Orbital Marine Power’s EURO-TIDES project at the European Marine Energy Centre (EMEC) in Orkney has reportedly been approved to progress toward construction, with deployment targeted for 2028. The date remains conditional on Orbital completing its current investment round, and the available report does not establish that physical construction can begin immediately.

What was approved

A report published on 12 October 2026 says the European Commission gave EURO-TIDES a go-ahead after reviewing the project’s engineering, permits and financing. The account is secondary reporting that attributes the milestone to an Orbital announcement; the underlying Commission decision and primary company announcement were not independently available for verification.

According to that report, EURO-TIDES is being developed by Orbital Marine Power for EMEC in Orkney. The planned array comprises four tidal-stream turbines:

  • Three O2-X units
  • One O2 unit

The report describes the decision as approval to progress toward construction, not evidence that construction has started or that every pre-construction requirement has been discharged. It does not establish the array’s final installed capacity, annual electricity output, grid-connection arrangements or exact construction-start date.

The 12 October 2026 report is the source for the project identity, location, turbine configuration and reported Commission milestone.

When could the Orkney array be deployed?

Deployment is targeted for 2028, subject to completion of Orbital’s current investment round. The report does not say that the round has closed, so 2028 is a target rather than a guaranteed commissioning date. Financing completion is therefore a direct schedule dependency alongside engineering, procurement, consenting conditions and marine construction planning.

What the 2028 target does—and does not—mean

  • It means: Orbital is working toward installing the four reported devices at EMEC during 2028.
  • It does not mean: turbines are already being built, all permits are confirmed as discharged, or a final grid and construction timetable has been published.

Why “cleared for construction” needs qualification in Scotland

Scottish offshore renewable projects can require more than one regulatory approval. Depending on a project’s location and capacity, the framework may include a marine licence and section 36 consent. Licence and consent conditions can also require information or approvals before construction, including mitigation and monitoring plans.

Scottish Government guidance further explains that, where Scottish Ministers have served a section 105 notice, an approved decommissioning programme must be in place before construction starts. These are general rules; the available material does not identify which permissions apply to EURO-TIDES, whether each condition has been met, or whether any condition remains outstanding.

Marine-energy infrastructure, including tidal energy, is decided by the Scottish Government’s Marine Directorate. A definitive statement that physical works may begin should therefore be checked against the project’s application, consent and licence records rather than inferred from the reported Commission milestone.

Relevant official guidance is available from the Scottish Government’s licensing and consenting overview and its application-process and timescales guidance.

How tidal-stream turbines fit the site

Tidal-stream devices are generally placed where currents are strongest, such as narrow sounds and around headlands. Underwater rotors extract energy from moving seawater as tides flow, allowing electricity generation without relying on wind or sunlight at the moment of production.

NatureScot identifies potential collision and disturbance interactions involving marine mammals, fish and diving seabirds. Because wave and tidal technologies are relatively new, it also says the evidence base on their interactions with Scotland’s nature remains limited. Those are general environmental considerations for tidal-stream projects, not a finding that EURO-TIDES has caused harm or will produce a particular impact.

Project-specific monitoring, mitigation and reporting requirements would be expected to be set through the relevant consent and licence conditions. The status of those conditions for EURO-TIDES has not been established in the available material. NatureScot’s overview is at Wave and tidal energy.

What remains unknown about EURO-TIDES

Item Status in the available report
Developer and site Orbital Marine Power; EMEC, Orkney
Reported device mix Three O2-X turbines and one O2 turbine
Reported milestone European Commission approval to progress toward construction
Deployment timing Targeted for 2028, conditional on completion of Orbital’s investment round
Exact capacity and annual output Not stated
Grid connection and final construction date Not stated
Project-specific licence and consent conditions Not established
Primary Commission decision and grant terms Not independently verified

What to watch next

  1. Investment close: Orbital must complete the current investment round identified as a condition of the 2028 target.
  2. Regulatory records: Check Marine Directorate, marine-licence and section 36 records for the project’s operative permissions and any pre-construction conditions.
  3. Construction documentation: Look for confirmed procurement, marine-works scheduling, monitoring plans and grid-connection details before treating the 2028 target as a firm build date.
  4. Environmental reporting: Follow any required baseline surveys, mitigation measures and monitoring results as deployment approaches.

Why the milestone matters

EURO-TIDES would add a multi-device tidal array at Scotland’s established marine-energy test centre rather than a single demonstration machine. The reported four-unit configuration provides a path from individual turbine operation toward array-scale deployment, while the conditional financing and unresolved project-specific approval details show that an announcement of progress is not the same as completed construction readiness.

The Bottom Line

Orbital Marine Power’s EURO-TIDES array in Orkney has reportedly been cleared to progress toward construction, with deployment aimed at 2028. That timetable depends on closing the company’s investment round, and the project’s exact Scottish consent and licence status still needs confirmation from official records.
