PalWorldSettings.ini is the text configuration file for server-wide options, while WorldOption.sav is a binary file that stores settings for one saved world. When both contain the same world setting, the value in WorldOption.sav can take precedence, making an edit to the INI appear to do nothing.
For a hosted Palworld server, Godlike.Host offers Palworld hosting with its own game panel, up to three free backups a day with restore, and SFTP/FTP access, so you can manage these files alongside the world save.
For a reliable change, identify the setting’s scope first. Edit the active INI for server-level values such as passwords, ports, RCON and REST API options. For a world value that is being shadowed, back up the save, then replace or regenerate WorldOption.sav and place it beside Level.sav and LevelMeta.sav before restarting the server.

| How you edit it | Open the active file in a text editor and change the relevant parameter | Replace the binary file or generate one from INI values with a conversion tool |
| Precedence | Used for server-level values and for world values when no matching value is stored in the SAV | Can shadow a matching world value from the INI when the file contains it |
| Portability | Belongs to the server configuration | Travels with the individual world save |
This distinction explains why copying an INI from one server to another is relatively straightforward, while copying WorldOption.sav also moves world-specific state and must be treated as part of that world’s backup.
Where each file is located
PalWorldSettings.ini on Windows
The official Palworld guide places the active Windows configuration at:
Pal/Saved/Config/WindowsServer/PalWorldSettings.ini
The file must be in the platform directory used by the running dedicated server. Palworld also supplies DefaultPalWorldSettings.ini as a template. The documented setup is to copy that default file into the active WindowsServer directory and edit the copied PalWorldSettings.ini. Editing only the default template does not alter the configuration loaded by an already configured server.
PalWorldSettings.ini on Linux
On Linux, the corresponding active path is:
Pal/Saved/Config/LinuxServer/PalWorldSettings.ini
Use the Linux platform directory rather than the Windows one. A correctly formatted file in the wrong platform directory is effectively the wrong file for that server instance.
WorldOption.sav inside a world save
WorldOption.sav is normally under the world’s save directory:

Pal/Saved/SaveGames/0/<WorldID>/WorldOption.sav
<WorldID> is the directory name for the particular world. The file belongs beside that world’s other save files, especially:
Free tools Windows power users keep installed
One-click scans. No signup required.
Level.savLevelMeta.savWorldOption.sav
Do not place WorldOption.sav in the Config directory. Conversely, do not put PalWorldSettings.ini in the world directory and expect server-level settings to load.
Why an INI edit can appear to do nothing
The common failure sequence is simple: an administrator changes a value in PalWorldSettings.ini, restarts the server, and sees no change in-game. If WorldOption.sav already contains that same world setting, the saved value can take precedence over the INI value. The server is reading the setting, but it is reading the world’s stored value instead of the new text value.
This precedence applies to matching world options, not to every setting in the server. Server-level values remain in the INI. A saved world file does not replace the server’s port, server name, password, administrator password, RCON configuration or REST API configuration.
The practical test is therefore:
- Ask whether the setting describes the server as a service or describes the rules of a particular world.
- If it is server-wide, check the active INI path and edit that file.
- If it is a world option and the value still refuses to change, inspect the corresponding WorldOption.sav for that world and use the SAV workflow.
Which settings belong in the INI?
Use PalWorldSettings.ini for values that should apply to the dedicated server regardless of which world is loaded. The documented examples include:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Server name
- Server password
- Administrator password
- Network ports
- RCON settings
- REST API settings
These are operational settings for the server process. They are not stored as properties of one world, so changing WorldOption.sav is not the appropriate method for them.

When you make an INI change, edit the active file rather than the default template, save it with the exact filename PalWorldSettings.ini, and perform a complete server restart. A restart is required for the process to read the updated configuration; merely reconnecting a client does not reload the file.
Which settings can be stored in WorldOption.sav?
WorldOption.sav carries world-specific options that travel with the saved world. If a world option has been written into this file, that stored value can shadow the same parameter in PalWorldSettings.ini. This is why two worlds on one server can retain different behavior even when the server’s INI is identical.
The file is binary, so opening it in a normal text editor will not expose editable key-value lines. Treat it as a generated save artifact. The documented approaches are to replace an existing file with a corrected one or to generate a new WorldOption.sav from the desired INI values using a conversion utility.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBaseCampWorkerMaxNum: the important exception
BaseCampWorkerMaxNum controls the number of workers allowed at a base. The current Palworld official guide (version 1.0.4) lists it as a configurable parameter and states a maximum of 50 workers per base.
There is an important qualification for dedicated servers: configuration-tool documentation warns that some INI entries, including BaseCampWorkerMaxNum, may not work when supplied only through PalWorldSettings.ini. If you change the value in the active INI and the dedicated server continues to use the old limit, the setting may be controlled by WorldOption.sav instead.
For that case, use the SAV procedure: stop the server, back up the world, generate or obtain a WorldOption.sav containing the desired value, copy it into the world directory beside Level.sav and LevelMeta.sav, and restart. Stay within the documented maximum of 50 workers per base; a larger number is not supported by the cited official guide.

Safe workflow for changing a server-level setting
- Stop the dedicated server completely. Do not edit a live configuration while the process is still writing files.
- Back up the world save. Although a server-level change should not alter world data, a current backup gives you a recovery point before any restart.
- Open the active platform directory. Use
Pal/Saved/Config/WindowsServer/for Windows orPal/Saved/Config/LinuxServer/for Linux. - Edit
PalWorldSettings.ini. If onlyDefaultPalWorldSettings.iniexists, copy it into the active platform directory with the active filename first, then edit the copy. - Change the required server-level parameter. Keep the existing INI syntax and change only the value you intend to modify.
- Save and start the server. Allow a full startup, then verify the result using the server’s normal administrative checks or by connecting with a client.
If the value is a port, password or API setting, verify it from the server-side control panel or connection behavior rather than from a world gameplay test. Those settings are properties of the server process.

Safe workflow when WorldOption.sav is shadowing the INI
- Stop the server and confirm it is no longer writing the save. A replacement made while the process is active can be overwritten or leave an inconsistent save.
- Make a complete copy of the affected world directory. Include
Level.sav,LevelMeta.sav, the existingWorldOption.sav, and any other files present in that world directory. - Identify the correct world directory. Follow
Pal/Saved/SaveGames/0/<WorldID>/and select the world whose behavior you are changing. - Choose a replacement method. You can remove or replace the existing WorldOption.sav, or generate a corrected SAV from the desired PalWorldSettings.ini with a conversion tool such as the documented
palworld-worldoptionsproject. - Place the generated file in the world directory. The required location is beside
Level.savandLevelMeta.sav, not inSaved/Config. - Start the server and verify the setting. Check the result in-game or through the server’s normal administrative checks. If the result is wrong, stop the server and restore the backed-up world directory before trying another conversion.
Removing WorldOption.sav is not the same as editing a text line: it changes which saved world options are present. Keep the original file until the new behavior has been confirmed.
Generating WorldOption.sav from PalWorldSettings.ini
The conversion workflow documented by the palworld-worldoptions project is useful when a world option cannot be made effective through the INI alone:
- Stop the Palworld dedicated server.
- Prepare the desired values in the active PalWorldSettings.ini.
- Run the conversion process to generate a WorldOption.sav from those values.
- Copy the generated file into
Pal/Saved/SaveGames/0/<WorldID>/. - Confirm that it sits beside
Level.savandLevelMeta.sav. - Restart the server and test the affected world option.
This method creates the binary format the world expects instead of asking a text editor to modify a binary save. Follow the converter’s own version and input requirements; the key Palworld-side requirements are a stopped server, a backup, the correct world directory and a restart after copying.

You edited the default template
Check whether you changed DefaultPalWorldSettings.ini rather than the active PalWorldSettings.ini. The default file is a starting template. Copy it into the correct platform directory and edit the active filename.
You used the wrong platform directory
On Windows, check WindowsServer; on Linux, check LinuxServer. A valid-looking INI in the other directory is not the file that this server instance loads.

The setting is world-specific
If the parameter affects one world’s gameplay and survives an INI edit, inspect that world’s WorldOption.sav. A matching value in the SAV can shadow the INI. Use a backed-up replacement or conversion rather than trying to edit binary bytes manually.
The server was not fully restarted
Stop the process, wait for it to exit, and start it again. A client reconnect or a soft administrative refresh does not guarantee that Palworld has reread either file.
The SAV was copied to the wrong place
Verify the full path and filename. The file belongs at Pal/Saved/SaveGames/0/<WorldID>/WorldOption.sav, beside Level.sav and LevelMeta.sav. It should not be in the Config directory.

For BaseCampWorkerMaxNum, the official guide’s maximum is 50 workers per base. A value above that limit is not a supported way to increase the cap.
Portability, backups and multi-world servers
PalWorldSettings.ini is comparatively portable because it describes the server configuration. You can reuse the same server-level policy on another installation after checking the destination platform directory and the syntax supported by that server version.
WorldOption.sav is not a server-wide policy file. It belongs to one world ID and should be backed up and transferred with that world’s save. Copying it into a different world directory can apply the wrong world options to that world, so always match the file to the intended <WorldID>.
For a server hosting multiple worlds, keep separate backups labeled with the world ID and backup date. When testing a change, record whether it was made in the INI, in a generated SAV, or both. That record makes it clear which file must be restored if the result is unexpected.

A practical decision checklist
- Is the value about the server service? Use the active PalWorldSettings.ini.
- Is the value about one world’s saved rules? Check WorldOption.sav for that world.
- Did the INI edit have no effect? Assume a matching SAV value may be shadowing it until verified.
- Are you changing BaseCampWorkerMaxNum? Remember the official 50-worker maximum and be prepared to generate or replace WorldOption.sav on a dedicated server.
- Before replacing a SAV? Stop the server and copy the entire world directory.
- After copying or editing? Restart fully and verify in-game or through normal server administration checks.
