For a new VPS, choose OpenVPN unless native operating-system client support is your overriding requirement. OpenVPN usually exposes one TCP or UDP service, uses a portable client profile, and can operate through NAT and proxies. L2TP is only a tunnel: it has no encryption of its own and must be combined with IPsec, which adds IKE, ESP or NAT-traversal handling, and more firewall dependencies. Choose L2TP/IPsec mainly for compatibility with an existing environment or devices whose built-in VPN settings do not accept OpenVPN profiles.

OpenVPN and L2TP/IPsec are not equivalent protocols

The names are often compared as if they describe two complete VPN products. They do not. OpenVPN is a complete open-source VPN daemon that provides tunneling, authentication and encryption through SSL/TLS or a static key. L2TP (Layer 2 Tunneling Protocol) supplies tunneling only. IPsec must provide the cryptographic protection and key management around it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RFC 3931 states plainly that “The L2TP data channel does not provide cryptographic security of any kind.” An L2TP server exposed without a correctly configured IPsec layer is therefore not an encrypted VPN. In a normal L2TP/IPsec deployment, L2TP traffic is carried inside an IPsec-protected session, commonly using IPsec transport mode.

Quick decision: which one belongs on your VPS?

Situation Better starting point Reason
New VPS, no existing standard OpenVPN One service endpoint, portable profiles and fewer protocol layers to configure and troubleshoot.
Clients can install an OpenVPN application OpenVPN Major operating systems can use the protocol, while authentication and tunnel settings are delivered in a profile.
Devices already expose a suitable L2TP/IPsec client L2TP/IPsec Users may connect without installing a separate VPN application, provided the required IKE/IPsec profile is supported.
Existing company network standardizes on L2TP/IPsec L2TP/IPsec Consistency with an established authentication, firewall and support model can outweigh the additional components.
Users regularly encounter restrictive networks OpenVPN, normally UDP OpenVPN can use a chosen TCP or UDP listener; TCP 443 can be a reachability fallback.

This is a deployment recommendation, not a claim that one protocol is universally faster. The authoritative material available for this comparison does not provide a directly comparable throughput or latency benchmark, so any speed advantage depends on the VPS CPU, cipher, MTU, encapsulation, client and network path.

How OpenVPN works on a VPS

OpenVPN is a user-space VPN daemon. Its documented capabilities include SSL/TLS, TCP or UDP tunnel transport through proxies or Network Address Translation (NAT), dynamic addressing, TUN/TAP interfaces and support for many operating systems. A server authenticates clients either with a static pre-shared key or with SSL/TLS certificates.

Authentication and encryption

For a multi-client VPS, certificate-based TLS is the practical model. Each client receives credentials that can be revoked or replaced independently. A single static key is simpler for a small test but gives you no clean per-client identity: replacing a compromised key requires redistributing it to every user that shares it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The TLS control channel authenticates peers and negotiates session protection. The data channel then carries routed or bridged traffic through a TUN or TAP interface. Use cipher settings supported by every client and keep the server and client software current; a setting that is secure but unavailable in an older client will prevent connection.

Transport choices

UDP is the normal choice for OpenVPN. It avoids adding a reliable transport on top of another reliable transport and generally handles loss and changing network conditions more naturally. OpenVPN can also listen on TCP. TCP 443 is useful when a hotel, office or public network permits web-like traffic but blocks unfamiliar UDP ports. It is not a universal performance upgrade: TCP inside TCP can trigger the “TCP meltdown” phenomenon, where retransmissions at both layers compete and interactive performance deteriorates.

What the VPS exposes

You select one OpenVPN listener, such as a UDP or TCP port, and allow that port through the cloud security group and the host firewall. The client profile contains the server address, port, transport, certificate material and tunnel options. This profile-based model is usually easier to reproduce on a second VPS or hand to a new user than a stack of separate IKE, ESP and L2TP settings.

How L2TP/IPsec works on a VPS

L2TP creates the tunnel, while IPsec supplies confidentiality, integrity, peer authentication and key management. IKE negotiates the IPsec security association. The resulting protected channel carries L2TP traffic, commonly in IPsec transport mode.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The packet layers you must account for

  • IKE: negotiates keys and security proposals, normally beginning on UDP 500.
  • ESP: carries protected IPsec data as protocol 50. ESP has no TCP or UDP port.
  • NAT-Traversal (NAT-T): when a NAT device is detected, ESP is encapsulated in UDP 4500 so it can cross the translator.
  • L2TP: carries the tunnel payload inside the protected IPsec design. UDP 1701 is part of the implementation’s internal L2TP handling; it should not be treated as a replacement for IPsec protection.

strongSwan documents that the “well-known NAT Traversal UDP port 4500 is shared with the IKE protocol when a NAT situation is detected.” That is why an L2TP/IPsec firewall plan differs from simply opening an application’s one listening port.

Why deployment is more involved

You must make the IKE version and proposals, authentication method, IPsec mode, NAT-T behavior, L2TP daemon and client profile agree. A failure can occur at any layer: UDP 500 blocked, a mismatched proposal, a NAT device dropping ESP, an incorrect pre-shared key or certificate, or L2TP failing after IPsec has already established. Logs that show an IKE exchange succeeded do not prove that the L2TP session or user traffic is working.

Firewall and port checklist

OpenVPN

  1. Choose the listener’s transport: UDP for normal use, or TCP when a specific network requires it.
  2. Allow that exact port in the VPS provider’s security group or network ACL.
  3. Allow the same port in the operating system’s host firewall.
  4. Confirm that the client profile uses the identical protocol, port and server address.
  5. If using TCP 443 as a fallback, test it separately from the preferred UDP profile and monitor for TCP-over-TCP symptoms.

OpenVPN Access Server documentation describes UDP as the preferred transport and TCP 443 as an option for restrictive networks. Do not open several listeners by default: every additional endpoint expands the configuration and logging surface.

L2TP/IPsec

  • Allow UDP 500 for IKE negotiation.
  • Allow UDP 4500 for NAT-Traversal; it carries encapsulated ESP when NAT is detected.
  • Handle ESP protocol 50 according to the path and implementation. It has no port and is not naturally NAT-friendly.
  • Apply the implementation’s L2TP rules for UDP 1701. Do not expose it directly as if it were an encrypted VPN endpoint.

Cloud firewalls, host firewalls and an upstream VPS network policy all have to permit the traffic. If clients work from a public address but fail behind a home router, inspect NAT-T and UDP 4500 before changing authentication settings.

Client compatibility and user experience

OpenVPN client requirement

OpenVPN is portable across major operating systems, but users need an OpenVPN-compatible client and an imported profile. That extra installation is often a small operational cost: the profile can define the remote address, transport, certificates, DNS behavior and routing in one controlled package. It also gives an administrator a consistent configuration across laptops and phones rather than relying on each operating system’s interpretation of a built-in VPN form.

Native L2TP/IPsec settings

L2TP/IPsec can be attractive when a target operating system already offers a compatible client in its network settings. The apparent simplicity is conditional. Operating-system support may mean a particular IKE version, authentication method or proposal set; verify those details before committing to the server design. A client that says “L2TP/IPsec” may still reject the exact profile your chosen server implementation requires.

NAT and restrictive networks

OpenVPN behind NAT

OpenVPN’s TCP or UDP tunnel is ordinary transport from the network’s perspective, so forwarding and troubleshooting usually involve the one selected listener. UDP remains preferable where it is allowed. TCP 443 can improve reachability when a network permits only traffic that resembles HTTPS, but it does not make OpenVPN an HTTPS service and should not be assumed to evade every firewall or inspection system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

L2TP/IPsec behind NAT

Raw ESP is difficult for NAT because it has no port number for the translator to track. NAT-T detects the condition and moves the protected traffic into UDP 4500. If a firewall allows UDP 500 but blocks 4500, IKE may start and the tunnel may still fail as soon as data traffic is attempted. The extra transition is a central reason L2TP/IPsec requires more path-specific testing.

Security administration: what you must maintain

OpenVPN responsibilities

  • Protect the server’s private key and certificate authority material.
  • Issue separate client certificates for separate users or devices.
  • Revoke credentials when a device is lost or a user leaves.
  • Keep OpenVPN and the operating system patched.
  • Choose current data-channel and control-channel settings accepted by all supported clients.
  • Restrict administrative access to the VPS independently of the VPN listener.

Static-key mode can be useful for a narrowly scoped connection, but certificate-based TLS is the better foundation for a multi-client service because identities and revocation remain manageable.

L2TP/IPsec responsibilities

  • Choose mutually supported IKE and IPsec proposals rather than relying on broad legacy defaults.
  • Protect the IPsec pre-shared key or certificates and rotate them according to your security policy.
  • Confirm that authentication, lifetimes and NAT-T settings match the client.
  • Keep both the IPsec implementation and L2TP daemon patched.
  • Log and test IKE, IPsec and L2TP separately so a failure at one layer is not mistaken for a failure at another.

The security of this design comes from IPsec. Calling the deployment simply “L2TP” hides the component that actually supplies encryption.

Performance and resource planning

There is no defensible universal speed winner between these designs from the available authoritative documentation. Throughput and latency vary with CPU allocation, cipher choice, packet size, MTU, client hardware, NAT encapsulation and the route between client and VPS. Measure on the actual VPS and access networks if performance is a deciding factor.

For OpenVPN, use UDP where possible and consider Data Channel Offload (DCO) when the server, kernel and client support it. OpenVPN Access Server documentation describes DCO as moving encryption and decryption into kernel space, which can improve performance by reducing user-space processing. Treat that as a supported-feature decision, not a guaranteed percentage improvement.

L2TP/IPsec adds encapsulation and can trigger NAT-T, but that fact alone does not establish a fixed penalty. Conversely, OpenVPN’s user-space processing does not prove it will be slower on every VPS. Compare equivalent MTUs, routes, encryption settings and workloads rather than repeating a generic protocol ranking.

A practical VPS setup plan

Plan an OpenVPN deployment

  1. Confirm the client requirement. Ensure every intended user can install an OpenVPN client and import a profile.
  2. Choose transport and port. Start with UDP. Reserve TCP 443 as a separately tested fallback only if restrictive networks justify it.
  3. Install and patch the daemon. Use a current package or release compatible with the VPS operating system and clients.
  4. Create certificate-based identities. Issue a distinct client credential for each device or user; avoid sharing one static key across a group.
  5. Configure routing and addressing. Define the VPN address pool, the networks that should be reachable and the DNS behavior clients need.
  6. Open one listener. Permit the selected port in both the provider security group and host firewall, then restrict VPS administration to its own management rules.
  7. Export and protect profiles. Deliver profiles through a secure channel and treat embedded keys as secrets.
  8. Test the failure paths. Connect from a normal broadband link, a NATed home router and a restrictive network if TCP 443 is offered. Verify both tunnel establishment and actual application traffic.

Plan an L2TP/IPsec deployment

  1. Verify native client details. Record the client’s IKE version, authentication method, proposals and NAT-T behavior before selecting the server stack.
  2. Install both layers. Deploy an IPsec/IKE implementation and an L2TP service; neither component replaces the other.
  3. Set authentication and proposals. Configure matching credentials, lifetimes and cryptographic suites on server and clients.
  4. Open the path. Permit UDP 500 and UDP 4500 in the provider and host firewalls, and handle ESP protocol 50 where the network permits it.
  5. Apply L2TP rules. Keep UDP 1701 within the protected design and follow the chosen implementation’s exact firewall guidance.
  6. Test without NAT first. Establish a baseline from a directly addressed client, then test through a home router to confirm NAT-T.
  7. Diagnose by layer. Check IKE negotiation, then IPsec data protection, then L2TP address assignment and finally routed application traffic.

Troubleshooting by symptom

Symptom Likely checks
OpenVPN client cannot connect Confirm the profile’s server address, transport and port; check the cloud security group and host firewall; verify that the daemon is listening on the expected interface.
OpenVPN connects but traffic fails Check tunnel addressing, routes, forwarding and DNS separately from the TLS connection.
TCP 443 works but feels sluggish Test UDP from an allowed network. TCP-over-TCP retransmission interaction may be affecting responsiveness.
L2TP/IPsec fails before authentication Inspect UDP 500 reachability, IKE version, proposals and credentials.
IKE succeeds but no L2TP data passes Check UDP 4500 when NAT is present, ESP handling, and the L2TP service and firewall rules.
Works on a public IP, fails behind a router Verify NAT-Traversal and UDP 4500; raw ESP may not cross the translated path.

Common design mistakes

  • Calling L2TP encryption. L2TP alone has no cryptographic security; IPsec is mandatory.
  • Opening only UDP 1701. L2TP/IPsec also needs IKE and, for NAT paths, UDP 4500; direct exposure of 1701 does not create a secure VPN.
  • Assuming ESP is a port. ESP is IP protocol 50. A firewall rule for TCP or UDP 50 is not an ESP rule.
  • Choosing TCP 443 as the default OpenVPN transport. It may help reachability, but UDP is normally preferred and TCP-over-TCP can hurt performance.
  • Sharing one OpenVPN key. Shared credentials make revocation and incident response unnecessarily broad.
  • Declaring a speed winner without controlled tests. VPS CPU, MTU, cipher, NAT and route can reverse the result.
  • Testing only tunnel establishment. A successful handshake does not prove that routing, DNS or application traffic works.

Final recommendation

Set up OpenVPN on a fresh VPS when you control the client software. It gives you a portable, certificate-friendly service with one primary listener and a straightforward UDP-first design. Add a TCP 443 profile only when network reachability requires it, and treat it as a fallback rather than a speed setting.

Use L2TP/IPsec when native client support or an existing standard is decisive and you are prepared to operate IKE, IPsec, NAT-T and L2TP as one integrated system. Never deploy L2TP without IPsec, and plan the firewall around UDP 500, UDP 4500 and the implementation’s ESP and L2TP behavior.
