A transportation management system (TMS) turns shipment demand into planned, assigned, monitored freight work, then helps calculate and settle its charges. It commonly connects with enterprise resource planning (ERP), warehouse, carrier, and finance systems so transportation information can move between teams. The exact workflow depends on the organization, product, and transport mode: a TMS may automate some decisions, leave others to a planner, or omit capabilities such as carrier-invoice reconciliation.

What a transportation management system does

A TMS manages transportation work; it does not necessarily replace an ERP, warehouse management system (WMS), or carrier system. It takes the details of orders or deliveries and helps turn them into freight documents, plans, carrier assignments, execution updates, and charge records. Which steps it handles—and how much is automated—depends on the deployment.

For a shipper, the aim is to coordinate inbound or outbound freight against operational needs such as delivery service, available resources, and cost. Carriers, brokers, third-party logistics providers, and public agencies may use transportation software for different responsibilities and workflows.

How a TMS workflow typically works

The stages below describe a common lifecycle, not a mandatory sequence. Some organizations use only part of it, and document names and capabilities vary by product and mode.

  1. Transportation demand enters. An ERP or related system may provide sales orders, purchase orders, stock-transfer orders, returns, or delivery information. Location, business-partner, and product data can support the planning process. SAP describes these demand sources in its S/4HANA Cloud Public Edition transportation management documentation.
  2. The TMS prepares freight work. Based on the demand, the system may create freight units, freight orders, or freight bookings. These records can contain details such as origin, destination, dates and times, goods, and required resources. The terms and document structure differ among products and transport modes; see SAP S/4HANA transportation management functional documentation.
  3. A plan is created. A planner or planning engine groups compatible demands into loads and assigns routes and resources. SAP documents both manual planning and automated planning using optimization algorithms. A TMS can help weigh constraints such as service, cost, and resource availability, but that does not mean every system handles every constraint or always finds a globally best plan.
  4. A carrier is selected and receives the work. The TMS may support carrier selection and direct assignment, or send a tender for a carrier to accept or decline. Agreements can provide a basis for calculating transportation charges.
  5. The shipment is dispatched and monitored. Execution information and events can be recorded or supplied through an event-monitoring integration. Operators use available statuses to follow progress and respond to deviations. Updates depend on the data sources and integrations in place; a TMS cannot show tracking information it has not received.
  6. Charges are calculated and handled. Depending on the workflow, the system may calculate freight charges, trigger invoicing, verify a carrier invoice, or pass settlement information to ERP or finance processes. Invoice reconciliation is a possible capability, not a guaranteed part of every TMS deployment. Microsoft likewise notes that transportation-management features are not required in every scenario in its Dynamics 365 Supply Chain Management overview.
  7. Activity can inform operational review. Reporting and analytics may help teams review transportation activity and inform future planning. For example, the U.S. General Services Administration lists reporting in its TMSS 2.0 service workflow. The presence of reporting alone does not establish a particular cost saving or performance improvement.

How a TMS connects to other systems

A TMS is usually one component in a broader logistics and supply-chain environment. Depending on the product and deployment, it can exchange order and delivery information with an ERP, coordinate with warehouse systems, communicate with carriers or other external services, and pass charge or verification work to finance processes. SAP lists ERP, Extended Warehouse Management, Event Management, and Global Trade Services among its integration areas in its transportation management documentation and TMS overview. Interfaces and supported standards are specific to the product and implementation.

For example, an ERP might hold an outbound customer order. The TMS can turn that order into freight demand, combine it with compatible demand, plan a route and carrier, and create a freight order. The carrier then receives or accepts the work, execution updates can be monitored, and the resulting charge can be checked and settled. This illustrates a possible connected workflow; it does not imply that every TMS automates all of those steps.

How the workflow varies by organization

  • Shippers commonly coordinate inbound and outbound transportation, carrier arrangements, cost, and service.
  • Carriers and fleet operators may use transportation software for operational control, with responsibilities different from a shipper-focused freight workflow.
  • Brokers and 3PLs may manage transportation on behalf of customers; their processes and platform design vary.
  • Public agencies may use a TMS to procure and coordinate shipment movement. The GSA says its TMSS 2.0 covers shipment creation, planning, tendering, execution, and reporting, and is available at no cost to its users with access to approved providers. That describes this particular public-sector service, not the price or scope of TMS software generally.

Inbound and outbound processes can also differ, and not every organization needs every feature. Microsoft’s Dynamics 365 documentation explicitly covers both kinds of scenario and notes that features can be optional. A TMS is therefore best understood as configurable transportation workflow software, not as one fixed process that every business must follow.
