To qualify for Oregon unemployment insurance, you must pass two separate tests: first, earn enough covered wages or hours during the applicable base year to establish a monetary claim; then, satisfy Oregon Employment Department (OED) rules every week you request payment. A regular claim has a 52-week benefit year and can pay up to 26 times your weekly benefit amount (WBA), but one required waiting week is unpaid. OED describes the program as providing money to people who lost jobs or had hours reduced through no fault of their own. See the official program page for current notices.
Oregon’s two-part eligibility test
Being out of work by itself does not create a payable claim. OED first checks whether your past work supports a valid claim. After that, it evaluates the facts for each individual week you certify.
| Stage | What OED checks | When it matters |
|---|---|---|
| Monetary eligibility | Subject wages or covered hours in the base year, plus the wage pattern required by OED | Determines whether a claim can be established and the WBA |
| Weekly eligibility | A qualifying unemployment situation, ability to work, availability for work, active work search, and accurate reporting | Determines whether a particular week is payable |
You must continue meeting the weekly test even after OED approves the initial claim. A monetary approval does not guarantee payment for every week.
1. Monetary eligibility: wages and hours that establish a claim
Regular base-year calculation
OED normally uses the first four of the last five completed calendar quarters before you file. For example, if you file during a quarter, the most recently completed quarter is normally excluded from the regular base year. OED automatically examines an alternate base year—the four most recently completed quarters—if you do not qualify under the regular calculation. The definitions of base year and subject wages are in OED’s glossary.

Two ways to meet the earnings test
OED says a valid monetary claim generally requires either of the following routes:
| Route | Requirement | What to gather |
|---|---|---|
| Wage route | At least $1,000 in subject wages during the base year, with total base-year wages at least 1.5 times your highest-quarter wages | Employer and payroll information showing wages in each quarter |
| Hour route | At least 500 hours worked during the base year and some subject wages | Records of hours and wages, especially when hours vary by employer or season |
These are alternative tests, not cumulative requirements. You do not need both $1,000 and 500 hours if one route is met. OED makes the determination from reported employer records and the information on your application; do not estimate wages or omit a short-term employer.
Why the highest-quarter rule matters
The wage route has two parts: a dollar floor and a wage-distribution test. Someone can exceed $1,000 in total wages yet fail if total base-year wages are not at least 1.5 times the highest quarter. If that happens, OED checks the alternate base year when available. If you still do not meet the wage route, the 500-hour route may establish eligibility when some subject wages are present.
2. Weekly eligibility: what you must do for every claimed week
You must be unemployed or underemployed under OED rules
OED’s weekly test covers people who have no work and people whose hours have been reduced. You are generally still considered unemployed when you work fewer than 40 hours and earn less than your WBA, but the rule does not excuse reporting. Report every hour worked and all gross earnings for the week, following the instructions in the weekly eligibility guidance and your claim prompts.

You must be able to work
“Able” means you are physically and legally capable of performing work that is suitable for you during the week claimed. A temporary illness, restriction, leave, or other condition that prevents work can affect payment. Answer the weekly questions accurately rather than assuming an approved claim overrides a current limitation.
You must be available for work
Availability means you are ready and willing to accept suitable work and do not place unreasonable conditions on when or where you can work. Travel, school schedules, caregiving, transportation problems, or a commitment that prevents accepting work can change the answer for a particular week. Report the actual circumstances in the weekly certification.
You must actively seek work
Oregon generally requires documented work-search activity while you claim regular benefits. Keep a contemporaneous record of employer contacts, applications, interviews, job fairs, and other activities that OED accepts. A missing or inadequate search can make a week nonpayable even when you meet the wage test.

How Oregon calculates your weekly benefit amount
Your WBA is 1.25% of total gross earnings in the base year, subject to Oregon’s annual limits. The published limits below are effective as of June 28, 2026:
| Item | 2026 amount or rule | Qualification |
|---|---|---|
| Minimum WBA | $211 per week | Oregon Employment Department published amount for 2026 |
| Maximum WBA | $902 per week | Oregon Employment Department published amount for 2026 |
| Formula | 1.25% of total base-year gross earnings | Subject to the annual minimum and maximum |
For a precise figure, use the wage information OED has on file and the determination issued for your claim. The formula is not a flat percentage of your last paycheck, and it does not increase because your final week was unusually high. OED’s claimant handbook and glossary explain the calculation and applicable limits.
How many weeks Oregon unemployment pays
The benefit year is 52 weeks
A regular claim opens a benefit year lasting 52 weeks from the claim’s effective date. During that year, you normally cannot file a second Oregon claim simply because the first claim’s balance reaches zero. A new regular claim generally must wait until the existing benefit year ends, even if no money remains.

Regular benefits can total up to 26 times the WBA. Your exact maximum benefit amount and number of payable weeks depend on the claim calculation and your weekly rate. A high WBA therefore does not guarantee 26 checks, and a claimant can exhaust the maximum amount before the 52-week benefit year expires.

The waiting week is required and unpaid
Oregon imposes one waiting week on each claim. File the week after submitting the initial application, as instructed by OED, but no payment is issued for that week. Continue filing weekly claims while OED reviews the initial application; stopping certifications can leave later weeks unclaimed or create a separate eligibility problem. See OED’s weekly-claim instructions.
How to file and keep the claim active
- Collect your identity and employment information. Have your name, Social Security number or immigration-authorization information when applicable, contact details, and a complete employment history for the preceding 18 months. Include each employer’s name, address, telephone number, and start and end dates.
- Submit the initial claim. File through Frances Online or another OED channel. The Frances Online initial-claim page provides the current route and prompts. Review every employer and wage entry before submitting.
- File the first weekly claim. Submit the week after the initial application to serve the unpaid waiting week, then certify every week you want considered for payment. Do this even while the initial claim is pending.
- Answer weekly questions for that specific week. Confirm whether you were able and available, describe your work search, and report every hour and dollar earned. Do not copy a prior week’s answers when your circumstances changed.
- Complete required employment-service steps. Most claimants must register in iMatchSkills and complete a WorkSource Oregon reemployment orientation. OED’s after-you-file guidance identifies the applicable tasks.
- Monitor notices and deadlines. Read every Frances Online message and mailed notice. A request for information, work-search proof, identity verification, or a response by a stated deadline can pause or deny benefits if ignored.
Work-search records that protect your claim
Keep a dated log for each claimed week. Record the employer or organization, contact method, position or activity, date, and result. Retain confirmation emails, application receipts, interview invitations, job-fair registration, and orientation completion evidence when available. OED may request proof during a review, and a contemporaneous record is more reliable than reconstructing a month of activity later.
- List applications and employer contacts separately from general browsing.
- Note activities completed through WorkSource Oregon or iMatchSkills.
- Record the hours and gross amount for every job, including part-time or temporary work.
- Save copies of weekly submissions and any correction you report to OED.
Special rule for strikes beginning in 2026
For strikes that begin on or after January 4, 2026, OED says eligible striking workers may receive unemployment benefits under special rules. Oregon’s 2026 tax schedule III permits up to 10 weeks for an eligible strike claim, rather than the regular claim’s up-to-26-times-WBA framework. Separate able-to-work, available-for-work, and active-work-search requirements still apply. Eligibility depends on the facts of the strike and the individual claimant; consult OED’s strike guidance and the state’s eligibility-factors page.

Common situations and what they mean
“I earned money, so I cannot claim.”
Reduced hours do not automatically disqualify you. If you work fewer than 40 hours and earn less than your WBA, you may generally remain unemployed under OED’s rule for that week. You must still report the work and earnings, and OED decides the payable amount.

“My claim was approved, but no payment arrived.”
Check whether the week was the unpaid waiting week, whether a weekly certification is missing, or whether OED requested information. Continue filing future weekly claims and respond to every notice rather than opening a duplicate claim.
“My balance reached zero before 52 weeks.”
The benefit year can continue after funds are exhausted, but regular payments stop when the maximum benefit amount is used. A new Oregon claim generally cannot be filed until that benefit year ends.
“I do not meet the wage test.”
Confirm that all employers and wages in the 18-month history were reported and that OED reviewed the alternate base year. If you have at least 500 base-year hours and some subject wages, the hour route may apply even when the $1,000-and-1.5-times-highest-quarter route does not.
“I missed a weekly filing.”
File the next claim as directed and read the resulting notice for instructions. Do not assume a later certification automatically covers the missed week; OED may require additional information before paying it.
