Positional accuracy in GIS is how closely a dataset’s mapped positions match the corresponding positions of the same features in a more accurate reference. To assess it, compare well-defined points in the dataset with independently measured reference coordinates, then interpret the reported statistic in light of the test method and your intended use. A map that looks aligned on screen has not, by itself, passed an accuracy test.
What positional accuracy in GIS tells you
Positional accuracy is one aspect of geographic-data quality: it describes how close positions are to their corresponding real-world or reference positions. It does not, on its own, tell you whether a dataset is complete, current, correctly classified, or suitable for a particular analysis.
ISO 19157-1:2023 provides a framework for evaluating and reporting geographic data quality in relation to a product specification and user needs. The practical question is not simply whether a dataset has an accuracy value, but whether the evidence supports the decisions you intend to make with it. See ISO 19157-1:2023.

- Define the use and requirement. State what analysis or decision the data will support and what positional performance it requires. A requirement for broad regional analysis may differ from one for detailed engineering work; the appropriate level depends on the actual specification and use.
- Select suitable checkpoints. Identify well-defined features that can be located consistently in both the dataset and an independent reference source. The reference coordinates should be more accurate than the dataset being evaluated, so the comparison can meaningfully test the dataset rather than merely reproduce uncertainty in the reference.
- Compare matching positions in a consistent reference context. Confirm that the coordinates use compatible coordinate reference systems, datums, and units. Check that each pair represents the same physical feature or point; mismatched feature definitions can make coordinate differences misleading.
- Calculate and report the result under a stated method. Name the standard and edition used, the accuracy component evaluated (horizontal, vertical, or 3D where applicable), the statistic and units, the reference source, and checkpoint context. State material limitations so readers can understand what the result covers.
- Judge the result against the intended use. Treat the reported statistic as evidence about the tested dataset and method, not a blanket guarantee of fitness for every application.
The Federal Geographic Data Committee’s National Standard for Spatial Data Accuracy (NSSDA) describes a point-based comparison of dataset coordinates with higher-accuracy reference coordinates and applies to point, vector, and raster datasets. See the FGDC NSSDA guidance.

What an accuracy statistic does—and does not—establish
A statistic is meaningful only with its measurement context. An accuracy figure without units, a coordinate reference or datum, a named test method, and an explanation of the reference data can invite comparisons that the evidence does not support. A horizontal value is not interchangeable with a vertical or 3D value, and results from different checkpoint designs or reference sources may not be directly comparable.
For a useful reading of a reported claim, check:
- Component: Is the claim horizontal, vertical, or three-dimensional?
- Statistic and units: What measure is reported, and in what units?
- Reference basis: What independent source supplied the checkpoint coordinates, and how accurate is it?
- Checkpoint design: How were points selected, and how many were used?
- Coordinate context: Which coordinate reference system and datum apply?
- Method: Which accuracy standard and edition governed the test?
- Application: Does the tested performance meet the requirement for the proposed use?
These checks help distinguish a documented assessment from a number that has been detached from the method that produced it. They also prevent treating visual alignment on a display as a substitute for independent checkpoint testing.

What changed in the current ASPRS standard?
ASPRS identifies Positional Accuracy Standards for Digital Geospatial Data, Edition 2, Version 2 (2024) as its current published standard. The organization adopted the edition on June 24, 2024, following a public review period. It emphasizes RMSE-based reporting, adds 3D positional accuracy, and includes practice addenda for lidar, photogrammetry, unmanned aerial systems (UAS), and oblique imagery. Consult the ASPRS current standards listing and its 2024 adoption announcement.
ASPRS describes several changes from the prior edition. Among them, the minimum checkpoint count for product accuracy assessment rose from 20 to 30, and the standard sets a maximum of 120 checkpoints for large projects. These are requirements associated with this standard, not universal sample-size rules for every GIS analysis or spatial study.

- Simultaneous GPS and GLONASS reception
- Up to 10 position samples per second
- Bluetooth connectivity to up to 5 devices
- Automatic route recording
- The standard eliminated references to the 95% confidence level as an accuracy measure.
- It relaxed control and checkpoint accuracy requirements and accounts for survey checkpoint accuracy when computing final product accuracy.
- It removed the lidar vegetated vertical accuracy pass/fail requirement.
- It introduced 3D positional accuracy and raised the minimum checkpoint count from 20 to 30, with a stated maximum of 120 for large projects.
Because these details affect how a project is specified and reported, check the exact clauses in the applicable standard before writing a contract or acceptance requirement. ASPRS lists the publication as a hardcopy reference for readers carrying out formal assessments or preparing specifications.

USGS lidar guidance illustrates why naming the edition matters: it uses the updated ASPRS edition for lidar project reporting and specifies RMSEH for horizontal positional accuracy. That is a concrete application of a defined metric and standard, not evidence that every GIS dataset should be assessed under the same requirements. See USGS Lidar Base Specification guidance.

When comparing two datasets, first align the context: component, statistic and units, reference-source accuracy, checkpoint selection and count, coordinate reference system and datum, standard and edition, and intended use. If those factors differ, the values may describe different tests rather than a fair ranking of which dataset is more accurate.
