Short answer: choose a conventional industrial robot when a defined, repeatable operation can run in a dedicated, guarded cell. Consider a collaborative robot (cobot) when people must work near the robot, the task changes frequently, or a compact, redeployable system has a clear operational advantage. Neither label proves GMP suitability, cleanability, aseptic compatibility, or safe operation. The application, safeguarding, materials, cleaning regime, controls, and qualification package determine whether the system belongs on your line.
The decision is therefore not “robot versus cobot” in the abstract. It is a documented comparison of the task, people, product, room, contamination risks, throughput, interfaces, and validation burden. Engineering, EHS, quality, validation, and operations should approve the same use case before procurement.
What the two terms actually describe
Industrial robot
An industrial robot is an automatically operated manipulator integrated into a production system. In pharmaceutical plants it is commonly installed inside a cell with physical separation, interlocked doors, light curtains, scanners, or other protective measures selected through a system-level risk assessment. The robot itself is only one part of that system: tooling, guarding, conveyors, software, sensors, utilities, and procedures determine the final behavior.
This arrangement is a strong candidate for a stable, repetitive operation with a known sequence and predictable material flow. A dedicated cell can be engineered around the required reach, payload, precision, cycle time, cleaning method, and line interfaces. “Industrial” does not mean inflexible; a cell can include recipe changes and tooling designed for several formats, provided those changes are controlled and qualified.

Collaborative robot application
“Collaborative” describes an application in which an automatically operated robot system shares a workspace with people. ISO’s 2016 explainer defines collaborative robotics as “when automatically operated robot systems share the same workspace with humans.” The word refers to the system and its use, not to a special robot species or a blanket exemption from guarding.
A cobot may reduce the need for a full perimeter fence in a particular operating mode, but the shared workspace still requires a documented risk assessment. Speed and force limits, protective stops, reduced-speed teaching, separation monitoring, pressure-sensitive devices, layout, tooling, and human behavior all affect the residual risk. A cobot can require additional safeguarding if the end effector, payload, sharp edges, product, or process creates a hazard.
Side-by-side comparison
| Decision axis | Conventional industrial robot | Collaborative robot application |
|---|---|---|
| Human interaction | Usually operated in a separated cell with engineered safeguards; the complete system design governs. | Designed for some form of human–robot collaboration, but every shared workspace and operating mode must be risk-assessed. |
| Best initial fit | High-repeatability, defined operations where a dedicated cell can be integrated and protected. | Operator-adjacent work, frequent format changes, pilot or lower-volume tasks, and jobs where redeployment is valuable. |
| Flexibility | Can be engineered for one process or several controlled recipes; flexibility depends on tooling and changeover design. | Compact footprint and redeployable programming are often emphasized by suppliers; site-specific integration still determines practical flexibility. |
| Throughput strategy | Often favors a fixed, optimized sequence and predictable material presentation. | May favor adaptable handling or assistance around an operator; maximum rate must be demonstrated for the actual payload, tooling, and interaction pattern. |
| Pharmaceutical suitability | Depends on intended use, cleanability, maintenance, material compatibility, contamination controls, and qualification. | Exactly the same GMP and qualification requirements apply; collaborative safety characteristics do not replace them. |
| Safeguarding | Cell guarding, interlocks, presence sensing, and controlled access are common options, selected by risk assessment. | ISO/TS 15066 supplements ISO 10218 requirements and guidance for collaborative systems; additional guarding may still be necessary. |
| Evidence available for this comparison | No universal performance, cost, or payback figure applies across lines. | No universal performance, cost, or payback figure applies across lines. |
The table describes decision logic, not a product ranking. A fast, guarded industrial cell can outperform a cobot on a high-volume operation, while a cobot can be the better engineering choice when access, changeover, or operator interaction dominates the problem.
GMP requirements apply to both choices
There is no regulator-issued list of approved robots
FDA states that its current good manufacturing practice (CGMP) regulations neither approve nor prohibit specific drug-manufacturing equipment. The manufacturer selects equipment and remains responsible for ensuring that it can meet the applicable requirements. A robot therefore cannot be accepted merely because a supplier calls it pharmaceutical, industrial, or collaborative.
Under 21 CFR 211.63 and 211.67, equipment must be appropriately designed for its intended use and for cleaning and maintenance. Under 21 CFR 211.65, product-contact surfaces must not react with, add to, or absorb components in a way that alters the drug product’s quality. For nondedicated equipment or facilities, the firm must evaluate contamination risks and establish suitable controls, including cleaning validation where applicable.

Design the whole product-contact path
Assess every surface that can touch product, primary packaging, components, or critical air: grippers, fingers, vacuum cups, belts, trays, guides, sensors, lubricants, seals, cable carriers, and change parts. Verify material compatibility with the product and with the cleaning agents, disinfectants, temperatures, pressures, and drying methods used at the site.
Consider joints and cavities that can trap powder, liquid, residues, or condensate. A smooth external housing does not make an assembly cleanable if the tooling or cable routing creates inaccessible areas. Specify drainability where washdown is used, corrosion resistance where chemicals are aggressive, and a repeatable method for disassembly or access during cleaning and inspection.
Use ICH Q7 in the right scope
ICH Q7, the active pharmaceutical ingredient GMP guideline, calls for equipment that is appropriately designed and sized for intended use, cleaning, sanitation when appropriate, and maintenance. It also expects written cleaning procedures detailed enough to support reproducible and effective cleaning. Q7 is an API framework, not the only requirement for every finished-drug operation; apply the complete regulatory and quality system relevant to your product and jurisdiction.
Safety standards and the limits of the word “collaborative”
Apply current editions during project design
ISO/TS 15066:2016 specifies safety requirements for collaborative industrial robot systems and their work environment and supplements ISO 10218-1 and ISO 10218-2. ISO records that ISO/TS 15066 was reviewed and confirmed in 2022, with revision work underway. ISO’s robotics catalogue lists ISO 10218-1 and ISO 10218-2 editions published in 2025. Because editions and national implementation can change, the project team should verify the current texts and jurisdiction-specific obligations before design approval.
Assess each operating mode
Document hazards for automatic production, manual loading, teaching, cleaning, maintenance, recovery from a stop, recipe change, and foreseeable misuse. A collaborative mode that is safe during normal motion may not be safe during a jam, when a heavier tool is attached, or when a worker reaches into the space while another machine is moving.

- Define the maximum payload, tool mass, speed, force, stopping distance, and reachable envelope.
- Identify pinch, crush, shear, impact, sharp-edge, thermal, electrical, pneumatic, and chemical hazards.
- Specify how a stop is initiated, how stored energy is removed, and how a person is verified clear before restart.
- Validate safety functions after software, tooling, layout, or recipe changes.
- Train operators and maintenance personnel on normal work, abnormal conditions, and restart authorization.
Do not remove a fence solely because a robot is sold as collaborative. The result may be a collaborative application with partial guarding, full guarding in some zones, or no shared operation at all, depending on the risk assessment.

Room classification is only one control
For sterile products made by aseptic processing, FDA says ISO 14644-1 and ISO 14644-2 should be used together with applicable FDA requirements, guidance, and other relevant references. Those classification standards alone generally do not qualify an aseptic facility. Additional evidence, such as microbiological data, may be expected.
When evaluating a robot or cobot for an aseptic area, connect the mechanical design to the contamination-control strategy. Examine particle generation, outgassing, lubricants, heat, airflow obstruction, surface finishes, glove or isolator interfaces, and the ability to sanitize the entire system without damaging sensors or seals. A compact arm can reduce footprint but still create turbulence or inaccessible surfaces; a larger guarded cell can be acceptable if its materials, airflow effects, and cleaning method are demonstrated.
Separate product, personnel, and waste flows
Map how components enter, how rejected units leave, and how tools, cleaning materials, and maintenance parts are transferred. A cobot that allows an operator to reach into the work area may simplify handling but can increase interventions and contamination opportunities. Conversely, a fully enclosed cell may reduce interventions while adding glove ports, transfer devices, or more complex maintenance access. Choose the arrangement that produces the most controllable process, not the smallest robot footprint.
Which tasks suit each approach?
| Task pattern | Questions to answer | Likely starting point |
|---|---|---|
| High-volume, fixed-format pick-and-place | Can materials be presented consistently? What cycle time, uptime, and guarding are required? | Evaluate a dedicated industrial cell first; a cobot remains possible if its rate and safety case meet the target. |
| Inspection or machine tending beside an operator | Does the person need continuous access? Can the robot stop safely around hands and tools? | Evaluate a collaborative application, then confirm whether local guarding is still required. |
| Sample handling or laboratory-to-line transfer | What are the chain-of-identity, mix-up, spill, and cleaning controls? Are containers standardized? | Either architecture can fit; traceability and containment usually decide. |
| Packaging with frequent format changes | How often are change parts replaced? Can recipes, tooling, and line clearance be verified? | A redeployable cobot may help, but a modular industrial cell may deliver better repeatability at higher volume. |
| Palletizing or secondary packaging | What payload, reach, pallet pattern, guarding, and traffic separation are needed? | Compare both; payload, speed, and floor-space constraints are decisive. |
| Aseptic filling or critical-zone handling | Can the design meet the contamination-control strategy, intervention limits, and qualification evidence? | Do not infer suitability from the robot label. Select the architecture that can be demonstrated in the specific classified environment. |
| Low-volume or pilot production | Will redeployment reduce engineering time? How will each new use be assessed and qualified? | A cobot can be attractive for flexibility, subject to repeatable setup and documented change control. |
Published examples illustrate different contexts rather than a universal winner. A company account describes processing collaboration between a pharmaceutical-equipment group and a robotics supplier in response to contamination-control demands for injectable production. A supplier brochure lists inspection, sample handling, packaging, and palletizing as cobot use cases and presents flexible programming for low-volume or pilot work. A peer-reviewed Amsterdam hospital-pharmacy study compared robotic and manual preparation of ready-to-administer cytotoxic drugs under its particular room and process conditions. None of those examples proves that the same architecture fits another plant.

A step-by-step selection method
- Define the operation. Write the input, output, product state, container formats, sequence, target cycle time, required uptime, and acceptable reject rate. State whether the robot touches product, primary packaging, secondary packaging, or only equipment.
- Characterize the physical envelope. Specify payload including tooling, reach, precision, orientation, access points, utilities, floor loading, and the space needed for cleaning and maintenance.
- Map human interaction. List loading, unloading, inspection, replenishment, line clearance, cleaning, jam recovery, teaching, and maintenance tasks. Mark where a person must enter the robot’s reach and under what conditions.
- Build the hazard and contamination assessment. Combine machinery-safety risk assessment with product, personnel, cross-contamination, particle, microbiological, and chemical hazards. Do not treat these as separate exercises; an intervention that is mechanically safe can still be unacceptable for an aseptic process.
- Set room and material requirements. Define cleanroom classification, pressure relationships, temperature and humidity limits, washdown or wipe-down method, disinfectants, lubricants, surface finishes, and product-contact materials.
- Compare architectures against the same specification. Obtain a guarded-cell concept and a collaborative concept where both are plausible. Require suppliers and integrators to state assumptions for cycle time, payload, operator distance, stopping performance, tooling, and changeover.
- Design line interfaces and data controls. Specify conveyors, feeders, vision, serialization or batch records, alarms, recipe permissions, audit trails, electronic signatures where applicable, and what happens when communication or power fails.
- Plan qualification before purchase. Define user requirements, functional and design specifications, factory and site acceptance tests, installation and operational qualification, performance qualification, cleaning validation, software validation, and requalification triggers.
- Review lifecycle work. Price and schedule preventive maintenance, calibration, spare parts, sensor replacement, software updates, cybersecurity controls, cleaning downtime, training, and documented recovery from faults.
- Approve one use case, not a robot category. Quality, validation, EHS, engineering, operations, and maintenance should sign the risk assessment, requirements, and qualification strategy for the specific cell or shared workspace.
Qualification and documentation deliverables
Before installation
- User requirements that identify product, process, room, throughput, interaction, and data needs.
- Supplier specifications for robot, controller, end effector, sensors, guarding, software, materials, and utilities.
- Risk assessments covering machinery safety, contamination, cleaning, ergonomics, cybersecurity, and failure recovery.
- Material certificates, surface-finish information, lubricant details, and cleaning-compatibility evidence.
- Drawings showing access, airflow-relevant features, drainability, transfer paths, and maintenance clearances.
During commissioning and qualification
- Verified installation, utility checks, safety-function tests, interlock tests, and alarm challenges.
- Cycle-time and capability tests using representative formats, payloads, recipes, and environmental conditions.
- Cleaning procedure execution and, where required, cleaning validation for product residues and cleaning agents.
- Software and data-integrity testing for recipes, permissions, audit trails, alarms, and batch records.
- Operator and maintenance training records, standard operating procedures, and controlled restart instructions.
After changes
Changing a gripper, payload, robot position, speed limit, recipe, sensor, software version, cleaning agent, or room arrangement can invalidate earlier conclusions. Define change-control impact criteria and repeat the affected safety, cleaning, environmental, and performance tests rather than assuming the original qualification still covers the new configuration.
Cost and lifecycle trade-offs without a misleading price promise
The purchase price of the arm is only one line in the business case. Include tooling, vision, feeders, conveyors, guarding, safety controls, cleanroom-compatible materials, isolator or transfer interfaces, software, integration, validation, documentation, training, spare parts, maintenance, and production downtime during installation and qualification.
A cobot can reduce footprint or make a temporary cell easier to redeploy, but redeployment is not free in a regulated environment: each new product, tool, room, or interaction pattern may require a new risk assessment and qualification work. An industrial cell can require more capital and floor space up front while delivering a more controlled, automated sequence for a stable high-volume process. Compare total cost over the intended life, including changeovers and the cost of interventions, not just the equipment quotation.
Common decision mistakes and how to correct them
“Collaborative means intrinsically safe.”
Correction: assess the complete application, including tool, payload, speed, stopping distance, product hazards, and every operating mode. Add guarding or separation where the residual risk requires it.
“A cleanroom rating proves GMP suitability.”
Correction: connect room classification to cleaning, materials, airflow effects, microbiological control, interventions, and qualification evidence. ISO 14644 classification does not by itself qualify an aseptic process.

“The robot is non-product-contact, so it cannot contaminate product.”
Correction: evaluate indirect paths: particles, lubricants, condensate, dropped parts, airflow disturbance, gloves, tools, and maintenance activities.
“A vendor’s task list is a validated use case.”
Correction: treat brochures and case accounts as examples. Re-test the actual payload, rate, room, cleaning method, interfaces, and failure modes on your line.
“The fastest robot wins.”
Correction: measure the complete process cycle, including loading, inspection, rejects, stops, cleaning, changeover, and operator actions. A nominal robot speed does not establish line throughput.
Recommended Free Tools
“Qualification can start after installation.”
Correction: write user requirements, risk assessments, acceptance criteria, and change-control rules before final design. Late discovery of inaccessible surfaces or unsafe interventions is expensive to correct.
Final decision checklist
- Operation, product state, formats, output, cycle time, throughput, and uptime target are defined.
- Payload, reach, precision, tooling, utilities, and maintenance access are specified.
- Operator interaction, teaching, loading, cleaning, jam recovery, and restart are mapped.
- Guarding or collaborative safeguards are justified by a documented risk assessment.
- Cleanroom class, airflow constraints, materials, lubricants, disinfectants, and washdown method are established.
- Product-contact and indirect contamination paths are identified and controlled.
- Changeover, line clearance, cross-contamination, and rejected-material flows are documented.
- Controls, recipes, alarms, traceability, audit trails, and failure recovery meet site requirements.
- Commissioning, qualification, cleaning validation, software validation, and requalification triggers are funded and scheduled.
- Quality, validation, EHS, engineering, operations, and maintenance agree on the specific use case.
The practical verdict is conditional: use a conventional industrial robot for a controlled, repeatable operation when a dedicated safeguarded cell gives the clearest process and contamination controls. Use a cobot only when human sharing or redeployment solves a real line requirement and the complete application can meet machinery-safety, GMP, cleaning, environmental, and qualification expectations. The correct choice is the architecture you can operate safely, clean reproducibly, control for contamination, and defend with documented evidence.
