Ozone depletion and global warming are different atmospheric problems. Ozone depletion is the thinning or loss of protective ozone in the stratosphere. Global warming is the long-term rise in Earth’s average surface temperature, driven mainly by a buildup of heat-trapping greenhouse gases. They overlap because some ozone-depleting chemicals are also greenhouse gases, and some replacement chemicals can warm the climate, but ozone depletion is not the principal cause of today’s global warming.
The clearest scientific assessment comes from NOAA’s Scientific Assessment of Ozone Depletion 2022: stratospheric ozone depletion has produced a small amount of surface cooling, while the warming caused by greenhouse gases is much larger. Understanding that distinction helps explain why the Montreal Protocol and the Kigali Amendment address related but not identical environmental risks.
The difference in one view
| Question | Ozone depletion | Global warming |
|---|---|---|
| What changes? | The amount and distribution of ozone, especially protective ozone in the stratosphere. | Earth’s average surface temperature rises over the long term. |
| Main mechanism | Human-made ozone-depleting substances release reactive chlorine or bromine in the stratosphere. Chemical reactions then destroy ozone. | Greenhouse gases accumulate and absorb outgoing infrared energy, changing Earth’s energy balance. |
| Most direct consequence | More ultraviolet-B radiation can reach the surface. | The climate system becomes warmer, with changes that extend beyond temperature alone. |
| Signature example | The seasonal Antarctic ozone hole, meaning an area of extremely low ozone rather than a literal opening in the atmosphere. | A long-term warming trend linked primarily to human emissions of greenhouse gases. |
| Main international response | The Montreal Protocol and its amendments control ozone-depleting substances. | Greenhouse-gas mitigation; the Kigali Amendment also phases down covered hydrofluorocarbons. |
| How the issues connect | Many ozone-depleting substances are also greenhouse gases, and some substitutes are greenhouse gases. | Ozone depletion itself is not the principal driver of observed global warming; its estimated surface effect is small and cooling. |
These are not two names for the same process. One concerns the concentration of a reactive gas that shields life from ultraviolet radiation; the other concerns the atmosphere’s ability to retain heat.
What ozone depletion means
Protective ozone is mainly in the stratosphere
Ozone is a molecule made of three oxygen atoms. The protective ozone layer is concentrated in the stratosphere, several kilometres above the weather-producing part of the atmosphere. It absorbs much of the Sun’s harmful ultraviolet radiation, especially UV-B. That filtering function is why NASA describes the ozone layer as Earth’s shield against damaging ultraviolet light.

Ozone at ground level is a different issue. Near the surface, ozone is an air pollutant formed through chemical reactions involving sunlight and other pollutants. It can irritate the lungs and damage plants. Ground-level ozone should not be confused with the stratospheric ozone that protects living organisms.
How human chemicals destroy ozone
Ozone depletion follows emissions of ozone-depleting substances, including chlorofluorocarbons and related compounds. These chemicals can persist long enough to reach the stratosphere. Strong ultraviolet radiation there breaks them apart and releases chlorine- or bromine-containing gases.
- Emission: Industrial and consumer uses release a compound that can survive in the lower atmosphere.
- Transport: The compound gradually reaches the stratosphere.
- Photolysis: Ultraviolet radiation breaks the compound apart and frees reactive chlorine or bromine.
- Catalytic destruction: The reactive halogens participate in cycles that convert ozone into ordinary oxygen. A single reactive atom can take part in many reactions before it is removed.
- Seasonal amplification: In the Antarctic stratosphere, very cold conditions and polar clouds help convert chlorine into especially reactive forms. When sunlight returns in spring, rapid ozone loss follows.
The key point is chemical: ozone is destroyed through reactions involving reactive halogens. The process is not a simple physical tear in the atmosphere.

The Antarctic ozone hole is a seasonal region over Antarctica with extremely low ozone. Calling it a hole is a useful shorthand, but it does not mean that the atmosphere has an empty opening. Ozone concentrations fall dramatically across a broad area and then recover as seasonal conditions change. Ozone depletion also occurs outside Antarctica, although the timing, chemistry and severity vary by location.
What global warming means
Warming is an energy-balance change
Earth receives energy from the Sun and sends energy back to space. Greenhouse gases absorb part of the outgoing infrared energy and re-emit it. When human activities increase the concentration of these gases, the atmosphere and surface retain more energy until the climate system adjusts to a warmer state.

NOAA identifies recent global warming as primarily the result of human-added greenhouse pollutants, especially emissions associated with fossil-fuel use and other human activities. The important feature is accumulation: many greenhouse gases remain in the atmosphere for years to centuries, so their effects depend on the total buildup rather than on one day’s weather or one isolated emission.
Global warming is narrower than climate change
Global warming specifically describes the long-term increase in average surface temperature. Climate change is the broader term for the resulting changes throughout the climate system. A warmer average can alter atmospheric circulation, the water cycle, ice, oceans and ecosystems. A cold week in one location does not disprove a global warming trend, just as a hot afternoon does not establish one.
This distinction matters when interpreting headlines. Ozone depletion primarily changes ultraviolet exposure. Global warming primarily changes the planet’s heat balance. Both are global environmental problems, but they are measured with different observations and explained by different mechanisms.
How the mechanisms differ
| Stage | Ozone depletion | Global warming |
|---|---|---|
| Human influence | Release of chemicals that can deliver chlorine or bromine to the stratosphere. | Release of greenhouse gases through fossil-fuel use and other human activities. |
| Atmospheric action | Reactive halogens catalytically destroy ozone molecules. | Greenhouse gases absorb outgoing infrared radiation and alter the energy balance. |
| Primary physical change | Less protective stratospheric ozone in affected regions and seasons. | More heat retained by the climate system over the long term. |
| Immediate exposure or hazard | Increased UV-B at the surface where ozone is depleted. | Warming of the surface and wider climate-system changes. |
| Typical policy target | Control or eliminate ozone-depleting substances. | Reduce greenhouse-gas emissions and limit their atmospheric buildup. |
The chemicals and processes can overlap, but the causal chain is not interchangeable. Removing ozone-depleting substances does not by itself remove all greenhouse-gas emissions, and reducing greenhouse gases does not automatically restore ozone unless the relevant ozone-depleting compounds are controlled.
Does the ozone hole cause global warming?
No. The Antarctic ozone hole does not explain the modern global warming trend. NOAA’s 2022 assessment states: “No, ozone depletion is not the principal cause of global climate change.” The same assessment says, “The best estimate is that stratospheric ozone depletion has led to a small amount of surface cooling.”

This does not mean ozone depletion has no climate influence. Removing stratospheric ozone changes how the atmosphere absorbs ultraviolet energy and can affect circulation. The assessed net effect at Earth’s surface, however, is small compared with the warming produced by the greenhouse gases responsible for observed global climate change. NOAA summarizes the comparison this way: “The effect on global climate change from stratospheric ozone depletion is small compared to the warming from the greenhouse gases responsible for observed global climate change.”

Some ozone-depleting substances are powerful greenhouse gases. Their direct heat-trapping effect can contribute to warming even while the ozone loss associated with them has a small cooling influence. Treating those two effects as one process gives the wrong answer.
Why some ozone-depleting chemicals also affect climate
Ozone-depletion potential and global-warming potential are different properties
A chemical can be highly effective at destroying ozone, strongly effective at trapping heat, both, or neither. The two properties depend on different chemical and physical characteristics, so a large ozone-depletion potential does not automatically imply a large global-warming potential.
Chlorofluorocarbons illustrate the overlap. They can release chlorine in the stratosphere and also absorb infrared radiation. Controlling them therefore protects the ozone layer and avoids a source of greenhouse-gas emissions.
Ozone-safe does not mean climate-neutral
Some replacement chemicals do not deplete ozone but can still be potent greenhouse gases. Hydrofluorocarbons are the important policy example. Replacing an ozone-depleting substance with an HFC can solve the ozone problem while leaving a substantial climate effect if the HFC is emitted in large quantities.

That is why the question “Is this replacement safe?” needs two answers: safe for the ozone layer, and safe for the climate. A substitute can score well on one measure and poorly on the other. Evaluating both properties prevents the mistaken idea that every replacement is environmentally harmless.
What ozone depletion does to health and ecosystems
Ultraviolet exposure
When stratospheric ozone is depleted, more UV-B can reach Earth’s surface. The US Environmental Protection Agency identifies skin cancer and cataracts among the human-health concerns associated with increased UV exposure. UV radiation can also affect organisms and biogeochemical cycles, so the consequences are not limited to individual sunburns.
Ozone depletion changes the amount of radiation reaching the surface; it does not make the Sun intrinsically stronger. The risk depends on the location, season, altitude, cloud cover, reflective surfaces and the amount of ozone overhead.
A carefully scoped EPA projection
The EPA’s 2020 health-effects summary estimates that full implementation of the Montreal Protocol will prevent approximately 443 million cases of skin cancer, 2.3 million skin-cancer deaths and 63 million cases of cataracts among people in the United States born from 1890 through 2100. These are modeled projections for a specified US birth cohort, not observed worldwide totals or a count of cases already prevented.
| Projected benefit | Scope and qualification |
|---|---|
| Approximately 443 million skin-cancer cases prevented | EPA 2020 projection for people in the United States born during 1890–2100 under full Montreal Protocol implementation. |
| Approximately 2.3 million skin-cancer deaths prevented | Same modeled US birth-cohort projection; not a global observed count. |
| Approximately 63 million cataract cases prevented | Same modeled US birth-cohort projection; not a worldwide surveillance total. |
What global warming changes
Global warming affects the entire climate system rather than one protective atmospheric layer. As greenhouse gases accumulate, the average surface temperature rises over decades. The resulting changes can extend to oceans, ice, atmospheric circulation, precipitation patterns and ecosystems. The exact local outcome varies, but the underlying driver is the altered balance between incoming solar energy and outgoing infrared energy.

Ozone depletion can influence climate patterns, but it is not the explanation for the dominant warming trend. Keeping the scales separate is important: a small ozone-related climate effect should not be presented as an alternative account of the much larger greenhouse-gas effect.
How international policy addresses both problems
The Montreal Protocol
The Montreal Protocol is an international agreement to control ozone-depleting substances. Its phaseout of controlled chemicals reduces the supply of chlorine and bromine that can reach the stratosphere. Because many of those substances are also greenhouse gases, the agreement delivers a climate co-benefit in addition to restoring protection from ultraviolet radiation.
The agreement’s success does not mean every atmospheric problem has been solved. It demonstrates that an environmental treaty can target a specific chemical mechanism while also reducing emissions that matter to climate.

The Kigali Amendment
The Kigali Amendment, adopted in 2016, provides for a phasedown of covered hydrofluorocarbons. HFCs do not deplete ozone, but many have high global-warming potential. Their inclusion recognizes that an ozone-safe substitute can still undermine climate goals if its greenhouse effect is ignored.
Montreal controls the ozone-depleting substances themselves; Kigali addresses a major class of replacement greenhouse gases. Together, they show why ozone policy and climate policy are linked but not identical.
Common mistakes and the accurate wording
- Mistake: Saying the ozone hole is a literal hole in the atmosphere. Accurate: It is a seasonal area over Antarctica with extremely low ozone.
- Mistake: Saying ozone depletion causes today’s global warming. Accurate: NOAA assesses ozone depletion’s net surface effect as a small cooling contribution compared with greenhouse-gas warming.
- Mistake: Treating the ozone layer and ground-level ozone as the same thing. Accurate: Stratospheric ozone protects against UV-B; ground-level ozone is an air pollutant.
- Mistake: Assuming every ozone-safe substitute is climate-safe. Accurate: Some substitutes, including covered HFCs, are potent greenhouse gases.
- Mistake: Calling the two problems unrelated. Accurate: Several chemicals and policies connect them, even though their primary mechanisms differ.
- Mistake: Presenting EPA’s health numbers as worldwide observations. Accurate: They are modeled US projections for people born from 1890 through 2100.
How to evaluate a claim about ozone and climate
- Identify the atmospheric layer. Ask whether the claim concerns stratospheric ozone or ground-level ozone.
- Identify the measured outcome. Is it ultraviolet exposure, ozone concentration, surface temperature or a broader climate indicator?
- Separate the chemical’s effects. Check its ozone-depletion potential and greenhouse effect independently.
- Check the geographic and seasonal scope. Antarctic spring ozone loss is not the same as worldwide, year-round depletion.
- Look for a qualified comparison. A statement about ozone’s small cooling influence does not imply that ozone has no climate influence; it means the effect is small relative to greenhouse-gas warming.
- Check whether a number is observed or modeled. EPA’s health figures are projections, so they should not be described as recorded global totals.
The bottom line
Ozone depletion means loss of protective stratospheric ozone, allowing more harmful UV-B to reach the surface. Global warming means a long-term rise in average surface temperature caused mainly by accumulated greenhouse gases. The same chemical family can matter to both problems, and international agreements address both ozone-depleting substances and high-warming replacement gases. But the Antarctic ozone hole is not the principal cause of modern global warming: according to NOAA’s 2022 assessment, ozone depletion has contributed a small amount of surface cooling, while greenhouse-gas warming is much larger.
