Optical circuit switching (OCS) is not universally faster or cheaper than electrical Ethernet switching. It is most valuable when an AI or HPC cluster produces predictable, high-volume flows that can use direct optical paths, while electrical packet switching remains the safer baseline for bursty traffic, mixed protocols and mature operations. A workload- and topology-aware hybrid usually offers the best balance.

Published results illustrate the opportunity but are not guarantees. A 2025 modeled disaggregated-AI architecture using PCIe over optical links reported 3 microseconds over 62 metres, 48.3% shorter backpropagation completion time than PCIe with an Ethernet switch, 31.6% lower modeled cost and 12% lower modeled power than a Leaf-Spine Ethernet design. Those numbers depend on the study’s topology, interface bandwidth, fiber length and component assumptions.

  • Optical circuit switching creates a physical Layer-1 path between endpoints. Once a circuit is established, bits traverse that path without repeated packet forwarding through an electrical switching fabric.
  • Electrical packet switching receives, buffers, examines and forwards packets at each hop. It handles changing destinations, short messages and mixed traffic without reserving a circuit first.

For synchronized training jobs, disaggregated memory or accelerator pools, and other flows that move large volumes between a known set of endpoints, OCS can reduce forwarding overhead and provide predictable latency. For request-driven inference, storage traffic, control traffic and workloads whose destinations change rapidly, electrical switching’s statistical multiplexing and mature controls are usually more useful.

A practical design often keeps an electrical packet fabric for general connectivity and adds optical circuits for stable “elephant” flows or for links between racks, accelerator pools and disaggregated resources. The right comparison is therefore not “optical versus Ethernet everywhere,” but which traffic should use each path and how the control plane changes when circuits are introduced.

How optical and electrical switching work

Optical circuit switching (OCS)

OCS switches light from one port to another, changing the physical path rather than inspecting every packet. It is a Layer-1 technology: the switch can connect a source fiber to a destination fiber, but packet framing, congestion control and higher-layer semantics remain the responsibility of the attached interfaces and software.

A circuit must be configured before data uses it. Depending on the hardware, reconfiguration may involve moving mirrors, tuning optical elements or changing another photonic switching mechanism. During that transition, the affected path may be unavailable. After the path is established, the data plane has no packet-by-packet route lookup inside the optical switch.

This behavior is useful for topology adaptation. A controller can create direct links between the accelerator groups that are communicating in the current training phase, then tear down and rebuild circuits for the next phase. The same mechanism can provide an alternate physical path after a fiber, transceiver or switch-port failure. The benefit depends on how quickly the controller detects the condition, computes a safe topology and applies the new configuration.

Electrical packet switching

An electrical switch converts incoming optical signals to electrical signals, performs packet processing in switch silicon and sends the packet toward its next hop. Ethernet fabrics can therefore support many simultaneous conversations, uneven flow sizes and changing endpoints without pre-arranging a dedicated path.

Buffers absorb short bursts, routing protocols can use multiple paths, and standard monitoring and replacement procedures are widely understood. The trade-off is that every hop consumes forwarding bandwidth and electrical power. Under sustained all-to-all traffic, the fabric may need more tiers, links and transceivers than a topology with direct optical circuits.

Performance: latency, completion time and predictability

What “faster” means in an AI cluster

Link latency is only one part of training performance. A cluster can have a low per-hop number and still complete a job slowly if collective operations wait for congestion, if a circuit controller takes too long to reconfigure, or if an optical path cannot serve the next communication phase.   • steady-state message latency and tail latency;
  • bandwidth available to each collective or disaggregated-memory flow;
  • job or iteration completion time;
  • time spent waiting for circuit setup or teardown;
  • behavior during failures and topology changes.

OCS can make a stable, high-volume flow more predictable because it avoids intermediate packet queues. Electrical switching can be faster for a short burst when a circuit would take longer to establish than the burst lasts.

Quantitative result from a 2025 disaggregated-AI model

A study in the Journal of Optical Communications and Networking evaluated disaggregated artificial-intelligence data centers beyond rack scale. In its modeled architecture, PCIe carried traffic over an optical network for 62 metres with a reported latency of 3 microseconds. The same study reported a 48.3% reduction in backpropagation completion time versus PCIe connected through an Ethernet switch. See the 2025 Optica study for the topology and assumptions.

These are modeled results, not a universal specification for optical switches. The comparison depends on the chosen PCIe-over-optical scheme, fiber length, interface rates, topology and component behavior. A cluster with shorter electrical paths, different collective patterns or frequent small messages may see a smaller gain, no gain or a penalty from circuit setup.

Tail latency and burst tolerance

Electrical packet fabrics are designed for statistical multiplexing. They can carry many short flows at once and use queues when demand temporarily exceeds a link’s rate. That flexibility comes with queueing delay and potentially high tail latency during synchronized bursts.

An established optical circuit has no packet queue inside the circuit switch, so its transmission delay is stable while the circuit remains in place. However, OCS moves complexity into scheduling. If several jobs request the same ports, the controller must serialize circuits, reserve capacity or fall back to an electrical path. The resulting wait can dominate the optical propagation advantage.

For training jobs with repeated, known communication phases, a scheduler can pre-compute circuits and overlap reconfiguration with computation. For interactive inference with unpredictable requests, an electrical fabric generally absorbs variation more gracefully.

Cost and power: what the published numbers do and do not prove

Modeled AI-cluster savings

In the 2025 disaggregated-AI model, the optical architecture with the paper’s PCIe-over-optical (PO) scheme was calculated to save 31.6% in cost and 12% in power consumption compared with a Leaf-Spine Ethernet solution. The authors state: “The results show that the optical network architecture with the PO scheme saves 31.6% in cost and 12% in power consumption, respectively, compared with the Leaf-Spine with Ethernet solution.” The figures are scenario results, not guarantees for every data center; the study’s component prices, port counts, bandwidth and topology determine the outcome.

A lower switch count or fewer electrical forwarding stages can reduce capital cost, transceiver count and the heat that must be removed. An optical design can also make it practical to disaggregate resources over a longer distance, potentially reducing over-provisioning of accelerators or memory. Those benefits must be weighed against optical-switch hardware, circuit-control software, specialized interfaces and the cost of engineering a new operational model.

Regional data-center interconnect expansion

A separate 2024 optimization study compared optical circuit switching (OCS) and electrical packet switching (EPS) when expanding regional data-center interconnects. Across the simulated settings, it found OCS expansion more cost-efficient than EPS expansion and concluded that “OCS-based expansion is more cost-efficient regardless of the settings of scenarios.” Read the 2024 Journal of Lightwave Technology study for the modeled assumptions.

That result supports OCS as an expansion option, not a universal procurement rule. Simulations do not capture every field cost: spare inventory, technician training, software integration, fiber plant changes, service-level penalties during reconfiguration and the price of keeping an electrical fallback can change total cost of ownership.

Where power savings come from

Power is consumed by switch ASICs, serializers and deserializers, optical and electrical transceivers, retimers, cables, cooling systems and the servers that perform forwarding or protocol conversion. Removing an electrical forwarding tier can reduce some of these loads. The net result depends on whether the optical design adds conversion stages at the endpoints, requires more optical transceivers, or keeps both an optical and electrical fabric active.

Report power at the system boundary that matters: per delivered terabit, per accelerator, per rack, or per completed training job. A switch-only estimate can look favorable while endpoint optics and cooling erase the cluster-level advantage.

Traffic shape Best for sustained, predictable, high-volume flows Best for bursty, short-lived and mixed-size flows
Reconfiguration Required when communication partners change; controller speed is critical Routes and queues adapt continuously through packet forwarding
Failure recovery Can create an alternate physical path; recovery includes detection and circuit programming Mature rerouting and multipath mechanisms; congestion can remain during convergence

Interoperability Requires compatible optical interfaces, control software and fiber plant Widely interoperable Ethernet ecosystem
Operations Needs optical topology visibility and circuit scheduling Established telemetry, routing and queue-management practice
Serviceability Fiber attachment, alignment, optics and circuit hardware can complicate replacement Conventional switch and transceiver replacement is generally simpler
Cost and power Potentially lower in suitable topologies; published savings are model-dependent Predictable procurement and operations; more forwarding stages can raise power
Migration Usually introduced for selected flows alongside Ethernet Provides the existing baseline and fallback path

Which AI workloads benefit from optical paths?

Large-scale distributed training

Training jobs often repeat collective communication phases such as parameter exchange, gradient reduction or all-to-all transfers. If the scheduler knows which accelerator groups will communicate and for how long, it can reserve optical circuits and keep them in place for the phase. The longer and more predictable the flow, the more likely the setup cost is amortized.

Measure the fraction of job time spent in communication, the size and duration of the largest flows, and how often the communication graph changes. An OCS design is compelling when those measurements show sustained utilization of direct paths rather than many short, unrelated messages.

Disaggregated memory, storage or accelerators

Resource disaggregation sends device traffic beyond the local server or rack. Direct optical paths can extend the usable pool while limiting electrical forwarding overhead. The 2025 PCIe-over-optical result is relevant to this case, but its performance cannot be transplanted to a different protocol or distance without re-measurement.

Disaggregation also makes failure handling more important. A controller must know which remote resource is reachable, expose circuit state to orchestration software and prevent a failed optical path from appearing as a healthy PCIe device.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inference and mixed enterprise traffic

Inference traffic is often request-driven, with uneven message sizes and changing destinations. Unless requests are grouped into predictable batches, a packet fabric can use capacity more efficiently than repeatedly establishing circuits. Keep control, storage, tenant and management traffic on the electrical network unless measurements show a stable flow that justifies an optical circuit.

Co-packaged optics: power opportunity with difficult packaging

Co-packaged optics (CPO) places optical engines close to, or in the same package as, the switching silicon. The shorter electrical distance can reduce serializer/deserializer and board-trace power, particularly as link rates rise. CPO is therefore a possible complement to either an electrical packet switch or an optical circuit fabric; it does not by itself determine the network’s switching model.

The deployment constraints are substantial:

  • Thermals: optical engines and switch ASICs share a high-power package and cooling solution.
  • Reliability: a failed optical engine can be harder to replace than a pluggable module.
  • Packaging and fiber attachment: dense fiber coupling requires precise manufacturing and robust strain management.
  • Serviceability: operators must decide whether a package is field-replaceable or whether a larger board is swapped.
  • Standards and supply chain: interoperable engines, electrical interfaces and manufacturing processes must mature together.
  • Light-source placement: external and integrated light sources have different thermal, reliability and maintenance trade-offs.

The IEEE study “External vs. Integrated Light Sources for Intra-Data Center Co-Packaged Optical Interfaces” discusses those source-placement choices. A CPO business case should include cooling, spares, maintenance labor and replacement time, not just watts per port.

Control plane and failure recovery requirements

What the optical controller must do

An OCS deployment needs a controller that translates workload or topology demands into safe circuits. At minimum it should:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. collect link, transceiver, fiber and switch-port health;
  2. learn the communication matrix or receive it from the cluster scheduler;
  3. check port conflicts, reachability and bandwidth before programming a circuit;
  4. coordinate make-before-break changes where the hardware permits them;
  5. expose circuit state and expected activation time to applications and orchestration;
  6. record every change so operators can correlate topology events with job stalls.

Failure recovery must distinguish a failed optical component from a failed endpoint, a dirty connector or a controller error. A safe design keeps a tested electrical path or alternate optical route for critical services and defines what happens when no circuit can be allocated.

Reconfiguration timing

Do not compare only the optical propagation delay with an Ethernet hop. Measure detection time, controller decision time, switch actuation time, endpoint retraining or link establishment, and application recovery. If a training phase lasts only a few milliseconds, a circuit that takes a meaningful fraction of that interval to establish may reduce rather than improve throughput.

How to evaluate a hybrid design

  1. Inventory traffic. Capture flow duration, bytes, fan-in and fan-out, burst size, synchronization points and communication phases for representative training, inference and storage jobs.
  2. Set service targets. Define acceptable median and tail latency, job completion time, recovery time after a link failure, and maximum circuit setup delay.
  3. Map the physical topology. Record rack distances, fiber routes, port radix, transceiver types, spare capacity and cooling limits. The 62-metre result in the 2025 study should not be treated as a generic distance limit or guarantee.
  4. Partition flows. Assign long, predictable elephant flows to candidate optical circuits; leave short, bursty, control and unpredictable traffic on packet switching.
  5. Model total cost of ownership. Include switches, optics, fiber, controllers, software integration, power distribution, cooling, spares, maintenance and migration downtime. Separate one-time capital cost from recurring energy and labor.
  6. Test failure paths. Pull a fiber, disable a transceiver, restart the controller and saturate a shared port. Verify that jobs fail over or stop cleanly rather than hanging.
  7. Measure completed work. Compare time per training step, full-job completion, energy per job and tail latency against an electrical-only baseline under the same workload and utilization.
  8. Stage the migration. Start with one rack group or one disaggregated resource pool, retain electrical fallback, and expand only after control-plane and service procedures are repeatable.

Common pitfalls and how to avoid them

Treating modeled percentages as guaranteed savings

The 48.3%, 31.6% and 12% figures come from one 2025 modeled architecture. Publish or approve them only with their topology, protocol, distance and cost assumptions. Build a local model using measured port utilization and energy prices before making a procurement decision.

Ignoring circuit setup and contention

An optical path is not instantly available. Reserve circuits for known phases, overlap setup with computation where safe, and define a packet-switched fallback for traffic that cannot wait.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing switch boxes instead of completed jobs

Count endpoint optics, cables, retimers, controllers, cooling and idle capacity. Then measure energy per completed training job or inference request, not only watts reported by a switch.

Assuming CPO is a drop-in module replacement

CPO changes packaging, thermal design, fiber attachment and repair procedures. Validate service access, spare strategy and failure isolation before committing to a large deployment.

Underestimating software maturity

An optical fabric can be fast in a diagram and unreliable in production if orchestration cannot see circuit state. Integrate telemetry, scheduler signals, configuration rollback and alerting before moving critical traffic.

Practical recommendation by scenario

Scenario Starting architecture Reason
Predictable all-to-all training across racks Hybrid, with OCS for scheduled phases Long synchronized flows can amortize circuit setup and avoid packet-forwarding overhead
Disaggregated PCIe or accelerator resources Optical path pilot plus electrical fallback Direct paths may reduce latency and completion time, but endpoint and failure integration are critical
Bursty inference with many tenants Electrical packet fabric Statistical multiplexing and mature isolation handle changing demand
Regional DCI expansion with stable high-capacity demands Evaluate OCS expansion against EPS using site-specific models 2024 simulations favored OCS across their settings, but local fiber, equipment and operations costs matter
New high-radix switch generation Compare pluggable optics and CPO on total cost and serviceability CPO may lower electrical-interconnect power while increasing packaging and maintenance constraints

Bottom line for an AI data-center design

Optical switching is attractive when the network can turn predictable communication into a small number of heavily used direct circuits. It can improve latency consistency, reduce electrical forwarding and support topology adaptation, and published studies show substantial modeled gains in specific architectures. Electrical packet switching remains the flexible, interoperable foundation for bursty traffic, mixed protocols and operational simplicity.
