No: the evidence here does not show that PCB pollution overall is now worse than before bans. It shows a more complicated picture: old PCBs remain in equipment, buildings, soils and sediments; some PCBs can still be generated unintentionally by certain processes; and trends vary by location and by what is measured. A fall in PCB stock in UK equipment, for example, is not a measure of global contamination in the environment.
Why PCBs can still be present after bans
Polychlorinated biphenyls (PCBs) are a group of man-made chemicals, not a single uniform substance. They were widely used in electrical equipment and other commercial materials. The US Environmental Protection Agency says domestic manufacture ran from 1929 until manufacturing and importation were banned in the United States in 1979, citing mounting evidence of harm to health and the environment. A ban stops or restricts production and uses; it does not remove chemicals already released or contained in old products. The EPA notes that older transformers, capacitors, fluorescent-light ballasts, caulking, paints, plastics and other materials may still contain PCBs. The United Nations Environment Programme (UNEP) distinguishes “closed” uses, such as transformers and capacitors, from more exposed applications such as paints and sealants, which can be released more readily. Historic releases, disposal, leaking or deteriorating legacy materials, and long-lived environmental reservoirs all help explain continued detection. UNEP estimates that 1 to 1.5 million tonnes of PCBs were produced worldwide since the late 1920s. That is a historical production estimate, not evidence of a current upward pollution trend.

Can PCB pollution be rising now?
It may rise in a particular place, medium or time period, but the evidence summarized here does not establish a single comparable global time series showing that total PCB pollution across air, water, sediment, soil, food and people is higher or lower than before bans. A local change or a newly measured PCB type cannot, by itself, settle the global question.
Some inadvertent PCB generation also continues under defined conditions. US rules permit certain processes with reporting requirements; the EPA identifies pigment and dye manufacturing as the most frequently reported process class. PCB-11 is a known component associated with diarylide yellow pigment manufacturing, where it can arise as an unintended by-product. Its detection is relevant evidence of an ongoing source, but it does not prove that all PCB pollution is increasing or that modern products generally contain harmful levels. What the available trend figures do—and do not—show
Trend claims are only comparable when they refer to the same geography, environmental medium, PCB types, time period and measurement. The amount still in equipment is a different measure from concentrations in the environment or exposure in people.

Why persistence and local histories matter
PCBs do not all break down at the same rate. NOAA describes breakdown by sunlight and microorganisms, with the process depending on the PCB’s chemistry and the location. This means a broad trend can coexist with contaminated hotspots, and the history of releases or remediation at a specific site can differ from trends elsewhere. NOAA: What are PCBs?

International agreements address both continued use and legacy waste. UNEP describes the Stockholm Convention framework as requiring elimination of PCB use in equipment by 2025 and environmentally sound management of contaminated waste liquids and equipment by 2028. These are treaty goals and obligations, not proof that every country has met them.

Continued detection does not establish that an individual’s exposure is increasing. EPA’s historical review found declining environmental and food PCB levels in its US context, while also noting that local remediation histories can affect local conditions. Exposure routes and risks depend on the source and setting; a general global trend cannot answer whether a particular building, workplace or site is contaminated. - If you suspect a contaminated site, older building material or occupational exposure, consult the relevant local or national public authority, or a qualified environmental professional.
- Do not infer a personal risk level from PCB-11 detection or from a national equipment-stock statistic; those measurements answer different questions.
