OpenTelemetry is a vendor-neutral framework for generating and transporting traces, metrics, and logs. Its Collector is an optional, vendor-agnostic proxy that receives telemetry, processes it, and exports it to one or more backends. Direct application export is reasonable for a trial or very small deployment; production systems generally gain better retry, batching, routing, encryption, and privacy control by placing a Collector alongside services.
What OpenTelemetry includes—and what the Collector does
OpenTelemetry is a collection of APIs, SDKs, instrumentation libraries, semantic conventions, exporters, and related components used to create and move observability data. It is not a storage or visualization product by itself. Applications and infrastructure produce telemetry, while a backend stores, queries, and displays it.
The Collector is described by OpenTelemetry as “a vendor-agnostic proxy that can receive, process, and export telemetry data.” It can accept signals in formats such as OTLP, Jaeger, and Prometheus, apply processing rules, and send the resulting traces, metrics, or logs to one or more destinations. That separation keeps delivery and data-governance concerns out of every application process.

Do applications need a Collector?
No. An SDK can export directly to a telemetry backend, and that approach is useful when trying OpenTelemetry or operating a small environment. For production, official guidance generally recommends using a Collector alongside the service because the Collector can take over delivery and policy functions independently of application code.
| Decision area | Direct SDK export | Export through a Collector |
|---|---|---|
| Operational control | Retries, batching, and routing are implemented in each application or its SDK configuration. | Retries, batching, and routing can be centralized and changed without rebuilding every service. |
| Privacy controls | Filtering must happen in application code or SDK features before data leaves the process. | Processors can filter or scrub telemetry at a controlled egress point before export. |
| Transport security | Every application must maintain destination and authentication settings. | The Collector can own authenticated, encrypted connections to downstream systems while applications use a separate secured hop. |
| Failure isolation and scaling | A backend outage or slow exporter consumes application resources unless the SDK handles it well. | The Collector provides a separate process boundary for buffering, retry behavior, and fan-out; it still needs capacity planning and monitoring. |
| Latency and resource overhead | There is no extra network hop or Collector process. | A hop and process are added, but centralized batching and filtering can reduce repeated work across services. |
| Component maturity | Only the SDK and exporter used by the application need to be assessed. | Every receiver, processor, and exporter in the pipeline must have a suitable stability status for production. |
Choose direct export when speed of experimentation and minimal moving parts matter most. Choose a Collector when several services share destinations, when credentials and routing must be managed centrally, when sensitive fields need a consistent scrub, or when backend failures should not be handled separately in every application. A hybrid arrangement is also possible: applications send to a nearby Collector, and that Collector forwards to one or more regional or central destinations.
How a Collector pipeline works
A pipeline connects components for one signal type—traces, metrics, or logs. The basic flow is receiver → processor(s) → exporter(s). A Collector can run separate pipelines for each signal and can configure more than one exporter for a pipeline.

Receivers: bringing telemetry in
Receivers accept data from applications, agents, or other systems. OTLP is the common OpenTelemetry protocol; Collector deployments can also receive formats such as Jaeger and Prometheus. A receiver only defines how data enters the Collector. It does not, by itself, decide what to retain, redact, or where to send the data.
Processors: changing or controlling telemetry
Processors operate on data after reception and before export. They can transform fields, batch records, filter unwanted items, and perform sampling. This is the point at which a team can enforce organization-wide rules instead of relying on every application team to implement identical logic. Processor order matters: a field must be normalized before a rule that matches the normalized value, and sensitive data should be removed before any exporter can transmit it.
Exporters: sending telemetry out
Exporters define how data leaves the Collector. An exporter can send traces, metrics, or logs to a selected destination, and one pipeline may use multiple exporters. Configure each destination with its own endpoint, authentication, encryption, retry behavior, and filtering requirements. Sending to multiple destinations increases the number of egress paths that must be reviewed for privacy and access control.

How to design and roll out a Collector pipeline
- Inventory the signals and destinations. List which services emit traces, metrics, and logs, which protocols they can use, and which backends must receive each signal. Do not assume that a traces pipeline automatically handles metrics or logs; configure and test each signal path.
- Select receivers that match the senders. Standardize on a protocol where possible, and document the listener address, authentication method, and allowed network sources. If legacy systems use Jaeger or Prometheus formats, confirm that the corresponding receiver is currently suitable for production.
- Define processing before export. Place batching, transformation, filtering, and sampling rules in an intentional order. Make the privacy rule explicit: identify which attributes, events, log fields, and baggage entries may contain personal, secret, or otherwise restricted data, then remove or rewrite them before egress.
- Configure each exporter independently. Record the destination, transport encryption, server authentication, client credentials, timeout and retry policy, and whether the exporter receives traces, metrics, logs, or more than one signal.
- Test failure paths. Temporarily make a destination unavailable and observe queueing, retries, error reporting, and recovery. Verify that an exporter failure does not silently bypass the filtering processor or cause the application to emit data directly to an unapproved endpoint.
- Validate component stability. Receiver, processor, and exporter maturity is mixed across the Collector ecosystem. Check the current status of every component and its version-specific documentation before standardizing a production pipeline.
- Roll out gradually. Start with a noncritical service, compare what the application emitted with what the backend received, and inspect both normal and error traces. Expand only after transport, sampling, privacy, and resource behavior are understood.
What sampling changes
Sampling limits the amount of trace data collected and sent. It reduces noise, storage and network volume, and processing overhead, but it also means that an unsampled trace may not be available for later investigation. Sampling is a data-selection decision, not a privacy mechanism: a sampled span can still contain sensitive content.
Sampling can occur before a span is created, inside the SDK, or later in an out-of-process Collector. Earlier decisions save more application and network work; later decisions can use more context. The important distinction is whether the decision is made at span creation time (often called head sampling) or after additional spans and attributes are available (tail sampling).
| Sampling choice | When the decision is made | Strength | Trade-off |
|---|---|---|---|
| SDK or pre-span sampling | Before or as a span is created in the instrumented process. | Reduces work and traffic at the source. | Has less information about the eventual trace, so it may discard an important error or slow request. |
| Collector head sampling | Near the start of processing in the Collector. | Centralizes policy while avoiding some downstream work. | Still makes an early decision and may not know whether a trace later fails. |
| Collector tail sampling | After enough of a trace is available to evaluate it. | Can retain traces based on outcomes such as errors or latency. | Requires the Collector to hold and coordinate trace data while deciding, increasing operational complexity and resource needs. |
Two sampling fields are especially important. If a span’s IsRecording value is false, its span data is discarded rather than recorded. The Sampled flag is propagated with the trace context and indicates whether an exporter should receive the span. A propagation decision and local recording behavior therefore both matter: inspect them when a downstream backend appears to be missing spans.

Choose a policy by balancing data fidelity, cost and volume, error retention, decision timing, and where the rule must be enforced. Teams that must retain every failure commonly combine a lower baseline rate with a later rule that keeps error or high-latency traces, provided the resulting Collector capacity and privacy review are adequate.
How to filter PII and other sensitive data
Assume that any attribute, event, log body, resource field, or baggage entry could contain sensitive information until you have classified it. User IDs, email addresses, authorization headers, query strings, free-form exception messages, and request payload fragments are common accidental disclosures, but the exact risk depends on what your applications emit.
- Define a data inventory. Identify fields required for diagnosis, fields that may be retained in an internal system, and fields that must never leave the service boundary.
- Filter at a trusted boundary. Use Collector processors to drop or scrub sensitive attributes before any exporter sends telemetry. Apply equivalent rules to traces, metrics, and logs; protecting only spans does not protect log records or baggage.
- Prefer allowlists for high-risk data. Retain only attributes with a documented operational purpose when a broad denylist would be difficult to maintain.
- Protect configuration. Restrict who can change receiver, processor, exporter, and credential settings. Validate configuration in deployment automation so a change cannot silently disable a filtering rule.
- Minimize privileges. Give the Collector only the network access, destination permissions, and filesystem rights it needs. Keep credentials out of telemetry fields and avoid sharing application credentials with the Collector unless necessary.
- Secure every hop. Use authenticated encrypted connections for application-to-Collector and Collector-to-backend traffic. Verify certificates and rotate credentials according to your organization’s policy.
- Check the backend too. Filtering before export reduces exposure, but retention, access control, indexing, backups, and exports in the destination system remain part of the privacy decision.
OpenTelemetry does not automatically anonymize data or guarantee regulatory compliance. Compliance depends on the data you emit, the processors and transport you configure, the permissions you grant, and the policies enforced by each backend.

Is the Collector secure by default?
Security is a configuration responsibility, with important defaults expected from component developers. OpenTelemetry security guidance says that component developers must default to encrypted connections. Verify the actual transport and authentication settings of each receiver and exporter rather than assuming that a deployment inherited a secure mode.
Do not expose receiver endpoints, administrative interfaces, health information, or internal telemetry to the public internet unless there is a specific, defended requirement. The security guidance says extensions should not expose health or telemetry data outside the Collector by default. Put listeners on private interfaces, restrict network access, and require authentication where supported.
Model the Collector as a privileged data-processing service: compromise could reveal telemetry, credentials, or routing information. Keep its configuration and logs access-controlled, patch the runtime and components, and monitor unexpected configuration or destination changes.
How to monitor a Collector
By default, Collector internal metrics are exposed through a Prometheus interface on port 8888, and Collector logs are written to standard error. Treat port 8888 as an operational endpoint, not a public service: restrict who can reach it and collect the metrics through an authenticated, private monitoring path.
Monitor ingestion, processing, export success and failure, retry activity, queue or memory pressure, and the rate of dropped or filtered records. Compare application-side counts with backend-side counts while introducing sampling or a new processor. A sudden fall in exported spans can indicate a sampling decision, a disabled pipeline, a receiver problem, an exporter outage, or a filtering rule that is broader than intended.
The internal telemetry configuration schema is still under development. Check the current OpenTelemetry documentation before treating a particular schema or metric name as a long-term compatibility contract, especially during upgrades.
Quick Recap
Common failure symptoms and fixes
| Symptom | Likely area | Checks |
|---|---|---|
| No telemetry reaches the backend | Receiver, network, or exporter configuration | Confirm the application is sending to the Collector listener, verify authentication and encryption on both hops, inspect Collector errors on stderr, and test the destination independently. |
| Some traces are present but errors are missing | Sampling decision or propagation | Inspect the SDK and Collector sampling rules, the span’s IsRecording value, and the propagated Sampled flag. Confirm that a later sampling policy is not discarding error traces. |
| Backend receives unexpected personal data | Incomplete filtering | Review attributes, events, log bodies, resource fields, and baggage. Ensure the scrub processor runs before every exporter and that no direct application exporter bypasses it. |
| Export latency or memory usage rises | Batching, retries, destination outage, or late sampling | Check exporter errors and retry volume, verify destination health, inspect queue and memory metrics, and reassess whether the selected processing and sampling policy fits available capacity. |
| Collector accepts data from an unintended source | Listener exposure or access control | Bind receivers to private interfaces, restrict network paths, require authentication, and review firewall or service-mesh rules. |
| A component behaves differently after an upgrade | Component stability or configuration change | Check the current stability status and version documentation for that receiver, processor, or exporter, then validate the pipeline in a noncritical environment before rollout. |
A practical decision checklist
- Use direct export for a short trial or genuinely small deployment where centralized control is not yet needed.
- Add a Collector when you need shared retries, batching, routing, encryption management, or pre-egress filtering.
- Choose sampling location by deciding whether source overhead or decision context matters more.
- Keep error and high-value traces only when the policy, buffering, and capacity have been tested.
- Classify and scrub sensitive data before every exporter; never assume OpenTelemetry anonymizes it.
- Require authenticated encrypted transport and keep health, telemetry, and administrative endpoints private.
- Monitor the Collector’s internal metrics on port 8888 privately and use stderr logs for diagnostics.
- Recheck stability status and current documentation for every component before promising production support.
