In Pax8’s Q3 2026 survey, 67% of AI-engaged businesses said they had developed at least one AI solution that was in regular use. That does not mean two-thirds of all small firms build AI tools: the finding applies only to respondents whose businesses were already engaged with AI, and Pax8 surveyed companies with 5–499 employees in four countries.

What Pax8’s two-thirds finding means

The 67% figure describes AI-engaged businesses reporting one or more internally developed AI solutions in regular use. It is a measure of reported adoption, not proof that building AI improves productivity or profits. The survey also found that 19% of AI-engaged businesses were prototyping, while 13% relied exclusively on off-the-shelf tools. These categories and percentages may not add to 100% because of rounding.

That distinction matters: the headline is not that 67% of every small business has built AI, nor that 67% built a standalone AI model. The survey’s “solutions” include practical ways of connecting AI to work and business systems.

What businesses are building

Among businesses developing AI solutions, the most commonly reported activities were:

#1 Best Overall
AMD Ryzen™ AI Halo - Personal AI Desktop Computer - Developer Platform - Linux OS
  • Built for Local AI Development: AMD Ryzen AI Halo is designed for local AI development and inference, featuring 128GB unified memory and support for up to 200B parameter models to build and run intensive AI workloads locally.
  • 128GB Unified Memory: Features 128GB LPDDR5x unified memory at 8000 MT/s with 256 GB/s memory bandwidth, providing a shared memory pool across the CPU, GPU, and NPU to support larger AI models.
  • AMD Ryzen AI Max+ 395 Processor: Features 16 cores, 32 threads, and Zen 5 architecture, paired with AMD Radeon 8060S integrated graphics featuring 40 RDNA 3.5 compute units and an AMD XDNA 2 NPU with up to 50 TOPS.
  • Linux AI Developer Platform: Purpose-built for Linux-based AI development with full AMD ROCm software support and preloaded tools, models, and workflows optimized for local AI development.
  • Compact, Connected Design: Includes a 2TB M.2 SSD, 10GbE LAN, Wi-Fi 7, Bluetooth 5.4, USB-C connectivity, and HDMI 2.1b.
  • Automated workflows: 52% were developing workflows that connect AI to other business systems.
  • Multi-step agents: 46% were building or testing AI agents that carry out multiple steps.
  • Custom API integrations: 39% had built custom integrations using an AI provider’s API.

These are separate activities, not exclusive categories; a business could report more than one. The figures describe what builders said they were doing, and do not establish that every workflow, agent, or integration was deployed or producing measurable results.

Adoption is outpacing formal oversight

Building tools creates governance work alongside implementation. Thirty-five percent of AI-engaged businesses said they had discovered AI running without approval during the previous six months. Data security or privacy exposure was the top-cited risk of employee-built AI in each of the four surveyed markets, mentioned by 30%–35% of respondents.

Formal documented reviews of internally built AI varied by country: 23% of builders in the UK reported them, compared with 45% in Sweden. In the United States, 36% of builders reported formal documented review, while a further 41% said reviews happened consistently but were not documented. These figures point to differences in reported review practices, not an independent assessment of the quality of each country’s controls.

  • QUAD SCREEN 8K DISPLAY SUPPORT - EVO-X2 AI Mini PC support 4-screen 4K/8K output via HDMI 2.1 (8K@60Hz), DisplayPort 1.4 (4K@60Hz), and dual USB 4 40Gbps Transfer speed (supporting PD3.0/DP1.4/DATA). Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.

Costs and human review are part of the workload

Among businesses that paid for AI in the prior year, 49% received at least one bill or usage charge higher than expected. The share was 57% in the U.S. and 65% in Sweden. This is the proportion reporting at least one unexpectedly high charge—not the share whose total AI spending exceeded budget or a measure of average cost.

AI also takes time to check. Fifty-five percent of decision-makers said they personally spent at least three hours a week reviewing, editing, or fact-checking AI-generated work; 7% spent ten or more hours. At the same time, 69% of AI-engaged businesses said AI freed up at least some capacity. The survey reports these experiences but does not show that the capacity freed exceeded the time spent checking outputs.

Survey scope and limits

Pax8 conducted its Q3 2026 SMB AI Pulse online among 1,150 owners, executives, functional leaders, and managers involved in technology decisions at companies employing 5–499 people. The sample included respondents in the United States (400), United Kingdom (350), Germany (200), and Sweden (200). Pax8 gives a nominal combined margin of error of approximately ±2.9 percentage points at 95% confidence; country-level margins are larger, and the company cautions that smaller subgroups are directional. Some questions were asked only of businesses that use, build, or pay for AI.

This was the first four-market edition. Its findings should not be compared directly with Pax8’s earlier U.S.-only editions. For context, the July 13, 2026 Q2 release surveyed 402 U.S. business leaders at companies with 5–499 employees and reported that 61% were actively using AI and 29% were experimenting. Those were different questions and a different wave; they are not the source of the Q3 finding about internally developed solutions.

Nick Heddy, Pax8’s president and chief commerce officer, said, “SMBs are moving from using AI tools to building AI into the way their businesses operate.” He added: “The opportunity is significant, but so are the new demands around governance, security, cost, and accountability.” The survey’s results are consistent with that shift in reported practice, but they are not a causal study of business outcomes.
