A safe enterprise migration to Oracle Cloud Infrastructure (OCI) is a controlled program, not a server copy. Start by defining business outcomes and recovery targets, inventorying every dependency, measuring real demand, and building a governed landing zone. Then migrate in dependency-aware waves, rehearse the runbook, cut over against explicit go/no-go criteria, and keep rollback and operations ready until the business owner signs off.
1. Set outcomes, constraints and ownership
Write a migration charter for each business service before selecting a tool. Record the reason for moving, the desired end state, and how success will be measured. Oracle’s Cloud Adoption Framework starts with the current state, desired state, a gap assessment and an iterative adoption plan.
- Business outcome: for example, data-center exit, faster provisioning, capacity for seasonal demand, improved resilience, or a supported database version.
- Recovery objectives: recovery-point objective (RPO), recovery-time objective (RTO), maximum acceptable downtime and the transactions that cannot be lost.
- Constraints: regulatory obligations, data-residency boundaries, maintenance and freeze windows, budget limits, licensing terms and contracts that restrict deployment locations.
- Accountability: name an executive sponsor, migration lead, application owner, database owner, security approver, network owner and a final go/no-go decision maker.
- Wave boundary: identify the applications, shared services, databases, integrations and environments included in the first release, and explicitly list what is out of scope.
Turn these decisions into entry and exit criteria. A wave should not begin until its dependencies, owners, test evidence and rollback decision are documented.

Capture workload facts
- Application and service name, owner, business criticality and support contacts.
- Operating-system, middleware, Oracle Database or MySQL version, patch level, installed options and end-of-life exposure.
- CPU, memory, storage capacity and utilization, IOPS, throughput, connection counts and growth trend.
- Data classification, residency, retention, encryption and key-management requirements.
- Interfaces, ports, DNS names, certificates, batch schedules, queues, file transfers, identity providers and external partners.
- High-availability and disaster-recovery design, backup method, restore evidence, replication mode and current RPO/RTO.
- Maintenance windows, licensing model, support contracts and any hardware or software affinity.
Map dependencies as a graph
Draw upstream and downstream relationships for each business transaction. Include shared DNS, monitoring, identity, secrets, time synchronization, storage, reporting, integration and batch platforms. Mark hard dependencies that must move first, soft dependencies that can tolerate a temporary route, and unknown dependencies that require testing. A dependency graph is the basis for wave sequencing; an application list alone is not.
3. Measure actual demand before sizing OCI
Do not size a target from a single busy-day screenshot or an average. For Oracle Database 19c planning, Oracle documents collecting 7–30 days of actual CPU, memory, storage, IOPS and throughput data (2025-era guidance). Capture normal, peak, month-end and batch periods, then add headroom for growth and failover.
Profile more than utilization
- Record peak and sustained CPU, memory pressure, storage latency, read/write IOPS and network throughput.
- Measure database size, daily change rate, transaction volume, connection peaks and the largest objects.
- List options and features in use, including encryption, partitioning, replication, backup and management packs; confirm that the target service supports them.
- Document redundancy, cluster topology, standby databases and the behavior expected during a node, zone or site failure.
Use peak-like figures and projected growth when selecting compute, storage and network capacity. Keep the raw measurement window and assumptions with the sizing decision so it can be revisited after the first wave.

Database method comparison
| Method or service | Best fit | Key checks | Trade-offs to document |
|---|---|---|---|
| OCI Database Migration | Managed offline or logical, minimal-downtime migrations for Oracle and MySQL databases. | Supported source and target versions, change-capture prerequisites, network path, credentials, encryption keys, data volume and change rate. | Managed pre-checks, resumable jobs and fleet-scale control reduce operator work; logical moves still require schema, option and application validation. |
| Zero Downtime Migration | Oracle database moves where the documented physical or logical workflow matches the source, target and availability requirement. | Source and target topology, patch levels, Data Guard or replication prerequisites, transport configuration, ports and rollback design. | Can preserve a physical standby path, but configuration and operational ownership are more demanding than a simple offline export/import. |
| GoldenGate | Logical replication when continuous change capture, heterogeneous targets or a bidirectional fallback is required. | Supplemental logging, DDL handling, conflict rules, latency, filtering, character sets and application write ownership. | Low downtime is possible, but replication design, monitoring and conflict recovery add operational complexity. |
| Data Guard physical migration | Oracle-to-Oracle moves that preserve a physical database structure and use a standby-style transition. | Version and platform compatibility, redo transport, bandwidth, encryption, standby health and the documented ZDM configuration. | Preserves physical fidelity; rollback depends on keeping transport and the old environment healthy for the agreed period. |
| Export/import or backup restore | Smaller databases, major version changes, schema transformation or a maintenance window that permits downtime. | Export consistency, transfer time, character sets, object validity, statistics, privileges, jobs and application quiescence. | Simple conceptual model, but downtime grows with data volume and transfer speed; cutover rehearsal is essential. |
Compare every candidate on acceptable downtime, data volume and change rate, source and target versions, network bandwidth, DDL or schema changes, HA/DR requirements, rollback complexity, licensing, automation and supportability. Oracle’s migration assessment also asks for migration scope, network speed, acceptable downtime, data size and expected DDL changes.

OCI Cloud Migrations provides discovery, migration projects, replication schedules, asset replication and launch into OCI. Confirm guest operating-system support, boot and data-volume layout, drivers, IP and DNS changes, licensing, backup agents and application dependencies before scheduling replication.
5. Build the OCI landing zone first
Oracle describes the landing zone as “the foundation for your cloud deployment.” Treat it as a reusable platform, not a one-off project for the first application. The landing zone should make the secure, compliant path easier than an exception.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Landing-zone decisions
- Tenancy and compartments: separate platform, security, network, shared services, production and non-production resources according to ownership and blast radius.
- Identity and separation of duties: define groups, federated identity, administrator break-glass access, least-privilege policies and independent approval for security, network and workload changes.
- Tags and budgets: require owner, application, environment, cost center, data class and expiration tags; set budgets and alerts before workloads arrive.
- Audit and operations: centralize audit logs, service logs, metrics, alerts, ticket routing and retention requirements.
- Infrastructure as code: standardize Terraform modules, state protection, code review, promotion between environments and drift detection.
OCI landing-zone modules cover identity, networking, security, monitoring, governance and workloads. Oracle’s overview says landing zones accelerate onboarding with a foundation that is secure, compliant and resilient. Decide whether a central platform team or federated teams will own each module and publish a support model before migration waves begin.
6. Design and validate connectivity
Document the network before moving data. Create a diagram that shows VCNs, subnets, route tables, security lists or network security groups, DNS zones, firewalls, private endpoints and inspection points.
Connectivity checklist
- Select VPN or FastConnect for on-premises access and document redundant circuits, routing, failover and ownership.
- List every source and target port, protocol, direction, DNS record and certificate. Test from the actual migration host, not only from a jump box.
- Measure latency, available throughput, packet loss and behavior during link failover. Network bandwidth directly affects transfer duration and downtime.
- Use private paths for database and management traffic where required; restrict public exposure and record approved exceptions.
- Test name resolution in both environments, including split-horizon DNS and the TTL plan for cutover.
Run a timed transfer using representative data. Use the result to validate whether the selected replication or export method can reach the migration window with margin.

7. Implement security and compliance controls
Translate policy into controls and evidence before production data is copied. Define IAM roles and least privilege, encryption in transit and at rest, key ownership and rotation, secrets storage, vulnerability management, threat detection, log retention, residency and regulatory reporting.
The OCI Core Landing Zone integrates services such as Cloud Guard, Vault, Vulnerability Scanning, Bastion, Security Zones, Flow Logs and Connector Hub. Decide which are mandatory, who receives alerts, how findings are triaged and how long evidence is retained. Verify database Transparent Data Encryption (TDE) wallets or equivalent key material, backup encryption and the procedure for restoring keys in the target environment.
Remove temporary migration accounts and firewall rules after the wave. Keep an auditable record of approvals, scans, exceptions, test results and production access.
8. Plan waves around business dependencies
Group workloads by business service and dependency graph, not by whichever server is easiest to copy. Establish a pilot that exercises the common platform controls, then sequence shared services, lower-risk applications and critical systems with the lessons applied between waves.
For each wave, record
- Scope, owners, source and target environments, migration method and expected duration.
- Predecessor and successor systems, DNS and certificate changes, integrations, batch jobs and licensing actions.
- Freeze, quiesce and communication windows, including business, help-desk and partner notifications.
- Entry criteria: tested connectivity, supported versions, backups, security approval, monitoring, runbook and rollback rehearsal.
- Exit criteria: data validation, application transactions, performance KPIs, RPO/RTO evidence and business-owner signoff.
Assign one decision owner for the wave. Do not let an unresolved dependency become a cutover-time negotiation.

9. Prepare databases and applications
Create target OCI resources and policies before registering migration jobs. Oracle’s task flow separates resource creation, database preparation, source and target connections, assessments, migration jobs, monitoring and switchover preparation; keep those checkpoints distinct.
- Confirm supported database versions, patch levels, character sets, options, operating-system requirements and target service limits.
- Prepare source and target credentials, network routes, ports, listeners, DNS, time synchronization and required privileges.
- Validate TDE wallets, certificates, secrets and key-management access; test retrieval without exposing key material in scripts or tickets.
- Enable replication prerequisites such as supplemental logging, archive or redo retention, change capture and DDL handling required by the selected method.
- Run vendor pre-checks and correct warnings rather than waiving them silently. Record every exception with an owner and expiry.
- Externalize application configuration so connection strings, endpoints, credentials and feature flags can switch without rebuilding binaries.
- Verify backups and perform a restore test in the target environment before relying on the new platform.
10. Rehearse and test the migration
Practice the complete runbook multiple times with representative data and realistic dependencies. Oracle recommends repeated practice, KPI and SLA testing, and outage exercises.
Minimum rehearsal scope
- Time discovery, replication, final synchronization, DNS changes, validation and rollback; compare each duration with the approved window.
- Check row counts, checksums or other consistency controls, invalid objects, grants, jobs, sequences, replication lag and application transactions.
- Exercise peak-like application load and confirm latency, connection capacity, storage performance and batch completion.
- Simulate a failed transfer, unavailable link, expired credential, lagging replica and failed target node. Verify alert delivery and operator actions.
- Test HA and DR operations, backup restore, monitoring dashboards, incident escalation and stakeholder communications.
Preserve rehearsal evidence and update the runbook after every defect. A rehearsal that only proves data can be copied is incomplete; it must prove the business service can operate and recover.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.11. Approve a safe cutover and rollback
Select a low-workload window and publish a minute-by-minute runbook. Set a go/no-go meeting immediately before the change, with named approvers and a hard stop time.
Go/no-go checks
- Replication is healthy and lag is within the agreed limit; final backups are complete and restorable.
- Application writes are frozen or quiesced as designed, and operators know how to confirm that no writer remains on the source.
- Target monitoring, alerts, DNS, certificates, secrets, firewall rules, support coverage and stakeholder communications are ready.
- Validation queries, business transactions, performance thresholds and signoff contacts are available.
- The rollback trigger, decision owner, latest safe rollback point and maximum rollback duration are explicit.
For a GoldenGate logical migration, design bidirectional replication if it is needed for fallback and test conflict handling. For a Data Guard physical migration, preserve redo transport as required by the documented Zero Downtime Migration configuration. Do not decommission the source until the agreed rollback period has passed and the business owner approves.

12. Execute, verify and obtain signoff
- Open the change record and announce the start, scope, operators and communication cadence.
- Start the approved replication or migration job and monitor progress, throughput, errors and lag.
- Quiesce writes at the documented point, complete final synchronization and record timestamps.
- Promote or switch over the target, update connection strings and routing, and apply the DNS change with the planned TTL.
- Run automated and manual validation: row counts or checksums, critical queries, login and authorization, inserts and updates, reports, integrations, queues and scheduled jobs.
- Compare agreed KPIs and SLAs with the baseline. Record deviations, incidents and decisions in the change record.
- Obtain application-owner and business-owner signoff before ending the change window.
If a validation threshold fails, stop further changes and follow the tested rollback branch rather than improvising a repair on live traffic.
13. Operate after go-live
Go-live is the start of the operating phase. Keep alerting, logging, vulnerability management, backup and restore, patching, cost controls, capacity reviews, configuration-drift detection, incident response and DR exercises active.
- Watch CPU, memory, storage latency, IOPS, throughput, connection pools, replication or backup status and error rates against the pre-migration baseline.
- Review budgets, tagged spend, idle resources and license consumption; assign owners to anomalies.
- Patch according to the approved maintenance policy and retest application compatibility.
- Run restore and disaster-recovery exercises on a schedule, measuring actual RPO and RTO rather than assuming the design works.
- Keep a hypercare channel and escalation rota until incident volume and performance stabilize.
Oracle’s framework treats management and operations as an ongoing pillar for performance, cost optimization, reliability and future growth. Assign these responsibilities to a named operating team, not to the migration project by default.
14. Close the wave and improve the migration factory
When the stabilization period ends, archive approvals, logs, test results, diagrams, inventories, cost records and lessons learned. Update the CMDB or equivalent inventory, support documentation, runbooks and ownership records. Remove temporary access, replication agents, transfer staging, firewall exceptions and unused resources. Reconcile actual cost and capacity with the original plan, then turn each lesson into a reusable Terraform module, test, checklist item or training note for the next wave.
