No political ad library is a complete census. Each one covers a different definition of political or commercial content, countries, date range, search fields and retention period. Meta offers the broadest research workflow and an API but is now removing seven-year-old records; Google is regional and its EU reporting changed in 2025; TikTok separates paid ads from creator-disclosed promotions and keeps paid ads for one year after their last view; X provides a narrowly bounded historical archive; and Snap’s library requires live-interface checks before you rely on specific fields.
Use a library to document what appears under a stated query, geography and date—not to prove that an unseen ad never ran. A missing result can reflect coverage, categorization, search wording, view thresholds or expiry.

What a political ad library can—and cannot—verify
These services are evidence repositories maintained by platforms, not independently audited election-finance databases. Their records can help you check a sponsor or advertiser identity, the creative that was displayed, dates or status, selected reach or impressions, and sometimes audience or targeting details. The exact fields differ by platform and country.
For every finding, preserve the search terms, advertiser name or page, selected country, date range, category, active-status setting and the date you viewed the record. Report the result as “no matching record under this library’s stated coverage,” rather than “the platform ran no political ad.”
#1 Best Overall
| Comparison question | Why it changes the answer |
|---|---|
| What counts as political? | Some archives cover political, electoral, social-issue or advocacy ads; TikTok also has a separate collection for creator-disclosed commercial content. |
| Where is coverage available? | A service may operate globally while its political archive is limited to named countries or territories. |
| How is an ad found? | Advertiser, page, website, keyword, country, date and ad-type filters are not offered everywhere. |
| What is disclosed? | Sponsor, creative, dates, spend, impressions, reach, audience and targeting may be exact, estimated, ranged or absent. |
| How long does a record remain? | Retention can run from a fixed historical window to a period after the last view; expiry makes old campaigns harder to reconstruct. |
| How quickly is it published? | Some services introduce records after a delay or after a minimum number of views. |
Meta Ad Library: the deepest archive and a usable API, with a seven-year limit
What you can verify
Meta describes its Ad Library as a public, searchable archive of political and social-issue ads shown on Facebook and Instagram, including ads that are no longer active. A record can let you inspect the creative, the sponsoring page or identity and the platform’s available delivery information for the selected country and period.
Researchers can also use the Ad Library API. Meta’s US example uses the POLITICAL_AND_ISSUE_ADS category, a list of reached countries and search terms. Example response fields include page ID, page name and an ad snapshot URL. API output is therefore useful for repeatable queries, but the fields available to you still depend on geography and the query.
How to check a Meta ad
- Open the Ad Library and select the relevant country before searching.
- Choose the political and social-issue category, then search the page, sponsor or a distinctive phrase from the creative.
- Set active-status and date filters deliberately; an “inactive” setting is needed when investigating a past campaign.
- Save the ad snapshot, page identity, displayed dates and any delivery values, along with the query date.
- For a repeatable project, submit the equivalent API query and retain the returned page ID and snapshot URL.
Retention and interpretation limits
Meta’s 2018 commitment was to retain these ads for seven years. Meta’s current notice said the first records to reach that limit would begin leaving the Ad Library, API and Ad Library Report on May 24, 2025. The archive is therefore not a permanent historical record. A campaign older than seven years may be absent even when it genuinely ran.

The category is Meta’s classification, not a universal definition of political speech. A result establishes what Meta labels and displays under its rules; it does not establish that every issue-related message was classified the same way.
Google Ads Transparency Center: advertiser and website searches in selected regions
What you can verify
Google’s Center lets you search by advertiser name or website and inspect the creative and campaign information available for the selected region. Its political-ad interface currently lists Argentina, Australia, Brazil, Chile, India, Israel, Mexico, New Zealand, South Africa, Taiwan, the United Kingdom and the United States. This list is a coverage boundary, not a worldwide index.
Where the interface offers it, platform filtering applies to ads shown since September 4, 2023. Google says ads shown before that date do not appear when that platform filter is selected. For historical work, run a search both with and without the platform filter when the interface allows it, and record which setting produced the result.
Practical search sequence
- Choose the country or region that matches the audience you are investigating.
- Search the legal advertiser name, trading name and website separately; an organization may appear under a different identifier than its campaign slogan.
- Review each creative and note the advertiser identity, dates and any campaign or reach information shown.
- Apply a platform filter only after checking its September 4, 2023 threshold, so older records are not accidentally excluded.
- Save the result page or export available through the interface and document the selected region.
EU reporting change
Google’s September 2025 policy update says political advertising as defined by EU Regulation 2024/900 is not allowed and that its EU Political Ads Transparency report would no longer be available as of September 2025. Do not describe that report as a current EU archive. Older records may still be discoverable through other records or jurisdictions, but their availability should be checked rather than assumed.

TikTok Commercial Content Library: paid ads, creator disclosures and one-year retention
Two different collections
TikTok’s Commercial Content Library (CCL) has an Ad Library for paid ads, including ads that are paused or no longer active, and an “Other commercial content” collection for certain creator-disclosed promotional content that TikTok was not paid to display. Treating those collections as one political-ad archive can produce a false comparison: a disclosed creator post is not the same thing as a purchased ad impression.
The CCL is available without a TikTok account, but its stated coverage is users in the European Economic Area, Switzerland and the United Kingdom. It is not a worldwide political-ad database.
Fields and timing
TikTok says campaign ads generally enter the library within 24 hours of initiation. A paid ad enters the Ad Library after it has at least one view and remains for one year after its last view. The interface can show the target country and unique users by country who saw the ad at least once. Filters include target country, ad type, published date and advertiser name or keyword; sorting options include audience size, last shown date and published date.
These rules create two important gaps. A campaign with no view may not qualify for inclusion, and a record can disappear one year after its final view even if the underlying campaign is older but still relevant to your investigation.

TikTok’s Commercial Content API supports customized advertiser-name or keyword searches across ads and other commercial content, returning ad, advertiser and targeting metadata. Access requires application approval. It is not unrestricted, immediate bulk access, so plan for an approval step and do not promise a complete download before approval.
X: a historical political archive, not a current campaign monitor
X’s help documentation points to a downloadable political-ad archive covering ads that ran from May 24, 2018 through November 22, 2019. That date range is the archive’s defined historical scope. It can help verify whether a record appears in that period, along with the information included in the downloadable file.
X also describes an Ads Repository for European Union Digital Services Act ad transparency. The EU repository and the historical political-ad archive are separate resources. The DSA repository should not be presented as a continuation of the 2018–2019 political archive or as proof that current political campaigns are comprehensively indexed. X’s cited documentation does not establish current political-archive coverage.
Snap Political Ads Library: confirm the live fields before relying on it
Snap describes a public Political Ads Library for finding details about political and advocacy ads on Snapchat. The indexed description establishes the library’s purpose, but it does not provide enough current detail to state confidently which territories, search fields, retention period, export options or delivery metrics are supported.
Before publishing a precise Snap finding, open the live library and verify the advertiser or sponsor label, creative, dates, geography, spend or impressions and any search or export controls it actually presents. If a field is not visible in the record you examined, report it as unavailable for that record rather than inferring that Snap never collects it.
Best Value
Side-by-side coverage and evidence strength
| Platform | What the archive covers | Search and access | Time or geography limits |
|---|---|---|---|
| Meta | Political and social-issue ads on Facebook and Instagram, including past ads | Page, sponsor and keyword searches; Ad Library API with approved fields and country parameters | Seven-year retention commitment; first expiries began May 24, 2025; country selection matters |
| Political advertising in listed regions | Advertiser name or website; regional and, where offered, platform/date filters | Political regions are limited to the named list; platform filter excludes pre–September 4, 2023 ads | |
| TikTok | Paid ads plus a separate creator-disclosed commercial-content collection | Advertiser or keyword, target country, ad type and dates; API requires application approval | EEA, Switzerland and UK coverage; usually within 24 hours; paid ads retained one year after last view |
| X | Downloadable historical political-ad archive | Download and inspect the bounded archive; EU DSA repository is separate | May 24, 2018–November 22, 2019 for the cited political archive |
| Snap | Political and advocacy ads, according to Snap’s library description | Verify live search and record fields directly | Current territories and retention not established by the available description |
A reproducible workflow for checking a political ad
- Define the claim. Decide whether you need to identify the payer, confirm that a creative ran, estimate audience delivery, or examine targeting. Different claims require different fields.
- Normalize the identity. Write down the organization’s legal name, campaign name, website, page name, candidate name and common abbreviations. Search each relevant identifier rather than relying on one slogan.
- Set geography first. Select the country where the ad was allegedly delivered. A global-looking result can still represent only the selected country’s records or audience.
- Set the date window and status. Include inactive or historical ads when investigating past activity. Note platform-specific cutoffs such as Google’s platform-filter threshold and X’s archive dates.
- Separate content types. On TikTok, record whether the item is a paid Ad Library entry or “Other commercial content.” On other services, note the archive category used.
- Capture primary evidence. Save the creative, sponsor or advertiser label, record identifier, dates, displayed audience or spend values and the exact search settings. Take a timestamped screenshot when an export is unavailable.
- Check for expiry and delay. A new TikTok campaign may take about 24 hours to appear; an old Meta or TikTok record may have expired. Record those explanations beside a null result.
- Corroborate important conclusions. For a legal, investigative or historical claim, compare the library record with the platform’s public page, an official filing or another independent record. Platform archives do not independently audit every delivery figure.
Why a search returns nothing
- The ad was outside the library’s country or regional coverage.
- The message did not meet the platform’s political, issue, advocacy or commercial-content classification.
- The advertiser was indexed under a page, website or legal entity name different from your search term.
- The record had not cleared an inclusion rule, such as TikTok’s requirement for at least one view.
- The ad was too new and publication was delayed.
- The retention period ended: TikTok removes paid ads one year after the last view, while Meta’s seven-year records began expiring in 2025.
- A filter removed older records, as Google’s platform filter does for ads before September 4, 2023.
- The archive is historical rather than current, as with X’s 2018–2019 political collection.
Write the limitation into your notes. “No match found after searches for these identifiers in this country and date range” is a defensible observation; “no ad ran” is a stronger claim these tools generally cannot establish by themselves.
EU rules and platform policy are different questions
Regulation (EU) 2024/900 establishes common transparency and targeting requirements for political advertising. The European Commission says political ads should be clearly labelled and identify who paid, the cost and the targeted audience when targeting or delivery techniques are used. The Commission announced that the rules began applying on October 10, 2025.
The regulation does not require every platform to keep selling political ads or to maintain a voluntary archive in every country. The Commission’s wording is explicit: “The Regulation does not regulate the content of political ads.” That content rule is separate from transparency obligations.
Meta announced that from early October 2025 it would no longer allow political, electoral or social-issue ads in the EU, attributing the decision to the regulation’s requirements and legal uncertainties. Google likewise said in September 2025 that it would disallow EU political advertising under the regulation and end its EU transparency report. Attribute those statements to the platforms; do not treat a platform’s policy choice as proof that the EU rules themselves ban political speech.
How to write a reliable finding
State the platform, archive category, country, search identifiers, date range, status filter and observation date. Distinguish a displayed fact from an estimate or range, and say when a field is not provided. Include the archive’s retention or coverage caveat next to any historical conclusion. This method makes the result auditable and prevents a narrow platform record from being mistaken for a complete account of political advertising.
