For high-volume container cargo, the Port of New York–New Jersey is the default choice because it combines far greater scale, six container terminals, and four terminals with on-dock rail. Philadelphia can be the better gateway when your cargo is destined for the Delaware Valley or when its highway, rail-yard access, terminal service, or appointment terms produce a shorter and more predictable inland move.
There is no universal cheaper or faster port. Ocean rates, terminal charges, drayage, rail availability, equipment, season, and destination can change the result. Choose between the gateways with a lane-specific, all-in quote and an operating plan rather than a port-wide reputation.
How the two gateways compare at a glance
| Measure | New York–New Jersey | Philadelphia | What it means for a shipper |
|---|---|---|---|
| 2024 container volume | 8,698,526 TEUs, reported by the Port Authority of New York and New Jersey in 2025 (also described as 8.7 million TEUs) | Not stated in the supplied official figures | The New York–New Jersey scale generally supports more sailing choices, terminal alternatives, and contingency capacity. |
| Container terminals | Six terminals, according to a U.S. Department of Energy/Bureau of Transportation Statistics report using December 2024 data | Two terminals, using the same December 2024 data | More terminals can make it easier to match a carrier, service, commodity, or recovery option. |
| Terminals with on-dock rail | Four of six | One of two | On-dock rail can reduce an extra truck move, but the actual rail service and cutoff still have to be confirmed for your booking. |
| East Coast loaded-TEU share | 35.3% of the North America East Coast range from Miami to Montreal, in the Port Authority’s 2024 overview | Not stated in the supplied figures | The market-share figure indicates the breadth of the New York–New Jersey gateway, not a guaranteed rate or transit time for an individual shipment. |
| Stated inland access | Four on-dock-rail terminals; metropolitan drayage may require detailed appointment, chassis, and truck-hour planning | PhilaPort states that it has immediate access to two major rail yards and interstate highways | Compare the exact origin, destination, road restrictions, rail ramp, and terminal appointment before assigning the port. |
| Infrastructure investment | More than $3 billion invested in port infrastructure, systems, and equipment over 20 years, according to the Port Authority’s current terminal-improvements information | Terminal modernization, intermodal transportation, environmental sustainability, and diversified operations are emphasized in a government competitiveness review | Investment supports resilience, but it does not replace a current service and cost check. |
| Published terminal example | Port Newark Container Terminal states that its facility covers 272 acres and has annual handling capacity of more than 1.3 million TEUs | Comparable facility capacity was not stated in the supplied figures | Facility capacity is a terminal-specific reference point, not a promise that space or a particular appointment will be available. |
The terminal counts are a snapshot based on December 2024 data in the 2026 federal report. Terminal configurations, operators, services, and rail offerings can change, so confirm the current booking option with the carrier and terminal.

When New York–New Jersey is the stronger choice
High-volume or schedule-sensitive container programs
The Port of New York and New Jersey handled 8,698,526 TEUs in 2024, which the Port Authority’s 2025 annual reporting rounds to 8.7 million TEUs. Its six-container-terminal network is substantially larger than Philadelphia’s two-terminal footprint. That scale is valuable when you need frequent vessel strings, multiple carrier options, additional receiving windows, or a second terminal for recovery after a disruption.

Scale does not automatically mean a lower invoice. It means there are more possible combinations of carrier, terminal, sailing, inland mode, and backup plan to price. A shipper with recurring volumes can use that choice to negotiate service terms or split risk, provided the resulting drayage and terminal charges remain competitive for the destination.
Shipments requiring several rail-equipped alternatives
Four New York–New Jersey container terminals had on-dock rail in the federal December 2024 snapshot, compared with one of Philadelphia’s two terminals. If your inland plan depends on moving a container from the quay directly to rail, that wider set of facilities can make service planning easier. You still need to verify that the carrier, booked train, destination ramp, container type, and cutoff are supported at the selected terminal; an on-dock track alone does not guarantee a sailing-to-rail connection.
Programs that value network resilience
The Port Authority says more than $3 billion has been invested in New York–New Jersey port infrastructure, systems, and equipment over the past 20 years. Its 2024 overview also reports a 35.3% share of loaded TEUs in the North America East Coast range from Miami to Montreal. Those figures describe a large, established gateway with a broad operating ecosystem. They are useful reasons to test New York–New Jersey first for a national or multi-region import program, while still checking the exact inland lane.

A consignee in the Delaware Valley
If the final delivery point is in or near the Philadelphia region, a Philadelphia routing can eliminate miles of drayage compared with a New York–New Jersey routing. The saving is not simply distance: fewer highway miles can also mean less exposure to tolls, driver time, appointment coordination, and empty-container repositioning. Calculate the move from the actual terminal to the actual consignee, including the return location required by the equipment provider.
Highway and rail-yard access that fits your lane
PhilaPort states that it has immediate access to two major rail yards and interstate highways. That positioning can be useful when the inland destination is served efficiently from those facilities or when a truck route avoids a longer metropolitan transfer. Ask the forwarder or carrier to identify the named rail yard, the train or ramp service, the cutoff, and the number of truck legs. “Immediate access” is a gateway-level statement; your shipment still depends on the booked service and operating schedule.

A terminal or appointment fit that is better for the cargo
Philadelphia has two container terminals, so there are fewer alternatives if a particular terminal does not accept your carrier, equipment, or commodity. Within those limits, however, a terminal may offer the appointment window, receiving rule, inspection process, or specialized handling arrangement that makes your operation simpler. Obtain the current terminal acceptance and charge schedule for the exact container type before treating that fit as a cost advantage.
Is Philadelphia cheaper than New York–New Jersey?
Public figures in the supplied material do not establish a universal cheaper port. A meaningful comparison must combine ocean freight, origin drayage, destination drayage, terminal handling, rail, chassis, storage, demurrage, detention, reefer electricity, gate, documentation, customs-related services, and any accessorial charges. Those amounts vary by carrier, terminal, equipment, season, destination, and contract.
A lower ocean quote can be erased by a longer inland move or by a terminal’s storage and appointment terms. Conversely, a higher port tariff can still produce a lower landed cost when it shortens the truck leg or provides a practical rail connection. Request an all-in quotation for both gateways using the same assumptions:
- Container size and type, including whether it is refrigerated, overweight, out-of-gauge, or hazardous.
- Expected monthly volume, peak-week volume, and whether the quote is a one-time move or a recurring contract.
- Origin pickup, final delivery address, empty-return location, and any required transload or warehouse stop.
- Vessel service, estimated arrival range, free time, storage rules, demurrage and detention rates, and last free day.
- Chassis source and fee, truck appointment requirements, gate hours, driver waiting assumptions, and tolls.
- Rail ramp, train service, cutoff, transfer charge, and the fallback plan if the booked train is unavailable.
The Port Authority publishes terminal tariff information and identifies operators including APM, GCT Bayonne, GCT New York, Port Newark Container Terminal, and Red Hook Container Terminal. Use the current tariff and a written quote rather than assuming that one operator’s charges represent the entire gateway.
Rail and truck access: how to make an apples-to-apples decision
Start with the actual inland lane
Map the complete route from the cargo origin to the final consignee. For imports, include the terminal-to-consignee move and empty return. For exports, include the shipper-to-terminal move, receiving cutoff, and any transload. A port that looks closer on a map may require a less convenient appointment or an additional transfer.

Check the rail plan, not just the rail label
For each port, document the terminal, rail ramp, train service, cutoff time, expected handoff, and destination availability. Compare the number of truck legs and the consequences of a missed cutoff. Philadelphia’s stated access to two major rail yards and New York–New Jersey’s four on-dock-rail terminals are starting points for this check, not substitutes for a carrier-confirmed plan.
Price truck operating conditions
Ask for the trucker’s assumptions about chassis supply, appointment availability, gate hours, wait time, tolls, bobtail or split moves, and empty returns. Metropolitan drayage can be operationally complex even when the port is well connected. A Philadelphia route can be simpler for a Delaware Valley consignee, but the quote must show the same accessorial assumptions used for New York–New Jersey.
Use a service-risk measure alongside dollars
Record the latest receiving cutoff, free-time allowance, rail cutoff, and escalation contact for each option. If a shipment misses a cutoff, calculate the financial and customer impact of the next available sailing or train. This converts “reliable access” into a decision that your logistics team can audit.
Cargo-specific considerations
Refrigerated containers
Confirm reefer plug availability, monitoring, pre-trip inspection requirements, power charges, temperature-report procedures, and emergency handling at the exact terminal. Neither gateway should be selected solely from its total container volume. A terminal with the right reefer process and a short, controllable inland move may be preferable even if the gateway is smaller.
Project, oversized, or specialized cargo
Ask whether the planned vessel, berth, terminal equipment, road route, permits, and delivery site can accept the cargo dimensions and weight. Container-terminal counts do not describe breakbulk, heavy-lift, or out-of-gauge capability. Obtain a written acceptance review before booking, including any direct transfer, storage, escort, or transload requirement.

High-volume standard containers
New York–New Jersey’s six-terminal ecosystem is generally advantageous when you need multiple carrier strings, frequent sailings, or a contingency terminal. Philadelphia can remain competitive when a concentrated volume moves to nearby consignees and the selected terminal offers dependable appointments and inland connections. Model both the normal week and a disruption week before choosing.
Time-critical or seasonal cargo
Ask carriers for the actual sailing calendar, rolling cutoffs, and equipment commitment for the season in which the cargo will move. The supplied official sources do not provide a universal current comparison of vessel frequency, dwell time, truck turn time, congestion, or landed cost. Those variables require current carrier, terminal, and drayage data.
A repeatable port-selection procedure
- Define the shipment. Record commodity, container type and size, weight, temperature requirements, hazardous classification if applicable, monthly volume, peak volume, and required delivery date.
- Fix the inland endpoints. Use the precise pickup, delivery, warehouse, transload, rail ramp, and empty-return locations. Do not compare ports using only a city name.
- Request matching ocean options. Ask carriers or forwarders for the same trade lane, sailing window, equipment commitment, free time, and service conditions through each gateway.
- Select candidate terminals. Identify the actual terminal operator, receiving rules, appointment process, gate hours, rail connection, and commodity acceptance for every quote.
- Build the all-in cost sheet. Separate ocean freight, origin and destination drayage, terminal handling, chassis, rail, storage, demurrage, detention, reefer power, documentation, tolls, and estimated accessorials.
- Validate the operating calendar. Compare vessel arrival, terminal receiving cutoff, rail cutoff, truck appointment availability, free time, and the last free day under the same assumptions.
- Test a disruption case. Price the consequence of a missed vessel, rail cutoff, appointment, or empty return. For New York–New Jersey, identify a second terminal or carrier where practical; for Philadelphia, confirm what alternative is available within the two-terminal footprint.
- Choose and monitor. Select the option with the best combination of landed cost, service fit, and recovery plan. Review invoices, dwell, accessorials, and delivery performance after the first movements and adjust the routing if the quoted assumptions do not hold.
Decision matrix by shipment profile
| Shipment profile | Likely starting point | Why | What could reverse the choice |
|---|---|---|---|
| Large, recurring container volume with several carrier requirements | New York–New Jersey | 8.7 million TEUs in 2024, six terminals, and broad terminal optionality | A Philadelphia quote that materially shortens inland delivery or provides a superior committed service |
| Consignee near Philadelphia or southern New Jersey | Philadelphia | Potentially shorter truck movement and stated access to major rail yards and interstates | Unavailable sailing, unsuitable terminal, weak equipment supply, or higher all-in accessorials |
| Inland destination dependent on on-dock rail | Compare New York–New Jersey first | Four terminals with on-dock rail versus one in Philadelphia in the December 2024 federal snapshot | The specific Philadelphia terminal has the required train and cutoff while the selected New York–New Jersey service does not |
| Reefer or specialized cargo | Terminal-specific, not port-wide | Handling process, plugs, equipment, and acceptance determine feasibility | Any written terminal acceptance, cost, or route restriction |
| Time-critical seasonal shipment | Whichever offers the confirmed sailing and recovery plan | Current frequency, cutoffs, and contingency capacity matter more than historic scale alone | A schedule change, equipment constraint, or terminal disruption |
Common mistakes and how to avoid them
Assuming the largest port is always cheapest
New York–New Jersey’s scale improves choice, but it does not guarantee the lowest landed cost. Require matched quotes and include the inland leg and accessorials.
Using a port-level rail count as a service promise
“Four terminals with on-dock rail” and “one with on-dock rail” are infrastructure counts from a December 2024 snapshot. Confirm the named terminal, train, cutoff, and destination for your booking.
Comparing ocean freight while ignoring empty returns
An attractive line-haul quote can become expensive if the trucker must return equipment to a distant location or perform a split move. Put the empty-return point in every quote request.

Choosing on distance alone
Highway access, tolls, appointment rules, chassis supply, and gate hours can outweigh a simple mileage difference. Use the actual route and operating assumptions.
Treating capacity figures as guaranteed availability
Port Newark Container Terminal’s stated 272 acres and more than 1.3 million TEUs of annual handling capacity describe the facility’s published capacity, not space reserved for your container. Confirm allocation and receiving availability with the terminal or carrier.
What the available public data does not answer
The supplied official information does not provide one current, universal comparison of ocean rates, vessel frequency by trade lane, terminal dwell, truck turn time, congestion, or total landed cost for every cargo type. These measures change with carrier, terminal, season, equipment, and destination. A shipper should treat them as quote-and-operations questions, not as fixed characteristics of either port.

Practical conclusion
Use New York–New Jersey as the first option for high-volume cargo, multiple carrier choices, and programs that benefit from six terminals and four on-dock-rail facilities. Use Philadelphia when the Delaware Valley destination, highway and rail-yard access, or a particular terminal’s handling and appointment terms produce a better end-to-end plan. The winning route is the one that delivers the required cargo service at the lowest verified all-in cost with a credible recovery option—not the port with the best headline statistic.
