Pakistan’s IT industry has established meaningful export capability: ICT service exports reached US$2.825 billion in July–March FY2025, up US$541 million (23.7%) year over year, and the sector recorded a US$2.429 billion trade surplus in the same period, according to the Ministry of Finance. But export growth, company registrations and trade-fair activity do not by themselves prove enduring global influence. That takes trusted delivery, differentiated expertise and commercial relationships that lead to repeat business.
How can Pakistan’s IT industry compete globally?
By turning its growing delivery capacity into a reputation buyers recognize and return to. The distinction is important: capability is the ability to supply services; influence is the ability to shape how international customers, partners and markets perceive and choose that supply.
The available official figures show a sector with considerable activity and infrastructure. They do not establish Pakistan’s global market share, international brand awareness, repeat-client rate or the export contribution of higher-value products. Those are not reasons to dismiss the progress; they are the outcomes the next stage should measure.
Why are Pakistan’s IT exports growing?
The Ministry of Finance’s Pakistan Economic Survey 2024–25 reports US$2.825 billion in ICT service exports from July through March FY2025, an increase of US$541 million, or 23.7%, compared with the corresponding period a year earlier. This is a nine-month figure, not a full-year total. The sector’s trade surplus was US$2.429 billion over the same period. The Survey also reports US$400 million in freelancer remittances for those nine months.

These numbers demonstrate export scale and foreign-currency earnings, but they do not identify a single cause for the increase. Nor do they show how much revenue comes from repeat contracts, specialized services or products rather than other forms of ICT service work. The trade surplus is a sector-level measure, not a measure of influence or value captured by each firm.
What does Pakistan’s IT ecosystem already have?
A broad company base
More than 30,000 IT and ITeS companies were registered with the Securities and Exchange Commission of Pakistan as of March 2025, the Ministry of Finance reports. The count includes domestic as well as export-oriented enterprises, so it should not be read as 30,000 exporting firms. It does, however, indicate a substantial base from which export-capable companies can emerge.
Workforce and delivery infrastructure
The Ministry of IT and Telecommunication reported more than 18,000 IT export professionals working across 43 Pakistan Software Export Board (PSEB) software technology parks in 2024. The Economic Survey also documents support for advanced-technology training, internships, technical and soft-skills bootcamps, industry-academia training, international certifications and software technology parks. Together, these measures point to workforce and delivery capacity—not proof that every company has the specialized expertise or trusted track record international buyers seek.

International outreach
In July–March FY2025, PSEB supported 256 companies at 15 international and two local events. The Ministry of Finance says the participation generated more than US$48 million in business. That is reported business generated, not necessarily realized export revenue or completed contracts.
Separately, the Ministry of IT and Telecommunication reported that 27 international events and outbound delegations involving 272 companies generated 7,862 business leads over 18 months. Leads show prospecting activity; they do not tell us how many conversations became contracts, how large those contracts were or whether clients returned.
What separates export capability from global influence?
| Capability that can be counted | Influence the industry still needs to demonstrate |
|---|---|
| Growing ICT service exports and a trade surplus | Whether firms retain more value through distinctive, specialized offerings and durable client relationships |
| More than 30,000 registered IT and ITeS companies, including domestic firms | How many firms are recognized internationally for a clear, credible specialty |
| Training, certifications, parks and a sizable IT workforce | Whether talent can consistently deliver specialized work with the reliability and trust buyers expect |
| International events, delegations, business leads and reported business generated | How many leads close, become repeat contracts and produce lasting market relationships |
The second column is a set of strategic questions, not a claim that the outcomes are already absent or present. The official figures cited here do not measure them. Treating activity as evidence of influence would confuse the work of building a market presence with the results that presence is meant to produce.
What should Pakistan’s IT industry do next?
Make market strategy more specific
The Ministry of Commerce’s Pakistan Export Strategy search extract recommends stronger company go-to-market strategies, market intelligence, business-to-business links and talent-pipeline development. Those recommendations point toward a practical shift: companies need to define which buyers and problems they serve, understand target markets and build relationships around a specific offer—not rely on a national export story alone.

Trade events and delegations can create access. The meaningful next measure is what happens after the introduction: qualified opportunities, signed work, delivery, renewal and referral. Reporting those stages separately would make it easier for firms and policymakers to distinguish visibility from commercial traction. The existing lead and business-generated figures do not establish conversion or repeat business.
Build trust around delivery, not just promotion
International credibility is reinforced when firms can demonstrate relevant expertise, dependable project delivery and clear compliance practices. The Annual Plan FY2025–26 includes a GDPR-driven ISO compliance and IT exports enhancement initiative, alongside workforce acceleration and export marketing. These are planned or ongoing programmes in the plan; their inclusion is not evidence that compliance outcomes or export gains have already been achieved.
Measure the outcomes that define influence
Export totals remain essential, but a fuller account of market influence would also track measures such as contract renewals, customer concentration, lead-to-contract conversion, the kinds of services sold and recognition in target markets. The sources cited in this article do not provide those measures. Publishing them consistently would let the industry show whether outreach and capability are becoming lasting commercial position.
What is government planning to support?
Pakistan’s Annual Plan FY2025–26 lists a Pakistan Digital Workforce Acceleration & Export Growth Initiative, a Technology Export Marketing Programme, technology park development in Quetta and Bahawalpur, and Tech Connect, intended to link overseas Pakistanis and foreign nationals with PSEB-registered companies. The plan also lists the GDPR-driven ISO compliance and IT exports enhancement initiative. These are planned or ongoing efforts described by the Planning Commission, not completed results.

The distinction should remain visible as programmes progress: a plan is an input, participation is an activity, and enduring exports or repeat business are outcomes. Evaluating the programmes against those outcomes would clarify which kinds of support help firms gain lasting access to international markets.

Why inclusion belongs in the influence conversation
The Ministry of IT and Telecommunication reported in December 2024 that women made up 20% of the workforce in PSEB-supported software technology parks. That figure applies to those parks, not the entire national IT workforce. Reporting it precisely matters: expanding participation is part of building the talent base and credibility of the digital economy, but one workforce figure does not establish equal participation across the industry.
In the Ministry’s 20 December 2024 report, Minister of State for IT and Telecommunication Shaza Fatima Khawaja said of a women’s software technology park initiative: “This initiative underscores our dedication to creating equal opportunities for women and ensuring their meaningful participation in Pakistan’s digital economy.” The statement expresses the initiative’s aim; it should not be mistaken for evidence that equal opportunities have already been achieved.
What the numbers establish—and what they do not
Pakistan has measurable export growth, a substantial registered company base, workforce and training infrastructure, and sustained efforts to reach overseas buyers. Official reporting also records business generated and leads from promotion activity. Those facts support the conclusion that the country has built meaningful IT export capability.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThey do not yet establish the strength of Pakistan’s global reputation, the share of leads that become contracts, repeat-client performance or the degree to which firms capture value through differentiated work. Building influence means making those results—not just capacity and outreach—visible and durable.
