Short answer: Photocatalytic water splitting uses light-absorbing catalysts to split water directly, while electrolytic production uses electricity—often generated by photovoltaic (PV) panels—to power an electrolyser. Photocatalysis may eventually reduce equipment count, but a 2024 review says reported photocatalytic solar-to-hydrogen efficiency has predominantly stayed around 1–2% or lower. Electrolysis is more established, yet its economics depend on electricity price and origin, utilisation, technology, financing and site conditions. There is no defensible universal winner because the pathways use different efficiency boundaries and have different maturity, durability and scale-up risks.
What the two pathways actually do
Direct photocatalytic water splitting
In a photocatalytic system, light-absorbing catalyst particles or coatings capture sunlight and use that energy to drive the water-splitting reactions. The solar input and the chemical conversion occur in the same general device architecture. That can eliminate a separate PV array and some electrical power-conditioning equipment, but it places demanding optical, chemical and gas-management jobs on the reactor itself. A review in Advanced Materials describes this as a potentially simpler route while identifying efficiency, durability and scale-up as continuing barriers (2024 review).
The useful headline metric is solar-to-hydrogen efficiency: the fraction of incident sunlight ultimately stored in hydrogen. A value is meaningful only when its illumination spectrum, active area, operating conditions and system boundary are stated. A laboratory catalyst result is not automatically the efficiency of a complete outdoor hydrogen plant.
PV electricity feeding an electrolyser
PV-electrolysis separates the jobs. Solar modules first convert sunlight into electricity; power electronics and balance-of-plant equipment condition that electricity; an electrolyser then uses it to split water. The electrolyser’s own performance is normally expressed as electricity-to-hydrogen efficiency or energy consumption. To compare the full pathway with direct photocatalysis, the PV field, wiring, inverter, water treatment, electrolyser, compression and other balance-of-plant loads must be included.

This separation allows each subsystem to be improved or replaced independently and lets an electrolyser use electricity from sources other than PV. It also adds components, capital cost and conversion losses. Whether those additions are worthwhile depends on local solar resource, electricity price, operating hours, financing and the required hydrogen output.
Photoelectrochemical (PEC) systems are a third configuration
PEC devices should not be grouped casually with either option. They use photoactive electrodes inside an electrochemical cell: light-absorbing electrodes participate directly in the electrochemical reactions, while an electrolyte, counter-electrode and cell hardware manage charge and products. A 2024 systematic review treats PEC as related to, but distinct from, particulate photocatalysis and PV-powered electrolysis (systematic review). DOE publishes separate technical targets for hydrogen production from PEC water splitting, which are modeled targets rather than quotations for a currently deployed plant (DOE PEC targets).
Efficiency: why one percentage can mislead
Before comparing numbers, label the conversion boundary. “Solar-to-hydrogen” starts with sunlight and ends with chemical energy in hydrogen. “Electricity-to-hydrogen” starts with electricity delivered to an electrolyser. A system-level figure may also include PV conversion, power electronics, water handling, gas compression and downtime. Mixing these categories can make a lower-boundary number look better than a full-chain result.
| Pathway | Primary efficiency boundary | What the cited evidence establishes |
|---|---|---|
| Direct photocatalysis | Sunlight to hydrogen (solar-to-hydrogen) | A 2024 Advanced Materials review says photocatalytic solar-hydrogen efficiency has predominantly remained at approximately 1–2% or lower. This is a field-level characterization, not a universal physical ceiling or a result from one standardized test (source). |
| PV-electrolysis | Electricity delivered to the electrolyser; full systems require a sunlight-to-hydrogen boundary | No single harmonized efficiency value is established for a like-for-like comparison in the cited material. PV output, electrolyser technology, operating point and balance-of-plant loads must be specified. |
| PEC | Usually sunlight to hydrogen in an integrated photoelectrochemical cell | Results depend on photoelectrode design, cell architecture and test conditions. DOE’s PEC figures are technical targets and assumptions, not current market performance (DOE target page). |
How to read the 1–2% photocatalytic figure
The approximately 1–2% or lower statement is the clearest broad field figure available for direct photocatalytic solar hydrogen. It indicates that most reported work has not yet delivered high single-digit or double-digit solar-to-hydrogen efficiency on a sustained, practical basis. It does not prove that every catalyst performs below 2%, nor does it establish a permanent ceiling. The review is summarising a body of work whose test methods, active areas, illumination and stability periods differ.
A high instantaneous result can still produce little hydrogen if the catalyst deactivates, the reactor cannot remove products, or the device operates only under a narrow light spectrum. Conversely, a lower laboratory percentage could be valuable if it remains stable over long operation and can be manufactured over large areas. Ask for the test duration, illuminated area, spectrum, gas-collection method and whether the number is a cell result or a complete system result.

Why electrolyser efficiency cannot be inferred from a solar number
An electrolyser receives electricity, not sunlight. Its energy use is affected by stack technology, current density, temperature, pressure, water quality, power-electronics losses and how often it is operated. A PV-electrolysis project also loses energy when sunlight is converted to electricity and when hydrogen is dried, compressed or stored. No current, globally representative electricity-to-hydrogen percentage is published, so quoting a single number would imply a comparability that the evidence does not support.
Cost: separate observed prices, scenarios and targets
Cost claims in this field use different evidence categories. An observed project cost is tied to a location, date and design. A modeled scenario projects what costs could be under assumptions about deployment, manufacturing and financing. A technical target is an engineering objective. Treating all three as today’s market price is a common error.

| USD 2–9 per kilogram of hydrogen by 2030 | IEA modeled outlook under deployment consistent with its Net Zero Emissions by 2050 Scenario | A scenario range, not a universal 2030 price and not a direct photocatalysis-versus-electrolysis quote. The IEA contrasts it with a smaller reduction under its Stated Policies Scenario (IEA, Global Hydrogen Review 2024). |
| USD 1 per kilogram | U.S. Department of Energy Hydrogen Shot goal | An ambition for hydrogen production cost. DOE says electrolysis has the potential to reach it and identifies additional manufacturing, efficiency and integrated-energy advances that are still needed (DOE announcement, December 4, 2024). |
| DOE PEC target-year cost values | Historical technical targets with assumptions for components, replacement lifetime, operation and maintenance | Modeled parameters for technology development, not a current quotation or proof of commercial cost (DOE PEC targets). |
Why photocatalysis could lower capital—and why that is unproven
Direct photocatalysis may avoid a separately manufactured PV field, inverter chain and electrolyser stack. Fewer major component types could reduce site layout, wiring and some balance-of-plant requirements. That is a potential systems advantage, not evidence that a commercial photocatalytic plant is already cheaper.
Low solar-to-hydrogen efficiency means more illuminated area is needed for a given hydrogen output. Larger reactors increase materials, land, light-distribution and maintenance requirements. Catalyst replacement, product separation, gas recovery, sealing and safety systems can offset savings from removing components. The economics therefore depend on the complete plant, not the price of a catalyst powder.
What determines electrolysis cost
Electrolysis cost is dominated by more than the stack. Electricity supply and price, utilisation, stack lifetime, replacement schedule, water treatment, compression, storage, construction, financing and grid or renewable-energy connection all matter. Running an electrolyser at low utilisation can spread capital over fewer kilograms; running it flexibly may reduce electricity cost but increase cycling and complicate operations.

The IEA explicitly presents future cost reductions as dependent on technology development and deployment, while DOE describes further advances as necessary to approach the Hydrogen Shot goal. Neither source supports a single global price for every project or a claim that electrolysis is automatically inexpensive because the input electricity is renewable.
Photocatalysis: practical limits beyond catalyst efficiency
Durability and deactivation
A catalyst must keep absorbing light and driving both half-reactions while exposed to water, dissolved species, illumination and temperature changes. Corrosion, surface poisoning, particle loss or changes in optical properties can reduce output. A short demonstration cannot establish replacement interval or lifetime. Durable operation matters because every replacement interrupts production and adds material, labour and waste costs.
Scale-up from powder or small cell to reactor
Scaling illuminated chemistry is not just multiplying the active area. A large reactor must deliver light uniformly, keep catalyst suspended or immobilised, control flow and temperature, and prevent shaded regions from becoming unproductive. Pumps, circulation, windows, coatings and structural materials add energy use and maintenance. The 2024 literature review identifies reactor design and scale-up as central issues for large-scale solar-to-chemical conversion (Frontiers in Science review).
Hydrogen and oxygen separation
Water splitting creates hydrogen and oxygen that must be collected safely. If the gases mix, downstream purification becomes harder and the mixture can present a combustion or explosion hazard. Reactor geometry, membranes or compartmentalisation, bubble management and gas withdrawal all affect usable yield. The need to recover clean hydrogen means the reactor cannot be evaluated solely by the amount of gas observed at a catalyst surface.
Intermittent sunlight and output control
Direct solar devices follow available light. Clouds, seasonal changes and nighttime reduce output, so a project needs hydrogen storage, a backup energy source, oversized reactors or a customer able to accept variable supply. Storage and compression add equipment and energy demand. A photocatalytic system that looks attractive at noon under clear-sky illumination may have a very different annual output after weather and downtime are included.

Safety and maintenance
Hydrogen is a small, highly diffusive molecule that requires leak detection, ventilation, compatible materials and controlled ignition sources. Oxygen handling must also be designed deliberately. Outdoor reactors add wind, weather, access and cleaning concerns. These are plant-engineering requirements, not optional accessories that disappear because the catalyst is inexpensive.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Electrolysis: practical limits and strengths
Electricity is the decisive input
Calling hydrogen “green” describes the electricity and project accounting, not the electrolyser alone. PV electricity can be paired directly, purchased through contracts or supplied through a grid whose generation mix changes by region and time. The cost, emissions profile and utilisation of that supply determine the result. A low-cost electrolyser running on carbon-intensive electricity does not deliver the same climate outcome as one supplied with verified renewable power.
Utilisation, cycling and replacement
Electrolysers are capital equipment that must operate often enough to spread their cost over production. Solar-only operation can leave the stack idle for part of each day unless storage or supplemental electricity is available. Flexible operation can match variable renewable output, but frequent starts, stops and load changes affect maintenance planning and stack replacement. A project model should state expected operating hours and replacement assumptions rather than applying a nameplate capacity to every hour of the year.
Balance of plant and product conditioning
Water purification, pumps, cooling, gas separation, drying, compression, controls and safety systems consume energy and require maintenance. The electrolyser stack is only one part of the installation. Hydrogen buyers may require a specified pressure, purity and delivery schedule, so the lowest stack energy figure does not necessarily produce the lowest delivered-hydrogen cost.
Deployment maturity is not the same as universal economics
Electrolysis has a clearer equipment supply chain and a more modular project architecture than direct photocatalysis, but that does not make every installation economical. Local electricity prices, grid connection, renewable-resource quality, permitting, water availability, financing and offtake contracts can move the result substantially. The IEA’s scenario range and DOE’s Hydrogen Shot assessment both signal that future reductions depend on continued deployment and technical progress, not on a guaranteed price today.

How to make a fair comparison for a real project
- Define the system boundary. Decide whether you are comparing sunlight to hydrogen, electricity to hydrogen, or delivered hydrogen after compression and storage.
- Specify the operating conditions. Record solar spectrum or electricity profile, temperature, pressure, water quality, expected operating hours and allowable downtime.
- Use the same output basis. Compare kilograms of usable hydrogen per year, not a peak laboratory rate from one pathway with an annual plant rate from another.
- Include every major energy load. Count PV conversion, inverters, pumps, water treatment, gas separation, drying, compression, storage and controls where they apply.
- Model lifetime explicitly. Include catalyst or electrode replacement, electrolyser stack replacement, degradation and planned maintenance.
- Test weather and electricity scenarios. Evaluate seasonal sunlight, cloud cover, renewable curtailment, grid prices and backup-power assumptions instead of using one ideal operating day.
- Price safety and recovery systems. Hydrogen detection, ventilation, separation, pressure equipment and emergency shutdown add capital and operating requirements in both architectures.
- Label the evidence. Mark each input as a laboratory demonstration, pilot result, technical target, modeled scenario or deployed-project observation.
Which pathway fits which decision?
Choose direct photocatalysis for a research-led, long-horizon option
Photocatalysis is attractive when the project can tolerate technology-development risk and values a potentially integrated solar reactor. It is not yet a low-risk choice for guaranteed, high-volume hydrogen because the field-level efficiency characterization remains around 1–2% or lower and reactor, durability, separation and recovery challenges remain unresolved at scale. A credible proposal should show long-duration data, illuminated area, gas purity, separation method, maintenance plan and annual rather than peak output.
Choose PV-electrolysis when bankability and modular integration matter
PV-electrolysis offers a separable, expandable architecture: solar generation and hydrogen production can be sized, replaced or operated with different power sources. It is generally easier to analyze with conventional project-accounting tools, but the business case still hinges on electricity cost, utilisation, stack life, financing and offtake. Renewable electricity must be verified against the project’s environmental objective.
Consider PEC only with its own evidence package
PEC can combine light absorption and electrochemistry without being identical to particulate photocatalysis or PV-electrolysis. Evaluate photoelectrode stability, cell separation, manufacturing route, replacement assumptions and the specific DOE target definitions before comparing it with either alternative. Do not transfer a photocatalytic percentage or an electrolyser cost directly to a PEC design.

- Calling a target a price: USD 1/kg is the DOE Hydrogen Shot goal, not a demonstrated universal market cost.
- Calling a scenario a forecast: the IEA’s USD 2–9/kg range is tied to a 2030 Net Zero-aligned deployment scenario and should not be presented as today’s tariff.
- Comparing unlike efficiencies: a solar-to-hydrogen percentage cannot be placed beside an electrolyser electricity-to-hydrogen percentage without adding the PV and system boundary.
- Ignoring gas handling: hydrogen recovery, oxygen separation, purification and compression can determine usable output and safety.
- Using peak data as annual production: sunlight variability, maintenance and degradation change the kilograms produced over a year.
- Assuming fewer components means lower cost: photocatalysis may remove some equipment, but larger illuminated areas and more difficult reactors can offset that advantage.
- Equating renewable input with automatic greenness: the electricity source, timing and accounting rules are part of the environmental claim.
Bottom line for readers and project developers
Photocatalytic water splitting is a direct solar route with a potentially simpler component architecture, but its reported field efficiency—predominantly about 1–2% or lower—plus durability, reactor scale-up, gas separation and safety requirements limits near-term practicality. PV-electrolysis adds conversion equipment and depends heavily on electricity economics, yet its modular architecture is easier to integrate into a project with defined power, water and offtake conditions. Cost claims must be tagged as observed, modeled or targeted: the IEA’s USD 2–9/kg by 2030 is scenario-based, and DOE’s USD 1/kg is an aspirational Hydrogen Shot goal requiring further advances. A fair decision compares complete, same-boundary systems over their lifetime rather than selecting a winner from one efficiency percentage.
