Using a payment processor can reduce the card data your store handles, but it does not automatically make your website compliant or remove your responsibility to validate and oversee the provider. PCI DSS is a payment-card security standard enforced through payment-brand programs—not a government certification with one universal fee or fine. Your obligations depend on how checkout works and which entity, often your acquirer, accepts your compliance reporting.
Does PCI DSS apply if I use a payment processor?
PCI DSS applies to entities that store, process, or transmit cardholder data, including when those functions are handled through a third party. If your store outsources all payment processing and does not itself store, process, or transmit the data, many requirements may not apply directly to your environment. That is not the same as having no compliance responsibilities: you still need to validate through the applicable process and oversee the provider.
PCI SSC says merchants should confirm validation and reporting obligations with their acquirer or other compliance-accepting entity. The PCI SSC is the standards body; it does not decide every merchant’s reporting route or form.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesProvider oversight remains part of the job
For a provider performing services that affect account data, PCI DSS requires the merchant to maintain a written agreement acknowledging shared responsibilities (Requirement 12.8.2) and monitor the provider’s compliance at least annually (Requirement 12.8.4). Ask which controls the provider handles and which remain yours, and keep the responsibility boundaries in writing. [PCI SSC outsourcing guidance]

How checkout setup affects scope
The path customers take to pay affects which systems and eligibility conditions matter. A redirect or embedded payment form can keep the merchant from directly handling card data, but the merchant’s website may still be in scope. PCI SSC says a website meeting SAQ A criteria remains in scope so its web-server configuration and redirect mechanism can be examined. [PCI SSC website-scope FAQ]
| Checkout pattern | What it means for scope and validation |
|---|---|
| Merchant-hosted payment form | The merchant page handles the payment flow directly; determine which systems store, process, or transmit account data and which validation process applies with the compliance-accepting entity. |
| Embedded provider form or iframe | Payment data may go directly to the provider, but the merchant ecommerce page remains relevant. SAQ A eligibility includes a script-attack condition for applicable embedded-page setups. |
| Full redirect to a provider-hosted page | Card entry occurs on the provider’s page, but the merchant web server and redirect mechanism remain in scope; applicable website protections still matter. |
| Provider-hosted payment link | A fully outsourced payment link sent by email is not subject to the specific embedded-page script-attack criterion described in PCI SSC FAQ 1588. Other SAQ A eligibility requirements still apply. |
The table describes distinctions, not a shortcut for choosing a questionnaire. For the setup-specific explanation, see PCI SSC FAQ 1588.

Do I need SAQ A?
SAQ A is intended for merchants that outsource all payment processing and do not electronically store, process, or transmit cardholder data. It is not a blanket option for every store using a third party. Eligibility depends on the full setup and all applicable criteria; ask the entity receiving your validation which SAQ, evidence, and submission schedule it requires.

Embedded forms have an additional script-attack condition
For the embedded payment-page cases covered by PCI SSC FAQ 1588, SAQ A eligibility requires the merchant to confirm that its site is not susceptible to script attacks that could affect its ecommerce system. The merchant may use techniques such as those in PCI DSS Requirements 6.4.3 and 11.6.1, implemented by the merchant or a third party, or obtain confirmation from its compliant payment provider that the solution protects the payment page when implemented according to the provider’s instructions.
This particular criterion does not apply to the FAQ’s described redirect implementations or a fully outsourced payment link sent by email. That distinction does not waive the rest of SAQ A eligibility. PCI SSC’s January 2025 update removed Requirements 6.4.3 and 11.6.1 from SAQ A and replaced them with the eligibility criterion for relevant embedded pages; it did not remove or reduce those underlying PCI DSS requirements. SAQ A ecommerce pages require ASV scans under the current FAQ
As of PCI SSC FAQ 1604, published June 2026, SAQ A under PCI DSS v4.x requires external vulnerability scans by a PCI SSC Approved Scanning Vendor (ASV) for merchant ecommerce pages, including pages using redirects and embedded iframes. Confirm the requirement with the entity receiving your validation and use an ASV listed by PCI SSC. [PCI SSC FAQ 1604]
Is my website still in scope if checkout redirects to a payment provider?
It can be. Outsourcing card entry does not put the merchant website automatically out of scope: the web server and redirect mechanism may affect the payment journey, and PCI SSC says the website remains in scope for examination when it meets SAQ A criteria. Protect the systems that deliver or redirect customers to checkout, and include the applicable pages in the validation process set by your compliance-accepting entity.

For scripts, PCI SSC makes a narrow distinction: a provider whose only service is supplying scripts unrelated to payment processing is not treated as a third-party service provider for Requirements 12.8 and 12.9 when the merchant confirms those scripts cannot affect cardholder or sensitive authentication data. This is not a general exemption from script security or other PCI DSS obligations. [PCI SSC script-provider FAQ]
Will PCI compliance cost my store money?
It can require staff time and spending, but the official sources cited here do not establish a universal ecommerce compliance price, typical non-compliance charge, or representative breach-cost figure. A useful budget starts with the work your specific environment requires rather than a single industry-wide estimate.
- Implementing and maintaining applicable security controls.
- Staff time for documentation, validation, and provider oversight.
- External vulnerability scanning when required for your SAQ A ecommerce pages.
- Remediation when scanning or other checks identify issues.
- Any contractual, operational, or program-specific consequences tied to your acquirer and payment-brand arrangements.
PCI SSC notes that small merchants often have simpler environments, less cardholder data, and fewer systems to protect, which can reduce compliance effort compared with larger merchants. The actual workload still depends on the merchant’s environment and the validation requirements set by its acquirer or payment brand. [PCI SSC small-merchant FAQ]
Who imposes consequences for non-compliance?
PCI SSC states: “The PCI Security Standards Council does not manage compliance programs and does not impose any consequences for non-compliance.” Payment brands may run their own programs with financial or operational consequences for some businesses. [PCI SSC FAQ 1015]
Visa’s published account-information security description says it manages enforcement and validation initiatives. It also says a non-compliance assessment may be assessed to an issuer or acquirer if a merchant or service provider fails to comply or correct an issue; that issuer or acquirer is responsible for paying the assessment. This does not establish a universal fine imposed directly on every merchant. Check your acquirer relationship, merchant agreement, and applicable payment-brand program for the consequences that could reach your business. [Visa Account Information Security]
Quick Recap
What to check before you choose a compliance path
- Map checkout. Record whether customers use a merchant-hosted form, an embedded provider form, a full redirect, or a provider-hosted payment link.
- Identify data and systems. Determine whether any merchant system stores, processes, or transmits account data, and which pages or systems can affect the payment flow.
- Confirm the validation route. Ask your acquirer or other compliance-accepting entity which SAQ, evidence, and submission schedule apply to your business.
- Document provider boundaries. Confirm the provider’s PCI DSS status for the exact service you use, keep written responsibility boundaries, and track the provider’s status at least annually.
- Address website-specific duties. If your ecommerce page is covered by SAQ A, confirm the applicable ASV scan requirement; for an embedded payment page, establish how the script-attack eligibility condition is met and retain the relevant provider confirmation or evidence.
