If a web server answers on localhost:80 but not from another computer, the application is usually listening only on the loopback interface, blocked by the host firewall, hidden behind a container or virtual machine, or not being forwarded by the router. Work through those layers in order: verify the listener, test the LAN, open the correct firewall rule, publish any container or VM port, configure router NAT, and then test from a genuinely external network.
What localhost success actually proves
A successful request to http://127.0.0.1/ or http://localhost/ proves only that a process on the same machine answered a local request. It does not prove that the process accepts connections on the machine’s LAN address, that a firewall permits them, or that a router forwards public traffic to the machine.
The address used by the server matters. A listener on 127.0.0.1:80 accepts IPv4 loopback traffic only. A listener on [::1]:80 accepts IPv6 loopback traffic only. To accept LAN traffic, configure the service to listen on the server’s LAN address, such as 192.168.1.25, or on 0.0.0.0:80 for all IPv4 interfaces. A service bound to all interfaces is reachable from every network that can route to the host, so pair that change with restrictive firewall rules.
Find the layer that is refusing the connection
| Layer | Typical symptom | What to check | Usual correction |
|---|---|---|---|
| Application bind | Localhost works; the host’s LAN address refuses or times out | Listening address and port | Bind to the LAN address or an appropriate wildcard address |
| Process ownership | The service fails to start or reports “address already in use” | Which process owns TCP 80 | Stop the conflicting process or move one service to another port |
| Host firewall | The process listens on the LAN address, but other devices cannot connect | Inbound TCP 80 rule and active firewall zone/profile | Allow TCP 80 only on the intended network interfaces |
| Container, WSL, or VM publishing | The service works inside the guest or container but not from the LAN | Published host address and port mapping | Publish on the host LAN address or all host addresses as appropriate |
| Router NAT | LAN clients work, but the public address does not | WAN rule, destination LAN IP, and destination port | Forward WAN TCP 80 to the fixed internal address and listening port |
| ISP or upstream filtering | Local and LAN tests work; external probes time out | CGNAT, upstream firewall, and blocked well-known ports | Obtain a reachable public address or use an allowed external port |
Use a fixed DHCP reservation or static LAN address before creating a port-forward rule. Otherwise, the router may continue forwarding to an old address after the server renews its lease.

Step 1: Verify that a process is listening on TCP 80
Run the command appropriate to the operating system on the machine hosting the web server. A listening socket should show TCP port 80 and the process that owns it.
- Linux:
ss -ltnp - Windows:
netstat -ano - macOS or Linux:
lsof -nP -iTCP:80 -sTCP:LISTEN
Look at the local-address column, not just the port number. These results have different meanings:

If no listener appears, start the web service and inspect its error log. If startup reports that the address is already in use, another process owns port 80. Identify it with the commands above, then either stop or reconfigure that process, or move one HTTP service to another port. Two processes cannot bind the same address and TCP port unless the operating system and applications deliberately use a compatible sharing mode.
Step 2: Change a loopback-only bind safely
Choose the narrowest address that meets your goal
Use the server’s LAN address when only one interface should accept requests. Use 0.0.0.0 when the service must accept IPv4 traffic on several interfaces and the firewall will enforce the boundaries. For IPv6, configure the service’s global or link-local address deliberately rather than assuming that an IPv4 wildcard also opens IPv6.
Do not replace a loopback bind with a wildcard blindly on a laptop connected to untrusted networks. A wildcard listener can expose an administrative page or development application to every reachable network. If the application supports separate HTTP and management listeners, keep management on loopback and expose only the public site.
Apply the setting in the application
Open the web server’s network or listen setting and change the host from 127.0.0.1 or localhost to the selected LAN address or wildcard address. Apache-style configurations use address-specific Listen directives; the same principle applies to development servers and frameworks that have a host or bind option. Restart the service, then rerun the socket inspection command to confirm the new address.

From the server itself, request the LAN address rather than localhost, for example curl -v http://192.168.1.25/. A response here demonstrates that the process accepts traffic on that interface, but it does not bypass the host firewall. If the request fails locally, correct the bind setting or the service’s virtual-host configuration before changing the router.
Step 3: Open the host firewall for the right interface
A correct listener can still be unreachable because the operating system drops inbound traffic. Open TCP destination port 80 in the active firewall profile or zone, and limit the source networks whenever the service is not intended for the whole internet.

firewalld
For a temporary runtime rule in the public zone, use:
sudo firewall-cmd --zone=public --add-port=80/tcp
To retain the rule after a reload or reboot, add the permanent rule:
Recommended Free Tools
sudo firewall-cmd --permanent --zone=public --add-port=80/tcp
You can allow the predefined HTTP service instead of specifying the port. Confirm that the network interface is actually assigned to the zone you modified; opening port 80 in an unused zone has no effect. If the application is reachable only from a trusted subnet, use a source-restricted rule or a dedicated internal zone rather than exposing the public zone broadly.
Ubuntu and other UFW-managed systems
Allow inbound TCP traffic to destination port 80 in the active UFW profile, for example with sudo ufw allow 80/tcp, then verify the rule with sudo ufw status verbose. If you use separate IPv4 and IPv6 policies, confirm that the rule covers the address family you are testing. A firewall rule is not a substitute for binding the service to the correct address; both conditions must be true.
Windows firewall
Create or enable an inbound rule for TCP local port 80 in the profile that matches the network (Domain, Private, or Public). Restrict the remote addresses to the LAN subnet for an internal service. If the service runs under a different executable or account than expected, verify that the rule applies to the actual process and profile.
Prove whether the firewall is the remaining block
From another device on the same LAN, connect to the server’s LAN address. A refused connection usually means no suitable listener or an active reject; a timeout commonly indicates filtering, routing, or an unreachable address. Temporarily allowing the port from the LAN only can distinguish a firewall problem, but restore the restrictive rule immediately after the test.

Step 4: Check Docker, WSL, and virtual machines
Docker port publishing
A process can listen correctly inside a container while the host publishes nothing, or publishes only to loopback. A mapping such as 127.0.0.1:8080:80 makes the container reachable through port 8080 on the Docker host itself, not through the host’s LAN address. Publish on the host’s LAN-facing address when only that interface should be reachable, or on all host addresses when that exposure is intentional. Then forward the router to the host port, not directly to the container’s private address.
After changing the mapping, inspect the running container’s published ports and test the host LAN address. Remember that the container’s internal port (80 in this example) and the host port (8080) can differ; the router must target the host port.

WSL
WSL uses NAT by default. A web server bound inside the Linux environment may answer from the Windows host but remain unavailable to other LAN devices. Configure the server to bind to an address reachable through the WSL networking mode, then account for the Windows firewall and, where required by the configuration, a Windows port-proxy rule. Test from another LAN device after each change rather than assuming that host-to-guest success proves LAN reachability.
Virtual machines
With NAT networking, the guest has a private address and the host must forward a host port to the guest’s port 80. Bridged networking gives the guest its own LAN address, after which the guest firewall and application bind still need to permit TCP 80. Do not create both a host NAT rule and a router rule pointing at the wrong layer; trace the packet path from WAN to router, host, and finally guest.
Step 5: Configure router NAT and port forwarding
- Reserve a stable LAN address for the server, such as
192.168.1.25. - Open the router’s NAT, Port Forwarding, or Virtual Server page.
- Create a TCP rule with an external (WAN) port of 80 and an internal destination of
192.168.1.25. - Set the internal port to the port where the host actually listens. If Docker publishes host port 8080, forward WAN 80 to host port 8080, not to the container’s port directly.
- Apply the rule, check the router’s event or forwarding log, and confirm that the destination address has not changed.
Port forwarding works only when the router has a reachable public IPv4 address. A second router, a cellular gateway, or carrier-grade NAT can place another NAT layer upstream. In that case, the first device must be placed in bridge mode, the upstream router must forward the port as well, or the provider must supply a public address. A router’s own administration interface may also consume port 80; move that interface to another port or disable WAN administration so the forwarding rule can use 80.
Use restrictive source-address rules and logging where the router supports them. A persistent public service should have a stable DHCP reservation, clear ownership of the forwarded port, and a plan for monitoring and patching the web server.
Step 6: Test from the correct vantage point
Test in three stages
- Same host: request
http://127.0.0.1/, then the server’s LAN address. This separates loopback binding from LAN binding. - Another LAN device: request the LAN address. This tests the service bind, host firewall, guest or container publishing, and local routing without involving the ISP.
- Outside the LAN: disable Wi-Fi on a phone and use cellular data, or use a remote host or external TCP checker to test the public address. This tests the router, upstream NAT, and ISP path.
Do not rely on testing your own public address from inside the LAN. Many routers lack hairpin (NAT loopback), so an internal request can fail even while the service is publicly reachable. Conversely, a router may make an internal test appear to work through a special local path that does not represent an outside connection.
Test the address family you intend to publish. An IPv4 public address and an IPv6 address follow different paths and firewall policies. A hostname with both records may work over IPv6 while IPv4 port forwarding is broken, or the reverse. Use explicit IPv4 and IPv6 tests when diagnosing inconsistent results.

Step 7: Investigate ISP and upstream filtering
If the service answers from the LAN, the host firewall permits the connection, and the router log shows the forward, an outside timeout can originate upstream. Some providers filter incoming well-known ports, including port 80. Carrier-grade NAT can also prevent unsolicited inbound IPv4 connections because the customer router has no unique public address.
Check the WAN address shown by the router against the address reported by an external service. If they differ and the router’s address is private or shared, another NAT layer is present. Ask the provider whether inbound TCP 80 is filtered and whether a public address or inbound service is available under the connection’s terms.

When port 80 is filtered, try an alternative external port such as 8080 or 18080, forwarding it to the server’s internal HTTP port. Users must then include the port in the URL, for example http://example-address:8080/. An alternate port is a diagnostic and availability option, not a security control; the application and firewall still need normal hardening.
Common failure patterns and precise fixes
“It works on the server but not on my laptop”
Inspect the listener. If it is on 127.0.0.1 or [::1], change the bind address. If it is on the LAN address, check the host firewall and confirm that the laptop is on the same network or an allowed VLAN.
“The port-forward rule is set, but the port is closed”
Test from cellular data, verify the router’s WAN address, and confirm the rule points to the current server IP and actual listening port. Then check the target-host firewall; a correct NAT rule does not override a firewall drop.
“The service starts only after I stop another program”
Use ss, netstat, or lsof to identify the owner of TCP 80. Reconfigure one service, stop the conflict, or place a reverse proxy in front of the applications with distinct internal ports and hostnames.
“IPv4 works but IPv6 fails”
Check for an IPv6 listener such as [::]:80, an IPv6 firewall rule, and upstream IPv6 filtering. IPv4 NAT forwarding does not create an IPv6 path; IPv6 generally requires its own firewall policy and, if needed, an explicit router allowance.
“The container responds, but only on the host”
Inspect the published binding. A host address of 127.0.0.1 limits access to the host. Publish to the LAN address or all host addresses as intended, open the host firewall, and forward the router to the published host port.
Security checks before exposing port 80
- Keep operating-system and web-server security updates current.
- Remove default pages, debug consoles, and development credentials.
- Expose only the required interface and source networks; do not use
0.0.0.0when a narrower bind is sufficient. - Use HTTPS for credentials and sensitive data. Port 80 can redirect to HTTPS, but the TLS service and certificate must be configured separately.
- Review access logs and router logs for unexpected scans or repeated failures.
- Separate administrative interfaces from the public listener and protect them with an internal-only rule or VPN.
- Document the forward, internal address, host port, firewall zone, and rollback procedure so a later DHCP change does not silently break exposure.
A reliable troubleshooting order
Follow this sequence without skipping layers:
- Confirm the service is running and identify the process listening on TCP 80.
- Correct a loopback-only bind and verify the server’s LAN address locally.
- Test from another LAN device.
- Open TCP 80 in the active host or guest firewall, restricted to the intended sources.
- Verify Docker, WSL, or VM publishing and distinguish host ports from guest or container ports.
- Reserve the server’s LAN address and create the router’s TCP forward.
- Test from cellular data or another external network, not only from inside the LAN.
- If the external test still times out, check hairpin assumptions, second NAT layers, CGNAT, router management-port conflicts, and ISP filtering.
At each stage, change one layer and repeat the corresponding test. This prevents a router change from masking an application bind error and makes the eventual working path reproducible.
