There is no evidence here that employees were asked whether recycling is part of their job description. The phrase is a useful way to frame a real workplace challenge: recycling depends not only on individual choices, but also on whether people know what goes where, can reach suitable facilities, and understand who is responsible for the system.
Why recycling at work is different from recycling at home
At work, people discard waste within an organization’s routines and facilities. They may not choose the collection service, decide which materials are accepted, or know who empties and maintains the bins. A peer-reviewed mixed-methods study of organizational recycling, published in Waste Management in December 2021, identifies waste types and volumes, responsibility and accountability, personal control, recycling schemes, institutional support, and group harmony as factors associated with workplace recycling behavior.
That helps explain why simply telling employees to recycle may not be enough. If containers are hard to find, labels are unclear, or the workplace scheme does not match what the collector accepts, a willing person can still be unsure what to do. The study’s authors argue that psychological factors alone are insufficient and that organizations can support recycling by making it easier. They also point to harmonizing schemes across contexts as a way to reduce complexity and help people behave consistently.

A 2018 study record from Newcastle University describes a study of 189 employees at six companies in northern England. Its abstract reports that recycling at work and recycling at home were unrelated in that sample, alongside differences in attitudes and behavior by job type and age.

This is a finding from a limited group, not proof that home habits never carry over to work. It does show why employers should not assume that personal recycling experience will automatically overcome confusing workplace rules or inconvenient facilities.
What workplace evidence can—and cannot—tell you
A 2015 meta-analytical review by Adekunle Oke examined 51 studies of workplace waste recycling behavior. The review abstract notes that earlier studies often focused on one waste stream, academic settings, and self-reported behavior. The evidence therefore covers varied settings and measures; it does not establish that one intervention will work in every organization.

The practical steps below follow from the factors identified in the organizational study. They are implementation suggestions, not individually proven results from controlled trials.
How to make a workplace recycling scheme easier to use

Map the waste the workplace actually produces
Identify the main materials and where they arise—for example, in kitchens, print areas, shipping operations, or workspaces. A scheme should reflect the organization’s actual waste streams rather than assume every site produces the same mix.

Confirm what the collector accepts
Check accepted materials and preparation rules with the local authority or waste carrier. Use those rules to define the scheme; a label should not promise recycling for a material the collection arrangement does not take.

Put clearly labeled containers where disposal happens
Make the relevant containers usable and easy to find at the points where people discard waste. State accepted materials in plain language so staff do not have to guess. Buying bins alone will not resolve mismatched collection rules, confusing labels, or unclear responsibility.

Assign ownership for upkeep and communication
Name who checks labels, keeps containers usable, coordinates collection, and updates instructions when arrangements change. Clear responsibility addresses an organizational factor identified in the workplace study and prevents the scheme from depending on informal assumptions.

Make questions and problem reports simple
Give employees a straightforward way to ask whether an item belongs in a stream or flag a confusing or full container. Use recurring questions to identify where instructions or facilities need attention.

What Welsh business survey figures show
The Welsh Government published its business-attitudes summary on 25 March 2024, based on 502 telephone interviews with Welsh SME establishments conducted from 2 to 22 October 2023. The figures describe those surveyed establishments, not all businesses in Wales: the survey used non-random quota sampling, which the Welsh Government cautions against treating as a definitive estimate.

These results suggest that awareness and support are not the same thing: prompted awareness was higher than spontaneous awareness, while support was reported by a majority of the surveyed establishments. They do not establish employees’ individual views or explain how well any particular workplace scheme works.
Keep legal guidance specific to the workplace’s location
The Welsh Government survey concerns attitudes and awareness about changes to workplace recycling law in Wales; it is not a complete statement of legal obligations. Requirements can depend on location and may change. Employers should check current guidance from the relevant local authority or government for the jurisdiction where the workplace operates rather than applying Welsh survey findings as law elsewhere.

Choosing facilities is a system decision
When assessing containers or other facilities, compare whether accepted materials are clear, whether the location is convenient, whether the setup matches collection arrangements, how easy it is to maintain, and whether it fits the waste the organization produces. For a larger organization, a waste-service provider may help align on-site instructions with collection arrangements, but the organization still needs clear internal ownership and communication.
