A pay-to-rank leaderboard can put products in front of more people, but its ranking is only transparent if visitors can tell that placement is paid and understand what bids actually change. A clear system identifies sponsored listings where they appear, explains the ranking and charging rules, and avoids presenting paid position as an independent product recommendation.
What “pay to rank” means—and what it does not tell you
In a pay-to-rank leaderboard, sellers bid for visibility in a ranked list. That description alone does not establish whether the highest bid automatically wins, whether product relevance or quality also affects position, or whether the seller pays the amount bid. Those are separate design choices, and a service should state each one rather than leaving users to infer it.
The specific leaderboard described here has not been independently verified as a live service, and its operator, auction rules, products, and performance are not established. The useful question is therefore how a leaderboard of this kind should explain its mechanics to both buyers and sellers.

Make the commercial nature apparent at the point where a visitor encounters the ranking. The FTC’s Native Advertising: A Guide for Businesses says that an ad can mislead when it resembles surrounding editorial, review, or other content; the overall presentation matters. A disclosure hidden on a separate page may not clarify the immediate impression.
- Use direct wording. FTC staff identifies “Ad,” “Advertisement,” and “Sponsored Advertising Content” as terms likely to convey that content is advertising. “Promoted” may be ambiguous depending on context. See the FTC’s native advertising guidance.
- Put the label beside the paid placement. Readers should not have to find a general policy or hover over an icon to learn that rank was purchased.
- Make it noticeable and readable. The label should be prominent, legible, and effective across devices, including mobile screens.
- Keep the list’s overall impression honest. If paid results are mixed with unpaid results, clearly distinguish the paid entries. If every position is paid, say so before readers mistake the list for an independent ranking.
FTC staff’s guidance summarizes the principle this way: “The watchword is transparency.” That is staff guidance, not statutory text or a court ruling.

What should a transparent bidding explanation include?
A useful explanation lets a seller understand how to bid and lets a visitor understand what the resulting order means. State the rules plainly, and make clear which values can change during an auction.
- What the bid affects: Does it buy eligibility, a particular slot, or a chance to appear higher?
- What determines rank: Is position based only on bid, or also on relevance, quality, availability, or other factors? Name the factors that matter.
- What the displayed amount represents: Is it a seller’s bid, an estimated charge, or the final amount charged?
- How charges are calculated: Explain whether the winner pays its own bid (a first-price rule), a price tied to the next-highest competing bid (a second-price rule), or another stated formula. Do not imply a price rule that the system does not use.
- When rank can change: Explain whether positions update as bids or other ranking inputs change, and whether the list reflects a live auction or a fixed snapshot.
- How sellers can inspect outcomes: Provide enough information to understand why a position or charge changed, subject to any clearly stated limits on what competitors’ bid data can be disclosed.
These are design and disclosure choices, not a single auction format prescribed by the FTC. The FTC’s guidance supports clear disclosure of advertising; it does not dictate how a product-ranking auction must calculate rank or price.

Why the auction’s charge rule matters
A bid is not necessarily the amount ultimately charged. In a first-price auction, the winner generally pays its own winning bid; in a second-price format, the charge is determined by a rule tied to competing bids. A leaderboard should explain its actual rule and show sellers whether the amount they enter is a maximum bid or the expected charge.
The distinction is consequential. In August 2026, the FTC and state attorneys general announced a lawsuit alleging that Amazon charged Sponsored Products advertisers their own winning bid close to 80% of the time despite representing that it ran second-price auctions. That is an allegation in a complaint, not an adjudicated finding. It illustrates why an auction’s description, bid interface, and billing behavior should align; it does not establish that every auction uses the same rules.
What changes when a leaderboard includes reviews?
Paid placement and product endorsement are different signals. A sponsored position says something about advertising or bidding; a review or endorsement communicates an opinion or experience. If a platform combines them, it should not let payment distort how readers interpret reviews.
The FTC’s 2023 announcement of revised Endorsement Guides addresses review manipulation, incentivized reviews, and material connections. The agency also cautions that a platform’s built-in disclosure tool may not by itself be sufficient. Its Disclosures 101 for Social Media Influencers explains that material connections—such as payment or other incentives—need clear disclosure. For review programs, see the FTC’s guide to soliciting and paying for online reviews.

Keep review criteria separate from auction mechanics, disclose relevant commercial relationships, and do not imply that a paid position verifies a product’s quality. If the list is an ad auction rather than an editorial evaluation, label and describe it accordingly.

If you are browsing products
- Check whether each result—or the list as a whole—is identified as advertising.
- Look for a plain explanation of whether rank reflects bids, product attributes, or both.
- Treat paid position as a visibility signal, not proof of quality or an independent recommendation.
- Read reviews separately and look for disclosure of incentives or other material connections.
If you are deciding whether to bid
- Find the written rule for rank and identify every factor besides bid that can affect placement.
- Confirm whether your entry is a bid cap or the amount you will be charged if you win.
- Check how the final charge is calculated and when it is collected.
- Ask what reporting is available to explain rank and billing changes.
If these details are missing, the ranking may still be paid, but its operation is not transparent enough for a visitor to interpret confidently or a seller to predict reliably.
