Oracle is renewing its request for expedited Federal Energy Regulatory Commission (FERC) action on Transwestern Pipeline’s Green Chile Project, a proposed natural-gas line intended to supply the fuel-cell microgrid for its 2.5-gigawatt Project Jupiter AI-data-center campus in Doña Ana County, New Mexico. Reporting puts the pipeline’s operating target in February 2027 and the campus’s planned start of operations in 2028, but neither date is guaranteed.

What FERC approval would cover

The Green Chile Project is described as approximately 17.77 miles (28.6 kilometers) of 24-inch interstate pipeline in Doña Ana County. Its planned capacity is about 400 million cubic feet of natural gas per day. The gas would supply an on-site power plant and a behind-the-meter microgrid built around Bloom Energy fuel cells for Project Jupiter.

Oracle’s renewed request is associated with FERC docket CP26-80. As of October 15, 2026, available reporting does not show a final FERC approval order. The February 2027 operating date is therefore a target reported by Data Center Dynamics, not a confirmed in-service date.

Why Project Jupiter needs a dedicated fuel supply

Project Jupiter is planned as a 2.5 GW AI-data-center campus. A facility of that scale needs a large, continuously available power source, and Oracle’s current design is intended to produce power on or next to the campus rather than rely entirely on the local electric grid.

  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Natural gas would be converted to electricity in the microgrid’s fuel cells. Oracle has described the proposed system as independent of the local grid, with advanced emissions controls and continuous emissions monitoring. A dedicated interstate pipeline would provide the fuel volume that the microgrid’s developers expect to need; it is not a general-purpose utility expansion for the surrounding area.

The power design changed in 2026

Oracle and BorderPlex announced in April 2026 that Project Jupiter would use Bloom Energy fuel cells instead of the earlier concept based on gas turbines and diesel generators. Oracle’s March explanation described the proposed microgrids as behind-the-meter systems that could operate independently from the local grid.

The technology change does not eliminate the need for a gas connection. It changes how the gas is converted into electricity and how Oracle says emissions will be controlled and measured.

Regulatory history and environmental objections

New Mexico regulators previously rejected an Energy Transfer pipeline proposal associated with the site. Reported objections included the project’s potential for large-scale water use, increased carbon-dioxide emissions and limited revenue for the state.

The Green Chile request has also drawn scrutiny from environmental groups and New Mexico Attorney General Raúl Torrez. They have urged FERC to examine the combined effects of the pipeline and the data-center campus rather than treating each project’s impacts in isolation. That issue matters because the pipeline, power plant and data center would be separate permitted facilities but would serve the same large development.

Claims about future emissions, water consumption, employment and economic output should be treated as projections from Oracle or other named parties, not as independently verified results. The available reporting does not establish a final environmental finding for Green Chile.

Oracle’s position on the separate permits

In a September 14, 2026 statement, Oracle said: “The Project Jupiter data center campus and the proposed microgrid are separate facilities on separate but adjacent sites, operated by separate companies.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Oracle also said construction on the data-center campus is proceeding under county permits and is not covered by the microgrid’s air-permit application. The microgrid remains subject to separate state and environmental review. This distinction allows campus construction to continue while regulators consider the facilities that would generate its power, but it does not guarantee that the required power system will be ready on the same schedule.

Could a pipeline delay affect the 2028 opening?

Yes. The dates leave roughly a year between the reported February 2027 pipeline target and the planned 2028 start of data-center operations. If FERC approval, construction, commissioning or related state permits slip, the microgrid might not be available when the campus needs full operating power.

That risk is different from saying the entire campus would automatically stop. Oracle says the data-center construction is proceeding under county authorization and is separate from the microgrid’s air permit. However, a completed building cannot operate as a 2.5 GW AI campus without an approved and commissioned power solution. The practical consequences of a delay could include phased occupancy, postponed equipment deployment or a revised operations schedule; the available sources do not establish which contingency Oracle would use.

Key dates and what remains unresolved

Date Event or status
March 2026 Oracle explained a behind-the-meter microgrid concept designed to operate independently of the local grid, with emissions controls and continuous monitoring.
April 2026 Oracle and BorderPlex announced the shift from gas turbines and diesel generators to Bloom Energy fuel cells.
September 14, 2026 Oracle stated that the data-center campus and proposed microgrid are separate facilities on adjacent sites and have separate operators and permits.
October 15, 2026 Oracle was renewing its request for expedited FERC action in docket CP26-80; no final approval order was reported.
February 2027 Reported target for Green Chile to begin operating, subject to approval and construction.
2028 Oracle’s planned timeframe for Project Jupiter operations.

The immediate question is whether FERC and other regulators authorize the pipeline and associated microgrid in time to support the 2028 campus plan. Until those decisions are issued, both the pipeline date and the data-center operating date remain targets rather than commitments.
