Post-quantum cryptography (PQC) is the use of classical, deployable cryptographic algorithms designed to resist attacks from both today’s computers and future quantum computers. The immediate reason to act is “harvest now, decrypt later” (HNDL): an adversary can copy encrypted traffic or files today, retain them, and decrypt them if a cryptographically capable quantum computer becomes available. NIST’s first three finalized PQC standards—ML-KEM, ML-DSA and SLH-DSA—are ready for deployment now.
No credible date exists for a quantum computer that can break widely used public-key cryptography. Estimates range from a few years to a few decades, while a large migration can take 10–20 years. Treat PQC as a long-running risk and engineering program, not a project that starts on a predicted “Q-Day.”
What post-quantum cryptography is—and is not
PQC replaces public-key methods that a sufficiently powerful quantum computer could attack with algorithms intended to withstand both conventional and quantum attacks. The algorithms run on ordinary computers, servers, phones, network equipment and embedded devices; they do not require a quantum network or quantum hardware.

“Quantum cryptography” usually refers to physics-based techniques, such as distributing keys through quantum states. That is a different technology with different equipment, distance, operational and trust requirements. PQC is software- and hardware-deployable cryptography for existing classical systems; it is not a synonym for quantum cryptography.
How “harvest now, decrypt later” creates risk today
HNDL is a three-stage attack: capture encrypted information, store it, then decrypt it when the attacker has a suitable quantum capability. The attacker does not need to break the encryption at the time of interception.
This matters for information whose secrecy must last longer than the expected time needed to collect it and develop or obtain quantum capability. Examples include national-security material, intellectual property, long-lived health or financial records, product designs and credentials embedded in archived communications. A short-lived transaction may lose value quickly; a design or identity record may remain sensitive for decades.
NSA describes the sequence as “harvest, store, and decrypt.” The practical risk clock therefore depends on three questions rather than a forecast date alone:
- How long must this information remain confidential?
- Can an adversary intercept, copy or obtain it now?
- How long will replacement of the vulnerable cryptography take in the affected systems, suppliers and devices?
Encryption protects confidentiality, but authentication has a related exposure. NSA calls a future attack on RSA- or elliptic-curve-based trust relationships “Trust Now, Forge Later” (TNFL): a quantum-capable attacker could forge signatures or compromise certificate and device-identity chains. Certificate authorities, PKI, HSMs and firmware-signing systems therefore belong in a PQC program even when their data is not archived for later decryption.

When will quantum computers break RSA and elliptic-curve cryptography?
There is no reliable date for a cryptographically relevant quantum computer. NIST cites estimates ranging from a few years to a few decades, reflecting uncertainty in hardware scale, error correction, algorithms and engineering. A precise probability or year would be misleading.
RSA and elliptic-curve cryptography are considered vulnerable because a sufficiently capable, fault-tolerant quantum computer could use quantum algorithms to solve the mathematical problems on which their security depends. Symmetric encryption and hash functions are affected differently; PQC migration planning should still examine complete protocols, key sizes and implementations rather than assuming that changing one algorithm fixes a system.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe absence of a date is not a reason to wait. NIST mathematician Dustin Moody said in 2024, “We encourage organizations to begin their transition to these standards immediately to ensure their data remains secure in the quantum era.” A migration that spans architecture, procurement, certification, software updates and fielded equipment can itself take 10–20 years.
NIST’s finalized PQC standards available now
NIST finalized its first standards in August 2024. They form the foundation for most initial deployments and can be put into use now.
| Standard | FIPS number | Primary role | What it replaces or supports |
|---|---|---|---|
| ML-KEM | FIPS 203 | Key encapsulation (key establishment) | Establishes shared secrets for encrypted sessions and stored-data protection; it is not a digital-signature algorithm. |
| ML-DSA | FIPS 204 | Digital signatures | Signs software, certificates, messages and transactions where authenticity and integrity are required. |
| SLH-DSA | FIPS 205 | Stateless hash-based digital signatures | Provides a hash-based signature option for uses that value a different security and performance profile from ML-DSA. |
Choosing a standard requires matching the primitive to the job. A team cannot substitute a signature algorithm for key establishment or use a KEM to sign a certificate. NIST is also continuing work on additional candidates, including Falcon and HQC; their status should be checked separately from the three finalized FIPS standards.

Government transition dates and what they mean for companies
NIST’s transition plan says quantum-vulnerable algorithms will be deprecated and ultimately removed from NIST standards by 2035, with high-risk systems moving earlier. This is a NIST standards transition, not a universal private-sector shutdown date.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →NSA’s Commercial National Security Algorithm (CNSA) 2.0 schedule is narrower and mission-specific. It requires new commercial National Security Systems to support quantum-resistant algorithms by 2027 and phases out legacy systems by 2030. Organizations outside that scope should not present those dates as a general legal deadline, but they can use them to understand the urgency of supplier and product roadmaps.
Rob Joyce, NSA’s cybersecurity director, summarized the approach in a 2023 NSA/CISA/NIST release: “The key is to be on this journey today and not wait until the last minute.”
How to start a PQC migration program
The first deliverable is not a new cipher. It is a verified picture of where cryptography exists, what it protects and how long replacement will take. Joint guidance from CISA, NIST and NSA recommends a roadmap, vendor engagement, an inventory and prioritization of sensitive and critical assets.
- Assign ownership and a roadmap. Name an executive sponsor and technical leads from security, infrastructure, application engineering, procurement, risk and compliance. Define decision gates, funding, reporting and rollback criteria.
- Build the cryptographic inventory. Identify algorithms, protocols, libraries, certificates, keys, HSMs, signing services and cryptographic functions across hardware, software, cloud services, operational technology and third-party products. Record where each item is configured, not merely which products are installed.
- Classify secrecy and trust lifetime. For every data flow and signing relationship, record how long confidentiality or authenticity is required, the damage from compromise and whether an adversary can intercept or replace material today.
- Engage vendors and suppliers. Ask for supported PQC standards, firmware and software release plans, certificate and HSM support, performance limits, interoperability testing, vulnerability handling and end-of-life dates for quantum-vulnerable modes. Put commitments into contracts where possible.
- Test interoperable replacements. Run pilots through complete paths—client, server, proxy, API gateway, certificate authority, HSM, logging and backup—not just an isolated library. Measure handshake size, CPU, memory, latency, packet limits, storage and operational tooling.
- Prioritize and schedule replacement. Start with long-secrecy, high-impact and externally exposed systems, then coordinate dependencies such as certificate hierarchies, device identity and firmware signing.
- Deploy with crypto-agility. Make algorithms, parameters and certificates replaceable through configuration or controlled updates. Maintain a tested fallback during transition without silently retaining an insecure default.
- Monitor and repeat. Update the inventory when systems change, track standards and supplier releases, retest performance and remove obsolete vulnerable algorithms as approved replacements become available.
What a useful cryptographic inventory contains
An inventory that lists only “TLS” or “public-key encryption” cannot drive migration. Capture enough detail to find dependencies and make a replacement decision.

| Inventory field | Questions to answer |
|---|---|
| Asset and owner | Which application, device, service or supplier owns it, and who can approve a change? |
| Cryptographic function | Is it key establishment, encryption, signing, verification, hashing, random-number generation or key storage? |
| Algorithm and parameters | Which RSA, elliptic-curve, symmetric or hash configuration is actually used, including certificate and protocol settings? |
| Key and certificate lifecycle | Where are keys generated and stored; who rotates, revokes and backs them up; which CA, HSM or trust store is involved? |
| Data and trust lifetime | How long must confidentiality, integrity or identity remain valid, and what is the business or safety impact of failure? |
| Exposure and dependency | Can traffic be intercepted, is the asset internet-facing, and which vendors, devices or protocols must change with it? |
| Migration attributes | Which PQC option is feasible, what performance or size constraints exist, and can the system roll back safely? |
Use automated discovery where available, but validate results with application owners. Libraries may support an algorithm that production configuration never enables, while appliances and embedded devices may contain undocumented cryptography.
How to prioritize systems and migration approaches
Rank work using explicit criteria instead of treating every RSA or elliptic-curve use as equally urgent. A practical score combines:
- Secrecy lifetime and business impact: prioritize information that remains sensitive for years or decades and systems whose compromise causes safety, legal or mission harm.
- Interception opportunity: raise priority for data crossing untrusted networks or stored where unauthorized parties could copy it.
- Trust impact: elevate certificate authorities, signing keys, software-update channels, identity providers and device-attestation systems because TNFL could let an attacker impersonate trusted entities.
- Replacement lead time: begin with custom hardware, long-lived equipment, regulated products and suppliers that need certification or field upgrades.
- Standards and interoperability: prefer finalized standards for production, and verify that every endpoint and intermediary supports the same selected profile.
- Performance and operational fit: test larger keys, signatures, certificates and handshake messages against network limits, memory, CPU, HSM capacity and logging systems.
- Crypto-agility and rollback: favor designs that can change algorithms through controlled configuration and can recover from an incompatibility without restoring a vulnerable permanent mode.
For many systems, teams will compare a classical-only replacement, a transition that supports classical and PQC mechanisms together, and a PQC-only design. The right choice depends on peer compatibility, data lifetime, mission deadlines, product support and the ability to update every participant. Do not label one approach universally safest without testing the complete protocol and operational path.

Certificates and PKI
Changing an application’s encryption library does not automatically update certificates, trust stores, certificate profiles or issuance workflows. Map every certificate authority, intermediate, device identity, enrollment service and revocation process. Confirm that monitoring, proxies and older clients can parse the resulting objects before broad rollout.
HSMs and key management
Hardware security modules and centralized key-management services may constrain supported algorithms, key sizes, firmware versions or throughput. Obtain a written support matrix from each provider, test backup and recovery, and include administrative interfaces and audit logs in the pilot.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
Large keys, signatures and messages
PQC can change the size and performance characteristics of handshakes, certificates and signatures. Check maximum packet, header, database-column, QR-code, log and API-field sizes. Measure peak concurrency and constrained devices rather than relying on a desktop test.
Embedded and long-lived equipment
Industrial controllers, vehicles, medical equipment and other devices may have limited memory, fixed cryptographic accelerators or infrequent update windows. Their replacement schedule can dominate the 10–20-year migration horizon, so inventory and supplier commitments should start early.
Testing and rollback
Use staged pilots with representative traffic and failure injection. Define how to detect negotiation failures, certificate rejection, latency spikes and exhausted HSM capacity. Keep a documented rollback that does not re-enable a vulnerable algorithm indefinitely; rollback should be a controlled emergency measure with an owner and expiration.

PQC versus quantum cryptography
| Question | Post-quantum cryptography | Quantum cryptography |
|---|---|---|
| Underlying technology | Mathematical algorithms implemented in classical software and hardware. | Physics-based methods using quantum states and specialized equipment. |
| Primary deployment path | Updates to protocols, libraries, certificates, devices and services already in use. | Dedicated quantum communication components and compatible links. |
| Security objective | Resistance to conventional and quantum attacks on key establishment and signatures. | Security properties derived from measuring quantum states; scope depends on the system design. |
| Migration relevance | Directly addresses HNDL and TNFL across ordinary enterprise and government infrastructure. | Not a drop-in replacement for all existing public-key infrastructure or applications. |
Common mistakes to avoid
- Waiting for a Q-Day announcement: no dependable date exists, and procurement and field upgrades can take a decade or more.
- Protecting only new traffic: archived captures and backups may remain exposed if long-secrecy data was encrypted with vulnerable public-key methods.
- Ignoring signatures: TNFL makes PKI, code signing and device identity as important as confidentiality.
- Counting products instead of cryptographic uses: one platform can contain many algorithms, certificates and trust paths with different owners and lifetimes.
- Assuming a library upgrade completes migration: certificates, HSMs, appliances, peers and operational tooling may still reject or emit vulnerable mechanisms.
- Deploying an untested algorithm everywhere: standards status, interoperability, performance and supplier support must be verified in the actual environment.
- Leaving crypto-agility until the end: a rigid design turns every future algorithm change into another multi-year project.
NSA’s 2026 quantum-resistance guidance expresses the operational principle plainly: “Transitioning to quantum-resistant algorithms today is the safeguard we need to protect against future threats.” Starting with an inventory and a risk-ranked roadmap lets an organization make measurable progress without pretending to know when quantum capability will arrive.
