine a classical method and a PQC KEM.
- Modernize. Update cryptographic libraries, TLS stacks, certificate services, proxies, load balancers, HSM firmware, device firmware, APIs, and build pipelines. Make algorithm selection configurable rather than hard-coded.
- Deploy and monitor. Roll out by cohort, collect negotiation and failure telemetry, and retain a rollback path. Remove vulnerable algorithms only after dependent clients and archived verification workflows are accounted for.
How to rank systems by urgency
- Highest urgency: data that must remain secret for a decade or more; systems with long procurement or firmware replacement cycles; externally exposed services handling sensitive records; and signing roots whose compromise would invalidate large trust domains.
- Medium urgency: ordinary internet services and internal applications with manageable certificate and software release cycles, but many clients or intermediaries.
- Lower immediate urgency: short-lived, low-impact data with a well-supported upgrade path. These still need inventory and a tested migration plan.
The key decision is not “Does this server use RSA?” It is “How long must this data or trust relationship remain secure, and how hard will the system be to change?”
How much slower is post-quantum TLS?
There is no universal percentage overhead. CPU architecture, implementation quality, memory bandwidth, message expansion, certificate-chain size, network round-trip time, packet loss, hardware acceleration, and client population all affect the result.

NIST’s preliminary SP 1800-38C report provides an illustrative TLS 1.3 test, not a production guarantee. With a simulated 133 millisecond round-trip delay, the reported handshake times were:
| Handshake configuration | Reported time |
|---|---|
| P-256 | 268.43 ms |
| P-384 | 269.87 ms |
| P-256 plus Kyber512 (hybrid) | 268.95 ms |
| P-384 plus Kyber768 (hybrid) | 271.10 ms |
| P-521 plus Kyber1024 (hybrid) | 273.27 ms |
Under those controlled conditions, the hybrid exchange added only a few milliseconds compared with efficient P-256. That result is useful for scale, but it should not be turned into a promise that every production connection will see the same overhead.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy packet loss can matter more than CPU time
PQC handshake messages are larger than many classical key-exchange messages. NIST’s report warns that Kyber-768 and Kyber-1024 can require additional TCP segments. More segments create more opportunities for a packet to be lost, which can trigger retransmission and increase handshake latency.
In the same preliminary test, with simulated 3% packet-loss probability, the reported times were:
| Handshake configuration | Reported time with 3% loss |
|---|---|
| P-256 | 395.87 ms |
| P-384 | 387.00 ms |
| P-256 plus Kyber512 | 412.93 ms |
| P-384 plus Kyber768 | 412.93 ms |
| P-521 plus Kyber1024 | 411.65 ms |
These figures are from a preliminary report and a specific test setup. Measure your own endpoints, especially mobile, satellite, congested, and geographically distant links. Track handshake completion time, retransmissions, connection failures, CPU utilization, memory pressure, and the size of ClientHello, ServerHello, certificate, and signature messages.

Will PQC break browsers, servers, certificates, or APIs?
It can, if one component in the negotiation path does not understand the selected group, cannot process the larger messages, or rejects a new certificate or signature. Compatibility is an end-to-end property rather than a feature that can be enabled safely on one server in isolation.
TLS 1.3 clients and servers
A hybrid key exchange preserves a classical path while adding an ML-KEM-derived secret. Both endpoints must support the same negotiated group and correctly handle the resulting transcript and message sizes. Test current desktop and mobile browsers, native application runtimes, command-line clients, service meshes, and older embedded TLS libraries separately; they do not necessarily share the same cryptographic provider.
Certificates and trust chains
Changing a handshake KEM does not automatically change certificate signatures. A certificate authority may continue issuing classical-signed certificates while clients negotiate a hybrid key exchange. Later phases may introduce ML-DSA or SLH-DSA signatures, which can increase certificate and chain sizes and expose limits in parsers, proxies, enrollment systems, trust stores, and hardware security modules. Test issuance, renewal, revocation, stapling, validation, and offline chain verification.
Proxies, load balancers, and inspection devices
Middleboxes can terminate TLS and create a second connection, impose maximum header or handshake sizes, or use an embedded library that predates PQC support. Include reverse proxies, web application firewalls, API gateways, traffic managers, service-mesh sidecars, and TLS inspection appliances in interoperability tests. A direct client-to-origin test is not enough.
APIs, libraries, and hardware
Applications may expose algorithm names or key formats in configuration files and APIs. A library upgrade can change defaults, object sizes, provider interfaces, or FIPS-validation status. HSMs, smart cards, secure elements, industrial controllers, and constrained sensors may need firmware or hardware replacement. Record these constraints in the inventory rather than assuming a package update will solve them.

Archives and long-lived signatures
Signed documents, software releases, and logs may need verification long after the signing algorithm is deprecated. Decide how signatures will be preserved, re-signed, or validated under a future trust policy. Include offline systems and backup media in the migration scope.
How to perform a cryptographic inventory
NIST’s migration work treats cryptographic discovery and interoperability testing as linked activities. Discovery tells you where vulnerable algorithms occur; testing reveals whether products and standards interoperate in practice.
- Collect configuration evidence. Scan source repositories, build files, container images, operating-system settings, TLS termination points, certificate stores, VPN profiles, identity systems, and signing services.
- Map dependencies. For each use, record the library and version, provider or module, algorithm, key size, certificate issuer, protocol, endpoint owner, data protected, and upstream or downstream systems.
- Find hidden uses. Include vendor appliances, managed services, firmware, scripts, archived installers, backups, test environments, and third-party APIs. Ask suppliers for algorithm and upgrade roadmaps rather than relying on product labels.
- Attach risk metadata. Add data-retention period, regulatory or contractual obligations, recovery-time requirements, exposure, replacement lead time, and whether a quantum attacker could benefit from captured traffic.
- Assign an owner and date. Every inventory record needs a system owner, target migration phase, test status, exception rationale, and next review date. An inventory that cannot drive a release decision is incomplete.
How to test a crypto-agile migration
Build a representative test matrix
Cover supported client versions, server stacks, certificate types, signature algorithms, KEM groups, proxy paths, geographic regions, packet-loss conditions, maximum transmission-unit settings, and constrained hardware. Include negative tests: unsupported groups, malformed larger messages, expired certificates, chain-size limits, and interrupted handshakes.
Start with hybrid negotiation
Hybrid designs can reduce transition risk by requiring both the classical and PQC components to succeed. They are not a substitute for compatibility testing: every endpoint and intermediary still has to parse and negotiate the selected group. Document the fallback behavior and ensure that an unexpected downgrade is visible in logs and metrics.

Compare the same workload with and without the PQC component, and retain the test conditions with every result.

Use staged production exposure
Deploy to internal clients, canary services, and a small external cohort before broad rollout. Monitor algorithm-negotiation failures and client fingerprints. Keep a documented rollback that does not silently re-enable a prohibited vulnerable algorithm; rollback may instead route traffic to a separately maintained compatible endpoint while the defect is corrected.
Do organizations need to replace RSA and elliptic-curve cryptography immediately?
No. Immediate replacement everywhere is neither required by the current roadmaps nor operationally safe. Existing algorithms remain necessary for interoperability while PQC support is deployed and tested. The urgent action is to identify where they are used, prevent new long-lived dependencies that cannot be upgraded, and prioritize systems whose confidentiality or trust lifetime extends into the quantum-risk window.
Do not confuse “not yet replaced” with “ignored.” A system should have a documented migration owner, tested algorithm-agility controls, an upgrade path, and a date for reassessment. New products should avoid hard-coding one algorithm or certificate format and should expose policy controls so a future standards change does not require a rewrite.
