Plug-in solar can lower your electricity bill, but adding a battery does not automatically make the system pay off. The deciding factors are how much solar power your home uses while it is being generated, your local electricity and export rates, and the total cost of the equipment. In a German Federal Environment Agency example, an 800 W balcony system without a battery has a simple payback just under five years under the agency’s stated assumptions. That is an illustration, not a forecast for other homes or countries.
What does the math show?
The German Federal Environment Agency (Umweltbundesamt) updated its consumer guidance on March 20, 2026. Its simplified example assumes an 800 W system mounted vertically on a balcony, 665 full-load hours a year, and a retail electricity price of €0.37 per kWh. Those assumptions produce an estimated 532 kWh of annual generation, of which 45%—240 kWh—is used directly in the home. The resulting bill savings are nearly €90 a year. At an assumed purchase price of €400, the agency calculates a simple payback of just under five years. Source: Umweltbundesamt, “Plug-in solar devices reduce own electricity costs – also for tenants”.
This is a solar-only calculation: it does not include a battery or its cost. It also depends on the agency’s assumed electricity price, system price, mounting, output, and direct-use share. Your result can differ with local sunlight, panel direction and tilt, shade, household usage through the day, equipment cost, electricity tariff, and payment for power exported to the grid. In the agency’s described German case, surplus power is generally fed into the grid without compensation; do not assume that export terms are the same elsewhere. Use your own bill and the terms that apply to your connection.
Do balcony solar panels with a battery save money?
They can shift some surplus daytime generation to hours when the panels produce less, but a battery adds purchase cost and loses some electricity in charging and discharging. Its usable capacity alone does not establish how much money it will save: the system must have surplus energy to charge it, and the stored energy must displace electricity you would otherwise buy.

The Umweltbundesamt says a battery often does not pay off for an average household using a small plug-in system. Its reasoning is that much of the system’s output is already consumed as it is generated, leaving less excess to store—particularly in winter and shoulder seasons. Storage losses and limited service life further weaken the economics. This is the agency’s assessment for the small-system context it describes, not a universal verdict for every home, tariff, or battery.
What determines your system’s savings?
Panel direction, angle, and shade
South-facing panels generally produce the most over a year, while east- or west-facing panels may better match morning or late-afternoon household demand. Direction affects not only total output but also when it arrives. A vertical balcony installation produces less in the agency’s simplified estimate than an optimally angled installation, and partial shade can significantly reduce output. The Umweltbundesamt’s guidance uses 950 full-load hours for a simplified optimal south-facing case and 665 hours after an approximate 30% reduction for vertical balcony mounting. These are agency estimates for those configurations, not guaranteed output at a particular address.

When and how much electricity you use
Solar power is most valuable when it replaces electricity you would otherwise buy at that moment. The agency notes that average apartment continuous demand is often well below 100 W and says a single module of about 450 W may be the more economical size in that context. Sizing to actual demand can make more sense than maximizing panel wattage, especially where excess generation is not compensated. A household that can run suitable appliances during sunny hours may use more generation directly; one with little daytime demand may have more surplus, but the surplus is not automatically valuable.
Your tariff and export terms
The value of each self-consumed kWh depends on the retail rate it displaces. The value of exported power depends on the applicable export arrangement. The €0.37/kWh assumption in the German example is not a general electricity price. Check your current bill and the terms for your system before estimating savings.

How to compare solar-only with solar plus storage
Compare the options using the same household, location, tariff, and generation assumptions. The battery option should be judged by its added bill savings against its added ownership cost, not by comparing battery capacity or headline generation alone.
- Find the complete purchase cost. Include the plug-in solar kit and, for the storage option, the compatible battery and any other required equipment or installation charges.
- Estimate annual generation for your site. Account for location, panel direction and tilt, mounting, and shade; do not treat a generic full-load-hours figure as a site-specific prediction.
- Estimate direct self-consumption. Work out how much generated electricity is used in the home as it is produced, using your household’s typical daytime demand.
- For storage, estimate what can actually be shifted. Use the battery’s usable capacity, round-trip losses, and expected service life, and consider whether enough surplus is available to charge it.
- Apply your actual electricity and export rates. Value self-consumed power at the retail cost it avoids and exported power under the terms that apply to you.
- Compare net annual bill savings and total ownership cost. Keep assumptions consistent between solar-only and solar-plus-storage so the battery’s incremental contribution is visible.
- Check connection and permitting requirements before buying. Requirements vary by jurisdiction and may depend on the equipment and connection.
A reported U.S. estimate illustrates why geography and evidence type matter: in an August 2025 Associated Press report, Severin Borenstein, a professor at the University of California, Berkeley’s Haas School of Business, estimated about $0.20/kWh over 25 years for a $2,000 U.S. system, compared with $0.05–$0.06/kWh for European systems typically around $600. These are his reported estimates, not official tariffs or universal system-performance figures; the examples differ in market and assumptions. The same AP report described one Oakland household’s $2,000 two-panel, 400 W-per-panel system saving around $35 a month and one Baltimore buyer expecting about $40 in annual savings. Those are individual reported cases, not typical-savings statistics. Associated Press, August 15, 2025.

What rules and safety checks apply?
Germany
Rules depend on country and can change. In Germany, VDE’s FAQ dated July 6, 2026, describes simplified requirements within limits of up to 2,000 W DC and 800 VA AC, and identifies VDE-AR-N 4105 and product standard DIN VDE V 0126-95; VDE says the latter became effective in December 2025. VDE states: “Plug-in solar devices can be connected to a household’s electrical circuit, provided that the applicable technical connection regulations—in particular VDE-AR-N 4105—are followed.” VDE, “Plug-in Solar Devices (Balcony Power Plants): Frequently Asked Questions (FAQ)”.
