Pakistan’s federal fuel-relief programme uses vehicle records, CNIC-linked SMS registration and a one-time-use token at the petrol station. Eligibility depends on the vehicle class, engine capacity, registration record and non-commercial use; the benefit is a discount on fuel rather than cash paid to the applicant.
What is Pakistan’s fuel subsidy scheme?
The Prime Minister’s Fuel Relief Scheme, also described in government communications as the Prime Minister’s Special Relief Scheme, was reported as launched in September 2026. It is intended for lower-income users of motorcycles and other two- or three-wheelers, including rickshaws and Chingchi vehicles, and for owners of cars with engines up to 800cc.

The Economic Coordination Committee (ECC) framework limits the programme to non-commercial use and one vehicle per user or owner. The scheme is administered through vehicle and CNIC information, a short-code SMS service and verification by participating fuel stations. The discount is applied when fuel is purchased; it is not a separate bank transfer.

Who is eligible for Pakistan fuel subsidy?
Use the following as a screening guide, not as a guarantee of approval. The published notices do not provide a complete public eligibility lookup for every individual vehicle.

The two registration-date descriptions should be treated as a live-policy issue rather than merged into one invented rule. Check the current official scheme instructions or the response returned by the registration service. A vehicle that appears to fit the engine or age description can still fail a CNIC, ownership, use-type or database check.
How to register for PM fuel relief scheme
The reported method is a one-time SMS registration to short code 9771. Type the fields in the order shown by the Ministry of IT:

- Type
REG, followed by your CNIC number, vehicle number plate, the first letter of the province where the vehicle is registered, and the vehicle registration date. Use spaces between fields:REG [CNIC] [vehicle number plate] [province first letter] [vehicle registration date]. - Send the message to 9771.
- Keep the reply. It may confirm receipt, request correction or indicate that the submitted record cannot be matched.
Registration was reported as free after SMS charges were waived. “Free” refers to the registration message; it does not remove ordinary mobile-service requirements such as an active SIM. Never post a CNIC, plate number or registration date in public comments, and do not give those details to an unverified intermediary claiming to register you.
Before sending the message
- Copy the CNIC and registration date exactly from official records.
- Use the plate format recorded by the registration authority, including letters where applicable.
- Use the province letter requested by the service, not a full province name.
- Check that the mobile number and CNIC relationship meet the current programme rules.

TOKto 9771. - Wait for the returned token message and read its validity or vehicle details.
- Show the message at a participating fuel station. Staff verify the token through the scheme’s mobile application or the approved SMS-based process.
- Ask for the subsidised quantity covered by that token and retain the transaction message or receipt.
A token is not an instruction to withdraw cash. It authorises a discounted fuel transaction after the station verifies the vehicle and token information.
How much petrol subsidy do I get for a bike or car?
The common rate reported by the government is Rs. 100 per litre. The entitlement differs by vehicle class.

For a two- or three-wheeler, four fully used Rs. 500 weekly tokens would total Rs. 2,000 over four weeks. That is a mathematical illustration of the published weekly value, not a promise that unused value rolls over or that every calendar month contains exactly four token periods.
Why the car allowance is not stated as one certain figure
Government and news reports describe the small-car allowance differently:
- The ECC summary describes Rs. 1,000 for ten days, based on 30 litres per month at Rs. 100 per litre.
- The Ministry of IT launch notice describes 30 litres per month delivered through 10-litre tokens.
- A September 18 rollout update describes one 10-litre token every 10 days.
- An Associated Press report dated October 9 says eligible cars can receive up to 10 litres every 10 days, up to three tokens per month.
These accounts may reflect changing instructions or different summaries of the same design, but they do not align cleanly enough to combine silently. Verify the live token message and official instructions before quoting or budgeting for a car allowance. The consistent point is the Rs. 100-per-litre rate for an eligible vehicle; the car quantity and schedule require current confirmation.

Can I get the subsidy if my petrol pump has no internet?
Yes, the rollout reports included an SMS-based redemption method for stations in areas with limited or no internet connectivity. This was approved to support remote locations, but it does not prove that every station is participating or that a particular station is currently online or authorised.

Call or check an official current notice before travelling. Do not assume that a station will accept a screenshot, an expired token or a token generated for another vehicle. At the pump, keep the original SMS available and allow staff to complete the approved verification process.

No. The reported benefit is a discount applied to the fuel purchase after token verification. Government descriptions say the State Bank of Pakistan settles or reimburses eligible station transactions rather than depositing the subsidy into each applicant’s bank account.
On September 18, Deputy Prime Minister Ishaq Dar directed twice-daily payment-status reporting so rejected station transactions could be identified and corrected. On September 19, the State Bank was reported to have settled recent station claims in full and processed them the same day. Those were dated status updates, not a guaranteed resolution time for every future rejected transaction.
Dar was quoted by Radio Pakistan on September 18 as saying: “The full value of the five-hundred-rupee token will be passed on to the consumer, and fuel stations shall not apply any deduction or service charge.” If a station deducts a service charge from the token value, ask for the transaction record and report the issue through the current official complaint channel.

What if registration or redemption fails?
The registration SMS is rejected
- Compare every field with the vehicle registration record, especially the plate format, province letter and date.
- Check that the vehicle class, engine capacity and registration-age rules match the current notice.
- Resend only after correcting the data; repeated messages with conflicting details can make troubleshooting harder.
- Use an official helpline or government channel if the database record itself is wrong.
The token does not arrive
- Confirm that the one-time registration was accepted before sending
TOK. - Ensure the SMS is sent to 9771 exactly and that the phone can receive short-code messages.
- Do not pay an intermediary to “unlock” a token or share an SMS verification code.
The station rejects a valid-looking token
- Ask staff to verify it through the approved application or SMS process rather than relying on a screenshot.
- Check the token’s validity period and vehicle details.
- Record the station, date, token response and receipt, then use the current government complaint route.
Where does the scheme apply?
Radio Pakistan reported nationwide registration and coverage, including Azad Jammu and Kashmir and Gilgit-Baltistan. Separate rollout reports discussed offline accommodations for remote stations. Coverage at the programme level is not the same as proof that every individual pump is active, funded or connected at the moment you arrive.
No continuously updated public station list was established in the published material. Confirm participation through current official instructions rather than relying on an old social-media list or an unsolicited agent.
How is the programme funded, and how many people may receive it?
The ECC approved a Rs. 75 billion technical supplementary grant for implementation on September 14, 2026. Petroleum Minister Ali Pervaiz Malik was reported by Radio Pakistan the same day as saying that Rs. 25 billion per month would be provided. These are programme funding figures, not the amount payable to one applicant.
Prime Minister Shehbaz Sharif was reported by the Associated Press on October 9 as putting the number of beneficiaries at more than 10 million. AP also described an estimated 50 million people when recipients’ families are included; that second figure assumes five people per beneficiary household and is an estimate, not a separate count of registered recipients.

- Confirm that the vehicle is in an eligible class and, for a car, has an engine of no more than 800cc.
- Check the current registration-date and vehicle-age wording; do not substitute your own calculation for the latest official rule.
- Confirm non-commercial-use and one-vehicle-per-user or owner requirements.
- Prepare the exact CNIC, plate, province letter and registration date.
- Send the one-time
REGSMS to 9771 and keep the reply. - Send
TOKbefore visiting the station, then show the unaltered response. - Verify the token value, validity and any remaining balance before fuelling.
- Keep the receipt and report any deduction, rejected transaction or request for an unofficial fee.
Because the scheme was still being adjusted during September and October 2026, the token response and latest government notice should control when they differ from an older announcement.
