NPCI and the Department of Financial Services were reported to be considering a request to defer the proposed UPI merchant discount rate (MDR) rollout from October 15, 2026, to January 2027. No final extension had been formally announced in the reporting available on October 8–9. In the October 9 early-trading session, Free Press Journal reported that Paytm gained more than 2.5% to ₹1,682 and MobiKwik rose 8% to ₹263. Those are session-specific figures, not current prices.
Will the UPI MDR rollout be deferred to January 2027?
It was under consideration, not confirmed. October 8–9 reports said merchant associations had asked for the planned October 15, 2026, implementation to be pushed to January 2027, and that NPCI and the Department of Financial Services were considering the request. The reports did not establish a final decision or an official NPCI announcement confirming January 1 as the new start date.
| Policy status | Official confirmation in the October 8–9 reporting | What it would mean for merchants | Potential revenue timing for payment companies |
|---|---|---|---|
| October 15, 2026, implementation date | The date appeared in the proposed framework, but the reports said a deferral was being considered. | Eligible merchant transactions could begin attracting MDR on the scheduled date if implementation proceeded. | Any revenue under the framework could begin earlier, subject to its implementation and transaction mix. |
| Proposed January 2027 deferral | Not confirmed as a final decision in the cited reports; January 1 was discussed as a likely date. | Eligible merchant costs would start later, giving merchants and providers more preparation time. | Potential revenue could be shifted later; the reports do not establish company-level results. |
The distinction matters: a request being considered is not the same as an announced policy change. For the contemporaneous account of the proposed delay, see Moneycontrol’s October 8 report and Free Press Journal’s October 9 report.

What are UPI MDR charges?
MDR, or merchant discount rate, is a fee associated with processing a merchant payment. In its September 15, 2026, description of the proposed framework, the Ministry of Finance said specified person-to-merchant (P2M) transactions above ₹2,000 would carry a 0.4% MDR, capped at ₹300 per transaction for payments of ₹75,000 and above. The rules vary by payment type and merchant category, so the rate does not apply uniformly to every UPI transaction.

- PROFESSIONAL DESIGN: Clean, easy-to-read text layout with recognizable credit card logos for instant recognition

| Transaction or merchant category | Government-described MDR treatment |
|---|---|
| Person-to-person (P2P) UPI transfers | Free, irrespective of amount. |
| P2M transactions up to ₹2,000 | No MDR. |
| Specified P2M transactions above ₹2,000 | 0.4%; capped at ₹300 for transactions of ₹75,000 and above. |
| Listed essential or thin-margin sectors, including railways, telecommunications, insurance, fuel and agricultural inputs, for transactions above ₹2,000 | Flat ₹5 MDR, as described by the Government. |
| Capital-market payments | 0.02%, capped at ₹300, as described by the Government. |
| Qualifying small merchants in the P2PM category, receiving up to ₹1 lakh monthly through UPI QR codes | Zero MDR. |
These are the categories and terms in the Ministry of Finance’s September 15 release. It also says banks have been advised to ensure merchants do not pass MDR to customers, and that UPI application providers are prohibited from imposing platform fees or hidden charges under the described framework.
Who pays MDR, and how many transactions would be affected?
The Government says MDR is neither a tax nor a fee collected by the Government or NPCI; it is distributed among participants in the payment ecosystem. It says customers would not pay MDR. The Ministry estimated that approximately 96% of merchant transactions would remain unaffected under the framework it described. That percentage is the Government’s estimate, not an independently verified count.

- 3-PACK VALUE SET: Includes three (3) identical countertop signs, ideal for placing at multiple registers, checkout stations, or service counters.
The framework’s policy rationale and decision process were described earlier, in an August 8 Ministry of Finance statement. After Parliament passed the Taxation and Other Laws (Amendment) Bill, 2026, the statement said an NPCI-headed “UPI and Services Steering Committee” would decide on MDR, if any. It characterized the legislative change as enabling UPI’s sustainability, technological advancement and resilience. The August statement predates the detailed September framework and should not be read as confirmation that those later terms had already been settled.
Why did Paytm and MobiKwik shares rise?
Market coverage interpreted the proposed MDR as a possible new revenue stream for payment companies. If a delay were approved, the timing of that potential revenue could move later, which may have influenced investor expectations. That is a reported market interpretation, not proof that the policy alone caused either share’s movement, and it does not establish how much revenue any company would earn.

The October 9 figures should not be conflated with a separate move reported on September 16. Business Standard’s September 16 report said Paytm rose 7% to a reported 52-week high of ₹1,856.50 and MobiKwik rose 6% to ₹214, in a different session and following the announcement of the MDR framework. The percentages and prices describe those specific trading sessions; they are not current market data.
