ML-KEM (formerly CRYSTALS-Kyber) and ML-DSA (formerly CRYSTALS-Dilithium) solve different problems. ML-KEM establishes a shared secret for encrypted communications; ML-DSA creates and verifies digital signatures. NIST finalized both in August 2024, alongside SLH-DSA (formerly SPHINCS+). Falcon, standardized as FN-DSA, is a signature alternative, while HQC is a separately structured encryption/KEM algorithm selected in 2025 for a future standard. Choosing correctly starts with the primitive you need, then weighs implementation risk, message size, performance, assurance and migration complexity.
Kyber versus Dilithium: the short answer
| Former name | Current NIST name | Standard | Primitive | What it does |
|---|---|---|---|---|
| CRYSTALS-Kyber | ML-KEM | FIPS 203 | Key-encapsulation mechanism | Establishes a shared secret that a symmetric cipher can use for bulk encryption |
| CRYSTALS-Dilithium | ML-DSA | FIPS 204 | Digital signature | Signs data and lets recipients verify authenticity and integrity |
| SPHINCS+ | SLH-DSA | FIPS 205 | Stateless hash-based signature | Provides signatures using hash functions rather than lattice assumptions |
| Falcon | FN-DSA | Final designation was still evolving in NIST’s fourth-round materials | Lattice-based digital signature | Signature alternative intended to reduce some wire and storage costs |
| HQC | HQC | Standard expected in 2027 | Code-based KEM | Additional post-quantum encryption option; not a replacement for ML-KEM |
Do not select ML-KEM when you need a signing key, and do not use ML-DSA as a substitute for a key-establishment protocol. A typical secure connection uses a KEM to negotiate a symmetric session key and signatures to authenticate one or more parties. Those functions can be deployed together, but they remain separate cryptographic operations.
What NIST standardized, and when
NIST published its first three post-quantum cryptography standards on August 13, 2024. FIPS 203 specifies ML-KEM, FIPS 204 specifies ML-DSA, and FIPS 205 specifies SLH-DSA. NIST describes these standards as ready for immediate use, so organizations can begin production migration rather than waiting for a future “quantum-safe” release.
The names used during the competition still appear in libraries, protocol drafts and product documentation. Treat them as aliases, but verify the exact standard and parameter set an implementation supports. “Kyber” in an older integration guide generally means the algorithm now standardized as ML-KEM; “Dilithium” generally means ML-DSA; and “SPHINCS+” generally means SLH-DSA. A migration plan should record both names so that procurement, code searches and certificate inventories find legacy references.

NIST selected HQC on March 11, 2025 as a fifth algorithm for post-quantum encryption. The announcement projects a finalized HQC standard in 2027. That status is materially different from the three finalized 2024 standards and should be reflected in release gates, compliance statements and interoperability claims. Falcon’s current standardized name is FN-DSA, but its final FIPS designation was still part of the evolving fourth-round standardization work described by NIST.
How the two primitive types fit together
Key encapsulation: establishing a secret
A KEM has a key-generation operation, an encapsulation operation and a decapsulation operation. The recipient publishes a public key. A sender uses that key to create a ciphertext and a shared secret, sends the ciphertext, and the recipient decapsulates it with the private key to derive the same secret. The application then feeds that secret into an authenticated symmetric encryption scheme for the actual data.
That is why ML-KEM is the direct answer to “Is Kyber used for encryption or signatures?” It is used for key establishment, not for signing. The KEM ciphertext is carried in a handshake or another key-agreement protocol; it does not replace the symmetric cipher that protects a long data stream.
Digital signatures: proving origin and integrity
A signature scheme generates a signing key and a verification key. The signer produces a signature over a message or transcript, and anyone with the verification key can check that the data has not changed and that it was signed by the holder of the private key. Signatures support certificate authorities, software and firmware updates, package repositories, device identity, document approval and authenticated protocol handshakes.
A signature does not create a confidential session. If a protocol needs both confidentiality and authentication, it normally combines a KEM such as ML-KEM with a signature scheme such as ML-DSA, or with an existing authentication mechanism during a transition period.
ML-KEM (formerly CRYSTALS-Kyber)
Role and mathematical family
ML-KEM is a module-lattice-based KEM specified by FIPS 203. Its security is based on the difficulty of structured lattice problems believed to resist attacks from both conventional and large-scale quantum computers. The module structure makes it practical for general-purpose key establishment while keeping the algorithm suitable for software and hardware implementation.

Where it belongs
- TLS-like handshakes and other secure-channel negotiations
- VPN tunnel setup and gateway-to-gateway key establishment
- Messaging systems that create per-session or per-conversation secrets
- Device provisioning and machine-to-machine encryption
- Hybrid handshakes that combine a post-quantum KEM with a classical key agreement during transition
Engineering considerations
Replacing a classical key exchange with ML-KEM changes public-key and ciphertext sizes, handshake framing, memory allocation and sometimes maximum-record calculations. Those values affect certificates and signatures less directly than they affect transport protocols, but they can still expose assumptions in constrained devices, firewalls and inspection systems. Implementations must use constant-time techniques where required, protect private keys, validate decapsulation failures safely and obtain side-channel review appropriate to the threat model.

Do not claim that a protocol is post-quantum merely because a library contains a Kyber or ML-KEM function. The protocol must negotiate the algorithm, carry its ciphertext, derive keys correctly, authenticate the peer and prevent downgrade to an unauthorised classical-only path. Record the exact FIPS 203 implementation and parameter-set support in your inventory.
ML-DSA (formerly CRYSTALS-Dilithium)
Role and mathematical family
ML-DSA is the module-lattice-based signature scheme specified by FIPS 204. NIST treats it as the primary general-purpose signature choice among its initial standards. It is designed for broad use in certificates, software signing and authenticated protocols, with an implementation model that is practical for mainstream cryptographic libraries.
Where it belongs
- Certificate and public-key infrastructure modernization
- Firmware, bootloader and operating-system update signatures
- Package and container signing
- Code-signing services and build pipelines
- Identity assertions and protocol transcript authentication
What changes during migration
Post-quantum signatures are larger and more demanding than many familiar classical signatures. Public-key, signature and certificate sizes can affect certificate chains, handshake limits, archival storage, revocation systems and devices with small buffers. A successful ML-DSA rollout therefore requires testing the complete certificate chain and transport path, not just signing and verification in isolation.
Key protection also changes operationally. Hardware security modules, smart cards, secure elements and remote-signing services must support the key type and its signature encoding. Build systems should reject an unsupported algorithm explicitly rather than silently falling back to a classical signature.

Signature alternatives: FN-DSA and SLH-DSA
| Algorithm | Family | Primary attraction | Important trade-off | Standardization status |
|---|---|---|---|---|
| ML-DSA (Dilithium) | Module lattice | General-purpose balance and NIST’s primary initial signature recommendation | New key and signature sizes require protocol, certificate and storage testing | Finalized as FIPS 204 on August 13, 2024 |
| FN-DSA (Falcon) | Lattice | Alternative signature design with a focus on compact wire and storage use | Implementation, signing and side-channel engineering are more specialized; final FIPS designation was still evolving in NIST’s fourth-round materials | Selected alternative; follow current NIST and implementation status |
| SLH-DSA (SPHINCS+) | Stateless hash-based | Security assurance based on well-studied hash-function assumptions and a design independent of lattice problems | Different performance and size profile; generally chosen where hash-based diversity matters more than minimizing every byte | Finalized as FIPS 205 on August 13, 2024 |
When FN-DSA is a good fit
FN-DSA is worth evaluating when certificate, signature or firmware-size constraints are unusually strict and the organization can support careful implementation review. Its lattice design is not interchangeable with ML-DSA, and compact output alone is not enough to justify it. Check signing latency, verification throughput, memory use, deterministic or randomized operation, constant-time behavior and the capabilities of the target HSM or secure element.

When SLH-DSA is a good fit
SLH-DSA provides algorithmic diversity because it is hash-based rather than lattice-based. That can be valuable for high-assurance deployments that want a fallback if confidence in a lattice assumption changes. The price is a different size and performance profile, so test certificate chains, update packages and constrained links before selecting it for a fleet-wide default.
Using an alternative for diversity does not require replacing ML-DSA everywhere. A platform can standardize ML-DSA for ordinary certificates while reserving SLH-DSA or FN-DSA for selected roots, long-lived signatures, high-assurance products or environments with specific size constraints.
ML-KEM and ML-DSA are not direct competitors
| Question | ML-KEM | ML-DSA |
|---|---|---|
| Does it establish a shared secret? | Yes | No |
| Does it sign and verify data? | No | Yes |
| Typical protocol location | Key exchange or encapsulation message | Certificate, handshake authentication or signed object |
| Standard | FIPS 203 | FIPS 204 |
| Former competition name | CRYSTALS-Kyber | CRYSTALS-Dilithium |
| Primary migration concern | Handshake framing, ciphertext handling and key derivation | Certificate, signature, storage and verification-path compatibility |
A secure-channel design often needs both columns. For example, a server can use ML-DSA or a transitional certificate mechanism to authenticate itself while ML-KEM establishes the session secret. The exact combination depends on the protocol’s standards, the peer population and whether a hybrid construction is required during migration.

No. NIST selected HQC on March 11, 2025 as an additional post-quantum encryption algorithm, with a finalized standard expected in 2027. HQC uses a code-based construction, giving the standards portfolio a mathematical family distinct from ML-KEM’s module-lattice design. That diversity can be useful if cryptanalytic progress changes confidence in one family.
NIST’s Post-Quantum Cryptography project lead Dustin Moody stated: “HQC is not intended to take the place of ML-KEM, which will remain the recommended choice for general encryption.” Treat HQC as a future option for selected systems and as a potential diversity mechanism, not as a reason to delay an ML-KEM migration or to label an unfinalized implementation production-ready.
Until the HQC standard is finalized, record any deployment as experimental or profile-specific. Do not assume that a pre-standard HQC API, parameter set or wire encoding will remain compatible with the eventual FIPS publication.

Which post-quantum algorithm should you use?
For general-purpose encrypted connections
Start with ML-KEM under FIPS 203. It is NIST’s recommended general encryption choice and the only finalized KEM in the initial standards set. If your protocol supports hybrid key exchange, define how the classical and ML-KEM secrets are combined, how downgrade is detected and how each component is logged. Keep the symmetric cipher and key-derivation requirements explicit.
For ordinary certificates and software signatures
Start with ML-DSA under FIPS 204. It is NIST’s primary general-purpose signature choice. Validate certificate issuance, chain building, revocation, timestamping, signing-service support and every relying-party implementation before changing a public trust hierarchy.
For algorithmic diversity or high assurance
Evaluate SLH-DSA when independence from lattice assumptions is a priority and its size and performance are acceptable. Consider FN-DSA where compact signatures or certificates solve a demonstrated systems problem and the organization can meet its specialized implementation and side-channel requirements.
For future code-based encryption diversity
Track HQC’s standardization, but use finalized ML-KEM for production general encryption unless a controlled, documented experiment has a specific reason to do otherwise.
For constrained devices
Measure the complete transaction on the actual microcontroller, secure element, radio and firmware format. Compare peak RAM, flash consumption, CPU time, message fragmentation, retransmission behavior and update-package growth. A theoretically attractive algorithm can fail because a bootloader, radio frame or certificate parser has a fixed limit.
Post-quantum migration checklist
- Inventory cryptography. Find every key exchange, certificate, signature, random-number source, HSM, secure element, protocol endpoint, firmware image and archived signed object. Search for both current and former names, including Kyber, ML-KEM, Dilithium, ML-DSA, Falcon, FN-DSA, SPHINCS+ and SLH-DSA.
- Classify exposure. Mark systems that protect long-lived secrets, carry sensitive data today, authenticate software for years, or cannot be patched easily. “Harvest now, decrypt later” risk is especially relevant to data that must remain confidential for a long time.
- Separate KEM and signature requirements. For each protocol, document whether you need key establishment, authentication, or both. This prevents a common design error in which a signature algorithm is presented as an encryption upgrade.
- Set a standards policy. Require FIPS 203 ML-KEM, FIPS 204 ML-DSA and FIPS 205 SLH-DSA where applicable. Treat pre-standard HQC or unqualified aliases as experimental until their status and encodings are clear.
- Design crypto agility. Put algorithm identifiers, parameter sets and key-purpose metadata in certificates, configuration and telemetry. Make replacement a supported operation rather than a rewrite. Define how peers negotiate, reject weak combinations and report the selected algorithm.
- Build interoperability tests. Test every client-server, device-cloud, gateway, certificate-authority and signing-service combination. Include malformed messages, unsupported parameters, invalid signatures, decapsulation failures, retransmissions and downgrade attempts.
- Measure system effects. Capture handshake size, certificate-chain size, CPU time, peak memory, storage, latency and failure rates on production-like hardware and networks. Do not substitute a benchmark from one implementation for evidence about another.
- Update PKI and trust stores. Confirm that certificate profiles, issuance workflows, revocation, transparency or audit systems, timestamping and backup procedures understand the new key and signature types.
- Protect private keys. Verify secure-generation, import, backup, rotation, destruction and access-control procedures. Require constant-time and side-channel review appropriate to the implementation and threat model.
- Roll out in stages. Begin with inventory and telemetry, then enable hybrid or dual-stack interoperability where supported, followed by controlled production cohorts. Keep a tested rollback path that does not silently re-enable an unacceptable classical-only mode.
Implementation pitfalls and recovery paths
Confusing an algorithm name with a standard
An old library may expose “Kyber” while implementing a competition round, an early draft or a nonstandard parameter label. Ask the vendor or maintainer which FIPS 203 version, parameter set, encoding and validation behavior are implemented. For signatures, make the same check against FIPS 204 or FIPS 205 rather than trusting a marketing label.

Testing only the cryptographic primitive
A primitive can pass known-answer tests while the product fails because a certificate parser truncates a key, a proxy rejects a larger handshake, or a firmware manifest has a fixed signature field. Exercise the complete protocol and deployment pipeline, including logging, monitoring and incident response.
Allowing silent fallback
During migration, compatibility code often falls back to a classical algorithm when a peer rejects a post-quantum option. Make that outcome visible and policy-controlled. Record the negotiated suite and alert when a protected asset uses a weaker path than intended.
Ignoring implementation-specific leakage
Mathematical security does not automatically provide side-channel resistance. Timing, cache, power, electromagnetic and fault behavior depend on the code, compiler, hardware and key-handling path. Use constant-time techniques where required, isolate sensitive operations and obtain independent review for devices exposed to attackers.
Assuming one size fits every device
Certificate authorities, data centers, browsers, embedded controllers and satellite or radio links have different limits. Maintain profiles by device class and protocol rather than forcing a single algorithm everywhere. Keep the policy simple enough to operate, but preserve a documented alternative where the risk justifies it.
What “post-quantum ready” should mean
A credible claim identifies the exact standardized algorithm, implementation version, parameter set, protocol profile and deployment scope. It explains whether the system uses a pure post-quantum or hybrid construction, how authentication is handled, what peers have been tested and how algorithm replacement works. “Quantum-safe” without those details does not tell an operator whether a certificate, handshake, firmware update or stored archive is actually protected.
The practical target is crypto agility: the ability to add, remove or replace algorithms without redesigning every application. Inventory, explicit negotiation, independent interoperability testing and staged PKI changes matter as much as selecting ML-KEM or ML-DSA. NIST’s finalized 2024 standards provide a production foundation now; FN-DSA, SLH-DSA and future HQC deployments should be selected for a documented engineering or assurance reason rather than treated as interchangeable labels.
