Pass Learn brings courses and exam bookings together for individual learners; Pass.Tech is software and learning provision for organisations supporting learners, particularly in English and maths. Their shared aim is to make it easier to connect a learner’s needs with study and assessment, but the available evidence describes the services rather than proving that they increase qualification rates. Which route fits depends on the learner’s goal, the qualification required and the receiving organisation’s rules.

How Pass Learn and Pass.Tech differ

Pass describes itself as an education technology company focused on maths and English. The two services address different users: Pass Learn packages qualification routes and bookings for individuals, while Pass.Tech provides tools and provision for organisations serving learners.

Service Designed for What it offers
Pass Learn Individual learners Online study and exam booking across GCSEs, A Levels, Functional Skills and Access to Higher Education Diplomas.
Pass.Tech Further education colleges, apprenticeship providers, schools, universities and alternative education settings Maths and English diagnostics, online courses, AI-marked exams and reporting tools.

Pass Learn’s careers pages use questions such as “What Qualifications Do You need to Start Your Career?” and “What Qualifications Do I Need To Be a Sports Scientist?” These are examples of the provider’s published wording, not evidence of independently measured search demand.

What learners can do with Pass Learn

Pass Learn presents several qualification routes alongside online courses, structured study resources, practice and support. A learner can use it to explore a course and arrange an exam, but the study and assessment arrangements depend on the qualification.

  • GCSEs and A Levels: Pass Learn lists both as available routes. Check the specific course’s assessment arrangements before enrolling.
  • Functional Skills: These qualifications may be delivered and assessed online where offered. Confirm the particular course’s exam format.
  • Access to Higher Education Diplomas: Pass Learn says these are delivered under licence from Open Awards, a recognised Access Validating Agency. For a specific diploma, check its validating agency and the entry requirements of the university or course you intend to apply to.

Pass Learn says some qualifications require an in-person exam centre; it does not present every exam as something a learner can take at home. Confirm the location, format and booking arrangements for the exact qualification with the provider. Pass Learn’s terms identify it as a trading name of Complete Tuition Ltd; that does not mean Pass itself awards or regulates every qualification it offers.

What Pass.Tech offers education providers

Pass.Tech is aimed at organisations that teach or support learners. Its current product description includes diagnostics to identify starting points and topic gaps, online courses, AI-marked exams and reporting tools. Pass says the reporting helps educators target support and manage workload. These are the company’s descriptions and aims, not independently established effects.

For a provider, the potential value is having assessment, learning provision and reporting tools in one platform rather than managing each separately. The published description establishes the functions Pass.Tech offers; it does not show that using them alone improves learner outcomes.

How to choose a qualification route

There is no universally best route. Start with the requirement you need to meet, not just the course that appears most convenient.

  1. Identify the destination. Establish whether you need a qualification for an apprenticeship, university application, job or another progression route. Ask the apprenticeship provider, employer or institution what it accepts.
  2. Confirm the exact qualification. Check the subject, level, awarding organisation and minimum grade. A qualification’s general name may not tell you whether it meets a particular requirement.
  3. Check assessment logistics. Ask whether assessment is online or at an approved exam centre, and confirm any location or booking requirements before you commit.
  4. Match the service to the user. Pass Learn is the learner-facing option for courses and exam bookings; Pass.Tech is designed for organisations supporting learners.

Functional Skills equivalency: what the England apprenticeship rules say

Functional Skills is not automatically equivalent to GCSE for every purpose. The Department for Education’s guidance applies to apprenticeship English and maths requirements in England. It states: “Only Functional Skills qualifications regulated by Ofqual can be acceptable equivalents for English or maths in an apprenticeship.” For apprenticeships at levels 3 to 7, the published tables list Level 2 Functional Skills English or maths at Pass, subject to the detailed requirements. Rules differ according to apprenticeship level and prior qualifications.

This is a specific equivalency for defined apprenticeship requirements in England, not a blanket rule for university admissions, employment or every course. A receiving organisation may set its own entry criteria, so check the exact subject, level, awarding organisation and grade with that organisation or the apprenticeship provider. The Department for Education guidance sets out the current requirements.

Ofqual lists Functional Skills, GCSEs and GCE A Levels among regulated qualification types, and maintains qualification-specific conditions for Functional Skills. A platform or course provider, a qualification title and an awarding organisation are distinct roles. Check the status of the qualification itself rather than assuming the service through which you study awards or regulates it. See the Department for Education’s qualification descriptions and Ofqual’s Functional Skills requirements and guidance.

What Pass reports about its reach

Pass’s About Us page reports more than 6 million users of its websites and products each year, more than 30,000 students helped to gain access to university, jobs and apprenticeships, more than 6,000 teachers progressed to teacher training from its courses, and more than 1,000 institutions and training providers using its platform and services. These are company-published figures presented by Pass in 2026. The page does not give definitions, methodology or a time series, so they should not be treated as independently audited impact measures. They do not establish that Pass Learn or Pass.Tech causes more people to qualify.
