Try one focused retry only when it targets the failure: run OCR on a scanned page with no usable text layer, verify uncertain OCR against the page image, or split a document that timed out. If the file is restricted, damaged, unsupported, or still produces unreliable text after that retry, ask the owner for an authorized original or clean export instead of cycling through extractors.
First, identify what kind of failure you have
A PDF can display normally while containing only page images; visible words are not necessarily selectable text. Before retrying, check whether you can select and copy text from the affected page, whether a text layer exists and is accurate, and whether the extractor reports an error. Also consider scan clarity, document complexity, permissions, and file or page limits. These are different failure causes, and they call for different responses.
When one targeted retry is worthwhile
The page is a scan with no usable text layer
Run OCR once to create a searchable text layer. Adobe describes OCR for scanned PDFs in its Acrobat guidance for scanning documents to PDF. Then inspect representative passages, especially names, numbers, tables, and text essential to your task.

Do not assume recognized text is correct. Compare uncertain words with the visible scan and correct consequential errors. Acrobat’s workflow identifies uncertain matches as suspects and supports review and correction; see Adobe’s instructions for editing scanned PDFs.

A large document timed out
If the error is a timeout, retry only the affected work in smaller page ranges. Adobe’s PDF Extract API documentation recommends splitting a document after a timeout. This is a reasonable retry because it addresses processing size; it does not fix a damaged file or unsupported content. See Adobe’s PDF Extract API how-to documentation.
When to stop and request an authorized source
Permissions or password protection block extraction
Ask the owner for a copy or alternate format that permits the use you need. Adobe lists extraction restrictions and protected files among possible blockers. Do not try to bypass permissions; request an authorized version instead. The relevant failure categories are described in Adobe’s PDF Extract API documentation.

The file is damaged or its structure is unsupported
Adobe identifies malformed or damaged PDFs, unsupported fonts or languages, complex tables or content, XFA forms, and file or page limits as distinct extraction problems. If one of these is reported—or the output remains unusable—ask the provider for the original digital file or an export suited to your task. A different extractor may have different capabilities, but there is no basis for assuming it will repair a problem rooted in the source or in a support limit.
The scan itself is poor
Request a clearer scan or original digital file when text is obscured, skewed, shadowed, overlapping, or otherwise difficult to read. Adobe’s PDF Extract API documentation flags page resolution below 200 DPI as a condition that can result in lower-quality text output. That is Adobe API guidance, not a universal OCR cutoff or guarantee of success above that resolution. See Adobe’s extraction guidance.

If Acrobat says the page already contains renderable text
That message indicates Acrobat sees editable text, so OCR is not the first thing to try. Adobe suggests obtaining a copy without editable text or rasterizing the page to TIFF and converting it back to PDF before OCR; see its OCR guidance. Treat rasterization as a special-case workaround: use a copy, since it changes the document’s representation, and check the resulting output carefully.

- The original digital document rather than a scan of a printout.
- A clean, searchable PDF export with selectable text.
- A clearer scan if the existing page image is hard to read.
- An authorized copy or alternate format that permits the required extraction.
- A format appropriate to the document’s content when complex tables, forms, or reading order matter.
A searchable text layer, fonts that map correctly to Unicode, and document structure tags address different problems. OCR can make image text searchable, but it does not by itself guarantee correct reading order or accessible structure. If those qualities matter, ask for a properly structured source or export rather than treating OCR as a complete repair.
