The best PDF redaction software permanently removes selected text and images, separately sanitizes hidden data, can find repeated terms or patterns, and supports OCR for scanned files. These features help reduce risk, but a checklist alone cannot guarantee that every trace of sensitive information is gone. Review the saved PDF before sharing it.
What PDF redaction software must do
Redacting is not the same as covering. A drawn rectangle, highlight, or annotation may obscure words on screen while leaving the underlying content accessible. Look for a dedicated redaction command that removes the selected content from the PDF.
Adobe Acrobat Help describes its feature this way: “Redaction permanently hides sensitive information from a PDF document.” In this context, “hides” refers to the redaction operation, not placing a shape over the text. Adobe says the selected content is replaced with colored boxes and that redaction becomes permanent after it is applied and the file is saved. Foxit also describes redaction as permanent removal of visible text and images. Adobe’s redaction and sanitization guidance and Foxit’s protection features explain their respective functions.
1. Permanent removal of selected text and images
Check that the software has an explicit redact-and-apply workflow—not merely a markup tool—and that it removes both text and images you select. After applying redactions, save the output and inspect it. A black box that can be selected, moved, or deleted is a cover, not proof that the underlying content was removed.

2. A separate tool to sanitize hidden information
Removing visible content does not necessarily remove other data stored in a PDF. Metadata, embedded content, scripts, comments, hidden layers, overlapping objects, and remnants from earlier saves may need a separate sanitization step. Adobe explicitly distinguishes redaction from sanitization and lists metadata, embedded content, and scripts among the data its sanitization feature targets. Foxit lists metadata, comments, hidden data from previous saves, hidden layers, and overlapping objects.
Before choosing a tool, confirm which hidden-data classes it can clean and where sanitization fits into the save workflow. Adobe’s documentation notes that the operations are separate: applying visible redactions should not be assumed to sanitize the rest of the file. 3. Search for repeated words, phrases, and patterns
Search-driven redaction is useful when a document contains repeated names, account identifiers, or other known terms. Instead of finding each occurrence by eye, search for a word or phrase, multiple terms, or supported patterns, then inspect the matches before marking them for redaction.

- Search the PDF for the relevant word, phrase, terms, or pattern.
- Review the matches and select the occurrences that should be redacted.
- Mark and apply the redactions, then use any separate sanitization option if needed.
- Save the output and validate it before distribution.
Adobe documents this workflow in its search-and-redact instructions. Search results still require human review: the documentation describes a workflow, not a guarantee that every relevant occurrence will be detected.

4. OCR for scanned PDFs
A scanned PDF may consist of page images rather than searchable text. OCR (optical character recognition) converts text in those images into searchable text, which can make text-search redaction possible. If you regularly handle scans, check that the software offers OCR as part of the workflow.
Foxit’s PDF Editor comparison lists OCR for scanned documents. That comparison is identified as US-region information as of July 2026. The sources do not establish comparative OCR accuracy, language coverage, or error rates, so do not treat the presence of OCR as proof that a scan has been read perfectly. Inspect OCR results and the final document, especially where a missed character could expose sensitive information.

Why the feature checklist is not a security guarantee
Redaction quality can depend on the software version, how the PDF was created, and what information remains in the output. A 2021 update to an Australian Cyber Security Centre examination of Adobe Acrobat Pro DC 2017 reported that, in its specified tests, no redacted information was recovered from PDFs created with Adobe Acrobat, Adobe Acrobat Distiller, and Microsoft Word; remnants were recovered from PDFs created with CutePDF and LibreOffice Writer. These findings apply to the named software and test cases, not every PDF or current Acrobat release. Read the Australian Cyber Security Centre examination.

How to evaluate software for your workflow
Adobe Acrobat Pro and Foxit PDF Editor are examples with vendor-published information on redaction and related tools. The cited product pages describe features, not an independent head-to-head security evaluation. Compare the edition you would actually use, its operating-system and deployment requirements, whether the required functions are included, and how its save-and-sanitize workflow handles your files. Confirm current local licensing and availability directly with the vendor; the cited Foxit comparison is US-region information dated July 2026.
