Use both, in sequence. OpenSecrets is usually the faster way to understand a PAC’s donors, recipients, industries and spending patterns. FEC.gov is the authoritative federal disclosure record to verify a number, inspect the filing that produced it, check amendments and download reproducible data. Start with OpenSecrets for discovery; finish with FEC.gov whenever the figure will be quoted, compared or used to support a consequential claim.
OpenSecrets and FEC.gov serve different jobs
These services are not competing databases built from unrelated information. OpenSecrets builds a readable presentation and analysis layer from campaign-finance filings. FEC.gov is the Federal Election Commission’s disclosure system and publication platform. Both can show information about the same political action committee (PAC), but they may present it at different times, with different labels and at different levels of detail.
That distinction matters when a headline number looks different on the two sites. A discrepancy can result from a newly filed report that has not been processed by OpenSecrets, an amended FEC filing, different reporting periods, or OpenSecrets assigning a transaction to a category while the FEC displays the original transaction description. The difference is not automatically evidence that either service is wrong.

What FEC.gov does better
It is the closest public record to what a PAC reported
The FEC is the federal disclosure regulator and publisher. Its data system covers receipts, spending, candidates, committees, filings and reports, loans and debts, independent expenditures, electioneering communications and communication costs. When you need to know what a committee actually submitted, when it submitted it and whether the filing was later changed, FEC.gov provides the relevant record.

The site’s PAC and party report search lets you filter by committee type and receipt dates, then inspect report versions, original versus amended documents, total receipts, total disbursements, ending cash on hand and independent-expenditure totals. Those fields let you distinguish a committee’s activity during a specific reporting period from its cumulative activity for an election cycle.
It exposes amendments and document status
A PAC can amend a report after its original submission. The FEC record identifies the document and its status, allowing you to see whether the number came from an original report or a later amendment. That is essential when two totals differ: compare the same committee, coverage dates, report type and version before deciding that one service has an error.
It supports reproducible downloads and technical analysis
FEC.gov offers downloadable CSV data, bulk data and the OpenFEC API in addition to browser-based searches. A downloaded file or API query can preserve the committee identifier, reporting period and transaction fields used in an analysis. For a newsroom, academic project or public-interest investigation, that reproducibility is more valuable than a convenient chart whose category rules may not be visible on the page.

The FEC says PAC and party filings are available from 1993 to the present. Its PAC research guidance also points users to committee lists, receipt and disbursement rankings, itemized contributions, contributions to candidates, enforcement actions, audits, advisory opinions and historical reports. The exact availability of an individual document still depends on what was filed and how it was processed, but the time span supports long-run comparisons that go beyond a single election.

What OpenSecrets does better
It gives you a usable overview quickly
OpenSecrets is designed for people who want to see the shape of a committee’s activity before reading individual filings. A committee page can make it easier to spot major donors, recipient groups, industries and spending categories, then decide which transactions deserve verification at the FEC.
This presentation layer is particularly useful when you do not yet know the committee’s legal name or identifier, or when you are comparing several committees and need a common, readable starting point. Categories and narrative explanations can reveal a pattern that would be difficult to notice in a long list of raw transaction descriptions.
Its categories add interpretation, not a replacement for the filing
OpenSecrets’ campaign-expenditure methodology states: “We are usually able to assign 90 to 95 percent of the money to a category, depending on the cycle.” A category is therefore an analytical assignment, not necessarily wording that appears on the FEC report. Two transactions with similar descriptions may be grouped together, while a single FEC line can be represented in a category that is broader or differently named.
Use those labels to form questions and compare patterns. When precision matters, open the corresponding FEC report or transaction and use the committee’s original filing language.

It is useful for narrative context
OpenSecrets can place a PAC’s activity alongside industries, donor groups and election-cycle trends. That context helps answer questions such as “What kinds of organizations support this committee?” or “Which spending categories grew during the cycle?” It is a discovery and interpretation aid, not a substitute for checking the filing period, amendment status and transaction details at FEC.gov.
Which site is fresher?
FEC publication timing
FEC public-record guidance says required filings are made available online within 48 hours of receipt. For electronically filed designations, statements, reports or notifications, the stated window is 24 hours. The FEC also warns that newly filed summary data may not appear for up to 48 hours. Treat these as publication guidelines rather than a promise that every field, aggregate or search index will be complete immediately after a filing arrives.
OpenSecrets processing timing
OpenSecrets says it typically downloads expenditure data a week or two after every major FEC filing deadline and finishes processing it a few days after that. That workflow explains why a recent filing can be visible at FEC.gov while an OpenSecrets total still reflects the previous processing cycle. The lag is a trade-off for cleaning, categorizing and presenting the data in a more readable form.
How to handle a very recent filing
If a PAC filed yesterday, check FEC.gov first. Search the committee, confirm that the filing covers the period you expect and inspect whether the document is an original or an amendment. Recheck OpenSecrets later if you need its categories or comparative presentation. Do not label the sites inconsistent until both services have had time to process the same filing.

How to track a PAC from discovery to a verified number
- Begin with OpenSecrets. Search the PAC or committee name and note the legal name shown, election cycle, major donors, recipients, industries and spending categories. Record the committee identifier if the page provides one; similar names can belong to different committees.
- Move to the same committee on FEC.gov. Search by the committee’s legal name or identifier rather than relying only on a shortened public name. Confirm the committee type and the cycle you are studying.
- Choose the relevant filing period. Open the report list and check coverage dates, report type and filing date. A cycle total and a quarterly or monthly report answer different questions.
- Check document status and versions. Look for original and amended filings. If an amendment exists, determine which version is the latest applicable record before extracting a total.
- Inspect the financial fields. Compare total receipts, total disbursements, ending cash on hand and, when relevant, independent-expenditure totals. For a donor or payment, open the itemized transaction rather than relying on a chart total.
- Save the supporting record. Download the relevant FEC CSV, bulk-data extract or report image when the number will appear in published work, a formal analysis or a public claim. Keep the committee ID, report name, coverage dates and filing version with your notes.
- Explain any difference. Compare reporting periods, amendment status, FEC processing status and OpenSecrets’ category or download timing. State which definition and period your final number uses.
How to reconcile a mismatch between the two sites
First, align the time period
One page may show an election-cycle total while another is filtered to a single report. Confirm the start and end dates, election cycle and whether the figure includes only the current period or also prior reports. A date mismatch is the most common reason two apparently similar totals cannot be compared directly.
Next, check amendments
An amended FEC filing can revise receipts, disbursements or other totals. Identify the report version used by each site. If OpenSecrets has not yet incorporated the amendment, its page may continue to show the earlier processed value even though FEC.gov displays the amended document.
Then, distinguish raw transactions from categories
OpenSecrets may assign spending to a category for analytical comparison, while FEC.gov preserves the committee’s reported payee, date, amount and purpose fields. A category total can therefore differ from a manually summed set of FEC descriptions without either number being a transcription error. Use the FEC transactions to test what was reported; use the category to describe how OpenSecrets groups it.

Check the filing date and ask whether the report was recent enough to fall inside OpenSecrets’ normal processing lag or the FEC’s stated publication window. If the filing is new, record the date you checked and revisit the comparison after processing. Do not silently combine a current FEC figure with an older OpenSecrets figure.

Using FEC.gov data for repeatable analysis
For a one-off question, the browser interface may be enough. For recurring reporting or a multi-committee study, use the FEC download or OpenFEC API and retain the query conditions. At minimum, record the committee identifier, election cycle, report or transaction endpoint, date range, download date and any filters. This prevents a later reader from mistaking a cycle total for a report-period total or an amended figure for the original filing.
Report images are valuable when the presentation of the filing matters, such as confirming a schedule, footnote or amendment notation. CSV and bulk data are better for calculations because they can be reloaded and checked. The API is useful when you need the same fields repeatedly across committees, but the browser record remains the place to inspect the document as filed.
Important limits and interpretation rules
- A PAC name is not always unique. Verify the legal committee name and identifier before comparing records.
- “Raised” and “spent” depend on definitions. State whether your figure is total receipts, itemized receipts, total disbursements, independent expenditures or another field.
- Cycle totals are not period totals. A report covering one quarter cannot be compared directly with an election-cycle aggregate.
- Categories are analytical constructs. OpenSecrets’ stated 90-to-95-percent categorization rate means some money may remain uncategorized or be grouped differently from your preferred taxonomy.
- Publication is not instant completeness. The FEC’s 24-hour and 48-hour windows and its warning about summary-data delays describe service timing, not a guarantee that every aggregate is immediately final.
- An amended report can change the answer. For historical claims, identify which report version supplied the number.
- No independent head-to-head benchmark establishes a universal winner. There is no dated independent benchmark showing that one service is always more accurate or faster across all PAC data. Choose based on whether your priority is discovery or verification.
How to cite a PAC-money claim responsibly
For a high-stakes statement, cite the FEC filing or report image and include the committee, report type, coverage dates, filing version and the field used. If you use an OpenSecrets category, identify it as an OpenSecrets classification rather than presenting it as the committee’s own wording. A clear note might say that the total comes from a specific FEC report while the industry label follows OpenSecrets’ methodology.
When a number is still changing, include the date checked and avoid implying that it is a final cycle total. If the two services differ, describe the reason—period, amendment, processing time or category rule—instead of choosing the larger or more convenient number without explanation.
Bottom line: which is better?
FEC.gov is better for authority, exact verification, amendments, report images, raw transactions, downloads and reproducible analysis. OpenSecrets is better for readable discovery, contextual explanation and quickly spotting category-based patterns. The dependable workflow is not to pick one permanently: use OpenSecrets to find the story, then use FEC.gov to prove the number and define exactly what it measures.
