Pisces is a planned direct subsea connection between Ireland and mainland Europe, designed to give Irish cloud and data-center hubs an alternative to routes that transit the United Kingdom. The project is targeting deployment in 2028, subject to engineering, permitting and construction.
What Orange, Equitix and MDM announced
On 14 October 2026, Orange, infrastructure investor Equitix and Irish subsea developer MDM announced a joint venture called PISCES Cable System Limited. Carine Romanetti has been appointed its chief executive officer.
The company will develop the Pisces cable as an open-access system carrying dark-fiber capacity. That model is intended to let multiple operators, cloud companies, data-center businesses and network providers obtain capacity rather than limiting the route to a closed group of consortium owners.

Planned route and technical design
The announced route is approximately 3,125 kilometers long and has four planned landing points. From Ireland, it will run along the Atlantic coast to France, Spain and Portugal.

Orange plans to build a new landing station at Sopelana. Landing stations connect the undersea cable to terrestrial networks, so this facility is part of the project’s shore-side infrastructure rather than a separate consumer broadband service.

Why a direct Ireland–Europe route matters
Less reliance on United Kingdom transit
Many international connections from Ireland can use paths that cross or interconnect through the United Kingdom. Pisces is intended to add a route from Ireland’s western seaboard directly to continental Europe, reducing reliance on that transit pattern. It will not eliminate the need for other routes, but it adds another independent path.
More route diversity and resilience
Subsea cables are exposed to faults, maintenance outages and damage from activities such as fishing or anchoring. A separate landing pattern and Atlantic corridor can give carriers and data-center operators additional terrestrial and international routing choices when another path is unavailable. The project announcement does not claim a guaranteed uptime figure or specify how Pisces will be protected from every failure scenario.

Support for European digital-sovereignty goals
Orange links Pisces to the European Union’s Digital Global Gateway strategy and says the project receives significant Connecting Europe Facility support. Those policy and funding frameworks emphasize resilient digital infrastructure and stronger connectivity within Europe. The announcement does not state the amount of public funding or the project’s total budget.
Equitix Chief Investment Officer Achal Bhuwania described the investment rationale this way: “Delivering the connectivity Europe needs will require sustained investment in critical digital infrastructure.”

“Toward 2028” is a target, not a confirmed in-service date. Engineering design, environmental and regulatory approvals, procurement, cable manufacture, installation windows and shore-end construction can all affect the schedule. Completing the survey is an important seabed-planning milestone, but it does not mean the cable has been manufactured or laid.

Investment is being made through Equitix Infra Ireland. The vehicle is backed by the Ireland Strategic Investment Fund as an anchor investor, alongside Equitix, Orange and MDM. The project also benefits from co-funding through the EU Connecting Europe Facility.

The announcement identifies the consortium and survey contractors, but it does not announce final cable-manufacturing, installation or other major construction awards. Supplier selection can therefore change as the project moves from engineering and permitting into procurement and deployment.
What the open-access design could enable
Dark fiber is the physical optical-fiber capacity in a cable before an operator adds its own transmission equipment. With an open-access structure, separate network companies can light capacity with their preferred equipment and connect it to their own backhaul, data centers or cloud on-ramps. That can support competition among users and make the route useful to more than one network owner.
Potential users include Irish data centers, cloud platforms, telecommunications carriers, content networks and colocation providers. No customer, anchor tenant, capacity reservation or commercial launch date has been disclosed, so those are possible use cases rather than announced commitments.
What remains unknown
- The final in-service date; 2028 remains the deployment target.
- Total project cost and the value of Connecting Europe Facility support.
- Guaranteed latency, route-level performance and repair-time commitments.
- Final cable, installation and equipment suppliers.
- Capacity pricing, allocation terms and signed customers.
- Whether all four announced landing points will be ready on the same schedule.
These omissions are normal for a project still in engineering and permitting. They will matter to prospective network and data-center users when the consortium publishes commercial terms and construction milestones.
What Pisces would change for Ireland
If completed as announced, Pisces would add a 16-pair, open-access Atlantic route from Galway to mainland Europe through France, Spain and Portugal. Its main contribution would be connectivity choice: Irish operators could combine the new cable with existing terrestrial and international systems instead of depending on a single corridor. The benefit will depend on final construction, operational readiness, available capacity and the number of customers that actually connect.
